Mr. Trump was offered a deal for his border wall with Mexico that provided a fourth of the founding and covered a 55 mile fence on the border. $1.375 billion in funding was offered by Congress to cover building a 55 mile fence in the Rio Grande Valley of Texas. It includes money for better screening at border entry points and more customs officers.

President Trump has asked Congress for $5.7 billion to build a 215 mile fence along the border with Mexico. Building the border wall was a key campaign promise of Mr. Trump in the 2016 campaign. A similar deal was rejected by Mr. Trump in December 2018 leading to a 35 day partial government shutdown.

The fence proposed by Congress would be made of steel posts and built along the levees on the Rio Grande RIver that separates the U.S. and Mexico.

Donald Trump, has consistently tried to capitalize on the changing demographics and economic conditions in the country during the primaries by embracing a neglected white working class on issues such as trade, wages and jobs. He now has taken on the issue of law and order. In his acceptance speech Trump once again used a canny ability to sense the public mood, in the summer following the Orlando shootings, the Nice attacks, and the Baton Rouge police shootings, by calling himself "the law and order candidate in this race for the White House." He touched on the police shootings and terrorism by making the centrepiece of his speech- "Our convention occurs at a moment of crisis for our nation. The attacks on our police, and the terrorism in our cities, threaten our way of life."  The speech ended by Trump saying "I am your voice." By embracing the major issues in a way a skilled politician would do using his years of experience on the Apprentice television show with catchy slogans and phrases; long before the other candidates had caught on, and using the language of ordinary people, on trade, wages, jobs, terrorism, Trump has galvanized this portion of voters. He also made an appeal to Bernie Sanders voters. The distance between working class voters and other candidates who feel neglected on issues of wages and jobs, and are also most open to issues of law and order and terrorism, was the story of the Republican primaries. Whether this carries over to the broader electorate- as less than 20% of the eligible voters in the Republican primaries voted to give Trump wins in the primaries- and how well Hillary Clinton has held onto traditionally Democratic white working class voters that Trump is appealing to, will affect the 2016 elections. As this piece in the Guardian points out Trump has it well on touching on all the right buttons for which he has a canny ability, but will the American voters look for more in terms of experience and other factors, and Hillary's own fighting spirit, may affect this unusual election.   ...

The WSJ provides a fact check of Trump statements on crime, debt, and taxes. Trump says he is looking at a new plan for taxes not the $10 trillion in tax cuts over 10 years reducing tax collection by 22%, but something about a third of the size. No details are available on the plan. WSJ disputes Trump's statement that the U.S. is "one of the highest taxed nations in the world." WSJ points out that the U.S. in 2014 for federal, state and local government taxes collected 26% of gross domestic product in taxes, compared to average of 34% for about 30 countries, according to OECD. Debt to GDP ratio is about 75% that is high, but because of low interest rates the budget deficit is less than 3% of GDP, which is close to the long run average. For this reason economists say the government should invest in infrastructure and R&D that supports long run economic growth. On crime the record is mixed with increase in Chicago, Los Angeles, and New York City, but decreases in Washington D.C. and Baltimore. Police shootings were 67 in 2016 compared to 62 in July 2015, and the high being 280 officers in 1974 when Nixon was President. Crime was an issue in the 1968 Republican National Convention during the Vietnam era protests, police shootings and terror incidents attracted attention in July 2016, yet the situation today is very different from the war protests of the Vietnam era. On terrorism fact checks by the NYT and in Lyrarc shows Clinton at State Department and Panetta at Defense Department taking hawkish stands only to hit a barrier from President Obama for taking action needed in Syria, Iraq and Libya. Panetta's new book calls for robust action where needed. A Clinton administration would take action with allies in the Middle East. Even Hollande and Obama who pulled the U.S. and France out of following up in the French-British Sarkozy-Cameron led intervention in Libya, have changed policy, with Obama calling it his biggest mistake. France under Hollande with the U.S. is now actively engaged in the Middle East, having changed policy. It is highly unlikely that a Trump led policy which alienates most allies in the Middle East- Iran, Iraq and Saudis- is likely to work better than a determined Clinton-Panetta led effort which has support of the local countries on the ground actually currently on both sides because of complexities of Middle Eastern politics.  On trade a new administration will still have to work with China, India, the European Union, and other countries, as global trade supply chains are not likely to evolve overnight. Lessons will have been learned by Clinton about the need to bring back jobs and ensure the strength of U.S. manufacturing. Economic and jobs growth will require prudence in strengthening U.S. manufacturing coupled with global cooperation, which a Trump administration that alienates trading partners without the possibility of making any serious immediate gains in jobs, is highly unlikely to do better.      ...

