Sometimes humor tells the story- and Kristof does this using a story of a surgeon president Trump in the operating Room trying to address the concerns of the patient Janet, as he keeps telling her she needs a new heart with great benefits, great benefits, before she implodes or goes down failing. Flat out take the old heart out even if a replacement hasn't been found, believe me great benefits the surgeon tells her, just that the patient just isn't getting convinced as its happening to her. The analogy is with replacing a health care plan, not just the Obama plan, any plan without something to take its place. For a few days before this article by Kristof, the Republican effort to repeal the Affordable Care Act without having a replacement was presented as a good idea. Janet is like the three Republican women- Collins of Maine, Capito of West Virginia, and Murkowski of Alaska who wanted to keep the heart they had till a replacement was found, against the surgeon Trump's advice. In a way it is about politicians in the last decade who never had any discussions as they rushed through with their own agendas, as the Republican and Democratic health care plans were rushed through Congress with relatively little participation and debate to hear all viewpoints. ...

Supreme Court Justice, Elena Kagan, after her first year at the U.S. Supreme Court. Kagan was appointed by President Obama in 2010. Kagan talked about her experience at the Supreme Court at an Aspen Institute event. Kagan replaced Justice John Paul Stevens. Stevens says Kagan has voted very similiar to how he would have voted on most of the cases. And Justice Ginsberg says about Kagan: "she has already shown her talent as an incisive questioner at oral argument and a writer of eminently readable opinions." Kagan takes writing opinions for the Court very seriously. She described her style at the Aspen Institute event as figuring out how to communicate difficult ideas to people who know little about the subject. An additional aspect of Kagan's writing is that she strives to put things using vivid and colorful language that sticks with people. She has used expressions such as "loosey-goosey," for instance. In her dissent on the campaign finance case she described the supposedly smoking gun found by her colleagues, as: "the only smoking gun here is the majority's, and it is the kind that goes with mirrors." The media tends to compare Roberts with Kagan, the two youngest chief justices on the court, both articulate and vigorous in their opinions, with similiar intellectual backgrounds but taking different positions. Kagan says the most valuable experience to prepare for her new position, was the year she spent as Solicitor General, where she was trying to persuade nine chief justices of the court why they should take a particular position. The difference now being that she must persuade eight justices. The most striking aspect of the two appointments by George W. Bush and Obama, with the absence of a retirement age for the U.S. Supreme Court- as in other democracies such as India- is that both Roberts and Kagan may well be on the Court for 25 years or longer. ...

A similiar appeal on the right by Cruz says influential lobbies are writing the rules to their advantage, while also appealing to marginalized Americans, and struggles for the soul of the Republican party against the establishment politicians, governors such as Bush, Christie and Kasich, who have done poorly in Iowa.

Trump also softens some of the rhetoric on China as he seeks Chinese help to restrain North Korea. An international coalition of states supported by the U.S. reverses gains by Islamic State, with Iraq and Iran gaining over Islamic State. President Obama's policy of not taking decisive action, reversed towards the end of the second term, had led to the rise of Islamic State and the refugee crisis in Europe as refugees left Syria and Iraq. NATO or the South Korean defense was not significantly weakened as feared at the beginning of the first year. Missile defense proceeded in South Korea with U.S. missile systems. The appointment of a senior senator from Texas, Kay Hutchinson, signaled that the NATO policy had not changed significantly. As a result it could be said that the year 2018 began with a bang about the risks internationally with president Trump's unconventional approach, and ended without some of the worst fears being realized. Many of the young people joining terrorist groups come from Tunisia. A security expert tells DW.com that the radicalization of youth in Tunisia began with the overthrow of Ben Ali and his government in Tunisia at the beginning of the Arab Spring in 2011. Ben Ali's regime detained many of the people in opposition groups, leading to the release from prisons during the revolution. The radicalization of Tunisia's youth began during this period, according to this report. The Benghazi attacks on American embassy from Libyans opposing Gaddafi who had crossed the border into Mali, also followed a similar pattern after the overthrow of Gaddafi in Libya. In Libya many radicalized people in opposition groups were released from detention following Gaddafi's overthrow. The current democratically elected government of Tunisian president Beji Essebsi is monitoring the situation. This report describes the experience of some Tunisians in terrorist groups who were brought back home from other countries by their families. EU countries and the U.S. supported the Arab Spring but the aftermath was not well managed leading to further upheaval, and now terrorism. Some of this happened as the governments changed in the U.S. with Obama replacing Bush in the U.S. and Hollande replacing Sarkozy in France, and showing little interest in managing the aftermath or helping the new governments in Libya, Tunisia and other countries make a smooth transition with aid, security assistance, and maintaining the basic services provided by government. A well formulated and conducted effort from the West could have prevented the worst effects that are seen in 2014-2016. The costs to contain the crisis that has ensued are far greater than what would have been needed in material resources and expert assistance from the developed countries of Europe and the U.S.- without military involvement as there was a general sense of being lifted from years of dictatorship in Arab North Africa, and general sense of goodwill towards the West during the Arab Spring.   ...

