In the northeast failed governance continued in West Bengal , Bihar and Orissa. In Delhi and the Punjab a similar situation. It is only now that Maharashtra and Rajasthan are aligned with federal government in industry and modernization goals. And it is only now that Bihar, Orissa and West Bengal are aligning themselves at the state level with the federal goals for modernization and rapid urbanization plus industrialization. In the south Tamilnadu (Madras region) and Kerala (Kochi), and Karnataka (Bangalore region) are also lacking in aligning with the efforts at the federal level. As a result the changes that are happening have the potential to bring a new wave of industrialization and modernization in the north, northeast and western regions of India with the federal government and the state governments in alignment on industrialization and modernization. This could bring to the world economy a development similar to China's second decade of development from 2000 to 2010 when a new surge happened in China's modernization. India's modernization will happen with the reindustrialization in the US and the European Union  and will set the pace for the world economy in the decades to come. ...

WSJ's Andrew Restuccia and Michelle Hackman look at another deportation of about 1 million people of Mexican descent in 1954 under the Eisenhower administration. It looks at the human toll. Many of the people were brought in to tackle the shortage of men to do farm work and harvest crops during the war period 1941-1945.   The alternative proposed by Biden and senior Republican senators McConnell and Lankford and supported by most senior Republicans is the tough immigration legislation drafted by Lankford that president Harris has pledged to sign. In 1954 the US economy was a small fraction of what it is today and struggling from the aftermath of the world war and the Korean War. The US economy would suffer shortages of manpower in construction and farm work that would reduce economic growth by about 1%, from the effects of a 1954 type plan and from the distraction for American focus on chips, science, and manufacturing that is needed to compete in a new world of India, China in addition to Japanese EU competition. States such as Kansas in the midwest feel this shortage, and in the Carolinas in the south, Red states and blue face shortages. Kansas is actively seeking new legal immigrants and welcoming them as shown in the WSJ. This is a different country than 1954 and this must be recognized or we will fall behind China, Japan and India. Cultural literacy is world knowledge and was proposed before by the Exxon Foundation and E. D. Hirsch in 1988. This needs to be revived so that children like Harris who know enough about American history, language and culture to be productive American citizens- as they learn in school and through interaction with fellow citizens in the neighborhood and libraries- can become the norm. There is no reason this cannot be done effectively with the resources committed to this from the federal and state governments in tens of billions of dollars, including to the library system, community colleges, community civic education centers, and to literacy and world knowledge sites such as Lyrarc.com, Wikipedia and Britannica.com. ...

China faces the problem of an ageing population as births decline and their are fewer young people to support senior citizens. The shift to a two child limit after the policy limiting children to one per couple has not accomplished the goal of restoring the birth rate. The Central Committee of the Communist Party and the president Xi Jinping have taken the decision to allow three children per family.  This comes at a time when the old policy meant a fine of 10 times the disposable income for having a third child. The law was not enforced in all regions but acted to deter larger families. Yet there is a cultural effect of decades of having smaller families that will not be easily overcome with a change in the law. In Latin America smaller families are the result of decades of cultural change towards smaller families. Young people are increasingly aware of the cost of raising and educating an additional child, and the effect on the standard of living. Experts say it is too costly to raise another child  and housing is not cheap in China.  This discussion with 3 billion comments over Weibo in the discussion of this policy in China last week, misses a more obvious point from the graph shown in this report in The Guardian. That graph shows the curve for the birth rate in 2019 dropping faster in South Korea and Japan than in China, so that in 2019 the birth rate in Japan and South Korea was lower than in China. This shows that even without a one child policy the birth rate in Chia would be closer to that of South Korea after industrialization progressed and society experienced profound cultural and economic change. Japan today has the lowest birth rate in Asia. The Latin American experience also confirms this shift to small families. ...

