The Conservative Party under David Cameron won 330 seats in the British parliament, securing a majority in the 2015 general elections. The Labor party won 232 seats, losing 26 seats compared to the 2010 election. The Conservatives gained 24 seats. The Labor party lost very badly in Scotland, winning only 1 seat. The Scottish National Party won 56 of 59 seats in Scotland. Opinion polls underestimated the strength of the Conservatives whose campaign theme was jobs created under the Cameron administration. Austerity was a theme for the Scottish National Party and Labor, yet as Greg Ip reported in his column on the British economic recovery the Cameron administration adroitly managed this by relaxing deficit targets after 2012 forecasts on the deficit cutting could not be met with lower revenues. Labor was hit by the sense that the Tony Blair type liberal economics had failed to reverse the decline in real wages and jobs for working class people, and the Conservatives were taking on a tough situation with the deficit and the 2008-2009 recession that started under Labor. This hurt Labor in Scotland and in the rest of Britain. Labor leader Ed Balls lost his seat. The UK Independence Party fared badly winning only one seat and its leader Nigel Farage lost his seat. Prime minister Cameron promised a EU referendum for 2017 during the election, and he will now have to manage this issue as his party favors membership in the EU with some changes. The improvement in jobs was a strong point for the Conservatives, yet Britain faces wage stagnation with low productivity gains which will be a challenge for the new administration....

The move by George Osborne, and the new British government, to eliminate a structural deficit by 2015- the difference between what the government takes in and its spending which is increasing- with large spending cuts and new taxes, was announced with the new budget. It will in total by 2015 amount to about 8% of GDP, and is the largest effort to reverse increases in public spending since the days of Margaret Thatcher. After a decade of Labor governments public spending now adds up to about 50% of the economy. About 77% of the effort to cut the deficit comes from spending cuts, the rest from taxes.

The Cameron and Tory plan to cut the deficit quickly is a gamble, especially if fiscal cuts choke off growth. Cuts could have been made in the NHS which would have put less stress elsewhere. The huge budget deficit, at 11% of GDP, says the Economist, left Mr Cameron and his Liberal allies with few options. By generating three quarters of the savings through spending cuts, by cutting most government department budgets by 25%, Britain has taken a radical course. Chancellor of the Exchequer Osborne's focus is on slimming the government, and Cameron's closest adviser Hilton is looking at decentralizing government. A course certainly not expected from Mr Cameron's coalition with Mr Clegg's Liberals, and not in the first 100 days. Now it remains to be seen when Spain, and America look to Britain for ideas, says the Economist in this editorial.

This election is seen as a turning point for Britain. The Liberal-Conservative coalition has come up with a radical plan to cut spending and decentralize services in the areas of education, policing and health care. The plan is to cut the deficit quickly from 11% of GDP in 2009-10, to 2.1% in 2014-15. By comparison the outgoing Labor government's plan was to balance the budget by 2016-17. And the fiscal impact of Labor's budgets would have been 4% by 2014-15, compared to the Cameron government's looking at 6.3%, with larger and accelerated cuts in spending. It is something of a gamble by the Tory-Liberal government. If the severity of the cuts in spending stifle growth, then Plan B will be needed. The size of the cuts are not seen as feasible. With growing interest payments with the large borrowing by the government, and no real cuts in healthcare spending, departments delivering public services in Britain face cuts of 25% by 2014-15. With defense and schools limited to cuts of 10%- other departments would face cuts of 33%. According to the Institute of Fiscal Studies one way to reduce the severity of these cuts in department budgets, would be to find additional savings in the welfare budget. In June, Mr Osborne, the Chancellor of the Exchequer, announced 11 billion pounds in savings in this area (with half coming from using a different measure for inflation in calculating benefits). Additional savings of 14 billion pounds in welfare budgets, can reduce the size of the cuts needed in departmental budgets to 20%. One example cited is means-testing payments that go to the affluent as well as to poor people, such as child benefits, and cutting winter-fuel payments. Tories and Liberals agree on the need to decentralize government and services in the areas of schools, policing and the NHS. In schooling the idea is to give more choices to parents and children. Current schools can apply for academy status and new "free schools" will be run be non-profits, charities, churches, and parents. These schools will have freedom to set pay, select curriculum, and still receive state funding. In policing, the idea is to have directly elected police and crime commissioners for every constabulary in England and Wales. The elected commissioners would appoint constables and determine budgets and priorities. For the National Health Service the move is to give groups of general practitioners a significant role in the delivery of health care. ...

