A Tax Policy Center study (joint project of the Brookings Institution and the Urban Insitute) shows $157 billion would be generated in the first year from an increase in taxes on the top 1% of income earners in the U.S., about 1.13 million households earning average $2.1 million, by increasing the federal tax rate from current 33.4% for this group to 40%. This could pay for a program to provide tution free education in America's colleges and universities. Even increasing the federal tax to 40% on the 115,000 households earning over $9.4 million on average, the top 0.1% of American households, would generate $55 billion in the first year, enough to pay for the $47 billion cost of tution free education at all of America's public colleges and universities, according to the Tax Policy Center. Economists including Stiglitz and others, point to significant impact of revenue generated from such a tax when applied to improving educational opportunity for the middle class and lower income groups. Education is a great leveler of income disparities as seen in the U.S. after World War II. During recent decades the highest income groups weren major beneficiaries of tax and economic policy, at the very time the middle class and factory workers were hit hard by global competition which lowered wages and exported jobs. The interest rate policies of the Fed after boom bust cycles also favored large investors in equity markets over smaller income earners with savings account deposits, whose savings experienced little growth under interest rates close to zero. ...

Comments in the report on the settlement with BP of the U.S Justice Department for pipe line leaks and a refinery fire as well as a violations by BP energy traders to manipulate the propane market. Interesting comments about the background of Tom Hayward and Sir Browne his predecessor, and about how one started out as a geologist on a oil rig in 1982, was exploration manager in Colombia and headed up th BP Venezuela, before becoming head of BP Exploration and Production. That Tony Hayward was known as the turtle, a term for managers being prepared for leadership, and Sir Browne as the sun king inside BP, is revealing, as it says much about the 2 leaders. Hayward having started out on an oil rig is more hands on and mixes easily with workers. Hayward has given himself 18 months to clear the redundant layers of management to bring him closer to operations at BP, and to fix the maintenance and other problems that led to the pipeline leaks and the refinery fire.

The New Democracy party of Antonis Samaras won 29.6% of the vote and came in first in the second round of presidential elections in Greece, ahead of Syriza party led by Alexis Tsipras. The Socialist Pasok party won 12.2% of the vote. Tsipras says he will not form a coaltion government with Samaras, and prefers to remain a leader of the opposition in parliament.

The GDP growth estimate from the Federal Reserve in June is for full year GDP growth of 2.2% in 2017, 2.1% in 2018, and 1.9% in 2019. Experts say it is hard to achieve full year GDP growth of 3% because the labor force would have to be much larger, grow faster and productivity would have to be much higher.
