Italy's Five Star Movement is gaining in popularity before national elections in March 2018, because voters are fed up with the old political parties and the old political system. A Five Star Movement member Virginia Raggi is Mayor of Rome. Even though this has not led to improvements in tackling Rome's problems such as urban decay, garbage collection, and weak transportation, this is acceptable with angry voters who want to send a message to the traditional political parties that ran the government for 50 years. About a third of these voters who support the Five Star Movement are from the right, a third from the left and a third young people who never voted before, according to Italian pollster Pregliasco of You Trend. Recent polls show the Five Star support at 28% and the leading party. The anti-politician message really resonates in Italy with its lack of growth, and a sense that things will not change under politicians of the old system, right or left. As in France with the En Marche movement bringing in younger and new faces in parliament and in government, Five Star Movement is bringing younger faces to the forefront. As young as 31 years for the party's candidate for prime minister, Mr. Di Maio. As a result older politicians in their fifties from the established parties are running against younger people in their twenties and thirties, a situation seen in France in recent elections that brought new faces to parliament and new ways of governing.   ...

Mumbai's rail system is used by about 8 million passengers each day. Many workers commute as long as 50 kms to get to work from the suburbs to Mumbai. This report looks at possible action to limit the spread of coronavirus through the rail system. The rail system is run by the Western Railways and Central Railways. Between March 11 and March 18 there has been about 50% drop in passenger traffic. The divisional head of Central Railways says it is essential not to compromise the entire rail system there by taking action now.

The Indian prime minister has ordered that a million job vacancies be filled in the next 18 months. About 21% of job openings in the Central government have not been filled says this report in The Indian Express. According to the Annual Report of the Department of Expenditure 21.75% of the 4.1 million sanctioned posts were vacant as of March 1, 2020. It is these and other additional jobs that will be filled in mission mode. Jobs are vacant at all levels of the different departments and ministries and regions.  About 92% of the positions are in the departments of Railways with 40%, Home Affairs with 30%, Civil Defense 11%, Postal 6% and Revenue 3%. Of the employees Indian Railways had 1.25 million on March 1, 2020, and 1.20 employees on March 1, 2022. The pandemic had the effect of restricting hiring of people needed. With the expansion of the economy the hiring for government has not kept pace. In the Armed Forces, for the Army no hiring took place in 2020 and 2021 recruitment years says this report in Indian Express.  There are calls at public meetings including at Defense Minister Rajnath Singh's rallies for "sena bharti chalu karo" to start recruitment drives for the army, navy and air force. Cost of driving depends on where you live in the US- California (taxes and climate change fee), and mountain states (no inland supplies in West), Illinois taxes are much higher compared to the South and South East (close to refineries no taxes). Specific formulations add extra on the Eastern seaboard states  from New Hampshire to Virginia, and in the West California have requirements to reduce smog and pollution. At one time in the 1980's in Pasadena the smog would be so bad you could not see the green color on the leaves clearly. For most of the US gas prices on April 22, 2026 are around $3.62 or lower compared to $3.92 on average in March for the whole US and $5.83 in California, $5.00 in Oregon, $5.38 in Washington. Texas, Alabama, North and South Carolina at around $3.62 and Florida at $4.00. In Virginia to Maine in the North East it is around $4.00. A look at the map shows that talk of $5.00 gasoline hurting the Republicans in the midterms for Congress is incorrect because the Democrats are likely to hold on to California, Washington Oregon, their base with gas at close to $6.00 the very opposite of what they are saying. Much of it because of state policies against oil refining and climate change taxes, formulations of gasoline that cost more to address smog. The head of the distribution channel for gasoline in the US, Scott Berhang, head of fuel wholesalers marketing group Sigma says- “At some point, [the war] could translate into supply shortages. That could happen. But we’re not really there yet. I talk to my members all over the U.S. They’re not seeing any supply issues. There’s no problem getting fuel. Everything is normal.” State taxes can be as low as 9 cents in Alaska and 71 cents in California, 66 cents in Illinois. The price of gas in swing states Arizona $4.59, Pennsylvania $4.11, Michigan $3.78, Wisconsin $3.69, North Carolina $3.75, Georgia $3.57. If we use $3.61 price of Texas and most of South and close to this in all but mountain states and western states then we are slightly above the same price gasoline was sold at the pump in 2011-2014 of $3.51 per gallon. This is a significant fact considering the media talks about gasoline prices in the US as a significant cost of living issue. Which means saying Iran War is "crippling" US consumers at the pump is farfetched and totally incorrect.  ...

