Dnilon says many presidents fail to answer the question "why are you running" with a direct answer. For Biden it is about the preservation of democracy and freedom. Donilon is a University of Virgina law graduate who worked in the Carter, Clinton and Obama White House. He even helped Carter phase into civilian life after his presidency. As chief of staff to Warren Christopher Clinton's Secretary of State. He was Obama's NSA adviser till 2013. He has a treasure trove of experience. Tony Blinken worked under him at the State Department showing the close connections Biden has with his extended group of advisers. The resignation of U.S. Defense Secretary Mattis comes as a result of Mattis being unable to change plans by president Trump for a withdrawal from both Afghanistan and Syria. WSJ discloses that at a meeting on December 18 at the Pentagon, with John Bolton, White House National Security Advisor, Mike Pompeo, Secretary of State, and John Dunford, chairman Jt. Chiefs of Staff, Mattis could not temper the president's plans. On Thursday December 20th Mr. Mattis decided to resign. He then met Mr. Pompeo and onto the White House to meet president Trump. He and Mr. Trump discussed their contrasting world views in a 45 minute meeting, and Mr. Mattis handed over his resignation letter to Mr. Trump. Military officials were particularrly blindsided by the withdrawal from Syria. U.S. policy has vacillated back and forth in the intervention in Syria with president Obama also hesitant to commit troops in Syria. In the meeting Mattis understood that even a minimal presence in Syria was unacceptable to president Trump who ordered the removal of the 2000 troops there. The withdrawal from Afghanistan was also a result of limited patience with the war there in the 18th year and no sign that the Taliban influence had diminished since the war began- after Trump added 3000 troops to the 14,000 stationed in Afghanistan. The U.S. has 5500 troops in Iraq and there is talk about drawing this number down. The concern for the defense department is that how U.S. allies will see the withdrawal, and their perception of how reliable the U.S. is as a partner. For president Trump the cost is measured in terms of the long period the U.S. was engaged in the region without any tangible results, and U.S. not allies bearing most of the cost.      ...

Landler and Haberman provide a chronological summary of the events leading up to the speech by president Trump on August 21,2017 for continuing the war in Afghanistan with troop increases. Initially Trump followed his instincts and questioned his generals Mattis and McMaster, who have experience with the war in Afghanistan. McMaster prepared the plan. Tillerson, Secretary of State, called for a civilian component for the State Department in the military's plan. The options included using U.S. troops, covert CIA operation, and using mercenaries. The key factor- learning from the experience of the Iraq withdrawal of 2011 andnot  letting things get out of control as happened in Iraq and Syria after 2011 with rise of Islamic State and intervention by Iran and Russia, destabilization of the European Union through accelerated refugee flows. In the end the costs were too significant to let a vacuum develop and the U.S. president gave an honest reflection in his televised speech which was exceptional in its candour and willingness to lay the facts out. Trump's own instincts which he has historically followed would be set aside in this case because of the evidence the generals had given, supported by vice president Pence and key members of the Republican party. The president known for impulsive behaviour could be described as having gone through a period of reflection with the key military officers on what it was all about. In the end the decision to use U.S. troops to control the deteriorating situation in Afghanistan was taken to prevent a vacuum from developing. ...

This WSJ editorial says AFL-CIO union leader Trumka's questions about the Lew nomination at Treasury are appropriate even though they come 2 years later. The questions relate to clauses in bank contracts that allow accelerated vesting of equity awards for executives who may be likely to join the government- looking towards favorable treatment of the banks by these executives that join the government. In this case it is Citicorp where Treasury Secretary Lew worked before becoming Treasury Secretary. The original Lew employment contract with Citicorp had a bonus guarantee if Lew left the bank for a "high level position with the United States government or regulatory body." The revolving door has a pernicious effect on America's regulatory system especially for financial markets and bank regulation by permitting behavious that would otherwise be discouraged or penalized.