David Brooks of the NYT says the Republican party is failing when it embraces Trump's version of populism with its racial division, tax plan that favors Republican donors and ignores fiscal conservative concern over deficits that affect future generations, supporting the election of Moore in Alabama, the constant Twitter comments that show prejudice. He says this will have destructive effects that could last an entire generation. This isn't the Republican party he has known for so long, says Brooks. The time is passed says Brooks when sensible republicans could go along in the middle by not agreeing with Trump, yet avoiding the task of opposing the elements of Trump policies that conflict with America's long held ideals shared by both parties. He calls its a corrupt deal that Republican party leaders in the Senate and Congress have agreed to make with Trump thinking that somehow this will all work out for them even if it doesn't for the party. Selling one's soul is somehow not an option that people would take in their right mid, so he wonders aloud what is happening in the party- and calls it a rot besetting the party of Lincoln, TR and Eisenhower that won't get it to any good place.   ...

Chris Cillizza of the WP says there simply is no "new Trump," as mentioned in the meeting with president Nieto of Mexico. The speech on the same day in Pheonix, Arizona, following the meeting with Nieto, showed the Trump of the election primaries in which he talked about the criminal activities by undocumented immigrants and about building the wall on the Mexican border. Cillizza says Trump had left the impression that he was trying to expand his base with Hispanic voters through a meeting with Nieto, but it appears that it did just the opposite with Trump's reaffirming old positions on deportation and the wall in his speech.

The Trump administration has pulled together $18 billion of the funding for the border wall, the fencing that will replace inadequate exiting barriers along 885 mile stretch on the U.S.- Mexico border. This includes the current budget proposal for $2 billion in funding request. The remainder was collected by shifting funds from the military. During the initial request to Congress it was given only $1.325 billion. President Trump made up the difference by declaring a state of emergency in February 2019, allowing funds for military construction projects to be shifted to the border wall funding- $6.7 billion in 2019 and $7.2 billion in 2020. A lot of the construction will happen in 2021, assuming Mr. Trump wins a second term. The Trump administration hopes to have built or under construction 450 miles in 2020. In this way the US which made 100% od the worlds computer chips lost an entire industry to Taiwan. It also lost its electronics industries. And its pharmaceutical industry, so that antibiotics if not imported would not be available to the people of the United States. It becomes a antional security issue when the shipbuilding industry is also gone where one shipbuilding plant in china makes more ships than all the plants in the USA. And nothing was done about this till today. DJT said there is a simple way to avoid these tariffs- make in the USA and there are no tariffs. Already Apple he says has committed to invest $500 billion in the US and Taiwan to build the largest semiconductor plant in the world in the USA. During the primaries Trump appealed to blue collar voters of a white working class that felt neglected by leaders and policies of both parties that did not seem to work for ordinary people. Having caught onto this early long before Republican candidates, Trump registered a series of wins in the Republican primaries. He continued this theme in his acceptance speech at the Republican National Convention on July 21, 2016, saying- "The forgotten men and women of our country- people who work but no longer have a voice: I am your voice." The idea was to couple this with the theme of law and order and put perception of Hillary Clinton as part of the rigged system of the past that Trump would change, with Clinton's legacy described in terms of "death, destruction, terrorism and weakness." As a change agent Trump described his entering the political arena in terms of coming into this election only to help blue collar people "so that the powerful can no longer beat up on people that cannot defend themselves." The two themes for the rest of the election season- law and order, and blue collar lives- and who can best defend them a traditional Democratic politician with a fighting spirit for traditional Democratic values, or a blustery newcomer adept with slogans and the public mood and ironically representing the Democratic values of representing the working class to become the  Republican nominee, with the law and order theme thrown in. The voter or independent listening in to all this will hopefully ask what all this means. As the WSJ, July 19, 2016, pointed out in a recent look at economc policies under the two candidates- on Glass Steagall Act being reinstated to increase safety of the banking system that caused many of today's problems through the 2008 financial crisis both Trump and Clinton are similiar, on opposing trade agreements similiar except that Trump's bluster is a riskier approach, on infrastructure building similiar with Clinton's $275 billion plan spelled out out for source of financing and Trump's unclear as to source of financing. On immigration the candidates are different, on the minimum wage which impacts low income people Clinton supports $15 minimum wage and Trump has not taken a stand. On ISIS and the Middle East Clinton is in reality a hawk and not much difference in the candidates, on law and order more chance of divisions in the country with Trump than Clinton. Overall for the working class and blue collar voter his life will take a decade or more to rebuild, with both candidates commiting to go in that direction. And the bluster and ads to come- just that.  ...

