The surprise is the DJT Senate bill cuts to about 75% of the solar and wind subsidies in the Biden 2022 IRA Act for $843 billion in investments that were going to Republican districts. New rules in the Senate version of 3B Tax Cuts Bill require US renewable solar to disentangle supply chain from China by 2027 or face an excise import tax. All renewable subsidies will also be phased out earlier by 2027 instead of 2032 set by the Biden administration in the Inflation Reduction Act. The Inflation Reduction Act passed in 2022 with subsidies, tax credits for renewables solar and wind led to $843 billion in planned solar and wind investments. Suddenly much of this is placed in doubt. Instead of 2032 phase out the date is moved up to end of 2027 for 30% subsidies and to end of 2028. The result is confusion in the renewables industry and opposition to the excise tax for not disentangling from China supply chain by end of 2027 spreading to the US Chamber of Commerce. ...

As Spain's nuclear, combined, and hydroelectric energy dropped to 23% in 2025 from 31% in 2024 the grid became unstable.  As solar energy took a larger and larger share it increased instability of supply in the system leading to the collapse of the grid in April 2025. Spain hoped to close all nuclear plants. The risks increased and Spain came to a halt- everything from traffic, trains, industry all shut down across the country.

DW.com's Aditya Sharma takes a deeper look at India's efforts to tackle climate change before the COP26 Glasgow Summit. Mr. Modi will attend the global summit in Glasgow, Scotland, COP26. Chinese president Xi Jinping is not expected to attend. India is the only major country to be on track to achieve its targets set in the Paris Climate change Agreement, according to the UN Environment Program's Emission Gap Report.  This report in DW.com says India plans to reduce the emissions intensity of GDP- volume of emissions for every unit of GDP- by around 35% by 2030 from 2005 levels. India is also nearing its goal under 2015 Paris Agreement for achieving about 40% share of non fossil fuel based electricity generating capacity, which the government expects will be achieved by 2023, 7 years ahead of schedule. Behind this are ambitious goals for solar energy generation set by prime minister Modi, after his first experiments with new solar energy technologies when he was running the state government in Gujarat state. Modi sees new technologies of the future playing a big role in making it possible to achieve ambitious goals way ahead of schedule. Indian prime minister Modi tells RE Invest 2020, that India has almost tripled renewable energy production including solar and wind energy in 6 years, and is now the 4th largest renewable energy producer in the world. India is also now the fastest growing renewable energy producer in the world. He says India made investments in renewable energy early even when it was not the most cost effective source of energy. Through its scale and new technology, manufacturing advances, India is now in a position to show that renewable energy is sound economics. Since 2017 renewables exceed coal as a source of energy, making up 36% of energy production today.

China's efforts to rescue the housing industry and construction industry will be limited as the government is now concerned not to set off another bubble like that in the past. Assistance will be limited to unsold apartments which local governments can now buy to use for affordable housing, and $42 billion is provided for a central government fund to buy apartments that are unsold. This will reduce excessive inventory and the government will stop at that point no wanting to create new bubbles. Attention is now focused on increasing manufacturing of electric vehicles for export and other manufacturing in solar, renewable energy.

Extreme drought affected Minnesota cattle farmers leading to elimination of many cattle herds.               Wildfire smoke from Canada settled down over the cities of St Paul and Minneapolis for days.                 Lack of enough snow and ice in winter led to losses in ice fishing and cross country skiing making winters unnatural in Great Lakes Region that also includes Wisconsin and Michigan. Walz acted, and his plain spoken communication style made a difference clearing misperceptions. Pew Research shows 67% of Americans favor clean energy but misperceptions abound.          Minnesota during his two terms now produces 50% of its energy from wind, solar and nuclear. Minnesota is now likely to be ahead of California in getting to 100% wind solar and nuclear for all its energy. Walz set the date 2040 into law for this to happen with 40 climate initiatives. A bill signed into law speeds up the permits for renewable energy projects. Walz’s communication style shows that when people understand the benefits and specifics you get things done. “The surest way to get people to buy in is to create a job that pays well in their community. All of us are going to have to be better about our smart politics, about bringing people in.”        ...