This editorial in the DW.com says the proposal to impose a 20% border tax on goods from countries with which the U.S. has a trade deficit is bad for Germany and for the U.S.. It is a double edged sword because 1.6 million German jobs would be affected, according to Ifo Institute.  Yet also true is that German companies generate 672,000 jobs in the U.S., and about 600,000 of the 1.6 million jobs affected in Germany are by American companies in Germany, according to industry body BDI. Many of these American companies would be severely affected. So large is the bilateral trade relationship that no one would come out a winner, all would be big losers. Once the process starts it becomes tit for tat, as Germany and the European Union is faced with a dilemma on how to react, says this editorial. Which is why Merkel and Germany, are coming all out to get the trade talks on the right footing with the Trump administration. Economy minister Zypries warned about taking the case to the WTO if the Trump administration follows through on higher tariffs. Merkel has focussed on trade, and other issues have become secondary at this time. Before this meeting Germany's Gabriel met with Treasury Secretary Mnuchin to set the right tone for German- U.S. relations. And the first meeting appears to have been tightly planned so that it goes off with a good start considering what is at stake. Even then this editorial reminds readers that the tone of the tariffs rhetoric from the Trump administration could affect perceptions over the next 4 years. ...

Anton Troianovski reports for NYT from Geneva on the talks between Russian foreign minister Sergei Ryabkov and US Deputy Secretary of State Wendy Sherman on the Russian proposals for redrawing of the boundaries between Russia and Eastern Europe. Russia has insisted talks take place without the Europeans. The Russian view is that the current borders with strong US presence in Eastern Europe- in Poland, the Baltics, Ukraine, and other parts of Eastern Europe were a result of the new borders being thrust on a weakened Russia after the collapse of the Soviet Union.  The US insists it will not do anything without working with its European allies, but is willing to look for some areas of common ground. European Union and Germany see the new Eastern Europe formed as a result of the self determination of countries in the region, and their right to choose their future. Ukraine was historically close to Russia. After the collapse of the Soviet Union Ukraine had developed two identities with eastern parts of the country closer to Russia reflecting earlier close ties and the western parts of Ukraine closer to Poland such as cities Lviv and Kiev reflecting the mood in Poland and Baltics for an independent Ukraine. Lviv is only 70 kilometres from the Polish border and shows traces of the Austro-Hugarian central European heritage. Kiev is about 300 miles from the Polish border in north central Europe. Elections led to governments alternating between close ties to Russia and distant ties to Russia with the two recent governments opposed to Russian interference in its affairs. President Putin responded with invasion of Crimea and forming an autonomous region in eastern Ukraine. In the latest move Putin seeks to reset the borders in a way that is favorable to Russia.   ...

There is over $150 billion of additonal spending on education in the Obama stimulus plan being worked on in January 2009. There are several important aspects of this plan. One action will prevent literally hundreds of thousands of layoffs of teachers, according to Education Secretary Arne Duncan, as revenues of local districts drop. In a response to requests from Democratic party governors Congress has allocated $79 billion to help states facing large fiscal budget gaps to maintain government services, and especially to prevent cuts to education services fro kindergarden to college. Another aspect is the effort to reinforce Title 1, a program of specialized classroom efforts to help educate poor children, by increasing 2009 fiscal year spending from $14.5 billion to $20 billion, and raise spending for disabled children from $11 billion to $17 billion. This helps meet the unmet needs of the No Child Left Behind program. Another effort on the stimulus side which would create jobs for construction activity and do this with spending that will bring benefits in future years for along number of years in the future, is the federal government now taking abig role in the building and renovation of schools. The federal government will now spend $14 billion for the renovation and modernization of elementary and secondary schools, and $6 billion for the same for higher education. The stimulus also has tax provisions under which the federal government will pay the interest on construction bonds issued by school districts. The Education Secretary says that the $20 billion for this will create a huge number of construction jobs because so much of the school system building infrastructure needs repairs. In the area of higher education the allocation for Pell Grants used for student aid is increased to $27 billion from $19 billion. These aspects of the stimulus program are ones that will pay off over a number of years into the future. ...

