The Biden administration makes its decision- it will continue the tariffs president Trump placed on about half of Chinese imports into the US. It also seeks new talks with China on trade. US is also pursuing other policies on trade that were not pursued by the Trump administration. Longer term it is about alliance building in trade with the European Union, Britain, Japan, South Korea, Taiwan and India. These alliances would jointly approach China on trade, economic and security matters.  Another approach is for the US to build at home. Congress is asked to approve $52 billion in subsidies that the Biden administration wants to give to companies so that they build the semiconductor plants of the future right here in the USA. The Biden administration is also aware that China is doubling down on technology purchases within China from Chinese firms to support its own high tech industries. In response it is laying down a policy of its own for the future step by step. The Chinese market now takes less priority than maintaining technological leadership of the US in all advanced technologies. OPEC and Russian oil producers are planning to increase oil production by 400,000 barrels a day for each month through 2022. Demand is increasing with economic recovery and this will lead to higher oil prices. Oil prices are now $80 a barrel in October 2021. Shortages of natural gas and high prices are leading power generation companies to use oil in place of natural gas. This will increase demand for oil by 500,000 barrels a day. Oil export revenue was cut in half to $119 billion for Saudi Arabia in 2020 and Saudis want to see higher prices to make up for lost revenue. OPEC + that includes Russia decided to end a price war during the Trump administration and this time have designed a strategy that will gradually push up prices. In recent years shale oil producers in the US quickly responded to higher prices of oil and increased production. After the pandemic in March 2020 American shale oil producers in 2021 are not increasing production. This gives OPEC+ better ability to set oil prices at higher levels. ...

Companies now realize that stretched supply chains is a risky business. Shipping costs have tripled and in some cases are ten times what they were before the pandemic. Logistics, containers, shipping, manufacturing in remote locations, is making this more complex and unmanageable. Cuts in coal consumption in China and economic recovery is pushing up demand for oil leading to $80 a barrel in oil prices. Outages in factories in south east Asian countries and China are leading to shortages in semiconductors and other products in the supply chain. This is affecting automobile production and other production affected by lack of such inputs.

This is prompting a serious rethink of existing supply chains.

About 2.5 million women in the US have experienced burnout as a result of unequal demands of home and work life. Women have borne the brunt of childcare and work inside the home during the pandemic. Working women have two jobs, one at home and one at work, resulting in them being more prone to burnout as demands increase.

With the closure of schools childcare became a constant and many women quit work so that husbands could continue working. This affected the mental health of women with loss of work and professional life, and increased stress of work at home during the pandemic. Women also put on extra weight as a result. Experts say that the way societal structures and gender norms intersect plays a significant role in women experiencing burnout more than men.

It would be astounding to know that the average age of the CDU Christian Democratic party members and voters is about 60 years. With the aging of society a large portion of German population is older and mostly conservative, seeking to stay with the status quo. This is the support that chancellor Merkel had and her policies reflected this conservatism. Younger voters felt they were being ignored and have chosen to vote for the Greens or the Free Democrats. Even with the Greens the average age of members is about 48 years, for the FDP 51 years. Compared to this South Asian population is much younger.

India's 135 thermal power plants ahve just 4 days of coal stocks as of October 1, says the Financial Times, citing the power ministry. The power ministry has instructed plants to build up stocks. China is already facing a power shortage after coal fired plants were asked to cut down the use of coal to meet emissions targets. In early August coal fired plants in India had 13 days of stocks. With coal prices rising India did not buy enough coal to build up inventories. The manufacturing sector suffered a contraction in China for the first time since the pandemic started in 2020. China has instructed state owned energy companies to secure supplies of fossil fuel to prevent winter shortages. This further increased price of coal. Coal from Indonesia went up from $60 a ton in March to $200 a ton in September discouraging imports. The result is that with limited supplies and rising prices of coal India faces a perfect storm and power cutbacks as in China. ...