The Third Biennial Update Report at COP26 Glasgow shows where India stands on renewable energy, solar, forest cover enhancement, and improving carbon intensity in its climate change efforts so far.  For instance a 17 times increase in solar in the last 7 years to 45 gigawatts, with target of 450 gigawatts by 2030. In carbon intensity 24% improvement between 2005-2014. Scientist Bhatt presented the report for India's Environment Ministry saying India represented 17% of the world's population and historically 4% of world carbon emissions, today 5%. Improvements of carbon intensity per unit of GDP planned under Mod's plan for 2030 require 45% reduction in carbon intensity by 2030. This suggests the trajectory of China will be avoided where highly polluting parts of industries such as steel and cement were left unregulated and lacking strict supervision leading to rampant pollution in 2000-2021. Mr. Birol, head of the Renewables Energy Agency said on BBC's "Hard Talk" program recently that if you combine all of China's steel and cement factory carbon emissions, that alone would equal the total sum of carbon emissions of the whole European Union today. A quick look at a graph of global carbon emissions trajectories shows three fold increase of China's carbon emissions from about 4 billion tons to 12 billion tons between 2000-2021, the period and the explosion of carbon that is the one activity that singlehandedly created the crisis of climate change today. By comparison US remains at about 6 billion tons of emissions, and EU, US, Britain Japan show flat trajectories. Business, globalization interests, US and European financial interests, and local governments in China that financed this explosion in steel and cement ignored the implications of so much pollution in so short a time through unregulated activities- writing a chapter of failure with most of the world's people left to bear the results of such a failure.  It is this that India plans to correct with a 45% improvement in carbon intensity per unit of GDP by 2030, and nothing could be more important in the government's plan than this. New technologies will be key for this. Modi and India realize how vulnerable India is to floods, drought stricken areas, shortages of water, and climate extremes, and see these plans as critical for healthy growth that benefits all of India's people and regions, It is a long term vision like no other today and sets a new direction for all developing regions of Asia, Latin America and Africa. As India leads the way in new technologies and ambitious programs such as one solar, one world, one grid, these technologies will also break open new paths for the regions of the world that need this most from Brazil to Indonesia.  China too suffers from the impact of so much pollution. Even as early as 2010 reports showed the higher pollution had lowered life expectancy in northern region of China compared to its southern region. Yet the most polluting factories were not removed and only recently is the activity being conducted seriously leading to the shortages of fuel from so much overexpansion in the boom years, and making adjustments done abruptly today more difficult.   ...