U.S. president Trump approved tariffs on $50 billion of Chinese goods. The U.S. Trade representative is expected to announce the goods subject to a tariff of 25% on June 15, 2018, and publish them in the Federal Register next week. China's Foreign Minister Wang met with U.S. Secretary of State Mike Pompeo in Beijing, saying at a joint news conference that  if the U.S. went ahead with the tariffs on $50 billion of Chinese goods China has made preparations for tariffs of its own on American goods. The biggest targets for China are aircraft and soyabeans. Separately the Tax Foundation shows the tariffs on Chinese imports, coming on top of tariffs on steel and aluminium imports, would lower GDP in U.S. over long run by 0.06% and reduce employment by 45,000 positions. Other reports also confirm the impact is not significant enough and the U.S. sees its strategy as one of reversing the trade imbalance in the way it acted in negotiations with the Japanese after a similar trade imbalance with Japan. In some ways the trade imbalance with China is more severe in its impact on manufacturing in the U.S., hollowing out some sectors, and the size of the imbalance at about $ 1 billion a day much larger. This is also the position taken by U.S. Trade Representative Lighthizer, an experienced negotiator who negotiated with Japan during the Reagan administration. There is also the added issue today of intellectual property losses for the U.S. that the U.S. is seeking to address in the negotiations. ...

Where do you place a winner of the Democratic primary in Maine, Graham Plattner, an oyster farmer who dropped out of college at George Washington University, served briefly in the Middle East wars of Bush and Obama, and had PTSD. Is he working class, middle working class or is he from a downwardly mobile professional class considering he has parents who are well educated and father a prominent lawyer in Maine? Plattner easily defeated a 3 term governor of Maine with his average working class demeanor and language. He is for universal health care, (Medicare for All) universal child care, affordable housing, affordable college. Politics in the US has been moving away from the simple divisions before 1950 created by the Industrial Revolution- the workers in factories and the owners of capital allied with the professional middle class. The few owners of capital mostly college educated allied with people from the non college educated workers in factories who are conservative in their values and beliefs and on the other side the college educated professional middle class now downwardly mobile because of the many recessions and high unemployment from frequent financial crises, with college costing $80,000 a year putting them in deep debt. There is today in the WSJ a story of a professional worker who at $194,000 a year salary is not able to payoff $15000 debt which owners of capital have set at 26% interest and is in downward spiral. Some of this comes from large college and other debt. There is says WSJ Analysis $1.25 trillion in credit card debt alone with highest delinquency rates in decades in 2026. Cost of living has only made things worse and some of this happened as Biden poured money into the economy to help people hurt by the pandemic, yet with some short run consequences with demand strong businesses including hotels, restaurants and grocery stores, auto dealers, jacking up their prices by over 20% in 1 year and Biden failing to respond, getting overwhelmed by open borders migrants under Mayorkas and Harris (also hit by a sudden Venezuelan migrant influx). This is the America one has today- a confusing mix. This in reality means Democrats may take issue with Democrats, Republicans take issue with Republicans, and Democrats join with Republicans on issue by issue basis. It might actually be rational than irrational. On cultural issues if the country has gone over its head and moved too fast on some issues that are not for the general public good, people of different backgrounds can come together to get the best path. On economic issues things are never so straightforward, there are unpredictable consequences and the rules of economics are really not so straightforward either.  Providing relief can mean the government shouldering the burden as during the pandemic which it should, yet with caution as businesses can use the excess demand to raise prices and one is back to square one with everybody worse off as happened with Biden. Migrant flows and fears of insecurity in public spaces can lead to a severe public "discomfort that can waylay the best intentions of a Harris or Biden, leading to public "backlash." In fact the title of a recent book is "Whiplash." Current books include Floridan Marco Rubio's "Decade's of Decadence- How our Spoiled Elites Blew America's Inheritance of Liberty, Security and Prosperity." Rubio means it. Its authentic because as Rubio says repeatedly, his parents could make a living in the 1960's working in a factory with decent wages, low cost of living and low cost of college, the arithmetic between salaries and what you needed for decent home in suburbs and sending children to good public schools, then to college, all adding up. The result is that Rubio could go to college and serve in the Florida legislature. Rubio says in 2026, after the elites under Bush and Obama and faulty economic theory shipped all of our factories to China, that the story of his parents and his education would simply be impossible. This is what he told people in India on his first visit last week. His parents were Cuban immigrants, yet he identifies with Spain and with western civilization, a devout Roman Catholic. Rubio is a Republican, and is in large contrast with Alejandro Mayorkas, also from Cuba, and Biden's Head of Homeland Security. This is the mix of people and representatives in Congress,  business people, small business owners, professionals, that we have today in 2026 in the US. Plattner and Rubio, one a Democrat and one a Republican- both have something in common. Plattner also has general disdain for "the corporate interests, the billionaires, the Washington DC elites, and the establishment politicians."  The winds are blowing in the direction of getting things right- remembering that Eisenhower continued the work of the Kennedy and LBJ administrations (Eisenhower built the Interstate Highway System for instance, and LBJ gave America Social Security and Medicare). Before that Franklin Roosevelt a Democrat built on the work of his uncle Republican Theodore Roosevelt (TR gave America the idea of good governance and built the US Navy, FDR fought the Depression and stabilized a faltering economy after mistakes made by Republican Herbert Hoover could have happened even if Hoover was a Democrat. FDR was himself from a wealthy New York family and when he first met fellow New Yorker Frances Perkins before his struggle with polio, a haughty New York gentleman. That was before Frances Perkins as FDR's Labor Secretary joined forces with Roosevelt to give New York a modernized administration governance structure by 1940 that was applied to all 51 states after 1950. It allied labor with capital with fairness for all, and was the first such modern structure of this size the world had ever seen, which was the fundamental strength of the United States of America. It was imitated in Asia, first in the Shanghai region then China, and first in the Ahmedabad region and now India. The US is faced with the challenge of recreating and rebuilding this today, as first China, then India remind America of its roots which they have followed in their own style and culture.  First good governance, then good institutional structures, alligning labor and capital with fairness for all, strong affordable + accessible educational and healthcare systems, and investments of capital and labor for infrastructure + industrial development. ...

