Helath officials have little knowledge of how this variant entered Canada's western province. This report says the housing shortage for hospitality workers is worsening the pandemic with 6-8 hospitality workers living together and no chance to limit the spread.   The decision by the state health officials not to screen with testing for which variant is responsible for an infection of covid is coming under criticism, as reported in The Guardian. This allows the variant to spread with no knowledge about where it is happening so that countermeasures can be taken. In the absence of this type of screening and testing one is flying blind, says this report. Recent steps to contain the spread in India advocated by prime minister Modi in India give micro-containment a big role, with screening and testing and detection of incidence of mutation becoming critical. To do this the health system has to be well prepared and have full support and direction from a unified authority bringing together every arm of government at the federal, state and local levels. Canadian steel and lumber industries get government aid, as talks to end US tariffs are halted over an ad on Reagan misrepresenting him on tariffs by Ontario state.  Canada's steel and lumber industries will get the aid in the form of railway costs cut in half with rail subsidies, and tariffs on US steel imports into Canada to reduce domestic steel costs for other industries. Stellantis shifts car production for a new Jeep from suburban Toronto to Illinois, GM cut a shift at a pickup plant and closed a electric van plant in Ontario. Not all imports to the US from Canada face tariffs. Other products enter the US from Canada under a free trade agreement USMCA that went into effect July 1 2020. Canada is also shifting policy under Carney's Liberals on climate change, as it seeks to reorient its economy to export oil to China and India- a new pipeline is now approved for oil and gas to be shipped across the country from Alberta. Since it's independence with Dominion status in 1867 Canada's economy has struggled with the idea of building a economy separate from the US so that trade between the northeastern Canada and Northeastern US which is next to each other is foregone for trade with distant provinces in the western states such as Alberta and British Columbia. In Brazil Lula's Worker's Party is also slowing efforts on climate change for the economy as it approves oil and gas projects in the Amazon, at the same time as it holds COP30 at Belem port in the Amazon. Even Biden had shown flexibility on the economy to support cost of living measures that are in conflict with climate change action. Issuance of asset backed securities went down from $51 billon in the third quarter to $29 billion in the fourth quarter, and commercial paper outstanding declined to $1.1 trillion in January 2010 from $1.3 trillion in September 2009. As Governor of South Carolina for two terms 2011-2017 Nikki Haley played a major role in getting Boeing to expand its operations in the state and attracting auto companies and other manufacturing industries. South Carolina had suffered from the decline of its textile industry from an earlier industrialization era. She personally helped recruit smaller companies such as Kent Cycle to set up plants in the state.  Nikki Haley's father Ajit Singh Randhawa  is from Amritsar, India, and went to the University of British Columbia on a scholarship for advanced studies in 1964. He was a professor at Punjab Agricultural University before going to Canada. His wife Raj Kaur had a law degree from University of Delhi and after getting a Masters degree in education taught in public schools in South Carolina for 7 years. Ajit Singh moved to South Carolina as a professor of biology at Voorhees College after receiving his PhD. in 1969. Nikki Haley graduated from Clemson University in 1994 with a Bachelors degree in Accounting and Finance. After working for FCR she joined her family's clothing business started by her mother. From 2005 to 2011 she served in the South Carolina House of Representatives. The report from Politico on Haley's career shows her to be resilient and sticking with her beliefs and principles even as she found herself to be the only immigrant  prominent in southern state politics of South Carolina. The longer the recession, the lower the wages on the next job and the quality of work in the next job, says Columbia University labor economist, Till von Wachter. It may take years for the wages of these workers to catch up to what they were before the recession. From 2007 to 2009, more than half the full time workers who lost jobs they had held for more than 3 years, and then found full time work by early 2010 reported wage declines, according to the Labor Department. About 36% reported the new job paid at least 20% less than the earlier job.

