Mexico's domestic market is growing and compacts are about half of Mexico's 1.13 vehicle market. The San Luis Potosi plant will be able to make 160,000 compact cars a year, an investment of $650 million. Some of this could go to Mexico's own need for compacts in the domestic market. Also this could supply the U.S. market where GM needs compacts to compete with Japanese and Korean models. One of the reasons Mexico is able to compete with the Southern United States is is its high quality work force at a fraction of the cost. When companies look at where to put a new plant, Mexico is starting to compete a lot more with Detroit, said Gabriel Renero, a consultant at Deloitte in Mexico City. The 32 year old leader of the movement called Five Star started by comedian Beppe Grillo in Italy, Luigi Maio, now leads the effort to form a government in Italy. The M5S party party won 32% of the vote in Italy's 2018 elections. The Northern League a far right party based on the region near Milan led by Matteo Salvini, came in second. In combination with Berlusconi's Forza Italia it has 37% of the vote, not enough to form a government on its own. The M5S is a centre left party which shares euroskepticism with the Northern League, but remains a centrist party that has little in common with the Northern League and Berlusconi. The FIve Star Movement sees fresh elections as the only next step as it sees no chance of a coalition with the far right parties.

WSJ looks at what documents were leaked from classified documents of the Department of Defense, and what is the possible impact on the war in Ukraine.Some of the documents show Ukraine rapidly losing aircover defenses as it runs out of antiaircraft missiles. A map dated Feb 28 shows that most of Ukraine's critical infrastructure outside the Kiev region and two areas in the southwestern region would have no aircover by mid April or first week of May because of this depletion of stock of antiaircraft missiles. The FBI and Justice department launched the investigation into the leak of April 7 at the US Defense Department.

Perpignan, France, is a small town at the foothills of the Pyrenees, near Spain. It was called Perpignan Catalan. Its mayor is Aliot who is from the RN National Rally party. It is one of the poorest regions in France. The RN was elected after several tries in which the other parties banded together against RN till it did not work anymore. This report in The Guardian looks a the change the RN brought and says it was about more police, cleanliness, and television. No structural changes have happened that would reduce poverty or bring more jobs and opportunity to the area, or improve the infrastructure and public services. As a result it is more visual but as one resident says I kept my doors open anyway, so that no real change happened. This change for the better has not happened under Macron and it is this frustration that led voters to give Aliot and RN a chance in Perpignan. Yet this report shows it has not changed much, that the poverty and lack of opportunity is real and other solutions than RN are needed. And still the LR and Macron's Renaissance party keep making derogatory remarks and labelling the alternatives from the Socialist parties as unrealistic even though the Socialist Alliance calls for investing $140 billion in infrastructure, public services and cost of living action to improve the lives of ordinary working people and families. ...

Jordan Bardella,  age 28 years, is the youngest proposed candidate ever for prime minister of a G-7 country. The US Constitution says the presidential candidate, the head of government, has to be 35 years old, setting an age limit. No such age limit is set in the French Constitution for the Fifth Republic setup by Charles De Gaulle in 1958- a French citizen over age 18 years is allowed to stand for president. The current prime minister of France Gabriel Attal is 35 years old, appointed by president Macron. Macron ran for president at age 38 years, had experience as a cabinet member in the Economics ministry of Francois Hollande. Attal was Minister of Public Accounts and Public Action in the Elisabeth Borne government in 2022, and Minister of Education and Youth in Borne's government reshuffle in 2023. Jordan Bardella lacks any experience in government and most of his time was spent in representing his district in the National Assembly and in party positions. As the RN is unlikely to get an absolute majority in the National Assembly Bardella by saying he would not take up PM position without an absolute majority is also aware of this lack of experience and an astonishingly young age. ...

Israeli leader Yair Lapid says "we need a government where right, left and centre work together as a way of life." The result is that Lapid's party is putting together a coalition of the right, left and centre- parties of Bennett, Labor, Gantz, and Lapid getting together to form a new government with sharing of ministries. Bennett would be the prime minister for 2 years followed by Lapid under this new arrangement. The whole arrangement is a result of no one  party or group of parties gaining a majority in repeated elections. Under the last arrangement Benny Gantz and Netanyahu shared power with Netanyahu going first as prime minister.  The new arrangement is designed as an effort to give Israel a chance to have anyone other than Netanyahu as prime minister, so intense is the desire for changes- almost as if Israel needed it "as it needs air to breathe," the way Lapid puts it. Lapid says the goal was not compromise which was tried in the past, the goal now was a government of change. ...

India and the race in Himalayas road buildup on both sides with China and India responding to each other's efforts on ground that is 11,000 to 14,000 feet high. In the latest buildup India in 2026-2028 is building the Zojila Tunnel in Ladakh to cut travel to 20 minutes across mountainous terrain for supplies to frontier outposts in some of the most forbidding terrain on earth. Much of this region of Ladakh and Kashmir is tens of thousands of miles from Shanghai and Beijing, Tibet is far far from China proper, yet the experience of the Sino-Japanese war in the 1930's and the attempted colonization of China by Japan is alive in the minds of the PRC's leaders, see Tibet as a buffer region. Who see India not as as the land of Gandhi and the Buddha Land that has remained that way since the year 1000, see instead a legacy regime of the British Empire of the 1800's that attempted partial colonization of China.

Russia continues shelling of Kherson after it was taken back by Ukraine. The conflict drags on in the winter months. The civilian population of Ukraine bears a significant burden from damage to the electricity grid, reducing heating and lighting in the winter.
