Krugman looks at Project 2025 that has received the backing of the former president. He points to one aspect of this blueprint for a Trump second term, how civil service would be overhauled to remove civil servants not meeting the requirements put forth by the new administration. He says this takes America backwards. Till 1883 when president James Garfield set up an independent civil service in the US people employed by the government were routinely chosen from the winning party leading to flaws and much instability, weak administration. In Britain this type of effort of Project 2025 was tried under Boris Johnson by using an adviser who wanted to blow up parts of the British civil service for not cooperating. That experiment failed badly and the adviser was fired with much recrimination, Johnson being discredited, and administrative failures. Project 2025 would shut down the Education Ministry and the Homeland Security Ministry, for even more upheaval of the civil service. Not to mention the proposal to reverse the founding of the central bank the Federal Reserve in 1909 under Woodrow Wilson that stabilized the economy after banking panics. China generates 53% of its emissions from coal in May 2024. All the remaining from non fossil sources. Two factors are evident, yet both do not indicate a big fall off in fossil emissions from this point just a plateauing effect with it flattening out. The first is that China is putting in solar and wind at 8 times the level of the US, taking up two thirds of world solar and wind installations. The second is that the one third of emissions from construction and real estate is falling off because that industrial sector has collapsed. Overall the future points to slowing of emissions as China comes only gradually down from that 53%. What happens in China makes a huge impact on climate change. India has also committed to climate change action and meeting targets early under PM Modi so that India as it industrializes will not follow the path of jumping fossil emissions China had. This is useful to know as the US and EU, UK, expand solar and wind. It is important that the US stay committed to climate change action something missing from the Republican platform for 2024. Delaying climate change action will impose huge costs on the US that could be about 1 trillion dollars if it is stalled now and is taken up in 2028. ...

King Charles thanked the police and citizens for their role in the riots saying-  he “shared how he had been greatly encouraged by the many examples of community spirit that had countered the aggression and criminality from a few with the compassion and resilience of the many”. The UK riots showed the inadequacy of the Online Safety Act in regulating social media. This is what the public thinks and what the prime minister had to say about this-   YouGov polling published on Friday suggested that 66% of people thought social media companies should be held responsible for posts inciting criminal behaviour, and 70% believed they were not regulated strongly enough. In YouGov poll this week, 71% say they think social media companies did a bad job tackling misinformation during the riots. For social media, Starmer said: “The first thing I’d say is, this is not a law-free zone. And I think that’s clear from the prosecutions and sentencing. Today we’re due sentencing for online behaviour. “That’s a reminder to everyone that whether you’re directly involved or whether you’re remotely involved, you’re culpable, and you will be put before the courts if you’ve broken the law.” ...

Mr. Trump the Republican nominee for president dials into Fox New to speak just as Kamala Harris was making her speech and called Mr. Trump "an unserious man" who would bring "serious" negative consequences to the Nation if elected. Bret Baier and Martha McCallum were doing Fox News coverage as Kamala Harris made her speech. McCallum said at one point Kamala Harris was having some success with Women, Black and Hispanic voters, and Trump objected that it was not harris but he that was having success with Women, Black and Hispanic people. Trump's comments- "she didn't talk about China, about crime, fracking."  She talks about this and that, she would do this and that, but she did not do any of it, said the former president. This recalls president Biden's speech at the Convention in Chicago when he said Trump said he would do this every week, to fix America's infrastructure, and he Trump did nothing. He was not Coach, Trump said of Walz, he was Assistant Coach. After 10 minutes Baier heard Mr. Trump entering something on his phone and he ended the conversation with the former president., because they were running out of time. ...

The Liberal Democrats Ed Davey attracted attention with some jet ski stunts just before the election. It showed the lighter side of him. Lib Democrats want to be a friend of Labour and Keir Starmer. Together  the 34 percent Labour voting and 12% Libs, 7% Greens adds to 53% of the vote, Versus the Tory 24% and Reform UK wing of Tory at 14% adding up to 38%. This was apparent in the Q&A session in parliament. Not so well known is that this kind of fits Davey well- he is caring for a teenage disabled son and has cared for his terminally ill mother. The Libs won safe Tory seats is how it all started with someone coming up with the stunts idea to get media to focus on the Libs.  In parliament it is strange as if Libs are the friendly Opposition in Q&A and Sunak unconvincing as Leader of the Opposition. With Tory conservative vote split into Farage and Sunak factions, the Libs won 71 seats. In parliament now Labour has 404 seats, Tories 121, and Davey's Lib Dems 72 seats, Farage Reform just 5 seats after so much work pulling down Tories, and Scottish Nationalists just 9 seats. ...

