Biden is a US president in a hurry, says this analysis in The Times. And it says this is for a good reason. Biden as vice president in the Obama administration has watched as time slipped by and much of the hopes remained unfulfilled for infrastructure and other plans including climate change. Biden also has long experience in Congress and long experience working with Congressional rules. He also understands that the Democratic majority may not last beyond 2 years, better to go all out now and lose no time. This is the thinking behind his plan for $2 trillion in infrastructure spending in the first 100 days of his administration, and the idea that he does not need to win Republican support by watering down his plan.

The American people now support this kind of bold vision and bold plan after the pandemic showed the weak nature of presidential plans and aspirations till now for three decades.

This WSJ analysis shows that in the counties that flipped to Biden in the U.S. election about 40% of the people had white collar jobs and were better educated and in metropolitan regions. Of the counties that flipped to Trump about 20% had white collar jobs with only 1.4% jobs growth whereas the improvement in the counties that flipped to Biden had much higher jobs growth of 5.3%. Where Biden prevailed 70% of America's GDP is generated, where Trump prevailed 30% is generated. One is white collar in metropolitan regions, in cities and suburbs, better educated. The other is blue collar, less educated. One blue collar is hit hard by the pandemic, the other is white collar but also includes some of the people hardest hit in the pandemic of minorities in the cities and suburbs. In truth none can benefit without bringing all along. And loyalties shift as most of the professional class was once with Republicans who were the party of business. The sending out of American manufacturing to China has not only affected the economy, it has also changed the parties as the Republicans took up the cause of American manufacturing workers changing the two parties. For most of the twentieth century this was not the case as FDR, Truman and Kennedy-Johnson, were Democratic presidents supported by blue collar workers.   ...

G-7 nations reach agreement for a global minimum tax of 15% a floor for taxes that the Biden administration finds acceptable. This agreement was reached at a meeting of the Treasury chiefs of the 7 G-7 countries in London on June 5, 2021. The G-7 countries are Canada, France, Germany, Italy, Japan, UK, and US. Next agreement from Russia, China, India and Brazil in the G-20 nations would establish new ground rules for the major economies. The G-20 meeting is in Venice July 9-10. The OECD is steering the international efforts to achieve that goal. For the agreement to be effective a number of small nations that use tax rates of below 15% to attract business have to be part of the new rules. One of these countries is Ireland with a tax rate of 12.5%. For the Biden administration in the US the goal is a significant one as president Biden seeks business to pay its fair share so that long neglected priorities for education, healthcare, infrastructure, post pandemic improvements can be met. France and other nations in the EU face similar needs in the post pandemic environment. By setting a floor the Biden administration is both creating a new cultural concept of fairness in taxation and making it possible to finance the $2 trillion spending programs for these priorities of president Biden. Behind this are important facts that have left the large tech businesses paying little or no tax depriving governments of the very revenues that are needed for infrastructure and services for a modern well run state. The Biden administration seeks to include the tech businesses as well as all businesses in the new tax rules so that a uniform idea of fair taxation applies across the whole economy for the first time in two decades. In this way it makes up for the missed opportunities in the OBC administrations of Obama, Bush, Clinton that have led to loss of faith in the state and institutions in the US. The author of the study Youth in Germany Kilian Hampel says, German youth after the pandemic have increasing stress about soaring housing costs, inflation, war in Ukraine, and fears about old age poverty. This is similar to what is happening in the US. This will be a factor in the European elections. Though a lot is written about far right parties. Yet this has not happened as total taxes for all states have remained essentially flat, only down less than 1% in 2020 over 2019. Widespread intervention by the US government helped households, businesses and financial markets, helping avoid the pessimistic projections. Stable employment for the more affluent households with steady jobs working from home brought in stronger tax revenues. The situation improved for most states in the second half of 2020, with roughly half the states taking in more revenue in 2020 than in 2019.  Idaho and Utah which attracted workers from the West Coast, had some of the highest tax revenue increases. The pandemic spared the high income jobs which generate most of the revenue helping to create surpluses in Colorado, Vermont, Georgia, Maine, California, Maryland and Virginia. In California a surge in initial public offerings in 2020 helped total tax revenue increase by 2.5%. Even a state like Illinois had personal tax collections higher in 2020 than 2019. This sets aside some of the fears that the pandemic caused about loss of jobs in state and local governments. With assistance from the Biden administration to state and local governments in the  $1.9 trillion aid package for 2021 this job loss could be restored to aid economic recovery. ...