The U.S. Supreme Court by a vote of 7-2 struck down a California law that bans the sale of violent videogames to children. Writing the majority opinion Justice Scalia said "even when children are the object the constitutional limits of governmental action apply." Breyer dissented by saying that it made no sense to not allow a child to see a nude picture woman under obscenity laws and yet allow the child to see violent acts against women. Clarence Thomas was the other justice in the dissent. Justices Anthony Kennedy, Ruth Ginsberg, Elena Kagan, Sonia Sotomayor supported the decision to allow violent videogames to be sold to children. Justice Alito supported the decision but expressed serious reservations about the breadth of the majority's opinion saying- " the Court is far too quick to dismiss the possibility that the experience of playing videogames (and the effects on minors of playing violent videogames) may be very different from anything we have seen before."

A second survey by the Indian Council of Medical Research shows an increase in the number of people estimated to be affected. The survey sampled people from 70 districts in 21 States in India. Overall prevalence using this method is high at about 21.5%. India has confirmed 10 million cases. Children and young are also affected.

The concerns over far right parties expelling immigrants in states such as Thuringia has caused a wave of protests across Germany including Berlin and other cities in January 2024. It is also impacting the East where anti immigrant sentiment is based. Germany has a shortage of workers in parts of Germany that formed the Federal Republic before reunification- immigrants fill these gaps. The East has not been the success story it was supposed to be because reunification of the Federal Republic and the GDR (Communist East Germany around Leipzig and East Berlin) led to a flight of young people to the western parts for jobs and opportunities. Leading to a mostly older and retired population in the east -leaving it struggling and feeling unwanted. This is the background of the anti immigrant sentiment in the east where there are far fewer immigrants than in the western and central regions. Resentment about being ignored as settled around the immigrant issue in the east even as Germany has benefitted through some of the middle class educated immigrants from Turkey and from Ukraine, and Syria. Similar resentment has taken place in parts of England in the north which led to fear of immigrants being used by Tories party leading to Brexit. In a similar way in France in the north, and in the US with neglect of rural areas and factory communities in the east and midwest. The communities that were left out that have made choices with far right as in Britain have ended up with leaders from immigrant families that have accomplished little or much in the reverse direction for the English people in the north. The leaders of Germany, Britain, the US, the Nordic countries such as Denmark, and gradually in France have learned that it is right to go back to their roots, that they had forgotten where they came from and are now fighting for the dignity of workers (Schulz), standing in picket lines for the autoworkers (Biden), and following the Biden example in the UK (Starmer). With it comes the realization that this started with the Thatcher and Reagan era that created the conditions and culture that were repeatedly embraced by Democrats in the US, Labor in Britain and Social Democrats in Germany alike leading to financial crises and levels of inequality and lack of educational opportunity not seen since the Great Depression. With it by 2024 comes the unwinding of the economics and culture of the Reagan era. Even in China and India the shift is away from that culture as the economies of these countries with half of humanity are shifted to serve a broad base and to include rural, agricultural and other parts of the population. It shows that the educated parts of the population in these countries have the ability to create the conditions that in Lincoln's words are for the people, by the people, of the people, for a brighter future, if only they will try hard enough for their children's and grand children's sake.  ...

Lula led strikes in 1980, formed the CUT Central Unica de Trabajodores in 1982, ran for Governor of Sao Paulo that year and in 1983 was elected to the Constituent Assembly. The Workers Party was founded on Feb. 10, 1980 during this period of redemocratization. Seoul's population has dropped below 10 million and could reach 7 million in 2050 as population moves out to smaller more livable towns and cities. Says one teacher who moved out there is a higher quality of life, homes are bigger, prices much lower, and children can go outside and play instead of being surrounded by crowded places. Places at kindergarden are free and extra curricular activities are far cheaper. Another development is also taking place. The model of young people getting a degree and working at alarge corporation in the center of Seoul is now fading as young people start their own ventures or business as entrepreneurs. India's lower house of parliament passes a Food Security bill which provides subsidized rice, wheat and other grains to the poorer sections of society, covering about 75% of people living in the rural areas and 50% of the people in cities. The legislation increases the cost of food subsidies by $4 billion to $20 billion a year. Because of high levels of malnutrition in rural areas in India, especially among children, the program helps the needy. Justice Coney Barrett in a 6-3 decision says the district courts cannot make laws over the decisions of the executive branch for the whole country as they have tried to do till now. This means birthright citizenship executive branch decision cannot be overruled across the nation. Most of the lawsuits are filed in states favorable to this or that approach.  In a few months the Supreme Court will address the automatic birthright citizenship issue at its core. Can a mother come to the US just to get her child US citizenship coming on a visitor visa. Much of the nation sees this as belittling the value of US citizenship.  ...

