Under a proposed capital infusion into Peugeot the French government, Dongfeng Motor of China, and the Peugeot family would each control 15% of the company. Dongfeng and the French government would buy new shares of about $7.50 to $8 each, and providing 800 million euros each. The Peugeot family would provide 100 million euros. Currently the Peugeot family controls 25.4% of the shares and 38.1% of voting rights. Earlier GM sold its 7% stake in Peugeot, and Peugeot turned to its partner in China for the capital increase. Peugeot shares declined by 11% to 10.21 euros on Jan 23, 2014, as a result of investor concerns about the prospect of three different shareholders interests. Peugeot expects to use the capital increase for technology investments as it struggles to come out of a prolonged slump in its European markets. How China is reviving memories of its struggles with Japan since 1900 and its efforts to modernize since 1950 under the leadership of the Communist Party led by Mao and Chou-en-Lai. Who were followed by 1990-2010 by a technocratic class of engineers and professionals, and now reverts back under XI Jinping -a son of one of the founders of the revolutionary armies that fought the Japanese- reverts back to its revolutionary ideologies that defined its emergence as a modern nation. Only American business interests fail to understand the China of president Xi Jinping because they like Tim Cook have not read or understood the modern history of China. In the book "Stilwell and the American Experience in China" by Tuchman, a lot of this can be experienced first hand as we see West point colonel Joe Stilwell experience China first hand since 1920's through the phase of nationalist sentiments, outright Japanese invasion, and the setbacks as North China and the Yangste Valley fall to Japan's Kwantung Army elements who run the government by 1939. Then comes the Second World War, Marshall is appointed chief of the Army by FDR in 1939 and he makes Stilwell brigadier general and responsible for China for the next 8 years. This is a China Stilwell loved and understood from daily contacts with the ordinary people of China that are on every page of this book. Jinping's father grew up in this way leading the revolutionary armies that fought the Japanese, and some of this passed on to his son even though he suffered from the Great Proleterian Cultural Revolution of the 1960's, but understood the significance of what his parent's generation had accomplished in creating modern China free of centuries of unimaginable poverty, indifference of the ruling classes, and oppression made worse by foreign powers. ...

India has opted out of the Regional Comprehensive Economic Partnership because of concerns that it would be providing relatively unrestricted access to its markets, particularly to China, without being able to capitalize on opportunities for market access in RCEP countries. Indian manufacturing and export capacity is only beginning to be established in a big way. Under Atman Nirbhar initiative India has the potential to increase the manufacturing capabilities of its own firms in all industries using the local market. This could generate a virtuous cycle of capital accumulation, more investment and modernization with acquisition and development of new technologies in the same way as Japan, South Korea and recently China have setup advanced manufacturing capabilities. To do this the government has to work together with private industry for a modernizing drive, and a parallel effort at building advanced infrastructure.

China's government takes the first steps to create a market where credits can be traded on rights to emit carbon, burn fossil fuel and create emissions harmful to the environment and health. Big emissions come from chemical plants, steel and cement factories, and burning of coal by power plants. China is the world's largest user of coal for energy. The credits are a way for this sector of the economy to participate in cutting emissions. The provincial level program run on a pilot basis with only $400 million in credits will now transition to a larger program covering entire sectors of the Chinese economy that are responsible for carbon emissions. Experts say this program takes time to structure and the Chinese government is moving forward even though this takes time.

Michael Fathers reviews two detailed accounts of Mao's Great Leap Forward. From 1958-62 Mao launched an effort to industrialize China in its effort to surpass Krushchev's effort to surpass the U.S. and western nations in one decade. Yang Jingsheng's account in the book 'Tombstone,' is a result of decades of research to find what happened during this period. He lost his own father to starvation during this period when all Chinese agriculture was forced into communes with communal living and communal kitchens. The result were disastrous as agricultural production suffered badly leading to famines and loss of an estimated 45 million lives. The policy was continued even as the result showed a looming disaster by 1959. It was only by 1962 that Mao was forced to accept the failure of the program. As an editor of Xinhua news agency, Jingsheng had access to accounts of waht happened in provincial documents and archives. The other book reviewed is 'The Great Famine' by Frank Dikotter which provides an illuminating account of what happened in these years. Dikotter says the final responsibility rested with Mao for calling for higher grain deliveries from the countryside at the height of the famine and for continuing the policy of force and coercion leading to starvation- he quotes Mao who said: "It is better to let half the people die so that the other half can eat their fill." The truth about this period was hidden by propaganda and the mistake accounts of westerners who visited China including Francois Mitterand till the 1990's. Jasper Becker, a former correspondent in China for the Guardian, gave one of the first accounts of what had happened in "Hungry Ghosts: China's Secret Famine" (1996). What shocked readers was the extent of the dead, the violence, and the fear of speaking out even after 30 years. The fear of speaking out is evidenced in the pen name Mo Yan of the Nobel prize winner in Literature for 2012 which means do not speak out in Chinese because his parents were from a more affluent farming family in the village. Mo Yan uses animal and fairy tale characters and Chinese history in his novels and stories including his effort to describe the behaviour of arrogant local officials. The chronology of this period also tells a story. China's Communists took control in 1949, the famine and violent repression to establish the commune system occured in 1958-1962 only 8 years later, and the Great Proleterian Cultural Revolution was launched by Mao in 1966 and was to last a decade till his death in 1979- a period which saw a new effort of upending of China's countryside to establish communism....

