The coalition of socialist, greens and communist parties could win about 205 seats says the Ifop poll. Jean Luc Melenchon is leading a effort by socialist parties to form the next government in France. It is the only alternative to Mr. Macron's party in the parliamentary elections on June 12 and June 19. Meenchon supports raising the minimum wage by 15%, introducing a wealth tax and lowering the retirement age. Another poll by BVA shows only 35% of French voters want Macron's party to win a majority. 

Germany under Scholz's socialist SPD and Greens has increased the minimum wage to 12 euros per hour as part of the election platform. The trend in Europe is now for support to workers and families to meet the high cost of living with inflation accelerated by the war in Ukraine, the energy shortages and higher food prices.

German industry says a complete shutoff of Russian gas to Germany would be catastrophic. Paul Krugman, an expert on international economics, looks at it in this NYT report. He says estimates show a worst case scenario drop of 2.1% in GDP for Germany to shutoff Russian supplies of energy. This estimate is from ECONtribute a thinktank from the Universities of Bonn and Cologne. This reluctance says Krugman to take the tough decisions such as turning off Russian energy supplies prolongs the war in Ukraine and its painful consequences in food scarcity and inflation all over Africa, Asia and Latin America. By comparison Greece, Ireland, Spain and Portugal went through severe downturns as a result of debt crises and economies that were mismanaged, with 27% loss of GDP in Greece, says Krugman.  Merkel's government argued for strict austerity policy during the eurozone financial crisis. By comparison says Krugman the shutoff of Russian energy supplies only imposes 2.1% loss in GDP that the German economy could handle.This estimate is also similar to estimates by Bruegel Institute and International Energy Agency, says Krugman. It would also speed up climate change action in Germany and set an example for Europe. German Economy minister Habeck's plan on alternative sources of renewable energy goes part of the way to accomplish this yet more needs to be done to correct the errors of policies from the Merkel administration that allowed German dependence on Russian energy to reach 55%. It is hard to comprehend why the Merkel administration could not be uneasy with something that would give Russia a huge leverage over the German economy and limit its voice in world affairs. It is now left to chancellor Scholz to correct the errors of the Merkel administration and of past members of his party the SPD, such as Mr. Steinmeier and the Schroeder SPD administration that preceded Merkel. Difficult questions have to be shouldered by the Christian Democrats and the Social Democrats. It is only through the courage shown by Annalena Baerbock of the Greens Party, in laying bare what these German policies were leading to, that Germany is recovering her voice in the world. In his speech to parliament making a U turn from the old policies Scholz credited Annalena Baerbock for the hard work in convincing Germans of the need for action.  ...

China exports $1.3 billion euros world of goods to Germany every day. Germany companies have heavily invested in Germany and millions of jobs in Germany depend on investments in China from engineering services to engine parts. Big companies making cars, chemicals and engineering goods make in China and have markets in China. This makes it very difficult for Germany to develop its own independent policies in relation to China for its own security following the war in Ukraine where China has supported Russia. Was Merkel right in setting an amendment to the German Constitution to limit the structural budget deficit to 0.35% of GDP. It is called the Schuldenbremse Amendment. It means there is no money to invest in the country's future, no money for infrastructure even when it is old and crumbling for roads, bridges rail stations and airports, no money for digitization of the economy in which Germany has fallen behind, not enough for defense, and no money to fund needs in education, healthcare, childcare. And not enough money to invest in climate change action. Presenting the ReARM package in Brussels the European Union president Von der Leyen says- “This is a moment for Europe and we are ready to step up.” The proposals Leyen said “could mobilise close to €800bn of defence expenditures for a safe and resilient Europe." About $650 billion comes from increasing the European spending on defense by 1.5% of GDP from numbers below 2% that reflected underspending on defense. The EU will loosen strict deficit rules. The CDU coalition government in Germany with SPD under Merz that is being setup will remove the debt brake in the German Constitution that limits defense spending to 1%.  Another $150 billion in loans can be generated from joint EU borrowing that could be given to countries. That will Leyen says- “It will help member states to pool demand and to buy together. Germany's investment in defense and infrastructure will see major increases under Merz/Kingsbiel CDU/SPD coalition government, borrowing in 2029 are 4 time levels in 2024 to finance a massive wave of investment. These investments were held off under Merkels government of the CDU from 2005 to 2021 and under the four year term of SPD's Scholz. A lot of damage is done by such disinvestment in the German economy from childcare and housing to transportation and internet infrastructure, to defense. It was part of the program of the Greens and Social Democrats under Scholz's government 2021-2024 but was stalled by finance minister Christian Lindner of the Free Democrats who was not fired until 2024 and who lost his seat and the FDP's presence in parliament in the 2025 elections for his role. Lindner's support of the constitutional debt brake set up by Merkel is seen as depriving Germany of the modernization of its infrastructure and the economy.  Germany's defense budget is set to more than double by 2029, increasing to €152.8 billion ($177 billion). Net borrowing will  significantly increase in the draft budget.  €81.8 billion in 2025, up from €33.3 billion in 2024. €89.3 billion in 2026, €87.5 billion in 2027, €115.7 billion in 2028 and €126.1 billion in 2029 or 4 times the level of 2024. The principal achievement in 2025 by Merz was to remove the constitutional debt brake of Merkel/Lindner and make modernization of infrastructure and defense a top priority of the Merz/Kingbeil CDU/SPD government. ...