This report in the WSJ provides details on the groundwork that was laid by the Trump administration as it worked to find a solution to the problems facing Venezuela with refugees and economic crisis, and months of protests. The plans were set in the days before Nicholas Maduro took office for the second term as president. The night before Juan Guaido, head of the National Assembly, declared himself president, U.S. vice president Mike Pence stated that the U.S. would support him if he took the reins of government from Maduro by invoking a clause in the Venezuelan Constitution that makes the head of the National Assembly take the office of president if the existing president is declared illegitimate taking office unlawfully. About 60 nations did not recognize the elections that gave Maduro a second term. On Jan 2 Mr Trump who feels deeply about the collapse of the Venezuelan economy and rising poverty, the suffering of the Venezuelan people, met with presidents of Brazil and Colombia. Colombian president Ivan Duque and Trump hinted at a plan to cooperate to help people fleeing Venezuela and respecting its democratic heritage. Mr Pompeo spoke to allies of the U.S. The National Assembly laid out its plans on Jan 15, for using a constitutional mechanism that allows the head of the Assembly to lead an interim government till new elections are held if the existing president is declared illegitimate. A leading Republican senator of Cuban origin Mr. Rubio supported the move. On the eve of protests in Venezuela Rubio and two other senators from Florida met Mr. Trump and Pence at the White House. Also present were Bolton, Pompeo, Ross and Treasury Secretary Mnuchin. Mr. Trump then decided to do it. He placed a call to Mr. Guiado  to tell him that if the National Assembly invoked Article 233 the U.S. president would back him.  The U.S. believes the rank and file in the military are with the opposition even though its leaders back Maduro. After the U.S. action, the governments of Brazil, Argentina, Chile, Peru, Colombia, backed the move for an interim government. The European Union called for free and credible elections. Russia and Mexico supported Maduro.  The State Department instructed the U.S. Federal Reserve about Guiado government as the sole representative for Venezuelan assets in banks. Hit hard by the pandemic the people of Argentina, Brazil, Chile and Mexico are showing less vaccine hesitancy. This is enabling this region to catch up with the US in vaccinations. The difference is that people trust vaccinations. About two thirds of people in Chile and Uruguay are vaccinated. Supplies of vaccine are coming in from US, UK, Russia and China. Brazil is now doing 1.5 million vaccinations a day, compared to 750,000 in US daily. This report says that on a per capita basis taking into account the populations US is currently vaccinating at half the rate of Mexico and a third of the rate in Peru and Colombia, Argentina. With 8% of the population Latin America had one third the deaths making vaccination urgent and essential for this region. People are taking the threat of Delta variant seriously in the region. Astonishing as it may sound after all the publicity of deaths in Brazil this report in WSJ says 88% of people in Brazil want to get vaccinated, while 67% say this in the US, poll from Ipsos. A large blackout leaves Venezuela's capital Caracas and parts of the country in complete darkness. The blackout was the result of problems at the El Guri hydroelectric dam in eastern Venezuela. Venezuela's power grid has deteriorated rapidly from lack of investment, corruption leading to siphoning off of funds for investment in new turbines and technology, and mismanagement with the power company run by people with little experience in power generation. Initially Electricidad de Caracas was  bought by AES Corporation in the U.S. in 2000, then nationalized by president Hugo Chavez in 2007. The lack of investment is also a result of policies that subsidize power making it practically free, just as in the case of gasoline. 70% of Venezuela's electricity comes from El Guri hydroelectric dam. Hyper inflation estimated at an astounding 1 million percent is ruining Venezuela's economy leading to 3 million refugees into neighboring Colombia and other countries. ...

As remedies for the $1.6 trillion federal budget deficit for 2010, which says Hubbard threatens to compromise Americas economic future, set agggressive targets for reducing discretionary spending limiting growth to 2%. Hubbard also wants to see 1% reduction in projected entitlement spending growth for Social Security and Medicare. This can be done progressively, he says, by lowering the growth in spending for middle and upper income households and strengthening the safey net for lower income people. Mishkin a Columbia University Prof. who is a Fed Governor close to Ben Bernanke presented a paper at the Jackson Hole conference saying that the best strategy was for the Fed to act quickly as house prices fall and cut rates. Under this strategy the Fed would hit bottom in rate cuts a little over 2 years compared to about 4 years if the Fed waited to see what happens to the housing market and the housing market was in steep decline by the time the Fed acted decisively. This would mean less lost economic output. This makes sense as the housing market is going to see a serious impact.

