Indian prime minister Modi shown in a meeting together with Biden of the US, Fumio Kishida of Japan and Albanese of Australia at the Izumi Gallery in Tokyo during the announcement of the joint efforts for launching and promoting the Indo-Pacific Economic Framework for Prosperity. The IPEF led by the US will have four pillars of trade and supply chain resiliency, clean energy and climate change action, taxes to promote investment in infrastructure, and good governance. Seven of 10 members of ASEAN have joined including Indonesia. India is a key partner of US and Japan for the new IPEF economic alliance. Prime Minister Modi of India says about IPEF- "India will work together with its IPEF partners to build an inclusive and flexible Indo-Pacific Economic Framework. I believe that resilient supply chains must be based on three pillar foundation of trust, transparency and timeliness, and I am sure that this framework will make these pillars strong and lead to prosperity, peace and prosperity in the Indo-Pacific region." Attracting large investments in India and other reliable partners in a new supply chain that shifts out of China are part of the Biden plan working together with Japan and South Korea. Investments directly into the US are also part of the same plan. Gina Raimondo US Commerce Minister says- "I would say, especially as businesses are beginning to increasingly look for alternatives to China, the countries in the Indo-Pacific Framework will be more reliable partners for US businesses." US National Security Advisor Jake Sullivan says the IPEF is intended to boost US manufacturing. By boosting US manufacturing and technological advancement with investments inside the US that directly benefit American workers and families the IPEF will serve the US and the free world in ways that will shape the coming decades to 2030 and 2040. With investments in the US will come investments in India as a reliable manufacturing partner to replace China by 2030 is envisioned by Jake Sullivan and president Biden. ...

The ruling party LDP's defense committee has decided Japan needs to strike North Korean missiles on the ground. There is a growing consensus on this. Another consensus is developing over the issue of protecting the Senkaku islands adminstered by Japan and claimed by China. 

Earlier in 2020 T12 missiles with 100 kilometres range were deployed on Miyako island between Kyushu and Taiwan. Now these missiles range will be increased to 300 kilometres to reach the Senkaku islands. China has sent patrol planes and ships near the Senkaku islands. Other cruise missile range is planned for 1000 kilometres as Japan Self Defense Forces expand their capabilities to take on more of the responsibility for defending the Japanese islands. In alliance with India and Australia this capability is being expanded to the entire Indian Ocean region to counter an expansionist China.

India moves forward with ports and maritime development with projects worth 38,000 crores or $4.75 billion including Mangaluru Port Authority and refinery, petrochemical industries. Priority is being place in port connectivity and development for 150 projects on a 7500 kilometres coastline. Ports are important for logistics and exports, a key priority for linking India to the new supply chain being built by the US and EU, which would link India to manufacturing supply chain in Vietnam, Japan and other countries. Natural gas brought in through ports would enhance green development to reduce climate change emissions. India's coastline of 7500 kms compares with 20,000 for the US, 25,000 for Australia and 14,000 for China. India's coastline is about that of Brazil and a bit less than Mexico. New Zealand with a coastline of 15,000 has more coastline than China or India showing how the Pacific ocean coastlines are of a magnitude higher. Plans for the Quad countries to launch a new effort in the last quarter of 2021 to produce 1 billion vaccines in 2022 for adding to supplies in the Indo-Pacific region that includes Indonesia, Malaysia Thailand and Vietnam. Japan would provide the financing for the manufacture of vaccines in India using American technology and raw material supplies. Australia would help with delivery in the Indo-Pacific region. The foreign ministers of the Quad countries, US, Japan, Australia and India, will meet on June 29 in Matera, during a G-20 foreign ministers meeting in Italy.