Big changes are expected in energy markets after 2026 following the end of the war with Iran, the naval blockade and the Hormuz straits closure. Even when the Shipping returns to Hormuz there will be continued uncertainty and prospect of conflict. As a result China, India, Japan and the US and EU will look for new sources of supply in Latin America for oil and gas including in Guyana, Brazil, Argentina, and in Venezuela. This NYT Analysis  confirms the shift to renewables will accelerate after 2026 with 2-3 years return on investment for renewables, and in 2026 wind+solar+nuclear now generating more electricity worldwide than gas. OPEC stranglehold on oil prices is weakening with UAE's exit from OPEC, and the US+ Venezuela+UAE expanding production. This will benefit poorer countries in the world in Asia, Africa and Latin America, Middle Income countries like China and India, as well as US and EU through lower prices for the new overall energy mix, with a higher component of renewables from every year 2027-2030. Lower priced component for oil possibly at $50 a barrel holding steady to 2030. From this perspective Hormuz's importance will decline over this period to the point that the world's wealth sucked up for far too long in the Middle East through the twin mechanisms of  high oil prices and decades of wars will be shifted back to infrastructure in the EU, US, India and China, Brazil and Indonesia. For the poor countries like Pakistan, India, Indonesia, China and others this is a big deal because instead of the wealth going to princes in the Persian Gulf  it will benefit people in Egypt, Arab countries such as Morocco and Tunisia,Turkey, Pakistan and India, China. Long delayed infrastructure rebuilding in US and European Union can now take place.The shift and trend to renewable energy as a major component of the energy mix of over 50%-60% in India could be expected by 2030 and have a major impact on climate change. (India has already crossed 50% of its energy from renewable sources). China will have installed half of the new renewable energy capacity added by 2030 and this too will add to the fight against climate change. Overall this combination of events and changes underway are overwhelmingly constructive and are not anticipated in this way by most of the world's media including the NY, which see slower growth when the opposite is now the case with accelerating and steady growth expected 2027-2030, and 2030-2035. For the US and EU it could not come at a more opportune time with the determination to invest at home and reindustrialize, build new infrastructure, for India to build a modern country by 2040, and for China or Japan not to get stuck in middle income status with continued modernization to 2040. For the poorest countries to work with these major nations to improve standards of living. For the US it also means the end of the border migrations flows that happened in 2025 taken to the next stage in 2026 and 2027 ending all drug flows across its borders with Mexico- as more lives are lost to fentanyl and other illegal drugs substances (1.25 million since 1999) than were lost in the Korean War (36,000 deaths), Vietnam  War (58,000 deaths) and World War 1 (116,000 deaths) World War II (418,000) all 4 wars combined. Issues of unfair trade deindustrialized the US. This coupled with drugs destroyed small towns and communities (that were based on manufacturing and lost factories) across the US for over 3 decades. The tackling of these issues will also add to the general sense of well being of the people in the US- and also in the European Union. The modernization underway in China and India+Indonesia+Brazil is also part of these changes, promise a rising tide that will lift all boats if we continue together to carefully select the right path ahead and chart the course clear eyed and clear on purpose. ...

Peter Morici is interviewed by Maria Bartiromo. He says the dollar should be devalued against the yuan by 40-50%. China by keeping the yuan undervalued has provided its exports with the equivalent of an export subsidy. China will only allow imports of solar panels with 75% domestic content, the US does not. The other problem is the banks and compensation. Morici says banks compensation should be like that of a regulated public utility. Can one imagine the head of Con Ed making the kind of compensation at the banks?

As Neil Irwin points out in the NYT the effects of the steel tariffs announced by president Trump are negligible on the U.S. economy- the impact of $30 billion in steel imports and $17 billion imports of aluminium on a $20 trillion economy. As Commerce Secretary Wilbur Ross pointed out in a television interview it is the impact of a fraction of a penny on a food can, and tenths of one percent in the price of a new car.  What markets when settling down look at is the facts from how situations were handled from tariffs on solar panels to action on NAFTA. Twitter comments of Trump have not reflected actual policy as it was carried out as Neil Irwin points out. On tariffs for solar panels this has fitted in with action from preceding administrations says Irwin and also fits in with Trump administration policy to send a message when lower prices subsidized by foreign governments hurt U.S. producers. On NAFTA Commerce Secretary Wilbur Ross and other key economic advisers around Trump have acted along with the calls from prime minister Trudeau and contacts with Economics minister Videgaray of Mexico, to a policy of making some changes to NAFTA, very different from the calls for rejecting NAFTA made earlier by president Trump.   ...

Did you know 7% of all carbon emissions today come from cement production. In the cement production process 90% of the carbon emissions come from using fossil fuels to heat up the limestone and clay to 2700 degrees to produce clinker. Cemex is workoing with Swiss company Synhelion to use solar energy to do this by 20230.  Heidelberg Materials is working to  add carbon capture to the process at its Brevik, Norway plant, then store it in the seabed near Bergen in liquefied CO2 form. This will absorb the carbon emissions to meet a goal of 8% of carbon emissions to be stored globally by 2030.