Us efforts led by Piedmont Lithium in North Carolina to build supplies for the lithium needed in electric vehicle batteries. The effort to get the first US big new lithium mine into operation is part of a broader effort to  build a US supply chain for the ultra light lithium metal that is highly conductive. In fact the modern lithium mining industry started in the rolling hills of the Piedmont region in North Carolina. At that time in the 1950's it was needed for nuclear bombs. Today China mines 10% of world's supplies. Abermarle Corp of the US based in Charlotte extracts lithium from mines in Australia and Chile which have large deposits of lithium. President Biden has signed an executive order calling for a review of supply chains for critical materials, including lithium as the US looks to build its own supply chains and become independent of supplies of metals from China. The lack of such supplies has become a strategic vulnerability for the US.  The growth of the electric vehicle industry and the efforts to reduce climate change emissions means higher demand for lithium. ...

President Biden has the support of 14 million in the primaries. George Chidi from Atlanta reports that undecided voters number about 1 million in the swing states and most are much older than the average. Most may feel insulted by talk about age when they are in the same category.  A 102 years old Lockheed engineer in Atlanta suburbs says he is a Republican but will not vote for Trump. There is also the women's vote in Georgia and Atlanta suburbs with abortion ban as the issue as it was in Kentucky and Kansas. How many vote will also be a factor, making energizing the base a key factor. The idea that one party is doing better than the other is refuted clearly by some of the people in Georgia shown here, and the age factor does not get the prominence the Media have given it, as long as the government is functioning well. Media has failed to look at the policy details of each candidate in a colossal failure that calls for alternatives. Older voters who are the major part of the 1 million or so voters in swing states that are undecided also say that the fact is that with both the candidates- as it is with administrations that are led by young presidents seen as too young to lead (JFK) the opposite of today- many of the decisions are made with an experienced group of advisers around the president. Many if not all also realize that the vast experience of an older president is also an asset. Much of Biden's legislation for chips science, infrastructure, the Inflation Reduction Act have not happened in Germany, France or the UK, and would not have happened in the US without the ability of president Biden to get the bipartisan support from being the one with the most experience in Congress in a long time. The result is the hundreds of thousands of jobs created each month and a growing economy, inflation down from 9 to 3% as the first step to further cost of living action to support ordinary workers and families. Only LBJ comes close and he signed landmark legislation for Medicare and Medicaid, and for civil rights into law 60 years back. By removing America from the wars that Reagan and Bush started and Obama and Trump failed to end president Biden has given the US an opportunity to inspire and lead the free world in a way that has not happened in many decades and build a growing economy, a bright future for the Nation. ...

Rachel Reeves plan to cut disability benefits was very unpopular with Labor voters. You.Gov poll showing Reform UK Nigel Farage party winning more seats than Labor was the last straw. As a public defender Keir Starmer was a lawyer for the Crown, and lacked the confidence to try to understand macroeconomics delegating it to Rachel Reeves. Starmer made the kind of decision that Scholz made that led to disaster for Scholz in Germany. He promised the voters to invest in the economy yet gave the finance minister post to Christian Lindner of the Free Democrats who was openly blocking every move to invest in Germany. Starmer was making the same mistake in UK having Rachel Reeves block every effort for commonsense and honest decisionmaking. DJT in the US is not the old conservative Republican he is commonsense and straightforward. Starmer could not simply cut disability and other benefits after 15 years of Consevatives austerity budget. DJT's cuts come after liberal some could say overspending by 4 years of Biden, so that Labor had to think carefully.  Nigel Farage of UK was simply going to use Reeves cuts to appeal to Labor voters, and to move to show he would support working class voters in different ways, which is why You-gov showed him beating Labor last week. Reeves would prove a disaster waiting to happen for Labor that it did not need particularly as Farage does not have the grasp of the economy that DJT with Bessent at Treasury and Powell at Fed has. ...

WSJ's Dan Frosch provides this report from Binghamton, Broom county in upstate New York. At one time this area was part of the industrialization age in post war America. IBM offices were located here in Endicott. These office buildings of IBM are now being demolished. Instead of industry the economy depends on the University of Binghamton and the university attracts out of state students who bring in new investments in housing. Lower income yet middle class families face higher divorce rates with more single mothers struggling on incomes where they are on the border line for food assistance, and as wages creep up lose food and other aid. At income levels of $39,000 these families struggle to feed children. The poverty rate which declined during covid assistance period was already up in 2023 as government aid phased out under Biden and is now up further. A quarter of children in a once proud industrial region of America in upstate New York near Syracuse, now face poverty conditions. Life is a constant struggle to pay the rent, falling behind on utility or other bills and not having enough for food and other basic needs even at $39,000 year because of the inflation and cost of living having jumped in the last 5 years.   ...