This report by the Guardian shows that media coverage has created a sense of delusion that the world including the poorest countries in the world in Asia, in Latin America and even in Europe, and the industrialized countries will somehow allow the free navigation for oil and other raw materials to be interrupted by any nation. There are protests all over the world about increase in fuel prices, some of this affects LPG supplies for cooking in countries with a population of 1.4 billion people (India) many times that of the entire Middle East. Tens of millions of migrant workers head back to their homes in poorest states in India as LPG cylinder prices quadruple and are in short supply April 13, 2026.It also affects China and Japan which are dependent on Hormuz,  not the US which exports oil and does not seek to gain from oil prices. Posturing by the media and European governments on this issue has created this delusion that this is about US actions, when the US is only acting in the interests of all nations to keep the planet safer from dangerous nuclear proliferation in the region most torn by repeated wars in the last 50 years. Some of the language used about attacks on power plants has become a reason to justify such reporting to present aggressive ballistic missile development and nuclear weapons development in Iran in a benign way, becoming oblivious of how it affects the lives of billions of people around the world, as the Middle Eastern region a small fraction of the world's population (less than 7%) and a small fraction of the planet's surface (less than 6%) continues to operate in a way that is destructive for the lives of people around the world.   ...

India's loan for the bullet train project is for 81% of the 1.1 lakh crores cost of project  from the Japan International Cooperation Agency, at 0.1% interest rate for 50 years with 15 year grace period. These are extraordinary terms provided by the Japanese government agency as part of its international aid for development. Mr. Modi said at the time in 2019 during inauguration of the bullet train project that anybody told about the terms of the loan would find it "unbelievable."  At the time prime minister Shinzo Abe of Japan was visiting Ahmedabad. The loans even of a generous nature would be of 30 years and at that period comparable to the higher yield on 30 year Japanese government bonds. Loans of 50 years are practically unheard off. It could be considered very close to direct grant aid by Abe to India. It is also how Abe had faith in Vivekananda's, Gandhi's and Modi's vision for India's development. And the future of Japan and India with Australia and the US as anchors for the free world in the Asian region. ...

Ashwani Lohani, head of the Railway Board for Indian Railways says the bullet train is creating a paradigm shift in how people travel in India. That the distance from the city where Mahatma Gandhi had his Ashram to Mumbai is covered in less time than it takes to travel by air is a huge shift for India. Some media reports have incorrectly stated that the money used for the bullet train could have been used for improvements to the railway system. Lohani says it is important that people understand that the money for the bullet train is coming from Japan and would not be available if the bullet train was not built. It is also at interest rates of 0.1% and a moratorium period of 15 years making the loans almost free. The advantage of the project is also that it has a demonstrative effect showing that a lot can be done in bringing Indian Railways into the pattern of rapid rail travel prevalent in Europe and now in China. China has shown the way by developing its rail system and also developing the technology for bullet trains using Kawasaki technology from Japan and building on this. It is imperative that India do this and modernize its own system. This is an aspect of infrastructure also that has a massive impact on people's lives. When trains can travel at bullet speed between city centres in India it also creates a new energy for bringing the rest of the system to higher technology standards.     ...

Indian exports to China declined in the covid pandemic years when China experienced little or no growth. This has worsened the trade deficit, yet this is temporary. Imports have worsened with Chinese dumping of products into the country. This should not alter India's policy of building close trade and investment relations with the US and the European Union as its main partners. This is also consistent with the prime minister's Atman Nirbhar Bharat policy. The author of this report in Hindustan Times says policy should integrate India with China and Factory Asia, yet this ignores India's growth trajectory as it is only now building up momentum and will for the next decade see the kind of growth Japan and China made in their peak growth period, even as China slows down and forms a smaller part of the global supply chain. US policy is for India to form the major part of the supply chain replacing China at some point as the leading supplier, even though it is moving gradually to get there. India should make policy as Modi has done for 2030, then 2047, and reach its own potential acting in concert with US and EU. ...