Why for some countries base load coal based energy capacity becomes essential with lack of energy storage options. India has realized that without storage simply adding more renewable capacity will pose problems for grid managers. India will add 60 gigawatts of fresh coal powered base load capacity in addition to 21 gigawatts under construction to tackle the problem of intermittency. India now has 40% of installed energy capacity from non fossil sources, rising from 25% in 2013, with solar and wind making up 30%.

By 2035 global copper demand will double from 25 million tons to 50 million tons. In 2023 there is a shortage of about 3 million tons. This month president Biden signed into law 100% tariff on China made EV's and 50% tariff on solar panels. The Guardian describes the hollowing out of factory towns in England such as Sheffield and the same in the US and Europe, which was a disaster for these communities dependent on manufacturing. There is now a sense that heavily subsidized products made in Asia should not be allowed to deindustrialize the US and take jobs away from these communities across the US. Trade has to be fair before it can be called free trade. Wars in Asia,  trade that ripped up American manufacturing, monopolies and burdensome pricing of pharmaceuticals and healthcare, lack of investment in infrastructure and public services, shows the deeply flawed policy pursued by presidents from Reagan and Bush to Clinton and Obama that have reduced the standard of living of the American worker and the American people.

The renewable energy and coal projects of India's Gautam Adani are shown here in this report Emily Schmall and Hari Kumar in the NYT. The Financial Times looked into Mr. Adani's projects and financing and found that much of it comes from a scale of risk taking and business innovation, timely delivery that few businesses in India have an affinity for. As a result he has taken on a role of lead innovator for projects of scale in both coal and renewable solar energy for India.

China's population decline and fewer working age people is likely to reduce the high capital accumulation that sustained rapid growth in the past. China's dependency ratio- population of children and elderly relative to the 15 to 64 year old age group went up to 46% in 2021 from 34% in 2010, says WSJ. This means less savings accumulation, and less of the enormous pool of cheap capital of the last 2 decades that led to fast growth. That period is ending. This makes the subsidy based approach to push key industries such as chips and solar panels in the past much more difficult in the future, says Nathaniel Taplin in the WSJ.

Climate Reset Berlin, a coalition of climate change action groups, has introduced a referendum that brings forward climate change action goals put off till 2045. The referendum makes 2030 the new target date for 95% reduction in carbon emissions consistent with the 2015 Paris Climate Change Agreement. Berlin is 80% dependent on fossil fuels for energy needs in 2023. Proponents say there is great potential for wind and solar energy. Opponents say that it is too costly and will take up funds now allocated for childcare and education. The outgoing Greens SPD government of Berlin opposes it, as does the new expected CDU government. The Green senator for Berlin supports it, as do other private groups. Buildings need to be renovated and private transport curbed.

European Union plans are for cutting by two thirds current imports of oil and gas from Russia in 2022. The EU's plan is to take down the imports of Russian natural gas from 155 billion cubic meters which represent 40% dependence on natural gas from Russia, the import figure for 2021, down to 100 billion cubic meters. James Henderson, chairman of the gas program and the energy transition research initiative at Oxford Insititute for Energy Studies, looks at how the EU will get this done.  The European Commission's plan is to get 50 billion cubic meters of liquefied natural gas. New projects for LNG and return to market for supplies that were disrupted earlier would generate 40 billion cubic meters of LNG. Of this 30 billion cubic meters could go to Europe. Another 10 billion cubic meters is expected from Norway, Algeria and Azerbaijan. Some of this by delaying maintenance. Conservation and reduced consumption could deliver savings of 38 billion cubic meters of gas. Of this 20 billion cubic meters would come from new solar and wind energy. Roof top solar and installing new wind energy can save about 4 billion cubic meters of natural gas. This does not include energy saving from industry, particularly Germany, which makes up a significant part of the use of oil and gas. Increased temporary use of coal may be considered and nuclear energy is an option in some countries. These are first step, additional action will be needed to reduce dependence on Russia from the current EU plan of one third reduction in 2022 to two third reduction by the end of the year to demonstrate the EU's resolve in the war in Ukraine. ...