UK Business Secretary Kwarteng orders a National Security Review of the acquisition by Chinese semiconductor maker Wingtech through a Dutch subsidiary of a semiconductor factory in Wales. The factories in Wales are becoming a hub of the UK semiconductor industry with research and manufacture of compound semiconductors, which enable electric batteries for cars to get more mileage. Nine Congressmen in the US wrote to the Biden administration about the acquisition and its dangers for the UK and US semiconductor industry's technology being shifted to China. The head of the UK Foreign Affairs committee in parliament also alerted the UK government of the risks involved. The UK government has passed a law that allows it to retroactively cancel deals that are considered a risk for national security. Under the Bush and Obama administrations there was a transfer of western technology through acquisitions of this type and not much was done by the governments in Europe and the US. This enabled China to acquire western technology using its state subsidized firms which had better access to financing for acquiring key western technologies. It was only under the Trump administration that 2 decades after it started in 2000 this process was given attention. It was ignored in the same manner that the Germans under chancellors Schroeder and Merkel allowed Russian energy companies to dominate the energy sector in Germany even to the point of acquiring ownership of the storage of energy on German soil. That dependence allowed by German elites according to the Manchester Guardian in a recent article is now unwinding with the brave and unceasing efforts of Economy Minister Habeck,  who is now the most popular person in Germany for making this  correction in the midst of the Russian invasion of Ukraine with China's support. ...

Especially because the attack was intended to cut short the revival of the Kashmir economy and modernization of India. In 2024 24 million tourists visited Kashmir reviving its economy. India has Vikshit Bharat 2047 modernization plan to make it an advanced economy, there is a feeling in India that modernization is essential no matter what the difficulties are, Pakistan essentially the Punjab, just one state as its economy stagnates and becomes a sponsor of terrorism. ...

