The House Energy and Commerce Committee passes ahealthcare plan with 31 to 28 vote. The Senate version takes adifferent approach. The Senate version has moved away from the employer requirements in the House bills. The Senate committee is moving towards aproposal to require employers to contribute if their workers are getting government assisted insurance coverage. It has also moved away from the surtax on the wealthy in the House bills which is expected to raise $500 billion. Instead the Senate version proposes an excise tax on insurers for health plans that offer generous benefits. Under the current bill being considered in the Senate such a insurance policy tax could raise $180 billion. The Senate Finance Committee is also different in that instead of the public insurance option it offers nonprofit health insurance cooperatives as an alternative. There is agreement between the two parties on anumber of things so the debate will center on the public insurance option, surtax on the wealthy to pay for the plan, and the requirement for an employer mandated coverage for all employees....

A Russian Kinzhal hypersonic missile attack on Kviv is repelled with all missiles shot down on May 16, 2023. For the first time in the war the missile attacks are causing far less damage than in the early days of the war. A DW.com German reporter in Kviv on German television says the whole attack lasted only 15 minutes before things were back to quiet over Kviv with missiles exploding in the sky not on the ground.

The difficult situation facing a six term Congressman from New York who is the new Minority Leader in the US House of Representatives. Mr Hakim Jeffries faces a difficult debt ceiling vote in the US Congress during his first year as Leader for the Democratic party in the House. All 213 Democrats have signed a special petition that would force a vote in the House if the debt ceiling negotiations fail. This is 5 votes short. The vote would then require 5 moderate House Republican members to support it for it to pass. The idea is that only if push comes to shove and no agreement is reached leading to financially disastrous results for Americans in which they would be blamed by their constituents for not acting, moderates from states like New York might join the Democrats.

Doctor are suffering from a "demoralization syndrome" says Eric Reinhart, physician at Northwestern University. He sites one study that shows universal access to health care in America could have prevented at least 338,000 deaths during the pandemic. Overwork comes from physicians retiring from the healthcare workforce in large numbers. In 2021 117,000 physicians retired and only 40,000 physicians joined the workforce. Another 20% will retire in 5 years. Burnout itself comes from a realization that the system is failing its people and you are working within it without the social and cultural narratives that supported previous generations of physicians. It is these narratives of honesty and service that are the essential parts of the human condition that are lacking without access to good health care for all the people and the education to promote good health.

Silicon Valley Bank's investments in Treasury's did not appear to be risky yet these investments were in long term Treasury's that lost value when interest rates were increased by the US Federal Reserve. The market value of its assets declined leading to startups and other tech companies affected by the downturn to withdraw assets all at one time from the bank. The withdrawals amounted to about $42 billion last week leading to its collapse from running out of cash to pay depositors withdrawing their money. Unlike the bad loan problems of banks in 2008, a whole combination of such factors led to its collapse. With the collapse the FDIC will issue receivership certificates for the $155.1 billion in deposits  that were large and did not qualify for FDIC insurance.

In working class areas of Northern Ireland, both Catholic and protestant, there is areal sense of disillusionment. As sense that the promise of opportunities never materialized. Educational underachievement and child poverty has increased, made worse by the cost of living crisis. Twenty five years after the Good Friday Agreement ended sectarian clashes between Catholics and Protestants, there is the feeling that this part of Ireland has been left behind economically. The lack of a government in Stormont means decisions for improving health and education or providing social services are not taken.

UBS buys Credit Suisse for $3 billion in a takeover arranged by the Swiss National Bank, central bank of Switzerland. The Swiss government also stepped in to provide 9 billion Swiss francs in support which would come into effect if UBS losses exceed 5 billion francs on this takeover. UBS CEO Colm Kelleher makes it clear that a very different Credit Suisse operation will emerge from this that will be "aligned to our conservative risk culture." Risk reduction for Credit Suisse will take place and its investment banking operations reduced, so that the combined operations in investment banking for both banks when integrated will be less than 20% of all its assets. The Swiss government waived shareholder approval because of the emergency nature of the takeover to calm financial markets when stock exchanges open on Monday.

The need to rest recharge after long days, weeks and months at work, is now being recognized as a necessity if knowledge workers are going to contribute to companies. At the other end is burnout that hurts both workers and companies. This report in NYT shows how company managers and heads of companies are pushing workers to take time off, go on vacation on a mandatory basis. A big part of the problem in the pandemic is that the work is out of the office and the lines of work and office are blurred. Disconnecting the way it should be done is not managed well these days, there is need for what in Germany is called "feierabend," disconnecting as a ritual to be followed at all times while working from home or office.

Republicans are divided in Texas in 2023 which could turn it over to Democrats. One forgets that Texas is the state that a Democrat LBJ Lyndon Baines Johnson was from and his base of support, first vice president under John Kennedy and then elected president. LBJ signed legislation for amending Social Security to create Medicare and Medicaid. He also passed Civil Rights Act of 1964 banning segregation and in 1965 enfranchised black voters. The WSJ in this editorial sees the divisions between Republicans in the House and the Senate over the impeachment of Attorney General Paxton as signs that Texas has one party dominance for too long. It says this could turn the state to a Democrat majority in 2024 as it was under LBJ in 1960, who helped create programs revered by all Americans.

Levelling up is proving to be a false promise of the Conservatives. Where the money is coming from and how much and where it is going answers the question in America for Biden. Fair taxation is key, a strong economy is key for Biden. Fair taxation supports trillions in public investment that in turn generate private investment. In the second quarter of 2023 business investment was up 56% in Biden America, about $1 trillion with more in the pipeline.  The Conservatives fail on both and have no plan for step by step action that fits needs and opportunities in the economy as Biden has. Getting equal share of the fruits of labour to all Britons is never going to happen under trickle down economics of the Trump or Tory kind. That much is clear as daylight.

Counting only people who voted in 2020 Biden is ahead 2 percentage points. 2024 Biden campaign is complicated by irregular and disengaged voters. Will disengaged mostly younger voters stay home or will they vote? What will happen with the churn- how many of the irregular voters from the last election will turn out and how many stay home. Many are Democrat leaning and as the election campaign progresses they may become more aware and vote but this is by no means certain. President Biden is moving forward a plan to setup a maritime corridor from Cyprus to Gaza and a pier where commercial ships can drop off humnitarian aid and food. The trip would take 28 hours from Cyprus and would be able to get in 200 trucks of aid supplies each day. The Qataris and UAE will also help with this plan and Israelis will cooperate. This account describes the events that preceded the raid on the compound in Abbottabad that housed Osam bin Laden. The first information came years earlier during interrogation of Al Quaeda suspects in Iraq, who referred to a courier carrying messages from senior leaders. One suspect Hasan Gul referred to an important courier in 1994, and tried to disclose as little as possible. Over several years the information was pieced together leading to the courier's location at the Abbotabad compound. There was another individual living there who rarely ventured out and a seven foot wall protected the terrace in that part of the compound, making it impossible for outsiders to see who he was. Garbage was burned at the compound, and the nature of the compound with high walls and security led the CIA to believe there was a high probability that senior Al Quaeda leaders were inside. In December the CIA asked Congressional lawmakers at a secret meeting for additional funds to finance the operation. Adm. McRaven was placed in charge of the operation. A mock compound was built in Afghanistan and the attack on the compound was practiced by Special Forces. In April, Leon Panetta, who had tracked the information about the compound as head of the CIA, held daily meetings. He told his team "we've got to find out what the hell is in that compound." On April 19, Panetta informed Mr Obama that the CIA believed Osama Bin Laden was there. The same day Obama gave the go ahead for a helicopter assault....