The terms of the debt restructuring deal with the bond swap in Greece become clear on March 9, 2012. In the deal with private bondholders -using collective action clauses to force remaining bondholders into the deal- about 96% of the 206 billion euros of Greece's bonds will be exchanged. Private bondholders held out throughout most of 2011, delaying the inevitable as Greece's economic situation became increasingly hopeless. This created a logjam with the German government, which insisted on serious private sector participation and bondholder haircut as the cost of poor lending decisions of the French, German and other European banks that made loans to Greece out of proportion of the ability of Greece to payback loans. Charles Dallara of the Institute of International Finance, negotiating for European banks, offered a 10% average loss on the bonds in July 2009. It was not until German Chancellor Merkel told Dallara at a late night meeting on October 27, 2011: "this is my last offer," for a 50% loss on the face value of the bonds, was agreement reached. The Greek debt swap that now takes place will give private bondholders a loss of 53.5% from the face value of 200 billion euros of bonds that they hold. The new Greek bonds issued in place of the old bonds include short-term bonds issued by the eurozone rescue fund at 15% of the face value of the old bonds, and a series of Greek bonds with maturity ranging from 11-30 years valued at 31.5% of the face value of old bonds. That even this 53.5% bondholder loss will not be adequate, as Greece's economy looks irretrievably damaged as it spirals downwards, is shown by the value of these bonds already trading in a hypothetical "gray market." The new 30 year bond is quoted at 17 cents and the 11 year bond at 22 cents. The questions remain about the stalling by the banks in taking the losses earlier- was this the wisest move considering the losses beyond Greece as the eurozone economy as a whole has suffered from the prolonged negotiations stretching through 2011, lurching from one crisis to the next? Even if the stalling was designed to give time for banks to repair their balance sheets, was this the best strategy, considering the damage inflicted on European economic growth. John Taylor of Stanford points out that the European banks delayed the unavoidable serious debt restructuring for too long, when insolvency was the real issue not illiquidity, and exaggerated the effect of contagion from the beginning- in John Taylor, WSJ, 2/22/2012, A Better Grecian Bailout. And John Cochrane of the University of Chicago, points out that French and German governments if they bailout French and German banks should do so openly and frankly rather than cover this up as bailouts of countries, because this would lead to serious questions about the poor lending decisions of the European banks and government supervision of the banks- in Cochrane, WSJ, 12/2/2010, 'Contagion' and other Euro Myths. As early as Feb. 2010, Cochrane was suggesting the forced exchange of new bonds with long debt maturities for exisiting bonds with short debt maturities, as short term debt was the major issue here. ...

Rafael Behr of the Hamburg Police Academy says that it is too easy to let the authorites off saying the Christmas market attack could not have been prevented considering the number of risks the police have to tackle. He says it is too easy for people who want to escape detection to lose their identity papers and anonymize themselves. After his request for asylum was detected he was let off following 2 days of detention because without identity papers how was he to be deported. This is a weakness that has to be addressed says Behr. Other problems are the bureaucratic handling between state agencies, and within the EU different countries sharing information. Amri spent 4 years in Italian jails for arson attack on a school. Shouldn't Berlin police know about this asks Behr. And even if the German authorites have different criteria for no fly lists, shouldnt the fact that he was on a no-fly list of the U.S. authorites have come up on the police radar, asks Behr. These are legitimate questions that the authorites have to answer or come up with solutions and share with the public as part of prevention efforts. ...

The Bank of Cyprus and the Cyprus Popular Bank (Laiki Bank), passed stress tests given by the EU in 2010 and 2011. By the end of 2010- even as other banks such as Barclays were cutting their Greece government bonds by over 50%- the two banks held 5.8 billion euros of Greece bonds, over $1 billion euros larger exposure to Greece than nine months earlier, according to European regulators. Regulatory supervision failed to alert the banks and the banks risk management failed to see the warning signs in Greece. The Laiki Bank Risk Officer went in the opposite direction actually increasing exposure to Greece, saying in a conference call in August 2010, that he had used the bank's capital position "to deepen selectively some highly profitable client relationships." What went wrong with the stress tests by the EU regulators in July 2010 of these two banks, was that the tests looked at what would happen if economic conditions deteriorated, but did not consider the possibility that government bonds could produce losses. The two banks suffered total booked losses of 4.3 billion euros in 2013 from holdings of Greece bonds. The EU stress tests of July 2010 showed the two banks having total of 572 million in surplus capital. The two banks then went on to issue dividends in 2010-2011 totalling 141 million euros. By March 2013 the Laiki Bank was "on respirator" for a few months, according to the Central Bank of Cyprus, until the 10 billion euro EU bailout in March 2013 with the closing of Laiki Bank and the sharp downsizing of Bank of Cyprus....