Simon Nixon of the Econmist on the report's findings for the future of the world economy. He points to the heavy debt overhang for individuals and banks that will take years to overcome resulting in entrenched unemployment and sluggish growth, somewhat reminiscent of Japan's years of stagnation after its bubble. The entrenched unemployment he argues will permanently lower the economic potential of developed countries of US and Europe. Public debt will rise so that private debt can fall. Bank lending that is cautious will only slow any recovery for a long time. And the grim facts he presents are that about 25 million jobs will be lost in the 30 rich countries of the OECD before all this is over during the coming decade, and several million jobs probably will never come back. Auto manufacturing and manufacturing in general is an example where some jobs lost may never be regained. There is no room for complacency here.

During the presidential debates Donald Trump was asked about his proposal for a 45% tariff on imports from China to the U.S.. Trump's response was "if they don't behave." he would use this as a negotiating tactic against China. Senator Ted Cruz of Texas responded by reminding viewers of the high tariffs under Smoot-Hawley legislation that were one of the factors that created the Great Depression in the 1930's. Economist and former Federal Reserve chairman Bernanke is a student of the Great Depression, and says "it was highly counterproductive, it lengthened and deepened the Great Depression." Economist Peter Petri of Brandeis University in his study cited in this article, says that the tit for tat that starts with such a move could eventually cost the U.S. 1 million jobs. It might fix one problem the one of imbalanced trade with China his figures show, and create another huge problem the loss of markets for U.S. goods all over the world. Overall a 45% tariff would reduce U.S. merchandise imports by $383 billion and reduce U.S. merchandise exports by $658 billion, says Petri. Gordon Hanson, economist at the University of California, San Diego, who has actually shown how trade has affected different counties in the U.S., leaving some dependent on government assistance. Hanson sees this tariff as counterproductive, it makes the U.S. more self-sufficient but hurts U.S. exporters, would significantly hurt the tech boom, and reduce America's standard of living. The problem is that everybody can get into this in a tit for tat. France did this even before the Smoot Harley Act of 1938 was passed in 1930 with 60% increase in tariff on individual items, by higher tariff legislation in 1928. Close allies Canada followed quickly after Smoot Hawley increasing its tariffs, so did Great Britain. Unemployment went up significantly after 1931, worsened by weak banks and lack of support from the Federal Reserve. Trade with Mexico would come to a halt Petri shows, and the result would be more Mexicans trying to cross the border turning a relatively non existent problem of immigration in 2015 -with Mexicans preferring to remain home and net immigration dropping significantly following the 2008 financial crisis and the strict Obama policy of deporting illegal immigrants- into a real one. Trump says its just a threat, but it is likely to lead to a tit for tat response by China, then by U.S. allies, other trading partners. Consider that president Herbert Hoover opposed the Smoot Hawley bill for raising tariffs on industrial goods, and only proposed adifferent legislation reducing tariffs on industrial goods and increasing the tariffs on agricultural goods to give relief to American farmers. Politics intervened as Smoot from Utah and Hawley from Oregon, from mountain and agricultural states with a lack of understanding of how the international trading system works but as heads of two influential commmittes, the Senate Finance Committee and the House Ways and Means Committee, let politics overrride and pushed their legislation through Congress. In 1932 Smoot and Hawley were defeated for reelection, but the damage had been done, and promises of better conditions for workers and farmers never kept. A significant reason for the U.S. standard of living is that it is a leader in the global trading system. Even in 1945 and the years following the end of the war tariffs were higher in Britain and other countries. In return for this leadership the U.S. enjoys the advantages of the dollar being the main global currency, and the advantages of a world leading technological sector that has large global markets. Hanson and Autor have pointed out how imbalanced trade has hurt some counties in the U.S. This is a very real problem for workers in the manufacturing sector, as shown by elections in the midwestern states, Michigan, Ohio, Illinois and other parts of the country. The problem is compounded by the tech sector looking out for itself, the financial sector looking out for itself, and forgetting that we are all in the same boat. And that includes the Chinese who are in the same boat. China is doing a major shift in policy towards a consumer driven economy, and this needs to be accelerated for the benefit of ordinary Chinese. This makes the policy of a 45% tariff by the U.S. doubly unproductive because it hopes to add urgency to the problem of the U.S. trade deficit and manufacturing workers, but takes an approach that risks ending up damaging the global trading system by setting in motion a process that no one controls or can foresee the destination....