The UNESCO report on Water scarcity and contaminated water. It creates awareness on World Water Day but comes across as a largely academic exercise, ask any rural woman in India and she knows the significance, question is what should have been done and the resources are there. For action it has to come from nations,, large nations such as India from it's Jal Jeevan Mission, China and Japan transferring the knowhow and technologies to Africa and Latin America and other parts of Asia. The period after a pandemic is also a time to focus efforts on  doing this. How it undermines girls and women and their participation in society is part of the understanding in India, and uppermost in the minds of Indian leaders and technologists, and in the mind of PM Modi. Unfortunately the UNESCO reports fails to even cover right up front in its summary how Jal Jeevan is being done for 1.4 billion people in India to have clean tap water so that people in Africa and Latin America can see that this is possible, if in the Himalayan regions possible in their region it is possible. Most people hae not heard the name Radhabinod Pal the sole dissenting judge at the Allied Tribunal who questioned its legitimacy in a dissenting opinion. Here we learn that Judge Pal's opinion sealed a friendship between him and Abe's grandfather Nobusuke Kishi charged with war crimes but never tried. Mr Abe visited the Netaji Subhas Bose museum in Calcutta and said that he was determined to strengthen Japanese Indian bilateral relations that Bose wanted to see. Appears to be an emotional bond and a visit that aroused old feelings from a family tie for Abe. Note that India and Japan vowed to seal a economic partnership by December. Bay Area Transit (BART) a San Francisco institution is at risk of big cuts in service closing 15 stations, closing at 9 pm,  as work from home pandemic period changes cut ridership from 389000 in Jan 2020 to 170000 in Jan 2024. It now has a $400 million structural deficit. BART management proposes a half percentage point additional sales tax on counties in the San Francisco area- Alameda, Contra Costa, Mateo, Santa Clara, 1 percentage point addition in San Francisco. This may not address the problem fully as the ridership is declining not only because of the keyboard post pandemic economy, the fact that downtown San Francisco has a 30% vacancy rate in buildings and the lifestyles have changed from before, but also because it is less safe, reported use of crack, and a less clean friendly ride on BART. This shows how life in the San Francisco area has changed decades after Silicon Valley took over the city, and how the state of California has changed. Silicon Valley and Wall Street though it had changed America and the World when right in its own backyard institutions such as BART are falling apart, and downtowns are less safe. New York City home of Wall Street has a subway system also in bad shape, and infrastructure badly in need of repair right in the backyard of Wall Street, decades behind in quality of experience from anything found in China or Japan- and now even India. ...

This WSJ report looks at the state of manufacturing in India in 2023. Foreign companies in renewable energy from Denmark, Apple Computer, and local companies such as Ola in electric scooters, are building factories and expanding manufacturing capacity in Sriperumbudur and other special economic zones in Tamilandu state of India. BMW and Nissan are also located in the state. It comes as friendshoring from the US is encouraging foreign companies to invest in India. There is a definite acceleration in the growth of electronics and machinery exports under the Indian government's Make in India plan. This report shows that India is in a learning curve in developing its manufacturing base. Not shown here are how the goals and execution of a sound overall plan is envisioned by the government. The Gati Shakti plan put forward by Mr. Modi is intended to bring together all agencies of the government to work together seamlessly to provided an overall execution of infrastructure development for logistics, airports, fast rail, roads and bridges, and modern housing. It is a National Master Plan for Multi Modal Connectivity that brings together 16 ministries for building state of the art infrastructure. The national plann ing agency NITI Aayog says it recognizes the multiplier effects plus spillover effects of infrastructure development for  Indian manufacturing, and understands how the US, Japan and China accomplished this going back to the New Deal in the US in the 1930's. It can also pioneer in new ways learning from the experience of these countries. This will bring results in demonstrating how India is learning and developing its own model of the best way to build excellent infrastructure, and do this with renewable energy, and environment inclusive efforts.    ...