The nuclear trade deal with India and approval by the Nuclear Suppliers Group. If passed by Congresas in September the deal goes into effect. At the NSG, New Zealand, Austria and China were the holdouts and had to be persuaded by the United States. Under the deal India cannot conduct nuclear weapons tests and if it does its upto the USA to decide if it will continue to supply India with nuclear materials and technologies. India is running short of uranium and other nuclear materials it needs for its civilian andnuclear weapons programs since it was refused access by the NSG after earlier tests decades before. It also depends on how the US sees China and Pakistan in relation to India and its nuclear programs. One thing is certain India will push forward aggressively with new nuclear energy programs and setup its own nuclear energy reactors to provide its growing energy needs and to reduce existing shortages and also lower its oil bill. So in the next couple of years or the next decade the world will certainly see the peaceful development of nuclear energy and development of new technologies in the nuclear energy field as India becomes a key user and developer of nuclear energy technologies. At that point India may become a part of the fabric of peaceful nuclear energy development in the world as it meets asignificant part of its energy needs through nuclear reactors. It will be a welcome development as it will ease the burden on oil supplies that in the case of China became a key part of the upward pressure on oil prices as China relied mostly on oil and gas for energy needs. This is probably the thinking in the current Republican administration as it pushed hard for this nuclear deal to supply India....

Southwest agreed to give $100 million to the city of Houston to construct an international concourse at William P. Hobby Airport, the city of Houston's airport. A 33 year old federal regulation prevents Southwest from flying internationally from Dallas. If this does not win approval from the city, Southwest is looking at options of San Antonio and Austin. United is the major competitor from Houston's Hobby airport.

This will be the most difficult of the Big Three because Chrysler faces a financial crunch. Chrysler did not anticipate the new fuel economy standards mandated by Congress and will fall behind if it does not take action in this area. Africa's Harrison Mwillima looks at Geman reunification from an African perspective of regional integration, and says unity should be an everpresent endeavour. Visiting cities in East and West Germany organized by DW's Africa department he is struck by how much East Germans feel left behind. Merkel herself grew up in East Germany but like many young people in 1990 left for the west and seemed to forget the east where they came from. He remembers the time when people from Angola , Mozambique and other African countries studied at universities in the German Democratic Republic, former east Germany,  and the sense of socialist solidarity that aroused much enthusiasm.  Mwillima says a sense of unity can only go so far if there is a lingering sense of inequality  between the two parts. He sees a distinct hunger to achieve unity among regions and peoples or countries. Yet 31 years later in Germany its not only worth pursuing this ideal but remembering that it has to be done as a natural and ever growing endeavor that is not just an event. ...

Tata Group chairman Ratan Tata says JRD Tata who ran the company for most of the modern period would be overjoyed if he were alive today to learn about the return of Air India to the Tata Group. Under a deal with the Indian government Tata will pay $2.4 billion to cover one fourth of Air India's debt. The government will give up ownership in the airline. AIr India started as Tata AIr in 1932 flying mail and passengers from Karachi to Bombay during the British period. JRD Tata himself flew the maiden flight which is why Ratan Tata sees the return of the airline to the Tata Group with much optimism. Air India has 120 aircraft, 4400 domestic and 1800 international landing and parking slots. Problems at the airline led to losses of $3 million a day. It was nationalized in the 1950's. The Tata Group is India's largest steel producer, a major auto producer. It is India's largest conglomerate with $100 billion in sales, and employs 800,000 people in 100 countries.  ...

Paid Leave for caregivers, parents, is a missing part of America's progress into a society that cares for women, children and elderly parents. America is the only nation among developed countries that lacks paid leave. Biden's Families and Workers Plan was designed to make this part of the fabric of American society. The 12 weeks paid leave originally planned is particularly needed for caregivers, mostly women, and is now down to 4 weeks. It was then taken out on the resistance of 1 senator from West Virginia out of 50 Democratic party senators. Women are hard hit during the pandemic and are unable to get back into the work force. Most Republicans if in the shoes of women as caregivers, or mothers needing maternity leave for children, would support this essential feature of a modern or well developed society, yet this is often missing as the nation is divided because about a third of Americans have paid leave and the rest lack paid leave. This piece of the bill for paid leave is now back in the bill in Congress, in another effort to get this through. ...

European Union countries reopen for travel this summer. A new travel pass or digital Covid certificate is approved to promote freedom of travel as more people get vaccinated. About a third of people are vaccinated for first shot in France and about 40% in Germany, which means in coming weeks they will have the second shot and enough antibodies to make a return to normal life possible. The EU has negotiated this time with Pfizer for 1.8 billion doses and is building enough vaccine supplies. For the first time governments are stepping up with plans and resources allocated - in India the government now has plans to create supplies of 2 billion doses by the end of the year. This means there is new hope if the vaccination is accompanied by efforts to build booster shot supplies this time planning ahead. Managing the risk of those who are vaccine skeptical remains a problem to be tackled. Masks and other essential precautions also need to be followed in crowded spaces as this was neglected where there was a second or third wave. Public education for this is essential to better manage the pandemic. ...