Emmanuel Macron graduated from Sciences Po University in 2004 with a degree in public affairs. He joins the Finance Ministry as an inspector and then buys himself out of government service contract by 2008 to join a private bank. He arranges an acquisition from Nestle and other business deals during this period. In 2012 he is appointed as deputy secretary general for the president's office after Francois Hollande a socialist is elected to the presidency. In 2014 he is offered the position of Minister of Industry and Digital Affairs in the second Manuel Valls government. He makes some changes to French government but opposes the wealth tax or tax on business, and is generally pro-business, though he acts as a member of the Socialist party.  He uses this period to build momentum for his own run for the presidency as support for Hollande falters having lost support from his working class base with Macron and Valls inspired changes.  Macron finally announces he will run for the presidency forming his own En Marche movement which he finances with his own fund raising. Throughout this period right up to the election in 2017 Macron has not run for public office. When he wins the presidency in that year he lacks the experience needed as the youngest president in French history at the age of 39. Like another young president Obama he handles his public image with the media for his En Marche movement promising to unblock France. This public image and his lack of experience makes him impervious to the social changes going on in France that lead to the yellow vest protests in 2018. This is a period when there are changes in the midwest as workers in Michigan and other midwestern states turn away from Hillary Clinton and Obama.  French workers are in the position of workers in the US with the decline of manufacturing, much of it shifted with the supply chain to China and Japan, and the gap opening between rural and urban tech educated areas. Macron follows Obama's quick rise from Senator to run for president yet lacks experience, and lacks sufficient grasp of the social changes with loss of manufacturing, the wide gaps between rural and urban tech educated people, conditions in the rural and farming areas. Macron survives this period, is reelected in 2022 with the help of socialist Melenchon voters. He says he will govern differently, less distant from average Frenchmen, but his instincts are to push for pension reform. At a time of cost of living crisis, and when the French budget office says the change in pension from 62 to 64 was not critical at the present time when inflation was hitting the public after the pandemic. Macron does this by Article 49 in the way he has done under the Manuel Valls government, by executive action alone. This time he faces a no confidence motion in parliament in March 2023 following some of the largest protests France has seen in years, with two thirds of the French according to FR24 opposing the change in pension law. Women see this as coming at a time when age discrimination hurts their chances of earning a living after 50 years of age.  Age discrimination is widespread in France, in a way it is not in Germany, say reports in the NYT. And with the cost of living crisis acts as a major hurdle for the average French person, if pensions are delayed without addressing these cultural issues in France. The result is that the protests have substance and Macron is seen as not sensitive to this at a time when he lacks a majority in parliament. ...