India in 2022 and looking at 2030 has great potential in the world. India's interests as a democracy are clearly aligned with the US and Europe. In the past when India was small in economic terms after emerging from the British Empire as an independent nation and out of the fire of the partition and wars in South Asia in 1962, 1965, 1971 policies of ambivalence in foreign affairs took place. At that time says Manmohan Singh, a former prime minister who negotiated for rouble -Indian rupee agreement in the 1970's and 1980's India was finding its way for its small but growing economy. This was in the context of the Nehru-Indira Gandhi policy of non-alignment of the early years after independence when India was never presented with an opportunity to make a difference in the world and was only a small part of the world economy. Today's situation is different. The US and European Union now see the need for a principle based economic order and while one may quibble about the small details, in the larger sense, history has intended for us, the US, the European Union, UK,  British Commonwealth of which we are a part, to stand together economically and politically with our shared parliamentary systems based on western- British and American- democracy and values.  Never has history presented such a huge opportunity for billions of people- to meet the aspirations across continents from North and South America, European Union, to Africa, Asia south and south east and Japan. All countries that aspire to the free societies that have evolved over hundreds of years. It is also the spirit in which Hind Swaraj was written in 1910 by Mohandas Gandhi and which was turned into reality only 37 years later under his leadership and vision for India. The non-alignment period of 2 decades was more of a intervening chapter that resulted from a sense of grievance rather than in the spirit of courage and spirited effort that Mohandas Gandhi embodied and led India with. In Manmohan Singh's direct unmistakable terms and from the vast experience he brings as a respected Indian civil servant- "India as the largest peace loving democracy stands to gain enormously from this principled trade aspiration of the western block of nations of the US and European Union. It presents a tremendous opportunity for India to become a large producing nation for the world and a global economic powerhouse. However, to capitalize on these opportunities India needs free access to these markets, an accepted and global currency to trade in and seamless trade settlements." Manmohan Singh sees millions of factories manned by hundreds of millions of people of all castes, creeds and religions of India. This is a pivotal moment of change for India and India must grasp it firmly. It is also the Mohandas Gandhi of Hind Swaraj taken to a new level from 1910 to 2050, and today's young people's aspiration for India.  ...

Attacks from Iran on Saudi oil infrastructure leading to a loss of half of Saudi oil production is likely to be a problem for countries such as China, South Korea and Japan that have reduced oil imports from Iran and increased dependence on Saudi supplies. This was a result of tighter U.S. oil sanctions on Iran. India is also affected. About 30% of the lost production will be restored say Saudis.  The U.S. is less dependent on Saudi supplies and as Gerald Seib points out in a video in WSJ the U.S. has 3 reasons not to intervene on behalf of Saudis. The U.S. has increased its oil production from shale oil and is less dependent on Saudi oil. It is also becoming reluctant to engage in Saudi Arabia's wars such as the one in Yemen against Houthi rebels. There is also less support in Congress and in the country for supporting endless wars that originate from Saudi actions. A Trump tweet before his election campaign shown in WSJ makes this point about endless wars and the U.S. needing to be paid trillions of dollars for these wars. The conflicts in the region affect China and India where growth is close to 5% before any impact from oil price increases. Together Asian countries take in 72% of Saudi oil exports and China now imports more Saudi oil than Russian oil by a wide margin- in June 1.88 million barrels a day. Saudi oil makes about 19% of imported oil in India and 33% for Japan. Imports into India of Saudi oil are up 8% this year to 847,000 barrels a day in 2019. China is better situated than Japan with reserve supplies of 644 days of imports compared to 230 days for Japan. This why Japan has played a constructive role in reducing tensions between the U.S. and Iran and urged both sides to negotiate. China and India also have interests that converge in reducing tensions between the U.S. and Iran. As a first step president Trump removed his National Security Adviser John Bolton in preference for reduced tensions.  ...

Indian Foreign Minister Jaishankar visits Ahmedabad for the introduction of the new Gujarati language edition of his book, The India Way- Strategies for an Uncertain World. At the meeting to take questions on the Gujarati edition at IIM Ahmedabad,  Jaishankar said India is now the fifth largest economy in the world. During the Nehru period it was the 20th largest economy in the world. It now has the capacity to take a leading part in world affairs. In a few years by 2030 India is expected to become the third largest economy in the world. And with its economy integrated into that of the US economy in a way that no other economy has been it will make the US-India economy by far the largest of any economic combination in the world. Because both are English speaking and both are modern democracies, and the traditions of Lincoln and Mohandas Gandhi, of St Paul and the Vedanta with Buddhism deeply rooted in each country. This is the true meaning of the Indo-Pacific. As Jaishankar pointed out in Ahmedabad there is no point in the water that says here is where the Pacific starts- that is the reality. Once you are in the Indian Ocean east of Africa you can travel on the ocean all the way past India to Indonesia, the Japanese Islands and the Hawaiian Islands till you reach the western shores of the United States. For India, the US and Australia, and Japan this is the ocean pathways that they are committed to keep open and with the international rule of law for all nations. In renewable energy, in climate change action, in managing soil and water, in agricultural innovation, and in technologies of all kinds India can now lead the way. Scientific curiosity, learning curve, manufacturing and innovation, education that brings new skills for a large workforce, India can tap into the resources of the world and make its own contributions to this resource for all mankind.  ...