Two Slovenians were in the lead for the Tour de France as new talent has emerged. Roglic was leading as he entered the last two stages of the cycling event. He represented a Dutch team Jumbo Visma which failed to make it after Roglic simply failed to find his true form in the stage before the last stage. What was astonishing to see on French television was the gradual collapse of Roglic's lead during the climb and Pogacar building a comfortable lead of about 2 minutes at the end of the stage before the last. Roglic seemed exhausted shocked and ruffled at the end and Pogacar appeared to be calm and assured as he finished the race. Before the stage the sports director of the Dutch Jumbo- Visma team had strong disagreement and altercation with the organizers when a routine check of Roglic's bike was made to see if it was within regulations. He was cited for poor behaviour and barred from further attendance of the remaining stages which could have affected the team's overall composure. ...

Cases could rise four fold from over 4000 today, after rising four fold in the last month Aug 20- September 20, and that could make it reach 50,000 cases a day and 200 deaths a day. New restrictions include- Masks required in all retail stores and restaurants and public places. Businesses that breach rules could be closed or shut down. Pubs, bars and restaurants close by 10 pm and only table service. Weddings and receptions limited to 10 people. Individual fines for first time breaches doubled to 200 pounds. Adult indoor team sports not allowed. This is the first response. If infection rates are not down from the over 1 R rate and the transmission increases a national lockdown is considered as the next step. To not harm the economy and strike a delicate balance all who can work from home are encouraged to work from home.      ...

This video shows Dr. Birx explaining the three Phases for reopening the U.S. economy. Each state's governor would decide when a state thinks it is safe to move to the first phase. States which have not been affected much and fewer cases in the western part of the U.S. such as Idaho, North Dakota, Iowa could open earlier. Texas could start in May. California would have to do more testing before it starts Phase 1. New York, New Jersey, Michigan and Massachusetts, would come later because of the severity of the crisis. Each phase criteria are carefully set out and parameters set down for social distancing rules to be followed, number of people, locations, how offices open, how stores open, how hospitals open. Germany and the U.S. have set out detailed guidelines and phases. A state in the U.S. could even move back in phases if data shows it is doing badly. Hotspots would continue to be tracked and resources shifted from the federal government quickly to these new hotspots now that medical supplies, medical personnel and other shortages such as testing are being aggressively addressed. ...

Israeli leader Yair Lapid says "we need a government where right, left and centre work together as a way of life." The result is that Lapid's party is putting together a coalition of the right, left and centre- parties of Bennett, Labor, Gantz, and Lapid getting together to form a new government with sharing of ministries. Bennett would be the prime minister for 2 years followed by Lapid under this new arrangement. The whole arrangement is a result of no one  party or group of parties gaining a majority in repeated elections. Under the last arrangement Benny Gantz and Netanyahu shared power with Netanyahu going first as prime minister.  The new arrangement is designed as an effort to give Israel a chance to have anyone other than Netanyahu as prime minister, so intense is the desire for changes- almost as if Israel needed it "as it needs air to breathe," the way Lapid puts it. Lapid says the goal was not compromise which was tried in the past, the goal now was a government of change. ...

Hong Kong Chief Executive Carrie Lam has called for conversations to replace the confrontations protesters have with police. Strangely Lam has not taken the initiative to meet with protesters or legislators on the other side to calm down the protests and create confidence in her administration. The withdrawal of the extradition bill by Carrie Lam came a bit late after 13 weeks of protests to restore confidence. There are two views on the action taken by Carrie Lam in Hong Kong. One is that Beijing is taking this step so that it can show it has taken an effort to achieve a compromise, if this does not work and a crackdown happens. The other view is that Beijing is seeking a compromise so that Hong Kong does not overshadow the 70th anniversary of the founding of Communist China on October 1. China is also keen on making a serious effort to restart trade talks with the U.S. and not let relations with the U.S. deteriorate any further. A compromise in Hong Kong, or appearing to seek a compromise, prevents the Hong Kong situation from affecting the U.S. trade talks in any way.  ...

This piece in the Hindusthan Times reminds us that it is not failure or success that determine our future and the quality of our life, but the way we respond. It takes the lines from Rudyard Kipling about both being impostors- "if you can meet triumph and disaster,  and treat both impostors just the same..." Experts say the important thing in both success and failure is to understand what one did wrong, and take corrective action. Some go as far as to say failure is an event, and it ended yesterday. This is the way athletes and other people who overcome challenges that we read about have approached a failure or disaster. Some overcome physical handicaps with such grit that we find our failure to be tiny by comparison. Take for instance an athlete with burns on his feet from a fire, who is told he can never walk again, and he comes back to win an Olympics gold medal in running. This is a true story from the 1936 Olympics of Glenn Cunningham who won the 1500 metres gold medal. ...
