Only 17% of all rural households had tap water in 2019, today even with covid disruptions 41% of rural households have tap water. 48 million more households have tap water connections added. The goal of Har Ghar Jal (Every home tap water) is now seen as achievable by 2024. Financing in 2021-2022 is increased from 115 billion rupees to 500 billion rupees, quadrupling the financial resources dedicated to providing water to all of India's people. The Swach Bharat Mission Director General, Akshay Rout, shows how this mission for water is moving as as quickly as the open defecation free ODF mission  under SBM. A household in ODF saved Rupees 50,000 a year from cleanliness and medical costs according to UNICEF. A WHO study shows 200,000 diaorrhea deaths prevented. JJM is decentralized, demand driven and community managed. "To Invest (at home), To Align (with allies), To Compete (with the world)" sums up the approach of president Biden with China. It also sums up the approach at home and overseas. Biden senior adviser, Jake Sullivan at Council of Foreign Relations sets out the framework and path for managing US-China relations into the future for many decades. Here at the Council of Foreign Relations he shows how- through careful study of the relationship's history, the changes in the relationship, and where it is today in 2024. Having participated in previous administrations Jake understood how it has evolved, where mistakes were made by both China and the US, where misperceptions took hold and need for clarification, for action. The old Strategic Dialogue followed by Paulsen under Bush 2000-2008 allowed the relationship to be guided by business interests, -without any clear strategy or idea where it was going except maximizing interests of business on both sides- was continued by Kerry under Obama 2008-2016. Sullivan, Blinken and Biden have built a Strategic Economic Cooperation Framework that has clear goals on the American side and goals on the Chinese side, and work between the two presidents and their cabinet ministers. Trump 2016-2020 rejected the earlier Strategic Dialogue but was not able to set up a sound framework that would guide future relations for decades. Sullivan helped set up a new framework around three principles- To Invest, To Align, and To Compete.   Here he describes how the plan to invest trillions in infrastructure in the US was part of this plan's principle To Invest. On Align it was to derisk not decouple by reducing the excessive concentration of supply chains in China, that was revealed as a problem in the pandemic years. Building up manufacturing at home and in India, Vietnam and Japan. Align also was to have allies Japan, South Korea and India to be aligned with the US policy. It also meant that all three countries would follow the same framework for their economies To Invest, To Align, To Compete.  By combining the strengths of the 2 largest economic centers Seoul/Tokyo with New Delhi/Sydney in Indo-Pacific the leveraging effect of US strength could be felt to support its position. And third to compete on level field so that America retained control of its technologies and implementing exports controls. And sharing this in  open communication with China that the US was protecting its technology and interests the way China has done in the past for its interests. The benefit of open communication even where there are differences had the advantage of not turning this into open rhetoric that damaged relations as had happened under previous administrations. Wang Yi on China's side having seen and approached it with careful study and reflection had similar goals to stabilize and put the relationship on a sound footing. Sullivan met extensively with Wang Yi in meetings in several locations around the world. Ministers Yellen, Raimondo, Blinken, Kerry, were sent to China for extensive discussions as part of this strategy in 2023 leading to remarkable change in the mood and confidence in US- China relations after tumult in 2016-2020 and uncertainty in previous administrations. Much credit goes to president Biden and Jake Sullivan, Anthony Blinken, and also to Wang Yi and Jinping in no way diminishing their own initiative, so that for the first time in decades the US China relationship is now on a stable footing. Both countries faced common challenges around counter narcotics, around climate change, and other issues. These are being addressed. Competition is managed carefully and no rhetoric is taking place so that the largest two economies and about 1.7 billion in US and China and 2 billion people who are allies in India/Indonesia/Vietnam/ Korea/Japan living on the same planet earth can have economic and other cooperation  with different cultures, economic structures and systems of government. The result of such a framework also gives the basis for cooperation with America's allies to invest in Africa and Latin America and in the people of these two continents as another level of alignment and investment for a safer better world. ...