This comes at a time when the Indian government is focusing all its efforts and energies on building infrastructure and development projects under "sab ka vikas, sab ke saath, sab ka prayas, sab ka viswas," which means development for all, by all, with everyone's efforts, and with everyone's confidence." Polaraized content has no place in the country and its mission for development for all.  This report says the Indian government has threatened to jail employees of Facebook, its WhatsApp messaging service, and Twitter Inc. if they did'nt comply with data or take down requests, as reported in WSJ in February. The Indian government is determined to take action to prevent such content or content harmful to children being put out. In 2020 India banned TikTok and other social media platforms. Twitter was asked to block hundreds of accounts in India for posting what was seen as inflammatory material by the Indian government, according to this report. ...

After a chemical attack by the Assad government in Syria in 2013 Trump urged president Obama not to make air strikes on Syrian government targets, saying jobs, healthcare and other priorities should be remembered. After the use of chemical weapons in April 2017 by the Syrian government and the outrage following media photographs of the men, women and children who suffered from the brutal attack, Trump had changed his mind. The graphic images led to a change of heart. Reports on CNN state the president was offered two options to strike several airfields or one airfield near Homs in Syria, just before meeting China's president Xi Jinping. He chose the latter option and went on to his meeting with China's president. Prof. Barry Naughton at the University of California, San Diego, looks at how China has approached tech regulation in a way that has not yet happened in the US and Europe. It says tech regulation expands the role of the government, yet is one that has "a reasonable regulatory rationale," and can be easily supported on an individual basis. It says the US and Europe have recognized the issues that need to be tackled as tech companies were left with no checks or regulation after growing in insidious ways in the last ten years, but have so far failed to act on this knowledge. Some of the goals pursued in China made sense for China it says- technology self-reliance after delinking with the US, data security, de-risking the housing market, getting on a path to carbon neutrality. Other goals such as de-licensing tutoring companies and reregistering as non profit companies-  this was because of president Xi's concern that excessive costs and stress were discouraging Chinese families from having more children as China's population ages rapidly. This means the government plays a bigger role yet Naughton says when it coms to the goal of reducing inequality China has still to come up with ways to use tax policy and other ways to mitigate an extremely unequal distribution of wealth in China. Today this is limited to donations and giving by companies. In the US and Europe social democratic governments from Biden, Scholz and others are taking serious steps and have plans to address these problems of common prosperity with plans to help families and workers. ...

During the last two decades many people from Poland left the country to find jobs in the European Union and Britain. As a result there were more elderly in many parts of Poland and acute shortage of workers. In the long run Polish officials see the refugees as assimilating easily and welcomed by the people in Warsaw and other cities. The influx of new people is seen as a positive for Poland in the long run. Yet in the current situation there are concerns about the ability of Poland to cope with social services needed for the elderly and traumatized refugees.  About one million of the three million refugees now in Poland from Ukraine are children and there is a dire need for school teachers and other help. Many are women and elderly with young men remaining in Ukraine. Poland has asked the US and Canada for help with dealing with the huge influx of refugees in a period of 2 weeks. ...

Prince Charles talked first about people at food banks in his Christmas message this year. One estimate is that a fifth of familes are from families with jobs but unable to keep up with the cost of living. Warm spaces are being set up in Methodist and other churches. One food bank worker says you see ambulance crew, teachers, and asks what does this say about the community, about the country? Ten years of Tory austerity policies have made things worse. On a recent night a nurse walks into a food bank in the east London neighborhood of Hackney. This isn't a normal Britain.