As polls show Macron with over 60% of the vote, cartoonists reflected on the situation of a new president with little experience and his "en marche" movement only one year old, looking at it with skepticism. Cartoonist Antoine Chereau shows a common person reflecting on the situation, with the title Macron leads in the first round, the person says that after being deceived by the right and the left, the French are now choosing to try out deception from the centrist. Loic Secheress shows Macron at the steering wheel of a car, with the title the second round Uberized, two passengers in the back saying they do not want to go right or left, and Macron saying- then alright we are going straight into the wall. On the Socialists splitting the vote between Hamon with 6% and Melenchon with about 20%, instead of putting up one candidate and heading into the runoff,  cartoonist Plantu shows Hamon and Melenchon riding one bike in opposite directions, with the title - the losing machine. Adam Nossiter of the NYT describes the coalition of right and left parties in France that have united against the National Front, called in France "the Republican Front." In the 2002 Marine Le Pen's father made it to the second round of the presidential election, but lost to centre right party leader Jacques Chirac who won 78% of the vote. Analysts say the Republican Front is coming up this time once more for daughter Marine Le Pen, as she goes into the second round of the election in 2017 fifteen years later with support in the north and northeast of the country and in the coastal south east around Marseille and Nice. Le Pen appeals to working class people with nationalist slogans. The Republican Party of former president Sarkozy represents the centre right, and it is combining with the centre left Socialist Party of president Hollande to call for the election of Emmanuel Macron and for support to Macron's En Marche movement. One expert predicts the National Front may leave the centrist views of Le Pen adviser Philippot, and return to hard right roots. Former president Sarkozy was mentioned on French television Fr24 as hoping to make a comeback by boosting the chances of the Republican Party in the June parliamentary elections, and creating a situation in which a future president works with a prime minister from the Republican Party. As the Macron En Marche movement is only one year old, it is not well prepared to contest the parliamentary elections, opening the door to the formation of new coalitions for government in France. ...

Coronavirus testing is being ramped up in the U.S. as the Food and Drug Administration new regulations allow commercial labs to manufacture and distribute  coronavirus tests. Now many players can now acquire and conduct tests including state and local governments, hospitals, universities, and private companies. so that tracking nationwide distribution is still difficult. Deborah Brx the response coordinator of the White House task force on coronavirus says U.S. has completed 220,000 tests in last 8 days.  In New York the scaled up efforts in a region with over half the coronavirus cases in the U.S., 13,000 were tested on Monday, March 23. Some hospitals in New York such as Mount Sinai expect to do double or triple the tests a day in a scaling up effort by March 30. In Los Angeles a city councilman negotiated with a South Korean company for delivery of 100,000 tests a week, having already secured 20,000 new tests. Additionally swabs and protective equipment are also needed to conduct tests and labs need to process results with speed. ...

In March 2022 the Conservative party crossed the Liberals with popularity at 32%. The NDP coalition ally of the Liberals was at 17%. Starting March 2024 the Liberals took a huge slide in the polls to 25% with Conservatives gaining to reach 42%.  The issues about cost of living, the Border and transgender culture issues resonate in Canada in the same way that they do with Americans. Voters say they can't afford gas at the pump and groceries. Pierre Poilevre has emerged as a leader of Conservatives at a point when for the first time since the 1980's it has a 20% point margin over the Liberals and Trudeau. US is self sufficient and exports oil to Europe. It doesn't need Iranian oil. DJT makes that clear to allies in Europe who have not taken a stand in the war and limited access to their airbases, saying as Starmer did yesterday that Britain did not want to expand the war. Really, the US does not want to expand the war. DJT's MAGA base does not want this war, and Biden's base does not want this war. US does not need Straits of Hormuz- it is Britain, Italy and EU countries, mainly China, Japan, South Korea that need the Straits of Hormuz. Speaking for the US DJT tells these countries in Europe to get the oil themselves in the Straits. He also tells China to get the oil from the Straits- if they need it and are so complacent as to get 90% of their imports from Hormuz after 40 years of disruptions and wars, as China does. DJT said- "If France or some other country wants to get oil or gas, they'll go up through the Hormuz Strait, they'll go right up there, and they'll be able to fend for themselves. What happens with the strait we're not going to have anything to do with, because these countries, China, China will go up and they'll fuel up their beautiful ships... and they'll take care of themselves. There's no reason for us to do it." "The USA won't be there to help you anymore, just like you weren't there for us. Iran has been, essentially, decimated. The hard part is done. Sanae Takaichi press conference with DJT at White House March 19 2026- there is no mention of Japanese help with clearing Straits of Hormuz. US Japan relations after the meeting of Takaichi and DJT at the White House appear to be in good shape. Japan will invest $73 billion in US investment projects in 2026 as part of the $550 billion commitment made at the time of the US Japan trade deal in 2025 under the previous LDP prime minister. Takaichi is coming with strong support in Japan after winning a landslide victory in the general election. Japan's main concern is the belligerent North Korea and China's posture in Asia as it relates to Taiwan. Agreements were reached on critical issues- to develop alternative supplies of critical minerals, to rebuild the shipbuilding industry which US and Japan had given up after dominating it for most of the 20th century. This is critical to ensure open navigation on the oceans of the world. Agreements on high tech and AI, and agreement to purchase Alaskan oil to cut Japan's 90% dependence on volatile Middle East supplies. Japan has managed Middle East supply by keeping over 254 days of inventory but this looks to be very risky as Germany learned from its dependence on Russian oil which went in the wrong direction under Merkel. Japan has released about 18% of its total reserve amount of the 254 days inventory (146 days in national reserves and 101 days in private mandated reserves). It uses 3.14 million barrels a day in 2026 down from 5.8 million barrels a day in 1996, using about half today through conservation and using renewable energy showing the potential for the US and Europe. Germany has cut oil consumption by a third in comparison from 2.9 mbd in 1996 to 2.0 in 2026. And the US remains stagnant with oil demand highest in 2005 at 20.5 mbd and 20 years later at 20.5 mbd mainly because 14mbd or 70% goes to cars and trucks on the road for 347 million people over continental spaces (compared to 297 million in 2005) for a reduction of oil use of 15%. ...

