Governor Hochul of New York was only able to increase the minimum wage by 2 dollars in New York to $17, up from $15, by 2026 in New York City, Long Island and Westchester. It would go up to $17 in the rest of the state by 2027. Assembly Democrats had asked for $21 saying that Seattle and Los Angeles offered a higher minimum wage.  Future increases would be pegged to inflation.

Binyamin Applebaum of the NYT Editorial Board says the gap from 1972 to 2021 of 21% of GDP in spending and 17% of GDP in taxes taken in is a serious problem because it creates $31 trillion in debt and over 475 billion in interest payments each year. A US Senate Committee bipartisan investigation will look into MPT, Medical Properties Trust, a large hospital landlord, and the private equity dealings in hospitals, says this report in WSJ. This WSJ report by Melanie Evans and Jonathan Weil looks into Steward, a for profit company that was created by Cerberus Capital Management in 2010 when it bought a chain of struggling non profit Catholic hospitals in Boston. For the Carney hospital in Massachusetts Steward paid $12.5 million and MPT put in $263 million in 2018 to buy the Carney hospital buildings which it then rented back to Carney, according to this WSJ report. Steward now owns 31 hospitals in 8 states including 8 in Florida some of which are shown here in a deep cash crunch. The state of Massachusetts has now sent nine monitors to each of the hospitals in Massachusetts.

Secretary of State Clinton makes shifting statements on the protests. The WSJ editorial reminds the state department that support for democratic government worked in the Philippines and S. Korea. The Journal points to the state department realists who opposed President Bush's efforts to reach out to civil society groups inside Egypt. And refers to US Ambassador Frank Ricciardone's admiration for President Mubarak and his downplaying of US support to democracy for Egypt. The Wall Street Journal in this editorial concludes by saying it can't see how the US can walk away from supporting those who favor more pluralism in politics.

Cutter and Adams of the WSJ show the inner workings of a large consulting firm, McKinsey & Company. A University of Chicago professor started the firm in 1926. By the 1960's the firm would hire new graduates and train them in its consulting culture to do studies and make recommendations on issues facing client companies. Consultants are not hired for long  experience in each field, they are hired from top business schools and universities upon graduation and trained in the company culture. Work involves extensive travel from different offices, with long hours typical also of the financial firms, with little acknowledgement of worklife balance for productive effort even after the pandemic. Cutter and Adams do not cover an earlier period of McKinsey during the financial crisis of 2008 with a controversy around insider trading information about Goldman Sachs which hurt the reputation of McKinsey.  The WSJ investigation into 1MDB Malaysia fund scandal showed Goldman Sachs involvement leading to less confidence in large financial firms as well as consulting companies. This consulting business is growing after the pandemic with about half of it related to companies seeking to prepare and set up AI. This report looks at the new setup in McKinsey where hundreds of senior partners now elect the head of the firm for two 3 year terms. The head of AI at McKinsey is challenging the the current head of the firm in an upcoming election. It cannot be said that consulting firms are improving the management of companies, as more companies today use it sparingly and mostly for special needs or studies including AI. As a result these consulting companies are using the same branding mechanisms, and as Cutter and Adams point out, these professional service firms are run by partners through a system of extensive wining and dining, talking and communicating, so that people who can set an internal consensus do well. The process of development of management skills in the US dating back to Alfred Sloan at General Motors when Mr. Mckinsey started his firm at University of Chicago in 1926, and to Andy Grove founder of Silicon Valley in the 1970's, with their  emphasis on constructive confrontation and skills Grove later outlined in his book "High Output Management" has little to do with such consultancy firm services. Even less can it be said about these consultany services that they have anything to do with the management intuition, vision, wisdom and skills of Matsushita in his book "Not for Bread Alone, Akio Morita in "Made in Japan," or for Grove's unique perspective in "Only the Paranoid Survive."  ...

This analysis of coal use using graphs shows a clear move away from coal in the world, except for two growth markets China and India which account for 60% of the increase in coal use since 2008. India has gone black in its shift to increasing use of coal. China has begun the shift away from coal to address the smog over large urban areas, poor air quality and health impact of coal use. Because China used five times the coal used by India in 2017, the overall impact in China and India is showing a shift away from coal to hydropower, other renewables including solar energy. It is likely that India will make the shift following China's example in the future. 

The trend is clear when one looks at the incremental terawatt hour and where it comes from. The shift is clear to renewables, hydropower, and non fossil uses in the rest of the World and China which account for most of the coal use in the world.

In Brazil's 2018 elections most candidates talk about shoring up crumbling infrastructure, and law and order. Yet no one talks about the budget crisis as there is no money left for doing this.  Shocking as this may sound after years of overspending and a recession, Brazil now uses borrowed money to pay pensions and salaries, and keep schools and hospitals open. Brazil's public spending exceeds revenue by about 7% of annual economic output. Taxes are already 40% of economic output, according to CIA's World Factbook website, making it hard to raise taxes.  This WSJ analysis says you cannot overstate the problem in Brazil as about two thirds of the budget goes to paying old age pensions, payroll of public sector and public healthcare. By 2020 these liablilities will grow to the point there is nothing left for discretionary spending such as roads, infrastructure, new hospitals, police equipment. Trimming pensions and freezing wages are likely options to tackle the problem. Still this leaves Brazil with the prospect of a lost decade.   Neighboring Argentina is experiencing a contracting economy and had to turn to the IMF for assistance.  The decline in GDP comes as a new conservative administration took over promising an improvement in the economy. The peso declined by 18% in 2018 so far leaving Argentina's public and private debt of $166 billion which is 80% denominated in U.S. dollars much harder to pay off. The stronger dollar has hurt Argentina leading to a $50 billion support agreement with the IMF.  Much of Latin America is now in an economic crisis. ...

The Times has this editorial on the fighting at the border between Ladakh and Aksai Chin region in the Himalayas between Indian and Chinese troops. It says China has occupied 50 square kilometres inside the Indian LAC and India is building its infrastructure to match China's in the region. It also points out that the border has no standing in international law, from the period of British rule and the Sikh Confederacy of Punjab region in the 1840's no real effort was made to demarcate the border, a dangerous situation that also arises from Tibet ceasing to be a buffer that existed for centuries between Indian side of the Himalayas and China's western provinces. This means infrastructure building is the only way India can maintain the Line of Actual Control.

Biden's record on taking America through the pandemic, and getting the largest vaccination program in history like that of prime minister Modi has been forgotten to some extent by the Nation and more by the media than the Nation. Decisions on supply chain concentration in China were made long before Biden for decades since Clinton and Bush, Obama and Trump, which caused the spurt of inflation and cost of living to 9% that has so disconcerted Americans on incomes below $100,000. Yet the cost of living in housing and transport has lingering effects that lead to people describing Biden's record in a disparaging way as this title suggest, when it has through investments of trillions in aging dilapidated  infrastructure and in renewable energy, chips, science given America a pathway to a bright vision for the future.
