A 12% drop in Russia's RTS stock index on March 2, 2014, as Russia occupied the Crimea in Ukraine. The Russian economy was slowing down before the crisis. This is likely to reduce foreign investment in the economy. The ruble has declined 9% aginst the dollar in Jan-Feb. 2014. As a temporary measure the Russian central bank made a rate hike on March 2, 2014 of 1.5% to 7%. This is a difficult act for the central bank as raising rates could push the economy into recession.

Researchers at MIT, Peking University, Tsinghua University, and Hebrew University, have released a report on the dangerous effects of air pollution from the dependence on coal for energy in China. The report shows that areas in northern China north of the Huai River in central China -where coal use is much higher with government support than the area south of the river- have about 5 years lower life expectancy than areas south of the river.

Local officials are now evaluated by how well they do on environmental protection goals in addition to other goals. Promotions can be blocked by the environment ministry for officials who do poorly on environmental compliance. Vice minister Li Ganjie says the shift of dirty industries from cities to rural areas is leaving the countryside more polluted.

Pollock's interview with Geroge Shultz, Reagan's senior economic advisor and Secretary of State, at his office in the Hoover Institution, Stanford University. He says the U.S. can find its way out of the current economic crisis the way it did during the early Reagan years. On the Fed's loose monetary policy he says the Bernanke Fed's contribution to the economic crisis was very easy money. Now that we have it we realize that its going to take something different from easy money to get the economy moving- not just more money. Three quarters of the debt issued by the U.S. in the last year was bought by the Fed, and the Fed is monetizing debt when it buys debt because at some time this ends up getting out into the economy. Shultz sees the tax rules as being about more than rates. Corporate tax rates should be lowered by cleaning up preferences. But what is most important is predictability and an environment where business feels there is less uncertainty when investing. Shultz says Romney should read his memo to Reagan before Reagan assumed office, excerpted in the WSJ, "Advice to a New President," May 26, 2012. The story is an encouraging one as the president and bipartisan Congressmen persevered with courage and patience to invest in America. The story is told by Biden adviser Gene Sperling in the WSJ today Feb 16, 2024, and is on this page. The US federal Budget deficit rises to 6.1%  in 2025 from 5.6% in 2024, then slows to 5.2% in 2027 and 2028, going back to 6.1% in 2034. Because these projections depend on assumptions inflation, interest rates, wages, which may be different in actual numbers in future years the broad guage one can get is that the extra surge in investment of five tenths or six tenths of a percentage point of GDP help the US make the investments in an aging or crumbling infrastructure and in manufacturing, better technologies, not replaced since the 1950's or 1970's, is needed for economic growth and better living conditions for the American people. It is this investment that in trillions of dollars of spending under president Biden that has generated growth of 3.1% in the last 2 years compared to the recession in Germany, UK, France and otehr European countries. UK is the latest to fall into recession this month. Sluggish growth can also be seen in China with a bloated construction center hindering growth. Liu He, the author of the 2013 DRC report on recommended changes to China's banking and financial system, is now the director of the Communist party's top financial policy committee and senior advisor to president Jinping. Changes he is pushing for relate to increasing focus on credit risk for China's banks, promoting competiion between banks, a mechanism for letting banks fail, and a deposit insurance program to protect the public against failing banks. To open up the sector dominated by state owned banks, opening private banks would be encouraged. Local governments would be allowed to issue bonds in an effort to reduce their dependence on land sales and opaque off-market borrowing. The urgency of this agenda comes from the realization in top Chinese policy circles and the Jinping-Keqiang administration of the risks to the banking sysem from the lack of attention to credit risks in bank lending.

House Ways and Means Committee chairman Dave Camp says the implicit subsidy on "too big to fail" financial firms needs to be addressed. His proposal is for a quarterly tax of 0.035% on assets over $500 billion. The tax would raise tax revenues of $86.4 billion over 10 years. Antonio Horta-Osorio of Banco Santander, is a Portuguese native who took up the task of turnaround of Lloyds Bank after the British government took a 39% stake in the bank during the financial crisis. He is credited with a major turnaround, making it possible for the government to sell 6% of its stake earlier than anticipated. He reduced the dependence on short term funding sources and sold off assets overseas. He has also strengthened its retail banking operations in Britain. He took on the task with a micromanaging approach and had to be admitted to a rehab clinic after 5 sleepless nights. Following this period of two months of recovery the Board rehired him in Jan 2012 and he delegated tasks to other managers. Osorio was a senior manager at Banco Santander when he took up the Lloyds job. The stock price of Lloyds has soared in 2013.

Poland says its President Lech Kaczynski, is not hit as hard as other countries in Eastern Europe, by which he may be referring to Hungary, and may achieve 2% growth in 2009, if things do not worsen considerably. The prime minister of Hungary had warned of a new Iron Curtain coming down over Europe, as a result of the economic downturn. U.S. President Richard Nixon adopted Keynesian policies to boost the economy after tightening monetary policy failed in 1970. In 1971 Nixon turned to higher fiscal spending to get the economy closer to full employment. He also adopted wage and price controls. By 1972 the economy had recovered, inflation was at 5.7% and unemployment at 4.9%, and Nixon won re-election. This was the only recovery in an election year since World War II. In international affairs Nixon's policy was to leave the Bretton Woods system and floating the dollar. With a new administration in 1974 inflation surged to 11% and unemployment to 5.6%, because wage and price controls worked only for a short period.
