In his monthly television address called "Mann Ki Baat" prime minister Modi apologizes to Indians for the complete lockdown of the country. Modi said "for a a country the size of India we need strong measures. Nobody likes to take strong measures, but it is the only option, seeing other countries and learning that the disease must be dealt with at the beginning before it becomes incurable."  He cautioned that social distancing did not mean emotional or human distancing. Sympathy and cooperation are needed. He called frontline healthcare and sanitation workers "warriors" and "soldiers," and promised Rs 50 lakh (5 million) insurance for 20 lakh (2 million) such workers. He also commended the work of shopkeepers, drivers, bank workers and others to keep essential services running. Modi suggested now is time "to not go out, but to look within yourself. Simon Denyer's interview with Vinod Rai, the Comptroller and Auditor General of India. Rai has persisted in uncovering corruption in India. He was appointed by prime minister Manmohan Singh from India's Finance ministry five years ago, and runs an organization with 63,000 employees with accountants in all Indian states. Reports by his agency have uncovered giving away of natural resources and telecom licenses worth billions of dollars. He describes the amounts involved as huge and attributes the increase in accountability of politicians and ministers to active citizens groups. The Indian media and Supreme Court have supported efforts to increase accountability. The CAG has constitutional protection. Rai sees the CAG's role as examining government spending to uncover irregularities and make it accountable to parliament. India is rare in this respect compared to China, Russia and other emerging market countries because of its vibrant media and democracy. A 2010 report uncovered corruption in giving away mobile phone network licenses and a 2012 report uncovered allocation of coal land without a competitive auction, with loss in government revenues estimated at $30 billion. The reports showed prime minister Singh aware of the irregularities but unable or unwilling to call for transparency and proper process. Rai's six year term expires in May 2013. ...

The U.S. and India see a surge in coronavirus cases. Per day cases surged to 40,000 on June 25 in U.S. and 17,000 in India. Alabama, Idaho, Nevada, Arizona, California, Florida are seeing a surge in new cases. Texas, California and Florida all recorded more than 5000 cases each. In California cases for hospitalization surged 32% with more than 4200 in hospitals.

India now has 490,000 cases with death toll of 15,301. Indian Railways cancelled all bookings. In the U.S. Texas is paused reopening plans.

The question remains why the defamation law has remained a part of the Indian Constitutional law and the Indian  Supreme Court has upheld it. Under Britain there must be the sense that this would have put the unified subcontinental government at risk. Under India post independence this could be seen as an effort to keep the unified country India that emerged from the British Indian rule together as one nation. It may not be individual to individual defamation that underlies the spirit of this law. Its spirit may lie in keeping together as one nation a country with many languages and people after centuries of foreign rule by not letting the spirit that keeps it together be undermined in any way or form. Gandhi and the independence movement before Gandhi created the spirit for a new nation from many peoples and languages, this has now taken the form of timely delivery of the services and infrastructure that these peoples are entitled without any dilution of any sort, after all the hard work, sacrifices and aspirational effort of an earlier generation of leaders. ...

43% of children under 5 are underweight in India, according to nutrition experts. This compares with 5% for China. China made its biggest strides in combatting malnutrition between 1990 and 2002, say experts by reducing malnutrion for children by two thirds. This suggest that malnutrition must have been much higher than 21% in China in 1990. And during the period between 1949 and 1980 China had focussed under Mao and his successors on the bread bowl, making sure that hunger was no longer a problem. This suggests the Indian middle class that thinks of the poor as there but not so worse off as to require a sense of urgency, or feeling slighted by the comparison with China need to do some thinking. From the perspective of progress the economy can only do well if rural and poorer areas are also part of development and share in the benefits of development. The other aspect of this is that the government can setup a program, and other countries like Brazil are also faced with the similiar problem and are tackling it aggressively. This is already takng place with a Right to Food Act in the Indian Parliament. Drafts of this Act call for a government subsidized minimum of 25 kilograms of food grain per family per month. But atttitudes in India need to go through a big change to take this problem seriously and with the urgency it requires from a developmental point of view, not only a moral point of view. What good is demographic devidend that many Indian leaders in many fields talk about if that demographic dividend is stunted by malnutrition, is the question all have to answer. Even software leader, Infosys's Nilekhani, in his book Imagining India talks about the large changes affecting India in the rural areas, the economic and technological progress, but fails to mention this aspect of malnutrition....

This is the 103rd anniversary of the Battle of Haifa which led to the liberation of Haifa from Ottoman rule. The battle was fought by the British with the help of the Mysore, Hyderabad and Jodhpur Lancers who played a critical role in the battle. Little is known about this role even though it is an important contribution to the India-Israel relationship as it evolved over the last 200 years. The battle to liberate the port city of Haifa was fought during the British efforts to free people under Ottoman rule in 1940-1945.

This is only one aspect of the Indian army's role in two world wars in which it played a significant role stretching from North Africa to Asia. This is also significant as part of India's relationship with the democratic countries of the world and the Indian effort to fight Nazi and Japanese imperialist expansion under American and British leadership.