Martin Feldstein says the eurozone summit of Dec. 9, 2011, was a failure because the plan for closer economic integration and financial discipline does not address the immediate problems of increasing bond yields for Italy and Spain. The summit concluded with decisions to set up a constitutional rule for each euro-zone country to balance its budget, take corrective action if the "structural" deficit exceeds 0.5% of GDP, and impose penalties if the actual deficit is larger than 3% of GDP. German chancellor Merkel wanted to have these rules put in a revised version of the EU Treaty, enforceable by the European Commission through the European Court of Justice. With Britain not agreeing to accept the plan without safeguards it requested, the new rules apply to the eurozone only, are not part of a revised Treaty and are not enforceable by EU institutions. Feldstein says it is wrong to have a common solution for Italy and Greece. For Greece the best option is to go back to the drachma, because of its shrinking economy and high debt load, and the need for a competitive currency. Italy, he says has a good chance of convincing investors to lower yields by taking strong steps. Italy's fiscal deficit is 4% of GDP, and the IMF projected Italy would have a balanced budget in 2013. How should Italy plan for the 300 billion euros of Italian bonds that need to be sold in the next 12 months? Feldstein says only 40 billion euros are needed to finance the projected budget deficit and for the rest is for existing bonds to be rolled over when they are due. Italy can repay the maturing debt with new bonds and not cash. And Italy can get the help of the IMF for some of the funds needed. On the issue of the ECB engaging in large scale buying of Italian and Spanish government bonds, Feldstein says Mario Draghi is doing the right thing by rejecting French proposals to do this, because this would be against ECB rules in the Maastricht Treaty to bailout governments and would reduce the incentive to make changes in Italy and Spain for lower deficits. ...

The Portuguese government asked the European Union for bailout loans. The aid the EU is providing to Portugal comes with conditions- asking Portugal to make additional austerity cuts even as new elections loom. The aid is essentially more loans at high interest rates, even if the rates are lower than the steep rates in financial markets for a country with a collapsing credit rating. There is serious concern about whether this formula applied by the EU is going to work because at this rate it may take a decade or more for Portugal to pay off all the loans. The major problem is that with severe spending cuts- a country that lacks competitiveness and cannot devalue its currency because of being the euro zone- it is that much harder to generate growth. Simon Tilford, chief economist for the Center for European Reform in London, says the EU leaders have failed to come to grips with the core of the problem for Ireland, Greece and now Portugal- which is how to restore the finances to some sustainability, and how this could ever be achieved by a policy of deeper and deeper spending cuts. Tilford points out that the other more fundamental problem EU leaders are not tackling, is that the problem is deep down the large amount of Portuguese, Irish and Greek debt held by German, French, British, Spanish and Dutch banks. If these countries default the governments of these countries would have to recapitalize their banks at the expense of the taxpayers of Germany, France, Britain, Netherlands. Political leaders of these countries want to avoid confronting angry taxpayers and lose political support. Germany has called for a bondholder haircut, something that banking interests do not support. Tilford says Portugal is not getting a bailout, because for a bailout there would need to be a default by Portugal. What it is getting along with Ireland and Greece, are loans at high interest rates, and an EU plan that simply stifles the ability to pay back accumulated debt, leaving the situation in limbo for some future resolution....