The head of the Germany Program at Institut Montaigne in Paris, France, Robinet Borgomano looks at the renewal of German society under the ideas of "respect" put forward by Olaf Scholz of the SPD party. What does Olaf Scholz see as the main issue of our time? - Borgomano says it is the disintegration of European and American societies under the combined effects of technological progress and globalization. Where does Scholz get his ideas of "respect" for workers and families? Isn't Mr. Biden sharing the same ideas in the US? The SPD party got its start at the Bad Godesberg Convention in 1959 when it embraced the idea of a social market economy as a party of the people. Wily Brandt as chancellor from 1969 to 1974, whose personal struggle against the Germany of World War II was based in the Nordic countries, embodies best this renewal aspect of the SPD. Scholz sees his role as renewal of Germany, Europe, hand in hand with Mr. Biden's renewal efforts in the US on the same basic ideas of respect of the dignity of the worker and families that in Germany were seen with Wily Brandt and in the US with Harry Truman who followed FDR. Scholz rejects the overemphasis on the of merit in German society, European society, or American society, in the way it has taken shape in the last fifty years. Scholz cites Michael Sandel's Essay "The Tyranny of Merit" rejcting it because it makes a case for inequality based on merit, on capital allocation on an implied idea of merit of free markets managed in damaging ways for personal interest. It is wrong because it robs the worker and families of the basic dignity that is the right of every individual and of every person. It is wrong because it makes a false justification for growing inequality, and makes those who do not succeed feel that it is their fault. Meritocratic elites have made the idea that those who work hard and play by the rules get all the benefits and wealth even if the rules were first set in a way that benefits them alone. When these rules become implicit they are rarely questioned as happened in the period after 2000. It is not just in Europe and America that this happens, and not just in the 20th century.  Strange but true- During the 1850's in the heyday of industrialization in Britain the Ethnological Society of Britain justified the inequality between the British and Indians in the British Empire by saying Indians were inferior in exams and did not have the motivation or the aptitude and energy to excel in the way British students did. Dadabhai Naoroji, the first Indian member of the British parliament in Mr. Gladstone's Liberals singlehandedly took up the job Sandel and Scholz and Mr. Biden are taking on today to restore the respect of workers, farmers, and families in America and Europe and in all parts of the world. Sandel goes on to say what Scholz has heard clearly- "the parties that made the offer of upward mobility to workers and families have missed the insult implicit in it to a large number of working people." In a way it is going back to the roots, to the founding fathers in America who said in the 18th century that "all men are created equal and they are endowed by their Creator with certain inalienable rights, and among these are life, liberty and the pursuit of happiness," -nothing less.   ...