President Obama exceeded the caution exercized by Dempsey, leading to a situation where the U.S. after hasty action under a Republican president seemed to lurch in the opposite direction under his Democratic successor by not taking action where U.S. presence was needed, followed by a corrective course to make up for this....

Biden calls ending the war in Afghnistan a "wise decision" for the American people. He says in his foreign policy speech that "it is about ending an era of major military operations to remake other countries." A Pew Research poll shows 54% of American adults support the decision.  In a sense the decision had already been made. Biden cited the Doha agreement president Trump signed a year ago with Taliban that called for the release of 5000 Taliban prisoners which included most of the top commanders, and no agreement on the future of Afghanistan. The decision had come much earlier than that when the wars in Iraq and Afghanistan from the period of George Bush were rejected by the American people for the cost and lack of purpose during the presidential election of 2016. That period marked the rejection of policies set under Reagan, Bush and Obama for starting American involvement in the Iraq-Iran conflict first on one side and then on the other side. All the time precious resources that were needed for infrastructure and services in education and healthcare were diverted to these wars, impoverishing America and also Europe. Looking beyond the words thrown around for political advantage both Trump and Biden and the American people, had decided to put these wars behind them 5-10 years earlier. Biden said assertively that America had made a tragic wrong turn, that was all he could say about Reagan, Bush, Obama policy. In the meantime he stated something else was happening- the US was losing its position in the world by wasting its resources in these wars that do not serve the interests of America. "There is nothing China and Russia would want more in this competition than the US to be bogged down for another ten years in these wars."  Biden was saying that he had the courage and tenacity to make a decision that was the right one and a wise one for America against all the transient opinion of people who lacked a grasp of what was happening to the American people- the increasing impoverishing of America in both rural and urban areas. And a similar situation in Europe. It was time to take a new turn, close this chapter, and write a new one in American history, brighter and with new sense of hope. ...

Steve Lohr of the NYT talks of industrial policy by the Obama administration that is behind the new mileage standards of 31.5 by 2016. But when one looks at the huge gap opening up between compettitors in Europe and Japan and the Detroit carmakers in technologies for fuel efficiency, and the fact that foreign car makers now control more than 50% of the car market in the USA, it may just be that the Detroit carmakers will now be doing what it takes to compete with the Japanese and the Europeans. And one looks at it carefully one sees a compromise here by the Obama administration, the Euopeans and the Japanese have standards that require closer to 50mpg in 2016, leaving Detroit carmakers behind even with the new standards.

Bill Keller tells U.S. president Obama that if he is serious about looking at the right path in Egypt he should go back and read his own speech made in May 2011, at the beginning of the Arab Spring. He points out that the Eastern European countries under Soviet supported communist regimes did not evolve into democracies without help and guidance from the western world. It took years of work and is still in progress with the European Union leaders taking on the issues of authoritarian tendencies in Ukraine, Romania, and other countries. Early on the reason why European Union leaders, Germany, the UK, France, Spain and other nations were very sensitive to the issue of genocide in Bosnia and Kosovo, was that their idea of Europe after the horrors of the last major war were for a civilized Europe with no place for leaders like Milosevic. President Clinton joined the effort and the western world was firm in its resolve which continued till the transfer of Milosevic to the Hague Tribunal, and the negotiations for a different Serbia to enter the EU completed only recently, nearly 25 years after the fall of the Berlin Wall. These are long and difficult processes because of history, conflicts, poverty, prejudice, ignorance and demagoguery, but the EU, the U.S. and its partners withstood the test. The Arab world is different but the aspirations for freedom and economic progress are the same, and the U.S. should follow the same values and instincts in the way forward in the Middle East. The path chosen by the military in Egypt of firing on civilians and suppressing all dissenters is not sustainable, says Keller. ...

He watched the movie "13 Hours" on what happened at Benghazi, and says a terrorist group had made plans to attack the American consulate, the depiction in the movie fairly accurate, and the Obama White House version with the 2012 election in two months not accurate. Henninger cites the indictment by a federal grand jury in the District of Columbia of Abu Khatallah. In June 2014 Khatalla was captured by Special Forces for the attack on the U.S. consulate in Benghazi. The indictment says Khatallah and militias "launched a violent attack on the U.S. mission on Sept. 11, at 11.15 pm.." following this up with an attack on the CIA annex.
