The initial information of 4 million records affected by the hacking into records at the Office of Personnel Management of the U.S. government is now shown as a serious underestimate. The agency now says 19.7 million who were given a background check, and an additional 1.8 million people are affected. The agency now says there were separate incidents of hacking with this incident separate from the other incident for 4.2 million records hacked, both perpetrated by the same hackers. The two hackings are reported to be from China. A security official at the department of Homleland Security, says the access to the personnel records was made through the use of the credentials of a contractor which were available to the hackers.

Fabrice Tourre joined Goldman Sachs in 2001 right out of Stanford University. He worked in the mortgage securitization trading operation. Emails written by him are helping the SEC investigate whether Goldman knew but did not share with investors the way in which hedge fund John Paulson & Co. helped select the underlying mortgage backed assets he was going to bet against. One former SEC lawyer says, the SEC may be hoping that Fabrice Tourre, the 27 year old Frenchman who joined Goldman right out of Stanford University, would be easier to put pressure on to reveal what he knows and other fradulent transactions.

Petrobras and the discovery 200 miles offfshore of the Tupi field with estimated reserves of 5-8 billion barrels of light crude oil. As Brazil is self sufficient in energy with its own ethanol industry helping substitute ethanol for oil at the pump, it can become a major exporter with this find. However even with Petrobras technology and expertise in offshore drilling its a challenge as the oil is 4.5 miles below the oceans surface, and involves drilling through 7000 feet of water and 17000 feet of sand rock and massive salt layer. Cost could approach $20 billion according to analysts with current inflation in oil drilling rig costs. It involves challenges like building floating liquefied natural gas plants. Gabrielli, the Petrobras CEO thinks Petrobras has the expertise to develop it on its own. If oil majors are given the chance to join in the development the investment terms will be ones that favor Brazil. Gabrielli pointed this out saying that Brazil had already incurred most of the risk in exploration offshore so the oil majors have far less risk and Brazil should invite them only on its own terms if needed. The Tupi field puts Brazil ahead of Canada in oil reserves and in the leagues of China and Nigeria, with new Brazilian reserves at 17.2 billion from the 12.2 billion barrels currently. Brazil has invested in refineries with 2 new refineries coming up in 2010 and 2014 to increase refining capacity by 40%. It is also investing to convert heavy crude oil into diesel and $8.6 billion to reduce sulfur at 11 refineries. The Tupi field will take about 7 years to develop. Similiarly the Kashgan field in the Caspian in Kazakhstan is also in difficult in this case icy and gases filled environment that will take years for a Eni led consortium to develop. When oil does come will the demand situation have changed with new conservation taking hold in the developed world and the cars in developing countries more like the Tata Nano at 54 miles per gallon consuming less gasoline? Even with increase in energy needs of developing countries, improved efficiency and new technology for conservation brought into developing countries could if not significantly reduce, at least moderate demand. To the point where prices drop from $100 a barrel to something more affordable to developing countries....

Slowdown in drug sales growth in USA and Europe. Top seven emerging markets will account for 34% of global sales growth upfrom 7% in 2000. And the USA accounted for 40 to50% of growth in global pharmaceutical sales each year early in this decade, in 2009 the sales in the USA will account for just 9%. Forecasts and figures are from IMS consulting firm. USA sales will rise only 1-2% if at all, while emerging markets will grow by 4.5% to 5.5%. With the economic troubles American consumers are less likely to fill prescriptions and insurers are not covering new drugs and favoring generics. Intense competition among generics drug makers is reducing prices. IMS predicts that the global generic market will grow by 5 to 7% in 2009 to $68 billion, slowing from double digit growth. This is from total sales forecast for pharmaceuticals globally of $830 billion.

The U.S. initial jobless claims for unemployment estimate for March 21 is about 3 million. How to keep layoffs of workers to a minimum and keep businesses from closing. These are the questions lawmakers and governments are addressing today. The British, Dutch and Denmark governments have plans to pick up most of the wage bill for businesses, that do not layoff employees, for as long as 3 months, and if needed longer. The U.S. government has a similar plan. Of the $1.6 trillion aid package being discussed in the U.S. Congress, $350 billion is allocated as loans to businesses which may be forgiven if used for payroll for workers.  The idea is to build a safety net quickly for workers. The U.S. plan is to give families direct aid of $1200 per person and $500 per child with checks sent to each home. A separate allocation in the package increases unemployment insurance from 26 weeks to 39 weeks. The direct aid to large industries and business is a way for these companies to avoid layoffs. Direct aid should be based on how much companies do to retain employees, a move that is in the interest of large companies which will need to have experienced employees once the situation returns to normal by the third or fourth quarters of 2020. Sanger and Gordon point to critical elements of the nuclear deal that were needed but will now be missing. Iranian negotiators now say they will not ship atomic fuel out of the country. For the agreement to be serious and credible about Iran's peaceful intentions for the use of nuclear energy, it was important that the atomic fuel be shipped to Russia, where it would be converted into specialized fuel rods for the Bushehr nuclear power plant. If Iran at some point decided to opt out of the agreement the use of this atomic fuel for peaceful purposes cannot be assured.