Intel has fallen behind in 10 nanometer chips and will need a few years says Kessler.  Kessler says Chinese threat to invade Taiwan which has made the US and the EU take a firmer stand on Ukraine poses a danger to TSMC which has 5 fabs or factories in just 1 science Park- Hsinchu Science Park. This poses a question is it safe to concentrate about 92% of the world's semiconductor production in one place Taiwan so close to the mainland of China? And knowing sit tight taking no action? Google's last chairman Eric Schmidt asks this question in the WSJ and calls for a new investments in the US to manufacture advanced semiconductors and other semiconductors for everyday use so that the US national security is protected. Even the $50 billion that is in Congressional legislation has yet to be approved by the US Congress, says Schmidt, showing that US Congress is not moving quickly to address this problem. South Korea and Taiwan including TSMC need to be told to make a large part of the semiconductors in the US and other locations such as India to diversify production. 92% of world semiconductors made in Taiwan that could be taken out with a few missiles, is no way to diversify manufacturing, when manufacturing can be done in India or other parts of the world with lower costs and with needed engineering manpower. ...

The $17 discount for Russian oil to Brent crude is a result of the president's efforts with sanctions plus tariffs on China and India to cut oil purchases from Russia. This puts a strain on Russia in financing the war with Ukraine. Bothe China and India have cut purchases of Russian oil in recent weeks and the Indian refinery at Jamnagar no longer gets Russian oil, according to recent reports. DJT was criticized for his stance on Indian tariffs as inconsistent with the agreement with China on rare earths. It now appears that China and India have both agreed to stop financing the Russian war effort with big oil purchases and are shifting it to other places such as Brazil, Guyana and Canada. India plans large oil purchases and arms purchases from the US and this is part of the trade agreement being negotiated with India. About one third of the additional 240 million barrels of oil on the seas in tankers is Russian oil being stored for lack of buyers with total oil on waters at 1.4 billion barrels. This has led to a 48% increase in tanker costs to $125,000 a day. All this makes it harder for the Russian economy to sustain the war effort as the US pushes both sides to settle the Ukraine conflict in the 28 Points Peace Plan negotiated with important Russian negotiators in Washington DC over 3 days last week. ...

Jawaharlal Nehru was leader of the party under Gandhiji which fought for independence in the 1930's. Under the India Act of 1935 India was given the opportunity to setup state assemblies and free elections  for local self-rule that prepared for eventual Dominion status similar to Canada and Australia. Rab Butler as India Secretary fought hard to get it passed through the British parliament. See Rab Butler in the adjoining articles gist. This is very important as none of what happened in 1947 the task of writing a new Constitution and a Constituent Assembly to do this for India would  have been possible without India Act of 1935- the initial training for elections and assemblies. Some good work was done for example in Tamilnadu Chief Minister Kamaraj under Nehru changed that southern state with progress in education, health, and industry over 15 years 1950 to 1964. By the seventies to the 2010 period the progress ran into serious problems first with one party followed by weak coalitions that led to poor governance, corruption and economic progress stalled. After the experience of China's modernization India is attempting a similar effort with Vision 2047 for modernization of infrasructure and development in speed and scale with one difference- the legacy of Rab Butler who no one knows about in India and forgotten in Britain, the simple document Hind Swaraj written on a British steamship from South Africa to England in 1912 by Gandhiji that asked Indians to self-reflect on their part in letting the British in "who made the Company Sardar?", the post 1950's leadership of Sardar Patel who like Rab Butler was also forgotten till 2014, Jawaharlal Nehru who won a third term in 1962 but was followed by a series of weak governments unable to steer economic progress of scale similar to China or Japan, Lal Bahadur Shastri cut short like JFK, and Narendra Modi who is bringing to the task the hard work and discipline that made it possible for first Japan and then China to modernize infrastructure and emerge as dominant manufacturing nations. Like Japan and China India with its own stumbling periods is making its way in the world today. Both Shastri and Modi are in the direct tradition of their Master, Gandhiji, in the words of Shastri "hard work is equal to prayer." ...