US naval blockade of Iran in Arabian Sea starts April 13 2026. US destroyed Iran's larger ships 158 of them, yet Iran also has a fleet of smaller attack boats which it plans to use in Hormuz. These are harder to detect and can be hidden in coves along the Iranian coast and used against ships. The US with its naval blockade is now prepared to do what it has done also in Venezuela, stop and interdict fast drug boats on the Venezuelan side in the Atlantic ocean. By blockading Venezuela in the ocean US is using its strengths, and stopping drug boats its ability to pinpoint traffic on the ocean. Similar capabilities are well suited to Arabian Sea and Red Sea on the open oceans and away from narrow Hormuz playing to US strengths and capabilities. Aircraft carriers and destroyers and the US Air Force is in a position to do what it does best control open seas like the British did in their heyday of the Royal Navy for most of 1750-1920. This avoids options of Hormuz itself with its narrow 15 mile gap of water between Oman and Iran too close to mountainous terrain on either side, and of the Kharg Island option which would require special forces to be backed up with more ground forces. This is the most viable option and the interlude of couple of weeks has given the president an opportunity to make a better choice for positioning the US forces where the US has its strongest points. What is lacking is the individual powers of Britain and France whose leaders Starmer and Macron have popularity below 20%. Yet the US is better off making good choices and not having these nations alongside. The posturing by European nations is limited to France and UK, as Germany and Italy are in sync with the US position. Much of the media operates as if the goal of preventing the spread of nuclear weapons to the Middle East is not important for long term peace for nations such as China and India with about 3 billion people and the billions of people of Asia, Latin America and Africa. For the first time in 400 years since 1600 as Asian civilizations began a long decline China and India have emerged in 2000-2030 into the kind of modern economies and societies that exist in Europe and the US. The last thing they need is the risk of destroying the Modern World with nuclear proliferation when it took centuries to get to the right opportunity after 1950 to modernize China and India. Xi's and Modi's generation are the first to experience modernization in Asia after Japan's experience. ...

This also means HT says that India must now be prepared for technological competition as well as shift to renewable energy sources. The return of the U.S. to the climate accords now positions both countries to benefit from each others advances in renewable energy. This Economist article looks at India-China relations and the Wuhan Summit between prime minister Modi and president Xi Jinping. It sees India's reluctance to follow a containment strategy in an historical light from the period in which India followed a non-alignment policy in the early post independence period under prime minister Nehru. During the period of the Eisenhower administration with Secretary of State John Foster Dulles India adhered to a strict nonalignment policy avoiding choosing sides in the Cold War. As a result U.S. policy tilted towards Pakistan during the Eisenhower administration. A balance was restored under president Kennedy, with Adlai Stevenson a close friend of India.  The short Sino-Indian war of 1962 led to a situation in which the U.S. backed India and improvement of relations. A semblance of non-alignment in foreign relations continued under Nehru's daughter Indira Gandhi. By 1990 with the opening of the Indian economy to foreign investment, the collapse of the Soviet Union, and the integration of China into the global economy, a new period of good bilateral relations with the U.S. and Europe was maintained. In 2017 the potential for a conflict in Doklam, Bhutan revived fears from 1962 in India. China's relations also improved with Japan and South Korea as the U.S. policy was unanticipated and seen as a significant change that would seriously affect China's economy. India's response was to pursue a policy of good relations with China and the U.S., even as the economies of the U.S. and India were drawn closer in India's pursuit of modernization.  ...