The Greens made speed limits on the autobahn a key plank in their program. The Social Democrats SPD party also agrees. The new proposed speed limit is 131 kms per hour or 81 mph. 
In 1952 speed limits were lifted on the autobahn in a reaction to the strict limits imposed in the Nazi period, and a sense of freedom in putting the past behind on the road.

The Greens party estimated 1.9 million less emissions of CO2 from the speed limit. The auto industry including Audi VW have not supported this change. Auto fatalities are 23 per 1000 kms of motorway in France compared to 30 in Germany. In sections of autobahn where there are speed limits in Germany the fatalities have dropped sharply. About 77% of Germans stay within the 81 mph speed limit which today is advised but not mandated.

The Free Democrats led by Christian Lindner are polling about 4% a week before the elections in Germany. Lindner's FDP was part of the Scholz SPD Greens coalition after winning 11% of the vote in 2021. Elections would be held in 2025 March. Yet with FDP breaking away from the coalition as its popularity dropped elections will be held next week. From the beginning this coalition was not a good one as FDP supported the debt brake and no spending, when Greens and SPD promised investment in infrastructure that were neglected by Merkel's CDU. Germany economy as shown in the article alongside by Tankersely and Eddy reporting from Wittenberg in the eastern region, has not grown in 5 years. Crumbling infrastructure is seen everywhere in cities across the country and the rail system lacks much needed investment.  Scholz wants to reverse this with Made in Germany and remove the debt brake. The CDU wants to cut taxes and regulation. No one knows if the FDP will pass 5% of the vote needed to have representation in parliament. It happened before for FDP- before the 2021 election. ...

Barbara Wesel of DW.com says 2017 will be a difficult year for the European Union. Elections will be held in the Netherlands, France, Germany, and possibly in Italy. The Netherlands election is coming up this month and the far right party led by Wilders is likely to gain as much as 25% of the vote but have to negotiate with other parties in a fractured parliament to form a government. Elections in France show Marie Le Pen winning the first round, with an uncertain result in the second round between Le Pen and Macron. A win by Le Pen could lead to the unwinding of the EU. In Germany another coalition government is expected with the SPD playing a larger role as it regains favor with the voters under the EU's Martin Schulz. Wesel says Germany and Merkel are looking like a beacon of stability and hope as the world looks for leadership with America looking inward to fix problems at home.

Climate Reset Berlin, a coalition of climate change action groups, has introduced a referendum that brings forward climate change action goals put off till 2045. The referendum makes 2030 the new target date for 95% reduction in carbon emissions consistent with the 2015 Paris Climate Change Agreement. Berlin is 80% dependent on fossil fuels for energy needs in 2023. Proponents say there is great potential for wind and solar energy. Opponents say that it is too costly and will take up funds now allocated for childcare and education. The outgoing Greens SPD government of Berlin opposes it, as does the new expected CDU government. The Green senator for Berlin supports it, as do other private groups. Buildings need to be renovated and private transport curbed which would cost billions of dollars. Opponents say this would bankrupt Berlin. Supporters say not enough is being done. If approved it goes into effect immediately. Supporters include the Sustainability Group at Humboldt University, Germany's national cyclists association. They say Berlin has 52 acres of available land in Brandenburg that could be used for wind energy. ...