The Liberal Democrats lost badly in the May 2011 local elections in Britain. Voters also overwhelmingly rejected the alternative voting system that the Liberal Democrats supported. The vote on an alternative voting system was one of the key conditions put up by the Liberals when they joined the Conservatives in a coalition government. About 69% voted to keep the current voting system supported by the Conservative party. In local races Labor and the Scottish National Party made gains at the expense of the Liberals. The Liberals lost 695 of their 1,751 seats in local councils, 12 of 17 seats in the Scottish parliament, and one of six seats in the Welsh assembly. Tory support remained steady, but voters turned away from the Liberals to show they do not support the austerity cuts of the Cameron led government. This will pose problems for Liberal leader Nick Clegg's continued participation in the coalition.

Laurence Peter of the BBC News describes a meeting of EU leaders in December 2016. The new Europa building with its space egg shape will be the location of the next summit in 2016, adding to a sense of history that the EU idea has witnessed since the 1950's, even optimism about far it has come at a time of a few setbacks.  He points out that Theresa May was not without persons to talk to at the meeting, though some video clips showed her looking lonely. EU president Martin Schulz said he was emotional seeing students crying after the Brexit vote, but that it was time to find solutions and not be emotional today. Lunch was offered at the meeting by Spain and Portugal, to mark the 30 years since they joined. People forget how much the European Community meant to the two countries after decades of suffering under fascist dictatorships- it meant new hope and an opportunity to set things right. Problems facing the EU today include, the frustration at the carnage in Aleppo, Syria, how to deal with Britain and Brexit, setting up an asylum system that will work, dealing with Ukraine and Russia without making the situation worse, and remaining concerns about the Greece debt crisis. ...

After 13 years of Labor government, the new Liberal-Conservative coalition is seen as good for both the parties and good for Britain A good deal of optimism about the prospects for this government. The optimism rests on the pragmatic sensible nature of Cameron and Clegg, on the fact that the 2 parties combined have 59% of the vote in the elections for making some tough decisions- on spending cuts, a sensible fiscal program to generate $9 billion in savings through spending cuts in 2010, and generally agreement between the two parties on the significant issues of state finances. The Tories holding to their position on immigration but giving in on the idea of proportional representation. The election changes would have Parliament members in office for 5 years and the manner of election changed to remove a growing distortion of the popular vote. Labor and Conservatives share of the vote has dropped from 81% in 1979 to 65% in 2010, and still Tory and Labor MP's have 565 of the 650 seats in Parliament or 87%....

This Buttonwood column in the Economist after the British 2015 general election says the election results show serious dissatisfaction with the political class. Labor was never forgiven for the 2007-2009 financial and economic crisis, and the "lost decade" in terms of decline in real wages and no improvements in the standard of living since then. The SNP because it is not tainted by these actions did better as a fresh face and authentic voice in Scotland. The Liberal Democrats suffered from their participation in the coalition government and the austerity years. The Conservatives benefitted from the problems and the crisis of confidence faced by the other major parties. The column asks the question about whether austerity can ever be a vote winning strategy. And it points out that the Conservative party won 37% of the vote compared to 36% in 2010. Labor went from 29% in one of the worst results ever in 2010 to 31%. UK Independence Party gained 13% vote share with increase in English nationalism. Behind all this it says is the general disillusion with the political class in Europe. And the Conservatives should take care lest the dissensions in the party with the EU referendum lead to a divided party. ...

The bonus issue at RBS bank in the UK, where performance has been abysmal but 1 billion British pounds in bonuses were planned. The public outcry. RBS has been the biggest disaster in British banking or one of the biggest. It has angered Prime Minister Brown for the Government to come up with $20 billion pound injection of capital into RBS recently, yet the current management saw it fit to consider this sizable bonus.