Peggy Noonan in the WSJ comments on U.S. president Trump's effort to work in a bipartisan way with Democrats on government spending, raising the debt ceiling, and hurricane aid. Noonan says this may not last, because president Trump lacks steadiness or the understanding and depth needed to make it work. A major problem is the eight months of policy wavering moving in different directions, and endless tweets showing a lack of depth, that have alienated many. This has hardened opinion in some ways says Noonan, and is a hurdle to making things work in a bipartisan spirit. Not much is predictable in the Trump administration as lack of steadiness is a singular feature.  Other problems for this bipartisanship to work is that it could alienate the right wing of the Republican party and the Freedom Caucus, as well as the growing left wing of the Democratic party.  In this zany atmosphere things could soon be back where they were.

This Editorial Board view in the WSJ asks what does it say when Mr. Biden beats Mr. Trump 44% to 41% even with Mr. Biden's low ratings of 33% in the Siena/New York Times poll, and Republicans looking good in the upcoming midterms to win both the Senate and the House. It says so far most of the recent elections for seats in the Senate and the House have shown that Trump backed candidates have not done well with one or two exceptions. It cites elections for two Congressional seats in Georgia where Democrats prevailed against Trump backed candidates.  It says Trumps position that the election was stolen is not going to help Republicans. That Democrats are keen on keeping the attention on Mr. Trump and not on inflation through events such as the January 6 hearings on the Capitol attacks. In swing districts the Trump distraction is the only factor that could hurt Republicans 4 months before the midterms, says, the WSJ. It says Trump is likely to announce his candidacy for president in 2024 before the midterms. ...

DJT says it is all about the good of New Yorkers, if we disagree on some things he will try to convince me or I will try to convince him." DJT says he had a very good meeting with Mamdani and found much more agreement on many things than he had ever expected. Again and again in the response to questions from the press Mamdani and DJT showed a collegiality that astounded the press and is likely to astound most people. Again and again DJT and Mamdani came back to the central issue for New Yorkers living in the 5 boroughs- the cost of living. DJT said he and Mamdani are together on this issue of affordability in New York. DJT described himself as a New Yorker, New York as a great city with great potential , that he himself aspired to be Mayor of New York, and he wants Mamdani to do well spectacularly well for the people of New York. This is a good sign for New York and the Nation. That a Democratic Socialist and a Republican business person can find common ground in the interests of the people and the Nation they love. ...
