Richard Thaler, a Professor of Economics at the Booth School of Business, University of Chicago, on the reasons why millions of homeowners under water- owing more on their homes than their homes are worth- have not defaulted in large numbers. In places like Nevada nearly two thirds of homeowners are under water. Changing a home, changing school for children, losing one's credit rating, social stigma. He points out that the costs are outweighed by the benefits of getting out of an underwater mortgage, and research has shown this is contagious once the process of defaulting has started. So once the neighbors are defaulting its much easier to do so and the proces picks up momentum, the psychic costs simply decline. So he says the result is that we may face a tsumani of strategic defaults. Professors Posner and Zingales of the University of Chicago have a proposal. Banks should be required to provide loan modifications in neighborhoods with home prices having dropped over 20%. Banks would reduce the payment by the average price reduction in the area and get in return 50% of the average gain in prices when the house is eventually sold. This requires Congress to pass legislation....

The 2010 census shows the Asian and Hispanic population increased in New York city. The Asian population was up 31.8%, adding 247,900 people compared to the 2000 census. The Hispanic population increased 8.1%, adding 175,500 people. The black population declined 5%, dropping by 100,859. The city now has 33% non-Hispanic whites, 29% Hispanics, 23% non-Hispanic blacks, and 12.6% Asians. The total population of New York city increased by 2.1% to 8,175,100 according to the 2010 Census count.

Parmeswaran Iyer takes over India's development planning body Niti Aayog from Amitabh Kant on June 30. Iyer joined the Indian Administrative Service in 1981. He led the Swachh Bharat or Clean India Mission in 2016, and headed the national drinking water and sanitation department. In 2009 he left IAS to join the World Bank as Global Lead for Water Global Practice initiatives. He has also served as Professor of Management Practice at the Indian Institute of Management at Ahmedabad.

Problems for women and for childcare in Germany after the Merkel administration's failure to invest in child care. This DW.com report looks at this problem. Mothers have to send their children to grandparents or pay for expensive private day cares and nannies if they are able to do this. If they are not able to do this the mother usually reduces her work hours or delays returning to her job entirely. A German Youth Institute DJI study is cited which shows that in 2020 49% of parents with children under age three said they require child care. Of these only 24% were able to secure a place at a child care center for the necessary hours. For children over age three 97% needed childcare and only 71% said the necessary hours were covered. This problem was bad before the pandemic, during the pandemic it has only become much worse for women. A similar problem is happening in the US, so that this problem has consequences for women in both the EU - in Germany, France, Italy- as well as the US. It places additional burdens on women with children in the workplace. ...

BP Russia is the only large joint venture in which a foreign company has a 50% ownership and it is highly profitable with net profit of $5.7 billion on annual revenue of $24.9 billion. The Russian government is consolidating the oil industry to make it largely a state owned industry and renegotiating old contracts for a majority position in all oil joint ventures. In the light of that policy and its implementation for several years it would appear that the BP joint venture also would be seen as part of the same scheme of things. And did Ascension consider the devastating impact on Detroit of the closure, and its impact also on St John Hospital in the neighborhood bordering Detroit and Grosse Pointe a wealthy Detroit suburb, as the patients who used Riverview now crowded into St John Hospital thus resulting in similiar losses and the loss of patients from Gross Pointe at St John Hospital, creating the possibility of losses at St John Hospital. ...