On March 20, reports show that the testing facilities in states in the U.S. have had to set priorities on who gets tested first. High risk areas identified by authorites come first. For this reason Corlado health authorites moved a test centrer in Denver to Telluride a ski community that has been hard hit. In Minnesota health department commissioner identified priorities and limited testing to health care workers, inpatients at hospitals and people in group living facilities. A backlog means tests can take 5 days in Colorado, and Colorado has capacity for 250 tests a day (March 20). Testing was centred first by the U.S. government at the Centre for Disease Control. On reconsideration the state and local authorites, private companies, were allowed to conduct the tests, to speed things up. But local areas in many cases lack supplies or enough test kits and protective gear that is needed. This WSJ report says that the Trump administration is also shifting their strategy to social distancing to contain the outbreak. The federal government says it is aware of shortages in chemicals used in the tests. New York City officials say they have testing capacity for 5000 people per day, and New York State Governor Cuomo says the state can test 6000 people per day. (March 20). ...

French voters turned to parties outside the mainstream left Socialist Party and the right Republican Party for the first time in a run off presidential election. The National Front's Jean Le Pen made it to the runoff in 2002, then lost to Chirac of the Republican Party who won 78% of the vote. This time the Republican Party candidate Fillon had about 20%, the Socialist Party candidate Hamon won just 6% of the vote with the rest of the socialist vote going to a far left candidate Jean Luc Melenchon who had 19.6%. The winners were Emmanuel Macron, a former Economy minister under president Hollande of the socialist Party, getting about 24% and Marine Le Pen, the daughter of Jean Le Pen of the National Front, getting 21.5%. Compared to the U.S. the situation is slightly different in France because of the very high unemployment rate for young people- younger voters supported the National Front, and people especially in rural areas in the north, north east, and the south of the country around Nice and Marseille supported the National Front. Macron's movement En Marche, centrist party drawing support from centre right and centre left without clear ideology except to renew France and pro-EU, was strong in urban areas, among more educated people, especially in Paris and the area around Bordeaux and Toulouse in the south east of the country. Fillon did not do well in some traditional Republican Party areas including Nice, with inroads from Le Pen, who defined the party around anti-immigration, closed borders, and withdrawal from the European Union. ...

As Pfizer prepares shipments of 25 million doses of vaccine in the U.S. this WSJ report looks at how Pfizer CEO Albert Bourla pushed his manufacturing managers to the limit to increase production. He wanted 100 million doses for 50 million people by the end of 2020, production would have to be ten fold what the initial targets were. Pfizer will achieve half that which is an achievement considering how much had to be done. This report looks at the development of the vaccine at Pfizer since the early days in March when the collaboration with BoNTech in Germany began.
