US president Biden's State of the Union speech on Tuesday Feb. 7 is much awaited as he prepares for the 2024 election. Much of the major legislation including the Inflation Reduction Act and the Chips and Science Act had bipartisan support. America is back and building better, and Biden hopes to continue his efforts in this direction, even as he faces a divided US Congress. The Obama administration has not given strong support to long delayed democratic processes in Egypt. The Washington Post cites several of the actions that have quashed Egypt's hopes of a return to normal democratic processes. The President and the Secretary of State have shied away from public support for democratic processes, free elections and freedom of expression. There is a failure to link Egyptian President Mubarak's suppression of free expression and of freely contested elections with the $1 billion annual aid to Egypt, much of it going to the military. And the Obama administration has failed to support legislation or resolutions calling for democratic processes and free elections. One of the opposition leaders is a respected diplomat El-Baradei, who headed the UN arms control agency. The US is missing an opportunity to do the right thing and make its voice heard. Not doing this only creates a credibility gap for the US in the Middle East. This comes after Obama's speech to students at the university in Cairo. In that speech he said that the tension between Muslims and Western nations "has been fed by colonialism that denied rights and opportunities to many Muslims, and a Cold War in which Muslim majority countries were often treated as proxies without regard to their own aspirations." Not only is Obama squandering the hopes and aspirations of Egyptians looking for change, but this puts the US as going along with Mubarak, an 82 year old President who will not be around for long. ...

The Pope describes the Ukrainian people as a brave people fighting for self-determination and condemns the ferocity and cruelty of Russia's troops. He also says he met a head of state who months before the start of the war had told him about the dangers of NATO too close to Russia's borders and risks of a serious conflict. Mexico's foreign minister Marcelo Ebrard is to present a peace plan for Ukraine at the UN General Assembly. The proposal is for Pope Francis, the UN Secretary General Antonio Guterres, and prime minister Narendra Modi of India, to form a dialogue and peace committee. Mexico is a non-permanent member of the UN Security Council. Narendra Modi talked to Mr. Putin at the meeting of the Shanghai Cooperation Council and is said to have told Putin that "this is no time for war."

Don't let your guard down she says and suggests some of the same precautions that were taken in earlier waves of the coronavirus, from masks to social distancing and prudent decisions about travel and shopping.

An unimaginable gap exists between whites and Asian students in California in educational opportunity which poses risks for social cohesion in the US. Asian Americans in the UC California system are overrepresented in the colleges to an extent that would have been unimaginable in the 1950's. With just 15% of the population of California Asian Americans makeup over 40% of the UC college system. By comparison Whites have lost ground in a way that would have also been unimaginable in the 1950's with only 18% in UC colleges and 37% of the population.

European economies are likely to weather the winter better than expected with sufficient energy supplies on hand after the Russian cutoff of oil and gas. This means says this WSJ column that the central bank for Europe, the ECB, can continue to raise interest rates to fight inflation. As Fed chairman Jay Powell pointed out at the Brookings Institution recently out of control inflation poses a major risk for upward mobility in American society. This is a risk that exists in both the US and Europe. In this sense 2023 is a critical year for the Fed and the ECB, for Lagarde and for Jay Powell, to bring it back under control.

The message to the US from Jackson, Mississippi which shut off its water for fears from aging infrastructure is that the US needs to replace its aging pipes and pumps. Short term patches are not the solution and don't work. Half of the 1600 miles of water main that distribute water through New Orleans are over 80 years old. In Santa Cruz, California, a single pipe goes from the reservoir to the city, with no backup. President Biden has allocated $55 billion for safe drinking water- the actual need is $1 trillion says the American Water Works Association. China's growth will slow to about 3% in 2022 as the decisions made at the Central Economic Work Conference that ended on December 10 were to emphasize economic stability as the overriding goal. The goal of discouraging speculation in housing with the slogan housing is for living will remain in place in 2022. The goal of controlling surging debt that poses a serious risk to the economic future of China will also remain in place. The external environment remains uncertain and getting complicated with a change in the US and German governments in 2021 and shifts in policies.

Margrethe Vestager, Danish regulator returns as head of the anti-trust division of the European Commission for a second five year term, just as tech companies are increasingly seen as having unfair business practices that do not benefit society as a whole. One change she hopes to make this time is to use "interim measures" a cease and desist order for companies to stop improper behaviour immediately, rather than go on with investigations for years. These investigations end up with fines but not the structural changes to enforce competition that are immediately needed.

US president Biden puts forward a sweeping clean energy plan that could zero out US emissions by 2050. It calls for paying utilities to make a rapid transition to clean energy, and financial penalties for utilities that are slow. Tariffs would be put in place on imports from oil and gas producers for leaking greenhouse gases into the environment from wells, pipes and tanks. Wind and solar units would get new tax incentives. Biden through this plan would achieve the pledge of clean energy so that the US would help eliminate emissions from US power generation by 2035. It also mimics state requirements for higher proportions of energy from solar and wind, other clean sources. The Biden program would invest $300 billion, on a scale that is needed to tackle the challenge.

Canadian prime minister, Justin Trudeau, calls for fresh elections on September 20, 2021. His term ends in 2023. Trudeau called for elections early as government aid programs have helped Canadians during the pandemic, and Canada has managed to vaccinate 70% of the population over age of 12. The economy is expected to increase by 6% in 2021. Trudeau's party, the Liberals, are popular and Trudeau hopes to increase his progressive base. He currently leads a minority government making it difficult to pass legislation on the government's priorities for child care, clean environment, healthcare, and affordable housing.

It also says that it should be kept under a watchful and vigilant eye, that this is in the interests of the Republican party, and says it hopes Vince Preibus, chief of staff, understands this.
