A perception in the U.S. that has not seen the true potential of the largest population in the world of 1.5 billion people in India and Bangladesh has also colored perception of the relationship. This population is now at a point at which a broad based development is not only possible (sab ka vikas sab ke sath) but also moving at an accelerated pace. With a combination of cumulatively increasing inputs of technology, capital, land and educated labor force this is now at the potential of becoming a very doable world changing event by 2035- a $20 trillion economy by doubling every 5 years based on renewable energy and dedicated to health, education and development. What makes this a world changing event is the opportunity to meet the aspirations of about 2 billion people in India, Bangladesh, Indonesia and surrounding nations, offering new hope for Africa and Latin America. For this the U.S. commitment cannot have any traces of ambivalence, and the Indian commitment cannot have any traces of ambivalence. India needs one more change in its perceptions - to realize that for the first time in its history that this is within its reach. ...

A Pew Research Center poll in September 2016 finds 81 percent of Indians have a favorable opinion of Narendra Modi in 2016, compared to 87 percent in 2015. Even among supporters of the opposition Indian National Congress a majority say they have a favorable opinion of Mr. Modi. The author of the poll, Bruce Stokes, says the opinion of frustration of the Indian elites and media about the Modi administration is not reflected in public opinion. Recently the Modi government passed legislation for a national Goods and Services Tax replacing overlapping state and federal taxes that are seen as holding up growth.  Issues the Indian public ranks high are corruption, unemployment and terrorism.

Both were mentored by a major British landowner who built a large library in the colony that both were able to go to and learn what they later used to start the struggle for a new Nation. It shows the importance of books and libraries, of knowledge during the Enlightenment period in shaping the minds of the Nation's founding fathers- Jefferson, Marshall, Washington, Madison, Samuel Adams and others. ...

The less known role on July 25, 1947 of  Lord Mountbatten in getting the 550 Indian princely rulers to sign the Act of Accession to India is shown in The Indian Express. The British Empire was built from the British East India Company's acquired territories in India as the Company expanded in northern India and near the ports of Bombay, Madras and Calcutta with trading and using its army to protect regional states and monarchies. This happened from the period of the decline of the Afghanistan/Iran based dynasties in northern India called the Mughals from 1650 to 1756, and 1756 to 1857 with the decline of the Maharashtra based Maratha dynasty in two phases. The Empire left one third of India in the hands of princely rulers after a rebellion in 1857, with the British offering guarantees  of protection to these rulers.  The forming of and independent India under Gandhi, Patel and Nehru in 1947 led to the need to avoid a balkanized state and regionally disrupted India. It was Patel and V.P. Menon who accomplished the task of cajoling and pushing 550 princely rulers to join India including states as different as Mysore, Jodhpur and Baroda. Viceroy Mountbatten joined in this effort. Mountbatten is shown here on July 25, 1947, of dramatically playing around with around glass paperweight referring to it as a crystal ball that had answers to the queries of princes, and then suggesting with much tenacity- "sign the Act of Accession."   ...