Republicans will pass this as they assume the mantle of working for the average middle class and working class household. Republicans have taken up the cause of small businesses in the US who are supported by this bill. The bill in the view of Treasury Secretary Bessent helps growth of the economy through its 100% expensing provisions, so that the capital expenditures spending of small and large businesses on equipment and buildings that is now held up will take place  rapidly in the coming year. The 3B Tax Cuts Bill does decrease the taxes of the higher income households, yet it also decreases the taxes of small business owners, and of people in the middle income range. Similar bills in the Reagan period led to a larger share of national income going to a majority of the population, and increasing growth and investment. This bill's expensing provisions goes a step further to release capex energies. During the Carter period before Reagan and the Biden period before Trump's second term the lower income classes were cheated out of their income's propensity for a better standard of living by inflation. Republican administration of DJT has focused on inflation to help working class people and focused on capital investment to generate the growth that will increase jobs. ...

A labor shutdown that nearly shut down the US economy says the Washington Post is a result of policies set by the BSNF management for attendance on freight trains by engineers and other workers. It resulted in a tragedy. Hiles, 51, suffered a heart attack on June 16. He missed a doctor's appointment because he was called back to work. Not showing up could have invited penalties under strict attendance policies of BSNF, one of the largest rail carriers in the US. Aaron Hiles told his wife he felt different, then he made an appointment to see a doctor. On June 16 the locomotive engineer suffered a heart attack and died in an engine room on a BSNF freight train somewhere between Kansas City and Fort Madison, Iowa. President Biden has stepped in and arranged an agreement that includes time off when needed for medical reasons and a 24% increase in pay by 2024.

In a sign that the trade negotiations with China are stalled even as negotiators met for talks, president Trump said China was slowing talks down in the hope of talking to ELizabeth Warren or Joe Biden, Democratic candidates for the elections in the U.S. in 2020.  President Trump also said China has not come through the way it said on agricultural imports from the U.S. He tweeted "that is the problem with China they just don't come through." Mr. Trump also took credit for the slowing down of China's economy from the tariffs war. Mr. Trump took credit for China's weakening economy, making some companies leave, the tariffs he has imposed on $250 billion of Chinese products causing enormous pressure. Chinese exports to the U.S. have dropped by 8.5% and exports to other countries up slightly. China's infrastructure investments are cushioning part of the shock from the tariffs war. No major stimulus is planned in China because it would worsen the debt already accumulated after the over stimulus conducted in response to the financial crisis of 2009. After denying clearances for development projects for three decades, the Indian Supreme Court green bench of Justices Gavai and Vikram Nath clears 118 development projects already delayed for 5 years for pending litigation. 118 projects were cleared, including 15 held up for 10 years, based on the "sustainable development" idea that takes a look at the bigger picture, the aspirations of youth, and the bigger possibilities for renewables and environment with a bigger economy. It shows how India which at one time in 1990 had about the same GDP as China, has today one fifth the GDP of China, and with it lacks the same scale of investment for renewable energy and climate change action that China has because of China's larger economy. In this sense the whole country of 1.2 billion Indians, including hundreds of millions of farmers and urban residents, the Supreme Court and India's institutions, have suffered more than the one lost decade the prime minister referred to in the Budget session of parliament. It is more like three decades since China pushed ahead after 1990. China having suffered from the Japanese invasion and civil war for three decades in the 1920-49 period and three decades of drift in economic direction following 1949. India faced its own period of failed governance that matches the failures in China by 1990. The SC bench stated- "The Supreme Court is flooded with applications after applications, seeking permissions to construct primary schools, public health centers, anganwadi centers, an other public utility buildings in remote areas. Himachal Pradesh is constrained to approach the Supreme Court even for seeking permission to connect villages in remote areas by roads. Needless to state, the citizens residing in the remote areas cannot be deprived of the developmental activities that are being done in other parts of the country."  The Supreme Court called it ridiculous that the states were required to rush to the Supreme Court to do the minimal developmental activities.  That the Supreme Court and other institutions have taken so long to say and do this is itself one of the reasons India has fallen behind China. It will need to accelerate its efforts, in the way that the rest of the country and the world is doing to create an environment in which development can meet the aspirations of the Indian people. Efforts for climate change action can take place at the same time with bigger investment capabilities from the larger economy and advanced technological capabilities. The two can and do go together, a point missed for far too long.  An approach even the US has grasped and is doing under president Biden. The US has gone through its own period of failed governance for four decades of neglect of manufacturing and infrastructure that president Biden talked about in his State of the Union address to the US Congress last week.  Biden now sees the problem itself as an opportunity to get it right. Yet the US will not get the benefit of these increased taxes to invest more into R&D, manufacturing, infrastructure and strengthen its economy because Republicans have not supported it in Congress. The OECD countries, major EU countries from the EU, Japan and South Korea will get an additional revenue of $192 billion in 2024 as a result of the Global Minimum Tax. Yet even here the GMT is making a difference as companies see not much difference in the different jurisdictions for tax rates the shift is for companies to setup in the US especially for American companies who had always had their base in the US till the tax shifting began.