Increasing college enrollment for women in the US shows no sign of changing. Women now make up 60% of college students for the 2020-21 college year, men 40%., according to National Student Clearinghouse. Another alarming piece of information is that there are 1.5 million fewer students at colleges and universities in the US, and men make up 71% of the decline. 3.8 million women filled college applications compared to 2.8 million men for 2021-2022 college year in the US, according to Common Application. The enrollment rates of poor and working class whites show alarming decline with rates of enrollment less than people from Black, Latino or Asian income backgrounds. Decline in male enrollment is highest for community colleges with family finances the main cause. The pandemic has accelerated this negative trend that is bad for America. 700,000 fewer students were enrolled in college in 2021 spring than 2019 spring, according to a WSJ analysis.  During the pandemic millions of women left jobs to stay at home with children. Many turned to sons for help, with some young men quitting school to work. Some examples shown in this report show parents having gone to college and sons deciding the skyrocketing costs of education make it too risky to take out loans that cannot be repaid. Many just feel lost, doing work landscaping for $500 a week or packing boxes at Amazon warehouses at $15.50 an hour. With so much going wrong in the way America is investing in its future generation, issues like wars in distant lands fade into insignificance, and president Biden's decision is surely "a wise decision." As is his effort to make community college at no cost given to young Americans. EU Commission president Leyen announces Pfizer will supply EU with 1.8 billion doses of Pfizer vaccine to 2023. The increased supplies will include booster shorts to increase immunity. Another change is the new date for 70% of European Union population to be vaccinated, which is now advanced to end of July instead of end of September. With new waves of the coronavirus affecting Europe, and criticism of the EU's earlier effort in securing vaccine supplies, more urgency has gone into the new effort in 2021. Leyen told Pfizer CEO Albert Bouria- "If I may say so, engineer the mRNA in a way that it can adapt to potential escape vaccines," at a joint press conference. Leyen thanked Pfizer for its enormous effort in boosting vaccine manufacture and delivery. This will help accelerate the vaccination effort in Europe after the slow start in March and April of 2021. Bringing much needed optimism and new hope of a lasting recovery both in economic activity, health and in the mood in Europe, which can then spread from the US and Europe to the rest of the world. ...

A judge in Lima ordered Kuczynski be on preventive custody in a money laundering investigation. PPK or Kuczynski led Peru until 2016 until resigning in March 2018 after moves to impeach him over links to Oderecht. Garcia served as president for 2 terms 1985-1990, and 2006- 2011. In Brazil the Odebrecht scandal and the scandal in oil company Petrobras led to a change in government after elections that led to a win by Mr Bolsonaro over the ruling Workers party that governed Brazil for over a decade.

As president Jinping begins a second five year term his focus is on the small communities like Chashan, only a 6 hour drive from Beijing, that were neglected in the rush to industrialization. He has vowed to get rid of poverty in China by 2020. About 43 million people live in rural communities that have mostly older people and live on 95 cents a day. There is another challenge say experts which is the much larger popuation that lives in rural and urban areas- including urban migrants without property and residence rights- who live on less than $5.50 per day, $165 a month, according to the World Bank. This is about 1070 yuan per month, or in Indian rupees for a comparison with India- which was at a similar stage of development in 1990- of Rs 10,000 per month. About 40% of China's population or 560 million people are in this group. With a rapidly aging society as a result of the earlier one child policy, China faces the risk of not advancing from the level of a middle income country, in the way that South Korea and Japan have moved to levels similar to Western Europe and the U.S. As China's growth level slows and with an aging society this remains a major challenge. As this report shows there is great pressure on local officials to eliminate the poverty level of people living below $30 or about 200 yuan a month, as targets are set at local levels and corruption weakens the effort. There is concern at the lack of an effort to improve the living conditions of the 200 million rural migrants living in cities, who under China's "hukou" system are not considered residents and are not getting education and health benefits. ...

The Trump administration has pulled together $18 billion of the funding for the border wall, the fencing that will replace inadequate exiting barriers along 885 mile stretch on the U.S.- Mexico border. This includes the current budget proposal for $2 billion in funding request. The remainder was collected by shifting funds from the military. During the initial request to Congress it was given only $1.325 billion. President Trump made up the difference by declaring a state of emergency in February 2019, allowing funds for military construction projects to be shifted to the border wall funding- $6.7 billion in 2019 and $7.2 billion in 2020. A lot of the construction will happen in 2021, assuming Mr. Trump wins a second term. The Trump administration hopes to have built or under construction 450 miles in 2020. Labor unions, the automobile industry, environmental groups, and public interest groups, have strongly opposed provisions of the TPP that hurt workers and the public interest from the beginning, making it a risky proposition for Congressmen coming up for reelection in 2016. The divergence between the Republican establishment and the presidential front runners Trump and Cruz also have diluted support in Congress on the Republican side, making it a no win proposition....