Africa's Harrison Mwillima looks at Geman reunification from an African perspective of regional integration, and says unity should be an everpresent endeavour. Visiting cities in East and West Germany organized by DW's Africa department he is struck by how much East Germans feel left behind. Merkel herself grew up in East Germany but like many young people in 1990 left for the west and seemed to forget the east where they came from. He remembers the time when people from Angola , Mozambique and other African countries studied at universities in the German Democratic Republic, former east Germany,  and the sense of socialist solidarity that aroused much enthusiasm.  Mwillima says a sense of unity can only go so far if there is a lingering sense of inequality  between the two parts. He sees a distinct hunger to achieve unity among regions and peoples or countries. Yet 31 years later in Germany its not only worth pursuing this ideal but remembering that it has to be done as a natural and ever growing endeavor that is not just an event. ...

The Greens made speed limits on the autobahn a key plank in their program. The Social Democrats SPD party also agrees. The new proposed speed limit is 131 kms per hour or 81 mph. 
In 1952 speed limits were lifted on the autobahn in a reaction to the strict limits imposed in the Nazi period, and a sense of freedom in putting the past behind on the road.

The Greens party estimated 1.9 million less emissions of CO2 from the speed limit. The auto industry including Audi VW have not supported this change. Auto fatalities are 23 per 1000 kms of motorway in France compared to 30 in Germany. In sections of autobahn where there are speed limits in Germany the fatalities have dropped sharply. About 77% of Germans stay within the 81 mph speed limit which today is advised but not mandated.

The Observer newspaper in Britain says in this editorial opinion that Keir Starmer's first speech at Labour conference gives a glimmer of hope for Labour. He put behind him antisemitism in the party from the Corbyn period, and showed that he understands the concerns of voters on issues ranging from education to crime, such as too many children growing up in areas where there is not a single good primary school, and the issue of rape victims denied justice. He also affirmed his idea of patriotism. He still faces Labour's steady decline in working class support, Labour's decline in Scotland, and the lack of a unifying vision to attract British voters.

Extraordinary pictures taken by a photographer from Edinburgh who left Britain for Singapore and Far East in 1862 at the age of 25 years. He had worked as an apprentice with an optical manufacturer and learned photography. What is astounding is that this was the time when Japan was opening up to the ideas and technology from Europe with the Meiji restoration around 1871, China in transition under the Manchu dynasty which was to collapse in 1912 ending the monarchy. A major rebellion happened with the Taiping rebellion in southern China in 1854 that lasted till 1862. The Taiping rebellion was against the Manchu dynasty as a foreign dynasty imposed on Han people in China, and the result of famines, difficult conditions for peasants, opium addiction, poor economic prospects for a large population. Mao considered the Taiping rebellion as an unfinished revolution which the Communists continued this time against other foreign rulers the Japanese and European colonies in China,  and the Nationalist rule of Chinag-kai-Shek with corruption and wide disparities of incomes. John Thomson took pictures of China in the 1870's, now in the Wellcome collection and displayed in an exhibition at Heriot Watt University in Britain. Women and children in Guangdong, Canton and Beijing are shown in these pictures of China. Between 1872 and 1942 is a period of only 70 years with tumultuous events and huge changes in China. By 1944-1949 Communists controlled vast parts of China with Mao's forming of the People's Republic of China for the Chinese people, free of foreign influence, corruption, and opium trade of the British. And again 40 years later by 1989 China using a market economy to change China into a modern nation as advanced as Japan, Europe and America. For India the new People's Republic of China under Mao also brought the PLA army to the borders of India. In 1950 China invaded Tibet at Chamdo, and in 1951 annexed the country under a 15 Point Agreement making it a region of China. With that invasion India and China face each other for the first time in the Himalayas across a border stretching east to west for thousands of miles. A war in 1962 was followed by incursions across the border in 2020 in the Ladakh region. Both sides build infrastructure on either side of the Line of Control that stretches for 3500 kilometres. Most of the Indian people remain ignorant of the changes happening in China from the Manchus to the Communists. Most Chinese have little knowledge of the changes happening in India from British period to the post independence period under Jawaharlal Nehru and Indira Gandhi , and further to the changes for modernization happening under Mr. Modi. Large populations of over 1 billion people facing each other but knowing little about each other in one of the strange situations in the world, and armies building infrastructure on either side of the line of control. ...