This was also a period when Jeb Bush while engaging in business deals, was also running for office- first as Commerce secretary for 2 years in 1987, making a unsuccessful run for governor in 1994, and a successful run in 1998, 2002. He helped boost the Republican party in the Miami area, bringing together Republicans and the Cuban American exile community, during the anti-communist mood of the Reagan period. As Miami-Dade county Republican party chairman he helped boost voter rolls for the party, which had a 2 to 1 Democratic party advantage in earlier years. The propaganda war taking place in Russia and China, and anti-western sentiment promoted on Chinese social media Weibo with the linking of Ukraine with the issues China faces in Taiwan. A kind of Monroe doctrine thinking that prevails about legitimate spheres of influence of Russia and China. Under the Monroe doctrine the US considered South America its sphere of influence during the administration of US president Monroe in the 19th century when such thinking about spheres of influence prevailed. A closer look shows that this was a policy against restoring Spanish or French colonization of newly independent nations in South America such as Argentina, Brazil, Colombia, Peru, Chile and Mexico. It was put forth in an annual message to Congress in 1823 by president Monroe.  It had the support of Thomas Jefferson and James Madison, founding fathers of America. Originally it was intended to be a joint British-American declaration by Canning and Monroe. In this sense even the superficial notion of America supporting such spheres of influence is based on protecting liberty of nations that suffered colonization such as Mexico, Venezuela, Peru, Argentina and gained independence from Spain. Around 1823 when it was stated it was the British Navy that prevented any recolonization by Spain or France. Under president Theodore Roosevelt it was used to keep European powers from invading Venezuela in 1903 to enforce the payment of debts Venezuela had with European countries. ...

Under new CEO, Georges Plassat, Carrefour focusses more on Europe and reduces expansion in emerging markets. As part of this strategy Carrefour buys 127 malls in which it operates stores and forms a separate propoerty company in which it owns 42%. This reverses the decision in 2001 to sell 150 malls partly to finance the push into China, Brazil and Argentina and other European countries. The prior CEO, Lars Olofsson, increased emphasis on hypermarket stores and expanded presence in emerging markets. Carrefour share price took a 60% drop in 2010-2012 and is gradually recovering. Plassat's strategy is to go back to focus on Europe and withdraw from poorly performing places such as Greece, Portugal, Indonesia and Columbia.

A new EU law on transport biofuels would require that biofuels companies prove that their biofuel production and use reduces greenhouse emissions by at least 35% compared with production and use of traditional fossil fuel. That means rapeseed oil based biofuels pass with 37% emissions cut and corn based ethanol which only does 22% fails. No US corn based ethanol would be imported into the EU and it shows that in these policies the EU is way ahead of the USA. Mr Obama's vision of a nuclear weapons free world going back to his days at Columbia University. There as a senior he took Prof. Michael Baron's seminar on international politics and American policy. In a paper for that course Mr Obama analyzed how a President might go about negotiating nuclear arms reductions with Russia. Baron says Obama has been thinking about these issues for a long time. About this time Obama wrote an essay in the Columbia Sundial student newspaper. This was the time when the Greens movement for a nuclear weapons free world was strong in Germany, and Reagan was pushing for a nuclear arms development race with Russia. The article was titled "Breaking the War Mentality." As a senator Obama joined Senator Dick Lugar -who has worked hard for non-proliferation- on a trip to Russia to monitor efforts by Ruusia to scrap nuclear arms and secure atomic materials from theft or diversion. He allied himself with four Reagan period veterans Kissinger, Shultz, Perry and Sam Nunn, who in a 2007 WSJ op-ed article, argued that it was time- as the headline for the article said -to work for "A World Free of Nuclear Weapons." The steps in practice Obama plans to take are the following. A Fissile Material Cutoff Treaty, which would bar all nations signing it from making fuel for their atomic bombs. Rewriting crucial provisions of the 1968 Nuclear Nonproliferation Treaty, strengthening inspection provisions and closing loopholes that let N. Korea drop out in 2003. Countries would have to give up the freedom to make fuel for reactors and instead buy it from an international fuel bank. Global consensus and prevention when it comes to deviant states hoping to enhance their own security, or regimes or terrorist groups, will be crucial in setting up a new system for a nuclear weapons free world....