The India- U.S. trade deal after the negotiations and the visit of the Indian prime minister to the U.S. is expected to take additional time. The U.S. wanted to see a 20% duty on mobile phones and ethernet switches to be reduced, greater access to the Indian market for medical devices such as stents and knee implants, and greater access for dairy, agricultural products. Making these products affordable in India is a goal of the government preventing it from making concessions. India wants preferential access to the U.S. market as a developing country restored under the Generalized System of Preferences.  A comprehensive trade deal would have to include issues of intellectual property, e-commerce, and the sensitive issue of H1B visas. Commerce minister Piyush Goyal led negotiations for India and Foreign Secretary Vijay Gokhale said the two sides "narrowed" down their differences. India's Jio from Reliance Group has hugely reduced the price of mobile phones and mobile data making it accessible with 4G across the country at prices that are the lowest in the world. The introduction of a universal health care program requires bringing down the price of medical products to improve access to modern medicine. This means less room for American products that would increase the price and reduce access in a vast developing country. India plans to vaccinate 300 million people in the first drive of the vaccination campaign. The two vaccines approved are the Covishield from Astra Zeneca partnership with Serum Institute of India, and the Bharat Biotech vaccine. India is the largest vaccine manufacturer in the world, and its vaccination production and campaign is being watched closely.  The largest maker of vaccines is Serum Institute of India based in Pune. Countries that are seeking India's help in vaccines are Brazil, South Africa, Morocco, Saudi Arabia, Bangladesh. Brazil has ordered 1.5 million vaccine doses. The Indian government has approved sending vaccines to other governments. Price of 100 million doses to be supplied by Serum Institute to the Indian government is 200 rupees a dose or about $2.73 a dose. Vaccine sold in private markets will be priced at 2000 rupees a dose. The Indian state of Chhatisgarh has taken a proactive approach color zoning districts. Of 28 districts 23 are free of coronavirus. This report reflects the situation upto 2021 and the changes in Indian and American perceptions during the pandemic. The recent Raisina Dialogue  brings together 26 countries- named after Raisina Hill in New Delhi where India's administration is located- in dialogue with Indian leaders. Finance Minister Sitharaman in an interview at Raisina Dialogue stated that Janet Yellen, US Treasury Secretary, was with her during a G-20 meeting, and Yellen called for friendshoring- foreign investment in democracies that respect the rule of law and provide the right conditions for investment. The right conditions are now being created in India, including infrastructure and logistics, trade practices, and assistance to foreign companies, to invest in Indian manufacturing. The conditions are being created for shifting significant number of manufacturing facilities to India in a complete redesign of the supply chain. A look at the period 1950-2015 in US-EU India relations says little of the newly evolving situation in trade in the way that looking at the US-EU China relations 1950-1990 during the Cold War would tell one little about how that relationship evolved in trade after 1990 in the 1990-2019 period for massive trade with China. The pandemic and the inflation from existing supply chain bottlenecks has led to a realization in US-EU that the existing concentration of manufacturing in one country  was a mistake and is a serious problem that needs correction.  This means an acceleration in the effort to build rapidly over the next 5-10 years a strong US-EU manufacturing presence in India for advanced technologies. India under prime minister Modi is creating the infrastructure and logistics for this to happen with large domestic investment, the help of Denmark's Maersk in port logistics, and from other countries.  Fo India manufacturing and infrastructure building is the only way to create the jobs needed to meet the aspirations of its young population. For the US-EU the redesign of the supply chain is the highest priority to cut inflation, remove potential bottlenecks, and provide a stable supply chain.    ...

Of NYT's decades old indifference, an almost Churchill like distance and indifference to the aspirations of the people of South Asia it can be said- indifference to the aspirations of 1.4 billion people to modernize the country with the same infrastructure that Europe and the US, Japan, and now China take for granted. Indifference to the problems in creating a nation  with 13 languages and 1.4 billion people that has a freely elected parliament never before done in history, one which also delivers on banking accounts, health care, infrastructure, for all its  people, of all races and religions. This indifference runs counter to everything that Indians admire about America. And a lack of awareness of what Indians admire today about the Biden administration's promise to make the words of Jefferson true in America as the Modi administration does in India- "We hold these truths to be self-evident that all men are created equal, (created equal) and that they are endowed by their Creator with certain inalienable rights, among these are life, liberty and the pursuit of happiness." The NYT's indifference to this inequality both in the US and in India run counter to the founding principles of Jefferson and of India's saint from Wardha, Mohandas Gandhi, who both fought the British empire at the height of its prominence.  ...

The NYT provides a good look at the situation in India in September where cases are over 4.5 million, the world's second largest after U.S. During the lockdown in April and May India had successfully stemmed the coronavirus. After reopening in June a lot has changed as can be seen in this look at the steep curve in June, July, August and September. Cases are now at the rate of 95,000 daily and deaths at 1172 daily as of September 9. The deaths are up 16% and cases up 29% over 2 weeks. Maps show the situation in the states with Maharashtra, Andhra, Tamilnadu, Karnataka, and Uttar Pradesh showing the highest cases. Maharashtra has about 1 million cases and the two states in the south east Andhra and Tamilnadu have about 1 million combined with Uttar Pradesh at about 250,000 cases. Delhi has about 200,000 cases. So that about half of the 4.5 million cases are in three states in the southeast and the western state where Mumbai (Bombay) is located. The increase was seen after increased testing from 200,000 a day to 1 million a day by the end of August, a steep jump being seen in late August and September. At the end of July the coronavirus recovery rate of 70% in India and 90% in Delhi were the favorable signs, until things changed in August with increased testing and the spread to rural areas. India is doing over 1 million tests daily. On September 3, 1.1 million people were tested, taking the total to 45 million tested throughout India.  As in Europe and America the reopening which is essential for the economy and jobs has resulted in a big jump in cases. The laws for lockdown were carefully obeyed without many of the problems seen in America and Europe, the early complete lockdown was implemented with success, and Indian pharmaceutical companies are some of the largest in the world giving the public wide access to essential medicines and drugs. The postal service has functioned remarkably well during the lockdown for delivery of essentials throughout the country, and earlier action to establish bank accounts for each and every individual in the country, has enabled rural Indians to get through this most difficult period. This has given the government some breathing room as it faces the cases from reopening in a vast country of 1380 million people.   ...