The new Jinping-Keqiang administration is making the initial changes in China by restructuring cabinet ministries. The Railways Ministry is being merged with the Transportation Ministry, separating the operation of the rail system from its regulation. The National Population and Family Planning Commission is being merged with the Health Ministry, in a gradual phase-out of the one-child policy after considering the demographic changes underway in China. The State Administration of Food and Drug is being given new powers to fight contamination of food and drugs. The two agencies that manage the media, the General Administration of Press and Publication and the State Administration of Radio, Film and Television are to be merged. The National Energy Administration is to be reorganized to change the way the energy industry regulation takes place. The ministries fall under China's cabinet, the State Council. Mai Kai, secretary general of the State Council, said the ministries remain overly focussed on micro issues. Jawaharlal Nehru was leader of the party under Gandhiji which fought for independence in the 1930's. Under the India Act of 1935 India was given the opportunity to setup state assemblies and free elections  for local self-rule that prepared for eventual Dominion status similar to Canada and Australia. Rab Butler as India Secretary fought hard to get it passed through the British parliament. See Rab Butler in the adjoining articles gist. This is very important as none of what happened in 1947 the task of writing a new Constitution and a Constituent Assembly to do this for India would  have been possible without India Act of 1935- the initial training for elections and assemblies. Some good work was done for example in Tamilnadu Chief Minister Kamaraj under Nehru changed that southern state with progress in education, health, and industry over 15 years 1950 to 1964. By the seventies to the 2010 period the progress ran into serious problems first with one party followed by weak coalitions that led to poor governance, corruption and economic progress stalled. After the experience of China's modernization India is attempting a similar effort with Vision 2047 for modernization of infrasructure and development in speed and scale with one difference- the legacy of Rab Butler who no one knows about in India and forgotten in Britain, the simple document Hind Swaraj written on a British steamship from South Africa to England in 1912 by Gandhiji that asked Indians to self-reflect on their part in letting the British in "who made the Company Sardar?", the post 1950's leadership of Sardar Patel who like Rab Butler was also forgotten till 2014, Jawaharlal Nehru who won a third term in 1962 but was followed by a series of weak governments unable to steer economic progress of scale similar to China or Japan, Lal Bahadur Shastri cut short like JFK, and Narendra Modi who is bringing to the task the hard work and discipline that made it possible for first Japan and then China to modernize infrastructure and emerge as dominant manufacturing nations. Like Japan and China India with its own stumbling periods is making its way in the world today. Both Shastri and Modi are in the direct tradition of their Master, Gandhiji, in the words of Shastri "hard work is equal to prayer." ...

Gen. Matttis, the U.S. Defense Secretary has completed a strategy review on U.S. presence in Afghanistan. The U.S. policy is now set to put in more troops to support the additional 3900 American troops to advise the Afghan Army authorized in June 2017, as it fights both the Taliban and the Islamic State affiliate in Khorasan, Afghanistan. Two differences from the policy of the Obama administration are the increased focus on Pakistan's border with Afghanistan, the Haqqani network, and other related matters which are coming under increased review so that sanctuaries are shut down. Lt. Gen. McMaster, the national security advisor, headed the governance, anti corruption review in Afghanistan during the Obama administration. This is now the focus of the Trump administration- to ask the Afghan government for improvement in these areas in return for aid. Other changes are to secure the support levels of NATO countries in the effort, so that the U.S. is not shouldering the burden alone. Gordon, Schmitt and Haberman cite the report of Gen. Nicholson, head of the American forces in Afghanistan to the U.S. Congress. This report shows deterioration in the fight against the Taliban and Islamic State. As of Nov. 2016 the areas under Afghan government control dropped 15% to 57% since 2015. About 8,400 American troops are part of the 13,000 troop international force in Aghanistan, supporting the Afghan military. An addition 2,000 troops are in counterterrorism missions.   ...