The Greens and the SPD are working together in a coalition in North Rhine Westphalia, after winning the election in Germany's largest state. The interview covers a range of topics from whether Merkel is addicted to power, why she chose to run for a fourth term, revolving door for CDU politicians as lobbyists for the automobile industry, the AfD right wing party, the refugee crisis and the CDU's historic policy of controlled immigration, and whether democracy is losing strength.  In characteristic Merkel fashion the chancellor takes up the idea of her addiction to power by saying she is careful not to let this happen to her by reading critical articles in the press and having her staff bring critical reports. Her discussion with her constituents in her electoral district are also frank and open, more so in 2017. About the idea that Helmut Kohl's fourth term as chancellor being not good for Germany and for the CDU, Merkel responds that she has given it considerable thought. She found that she still has the intellectual curiosity to learn new things, understands that she has much to learn about how the country and the world is changing. This has been decisive in her decision to run.  Merkel believes that someone who has worked in politics should be able to work in private industry following historic practice in Germany. On the government links with the automobile industry Merkel says her approach has been to look at what was best for an industry employing 800,000 people in Germany, yet deplores the diesel emissions cheating at VW. Has democracy lost momentum after the U.S. elections and the refugee crisis? Merkel says democracy is still strong, and that she will do everything to strengthen democracy in Germany and other parts of the world.  Merkel's view is that it is important that there be counterweights in democratic systems. In this way democracy is strong in America, and also in Poland and Hungary. The chancellor cites high voter turnout of 82% in 1998, 79% in 2002, 78% in 2009. Since then she says in 2009 it dropped to 71% and 2013  72%, yet  expects that with the issues in this election people will come out to vote in larger numbers.  For many years Merkel is seen as co-opting the issues of the left parties and the SPD, being careful to move to the centre. Der Spiegel puts this idea forward to the chancellor by asking her if she is the best SPD chancellor Germany ever had.  In her matter of fact style Merkel responds that voters do not think of it this way, simply expect her to her job as best as she can possibly do it.       ...

Scholz loses a no confidence vote in parliament that he called so that new elections are held in 60 days according to federal German law.  He says it is a fundamental choice that German people need to make between pensions and investments for the future with support for the armed forces vs the policy that doe not plan to invest in the future with a debt brake limiting investment. The Free Democrats opposed SPD and Greens efforts to invest for 4 years. Why did Scholz continue. in this way with FDP CDU's Merz asks directly, was Scholz on another planet.  This has happened three times before- in 1972 when Wily Brandt got support for his Ostpolitik policy of better relations with Soviet Union and GDR and new mandate after planning a no confidence vote for a new election. He won with 46% of the vote and 91% of eligible voters voted. In 2005 Kohl was reelected after a no confidence vote he planned on his government to get a new mandate. Kohl of CDU won. In 2005 Gerhard Schroeder's social and economic reforms affected working class Germans- he called a no confidence vote to get a new mandate. This one Schroeder of SPD lost and it started Angela Merkel of CDU's 16 years in office. ...

Mr. Lindner of the FDP withdraws from negotiations leading to a stalling in the talks for a Jamaica coalition in Germany. FDP won 11% of the vote, the CDU about 32%, and the Greens 9% in the recent election. The CDU needs the FDP to form a coalition government as the Social Democrats have turned down requests to join the CDU in a future government. The SPD party sees no advantages in joining a coalition because it lost more of its worker base support by working with the CDU. A second suspected Chinese spy balloon is shot down by US F-22 jet using sidewinder missile. This is a smaller balloon than the previous one first detected over Montana in US airspace at 58,000 feet. This object was hovering over Alaska and the Yukon territory of Canada at 40,000 feet, 475 miles east of Anchorage, and was shot down over the Yukon Territory. Airspace below 60,000 feet is considered the airspace of that country.

His first meeting with Trump showed this personal style which is proving to be more effective than Merkel or Scholz. Merz had to wait for a long time in the private sector till Merkel retired to come back to politics. During Merkel's early years Merz challenged Merkel for leadership of the Christian Democrats party. Merkel's policy on migrants has proved to be a failure, and Merz is now in a position to take the CSU in a new direction closing the border and working closely with the US and Britain, Italy, on border enforcement. Merz is also unique and very different from the disinvestment period under Merkel which let German infrastructure deteriorate and fall apart, another failure of Merkel's years as chancellor. Merz's first action was to get close to a trillion dollars of new funding to rebuild defense and infrastructure over the next decade. Merz is head of a coalition with the SPD with SPD's leader Lars Klingbeil as finance minister. Scholz headed a coalition that was dysfunctional as the Free Democrats Lindner was opposed to investment in German economy from the outset. Under Merkel the Christian Democrats took no action to rebuild Germany, and were preoccupied with eurozone finances. ...