Several key events happened that damaged America and the working people of the Nation -and each time Rubin and Summers are seen as giving wrong advice. The first deregulation of financial markets setup by Clinton-Rubin-Summers in 1999 led to financial crisis of 2009. The second setting up China's entry into the World Trade Organization without safeguards that caused China to use unfair practices to destroy much of America's manufacturing base. The 2009 financial crisis-  The support for repealing the Glass Steagall Act in 1999 and for deregulation of financial markets by Rubin and by Summers led to deregulation that caused the financial crisis of 2009 with overleveraging of US banks and faulty mortgages. This was the first blow to the social and economic fabric of America, to America's workers and families. The second body blow came from decisions made by president Clinton with advice of Larry Summers as Deputy Treasury Secretary and Treasury Secretary in 1999.  Advice that Clinton regrets  and sees as wrong and which have shaken American workers faith in the traditional Republican and Democratic parties of Bush, and of Clinton-Obama 1992-2016, a 20 year period which saw almost the entire industrial base of the US shipped to China  by American corporations working with China. India imports 2 million barrels a day of oil from Russia. It now faces the need to address the problem this has created for Germany and US seeking an end to Russian missile attacks on Ukraine. Without other leverage DJT and indirectly Germany are putting pressure on India to shift these purchases to the US and cut India's $46 billion deficit with the US.  India needs to accept that the reprieve it got during the covid years to import from Russia to help it control inflation at home would at some time come under increasing pressure from the US. That time may be now as DJT and Merz see this as the only few areas of leverage they have to get Russia to reconsider its position for settling the Ukraine war entirely on its terms. Just as in the India Pakistan war the current talk of nuclear escalation resulting from the Ukraine war has to be a major consideration for US, EU, Russia, China and India, all the world's leaders, to step back and see ways to work for an overall interest than in time to come will help these nations national interests.  It will require brave moves from India, China, the US and Russia. Out of a world population of 8 billion, the population of the Middle East and the Gulf region is about 400 million, or just 5% of the population with 90% of the wars since the 1970's. Keeping this region denuclearized is of fundamental interest to the major population centers in north and south America, Europe including Russia as western civilization, and India and China which have embraced western civilization and it's scientific revolutions. Russians and Americans see themselves as part of western civilization. On this point there is no difference, none, it is only who is the more important and whose view of the world is right. Asian civilization including China and India see the benefits of western civilization, of the Renaissance, the Enlightenment and the Scientific Revolution and embrace it wholeheartedly and wish it had come sooner on of their own volition and intent. Other than the Korean and Vietnam wars fought in their origins against the Japanese and the French colonialism and Empires, the wars of the Middle East since the end of colonialism stand out. In Iraq, Iran, Syria, Afghanistan, Yemen the only other major wars since the 1970's there are religious and ethnic wars that are of no interest to the people of three continents Europe, Americas, and East and South Asia, for whom the spread of nuclear weapons to the Gulf region brings nothing but dangerous developments for their peoples and for the peace of the world. ...

Chrysler-Fiat's efforts to ramp up Jeep's global sales in 2012-2014. Plans to build 120,000 Jeeps annually in St. Petersburg. Chrysler CEO Marchionne sees Jeep as Chrysler's global brand. The problem with sales in Russian and Chinese markets is price, because of high import duties. In Russia this can add upto $22,000 to price, and in China $37,000. This put Jeep prices in Russia at about $86,000 for a Grand Cherokee, forcing it to compete with luxury SUV's like Land Rover. Production locally in Russia and China should make Jeep prices competitive. For covering the international market Chrysler's plan is to build 6 Jeep models with new designs for a sleeker appearance as a lifestyle vehicle. In the past the Jeep was seen largely as a off-road SUV in emerging markets rather than a lifestyle vehicle.

Wang Huning, who has shaped the policies of three Chinese presidents, was a professor at Fudan University in Shanghai, before beng selected by president Jiang Zemin in 1995 to join the Communist Party of China's Central Policy Research office. The Policy Research Office provides research and guidance on foreign and domestic policy to China's leadership body, the Politburo. Huning was dean of the law school at Fudan, and head of its international politics department. He studied French at a foreign languages school during the Cultural Revolution upheavals in China, before going to Fudan University in 1978. Xi Jinping, the current president, was sent like many other Chinese leaders to work on a farm in the countryside during that period. In that same year 1978, Li Keqiang, the current prime minister moved to Peking University, after taking the first university entrance exams in 1977 following the Cultural Revolution. Li studied western constitutional law, later focussing on urbanization for his postgraduate work. Huning studied in the U.S. in 1989 and is familiar with the American system, western concepts of government and economy. His specialization at the international politics department was in comparitive politics- the systems of government of different countries- and he is seen by experts as having been a key influence in defining China's path making move to build a market economy under public ownership, seeing it possible for the two to work together. In 1991 Huning published "America Against America," critiquing the American political system and pointing out that in American democracy major economic decision making powers still rested mainly in private consortiums, with this acting as a constraint on political democracy. These ideas gradually evolved into ways to manage China in a world with alternative systems and political history. For Huning the question facing China was one of of finding its own workable model based on its history and experience, and need to manage the transition to a modern economy in a stable environment. Huning is now part of the Politburo and a candidate for a seat on the Standing Committe in 2017. At 57, he is expected to be part of the leadership for the next decade, having helped three presidents shape domestic and foreign policy, setting the direction for China's transition to a modernized economy and a political system that accomodates the needs of a new generation....
