After over two decades of focus on GDP growth targets, China under prime minister Li Keqiang is giving more emphasis to job growth and problems of air pollution, education, and quality of life indicators. Premier Keqiang tells a news conference in Beijing in March 2014 that China needs to create 10 million new jobs each year. More bond defaults can be expected as the financial system is being changed with new rules. Li says China will no longer be "preoccupied" with GDP growth targets. Li made the new priorities clear-"The GDP growth we want is one that brings real benefits to our people, helps raise the quality and efficiency of economic development and contributes to energy conservation and environmental protection."

Davies points out the dire situation of Greece's banks as the negotiations are called off and Greece calls for a referendum on July 5, 2015. In the week before the referendum if Greeks take out the 60 euros a day that they are permitted to withdraw from banks, the banks may have barely enough cash for the 3.5 billion dollars needed to do this. Only the emergency funding line from the ECB stands between Greece and the collapse of its financial system, says Davies. He says full banking union with depositors insurance, resolution authority, and other changes are needed to protect weaker banks in the eurozone. For the first time in the debate on Hong Kong and democracy Mr. Ma challenged the idea that democracy is not suited to China. He told the Taipei National Day audience "Now that the 1.3 billion people on the mainland have become moderately wealthy, they will ofcourse wish to enjoy greater democracy and rule of law. Such a desire has never been a monopoly of the West, but is the right of all humankind." Ma called on China to experiment using the pragmatic sense shown by Deng in adopting capitalism- "Thirty years ago, When Deng Xiaoping was pushing for reform and opening up in the mainland, he famously proposed letting some people get rich first. So why could'nt they do the same thing in Hong Kong, and let some people go democratic first."