Daniel Henninger of the WSJ says the state of opinion that asks does it matter, about the terrorist attack on Benghazi, is misplaced. He watched the movie "13 Hours" on what happened at Benghazi, and says a terrorist group had made plans to attack the American consulate, the depiction in the movie fairly accurate, and the Obama White House version with the 2012 election in two months not accurate. Henninger cites the indictment by a federal grand jury in the District of Columbia of Abu Khatallah. In June 2014 Khatalla was captured by Special Forces for the attack on the U.S. consulate in Benghazi. The indictment says Khatallah and militias "launched a violent attack on the U.S. mission on Sept. 11, at 11.15 pm.." following this up with an attack on the CIA annex.

Obama loses the support of financial executives who do not want to be seen as responsible for the economic failures of recent times and some executives who oppose regulatory initiatives of the Obama administration. Blackstone CEO, Stephen Schwarzman, apologizes for using an inappropriate analogy for the Obama administration's plan for taxes on private equity. He had compared this to the Nazi invasion of Poland in 1939. Somewhat of a serious disconnect between the different parties in this discussion. One reason cited for the disenchantment of financial executives from Dimon and Loeb to Schwarzman, is that Obama was seen as Columbia 1983, Harvard Law, etc, with a similiar background as some of these executives, was thought of as one of them- but not any longer after the heated rhetoric with each regulatory initiative.

The suicide of celebrity chef Anthony Bourdain who had a popular television program, brings new attention to the increase in middle age suicides ages 45 to 64 in the U.S.  The CDC figures show a 60% increase for women and 37% for men between 2000 and 2016. A clinical instructor in psychiatry and medicine at Cornell, Ms. Boardman says life satisfaction is low at this age,a dip in satisfaction called the U curve. A 2016 study in the American Journal of Preventive Medicine  shows stress factors as problems with intimate partners job/finances, health, family, and criminal/legal problems.  The demographic group driving suicide rates up is mainly white people without a 4 year college degree, who have done poorly compared to that group in a previous generation, say experts at Columbia University. 

Generally isolation and loneliness is also a factor, and social connections a big antidote to depression type stress.

Yale University's Robert Shiller quotes Thomas Jefferson from a letter written in 1820, where he said about the passions in the North and South about extending of slavery to the Missouri territory: "this momentous question, like a fire bell in the night, awakened and filled me with terror." He says there are serious consequences of letting longterm unemployment continue. He cites a proposal by Edmund Phelps, Nobel prize winner in economics from Columbia University, which would have the government give a subsidy of $4.50 an hour for the lowest paid workers, with declining amounts till they earn $15 an hour. This proposal would cost about $150 billion and be aimed at reducing income inequality and making these lower paid jobs attractive. Other proposals for reducing unemployment are to use work-sharing on a national basis with government help.

Nevada, Georgia and Alaska have some of the highest unemployment in the U.S. in July 2013. It grew by 0.3 percentage points in Georgia and Alaska. to 8.8% and 6.3% respectively. Nevada's unemployment is at 9.5%. North and South Dakota with the booming energy industry have the lowest unemployment at 3.0% and 3.9% respectively. The unemployment rate showed improvement in Mississipi declining 0.5% to 8.5%. According to the Labor Dept, 162,000 jobs were added in July 2013. The U.S. unemployment rate declined to 7.4% in July 2013 from 7.6% in June reflecting the increase in employed people as well as some who left the labor force. But the progress is uneven, as 28 states and the District of Columbia saw the unemployment rate go up in July 2013, 14 states showed it steady, and the rate fell in only 8 states.