This report in the WSJ provides details on the groundwork that was laid by the Trump administration as it worked to find a solution to the problems facing Venezuela with refugees and economic crisis, and months of protests. The plans were set in the days before Nicholas Maduro took office for the second term as president. The night before Juan Guaido, head of the National Assembly, declared himself president, U.S. vice president Mike Pence stated that the U.S. would support him if he took the reins of government from Maduro by invoking a clause in the Venezuelan Constitution that makes the head of the National Assembly take the office of president if the existing president is declared illegitimate taking office unlawfully. About 60 nations did not recognize the elections that gave Maduro a second term. On Jan 2 Mr Trump who feels deeply about the collapse of the Venezuelan economy and rising poverty, the suffering of the Venezuelan people, met with presidents of Brazil and Colombia. Colombian president Ivan Duque and Trump hinted at a plan to cooperate to help people fleeing Venezuela and respecting its democratic heritage. Mr Pompeo spoke to allies of the U.S. The National Assembly laid out its plans on Jan 15, for using a constitutional mechanism that allows the head of the Assembly to lead an interim government till new elections are held if the existing president is declared illegitimate. A leading Republican senator of Cuban origin Mr. Rubio supported the move. On the eve of protests in Venezuela Rubio and two other senators from Florida met Mr. Trump and Pence at the White House. Also present were Bolton, Pompeo, Ross and Treasury Secretary Mnuchin. Mr. Trump then decided to do it. He placed a call to Mr. Guiado  to tell him that if the National Assembly invoked Article 233 the U.S. president would back him.  The U.S. believes the rank and file in the military are with the opposition even though its leaders back Maduro. After the U.S. action, the governments of Brazil, Argentina, Chile, Peru, Colombia, backed the move for an interim government. The European Union called for free and credible elections. In this excellent piece Brooks of the NYT says anti-Trump people are doing a great disservice to the task of restoring civility, dialogue and a dedication to telling the truth by engaging in lowbrowism. He says lowbrowism is imitating the other side in its lack of respect for truth and facts.  This follows the release of the book by Michael Wolff which is critical of president Trump, but is more concerned about engagement than facts and lacks a journalist's ethical adherence to the truth.  Brooks says there is a Invisible White House that is functioning normally with the new Pakistan policy, the changes in immigration policy, nominations to the judiciary, actions on North Korea and trade. That is if one takes out the incessant noise coming in on television and online in the form of Twitter comments by president Trump. In a separate piece the same day Krugman of the NYT says cabinet positions are filled by inferior subordinates, which is not an opinion held by Brooks who believes many members of the administration including Commerce Secretary Wilbur Ross, Tillerson at State, and Kelly as White House Chief of Staff are no less qualified than Weinberger, Shultz and other leading Cabinet members or White House staff in the Reagan administration. By taking on the same tone and tendency to be light on the facts and truth, enabling people to think less and less, switching to an incoherent social media, people seeing this presidency taking the country in the wrong direction are weakening the essential message, says Brooks. ...

German chancellor Merkel says after a meeting with U.S. Secretary of State Kerry, after disagreements over NSA spying activities- "Mutual interest will be the motor for finding common solutions step-by-step. We talk about such questions of NSA openly even when there are differences." In the first address to parliament as head of the new CDU-SPD coalition, Merkel said mass collection of phone data by NSA only led to mutual mistrust and in fact diminished rather than increased security. U.S. president Trump pulls back from a threat to pull out of NAFTA trade agreement after calls from U.S. business, and calls from the leaders of Mexico and Canada. Mexico said the threat would hurt constructive negotiations, Mr. Trudeau told Trump it would hurt jobs on both sides of the border. Janet Yellen is nominee to be Treasury secretary in the new administration of Joe Biden. The economic rebound from the pandemic that started in the summer is faltering without additional stimulus and help to businesses and people affected by the pandemic. She is the former chairman of the U.S. central bank the Federal Reserve.  Yellen faces a divided country and likely a divided Congress on many issues facing the country. She says of these divisions and the challenging task she faces of forging compromises- "Right now we live in a country where people look at the same set of facts and come to diametrically opposite conclusions, so that is a big challenge to anyone who takes that job, to build support for your policy outcomes." Yellen believes that the slow recovery after the 2009 financial crisis was because of a lack of a big enough stimulus and policy consensus across parties and with public opinion backing this up. During the pandemic in March 2020 the first stimulus was passed for $3.3 trillion  with support from the Congress and the Trump administration. Today Congress is split on the second stimulus with Democrats pushing for about $2.2 trillion for aid to state and local governments, jobless workers virus testing strategy. Republicans calling for about one third of this or $650 billion to help small businesses and industries such as tourism, retail and airlines. Because  interest rates are near zero much depends on getting an effective stimulus for speedy economic recovery. Conversations between the Treasury Secretary and the Federal Reserve, America's central bank, are critical to getting things done. A lot also depends on how Democrats and Republicans can put aside differences for the sake of getting the recovery back in place where it was during the summer. The media has a role to play in not stoking differences in public opinion which was the case close to the election to an unprecedented degree. One critical aspect of American process in getting things done is to bring Congress and the public with an elected president. Without a conciliatory approach and humility few presidents have succeeded as Congress and public opinion is also critical to getting things done. The House changes every 2 years so that even with  majorities- made transient by the founders of the constitution- nothing is certain without getting the other political party on your side. For the sake of the country and the people devastated by the pandemic, the professional class, media and politicians, Congress and the president need to bring a clear and transparent willingness to look at the national interest going forward.  ...
