A vote on Brexit giving parliament a bigger voice if no deal is reached with the EU was defeated narrowly in parliament with 324 for and 298 against. Tory members led by Mr. Grieve called for parliament to take part in future strategy if no deal is reached by March 2019. British prime minister Theresa May argued that this would weaken Britain's negotiating position with the EU in Brussels. Mr. Grieve and Tory dissenters agreed to support the government. The recent election with Labor winning 40% of the vote leaves the Conservative Party's Mrs. May dependent on a small number of MP's from Northern Ireland for her government to survive. Some members of May's cabinet feel cutting off Britain from the EU market will hurt the economy in their districts, and a junior minister resigned.

Under the new government of Chancellor Scholz in Germany, Robert Habeck of the Greens will head a new expanded Economy ministry that also covers climate and energy policy, his ally Annalena Baerbock will head the Foreign Ministry. FDP leader Christian Lindner will head the Finance Ministry. Mr Scholz favors closer fiscal support for Europe as he plans to modernize the German economy and continue major support to European economies.

A partner in his own law firm, Scholz was mayor of Hamburg between two jobs working as first minister of labor and social affairs in 2007-2009 and vice chancellor, finance minister in 2018. It is as finance minister that Scholz pioneered the new approach of Germany to help massively other countries in the European Union in facing the pandemic with shared debt and public finances.

The Socialist bloc led by Melenchon and Le Pen's Marie Pen bring down Bayrou in a no confidence vote. Following the election of the National Assembly Macron had an opportunity he missed of cohabitation with the Socialists Party bloc and letting its leader Melenchon or someone else in the Socialist Bloc, a more acceptable face to the Macronists form a new government. Instead he has weakened France and it's economy by taking a rigid approach. This is a reversal of his posture during his entry into politics which depended on the Socialists leader president Hollande accepting Macron into his government as Minister for the economy. Macron formed his own party with deft moves to retire the Gaullist and Socialist parties that have ruled France since 1945. Winning the presidency once and barely winning the second time after protests by Yellow Vests on the cost of living and an imperial presidency, the very same problem that Nicholas Sarkozy had of not being close to the people and their concerns about migrants, cost of living and the deindustrialized parts of France, neglect of farmers and rural areas also seen in the US. With this France is in a bit of drift with younger voters looking elsewhere for the future. ...

For the first time since independence in 1947 India gets a Master Plan for infrastructure development in the whole country.  All federal government ministries are pulled together under one roof. Ministries will coordinate their plans for infrastructure development. Specific investments, specific delivery times, real time monitoring will be done through digital technologies under a single master plan. Russia's government lowers its forecast for GDP growth in 2013 to 1.8%. Like other emerging markets Russia is facing a slowdown in economc growth. Government forecasts are for 3% growth for 2014 and 2015. About 50% of revenues in the budget come from oil exports and Russia is still dependent on higher oil prices. The budget is likely to have a 1% of GDP deficit in 2015. President Putin is not inclined to run a large deficit to increase growth. Budget revenues are expected to come lower for 2014 and 2015 by 3.3% and 6.9% compared to forecasts. Finance ministry policy is for hiking taxes on mineral extraction 16% by 2015, and increasing excise taxes on cigarettes and alcohol. State run firms will be asked to pay out 35% of profits as dividends compared to the current 25%, providing $39 billion from this action, according to the Finance ministry.

The media focuses on AfD yet it misses the point that fully 57% of voters back Merz and Kingbeil, that the AfD reached its high point at 20.8 percent of vote with the offset of the Left parties at 16 percent of voters and with Merz's policy on stopping all illegal migration. Merz moved quickly to remove the constitutional debt brake set by Merkel and had parliament pass a budget that supports modernization of infrastructure on a big scale. ...

The close alliance between the CDU and the CSU in Bavaria appears to be unraveling. The immigrants at German borders have dwindled down a trickle, about 11,000 immigrants today compared to the wave of immigrants entering Germany in 2015. The CSU's prime minister in Bavaria Mr. Soder and the Federal Interior minister from the CSU Mr. Seehofer, blame the conflict between the two parties on the 2015 decision by Merkel on immigration. The German ARD broadcaster shows 62% of Germans favor stronger action on immigration. The pressure on the CSU comes from the gains by the anti-immigration party AfD in recent national elections. The CSU hopes that by shifting its own position on immigration to a standoff with the CDU and Merkel's position it can hold off the Afd in the elections in Bavaria in October 2018. The pressure on Merkel comes from members in the CDU and from the SPD leadership, which have accomodated some of the criticism of open immigration to reduce the immigrants at German borders, yet now see the need to meet any challenges to Merkel's authority. This is why the head of the SPD, Ms. Nahles called Mr. Soder's push for a confrontation on the immigration issue as acting "like a bonzai Trump." The CDU party leaders in Bavaria call for a "axis of the willing" joining leaders of the governments in Austria and Hungary. and the newly elected government in Italy to impose immediate controls on immigration at the borders. Merkel says she is open to different points of view within the CDU-CSU alliance, but action should be based on keeping the European Union together, and be taken after EU meetings in Brussels. Will this result in a fall of the government? Angela Merkel has adapted to the changing situation on immigration leading to the small trickle in new immigrants at German borders today. Even if the AfD anti immigration party joins the CSU the percentage of the vote for the AfD is mainly in the eastern part of Germany, and CSU in Bavaria, with 12.6% voting AfD in 2017 elections, and about 7% voting CSU mainly in Bavaria. This compares with the Left at 8.9%, Greens at 9.2%, and SPD at 20.5% for a combined 38.6% of the vote that favor Merkel's new coalition policies. This combined with the 25% of the vote gained by Merkel's CSU party gives it about 64% of the vote and about 489 seats in the 709 seat German parliament. A test of Merkel's authority is not likely to be sustained. By making this a pro-European position Merkel has shifted the issue from one of immigration which is now minimal and one on which Merkel has adapted her policies to a stand on Germany as leader with France of the European Union. At this particularly sensitive time when Germany and France are negotiating with the U.S. on trade and Britain on Brexit, German public opinion is likely to consider the impact of new elections and more uncertainty as not good for Germany. With the SPD, Left, Greens and CSU having 64% of the vote, and the anti immigrant parties CSU, AFD about 20% concentrated in the less economically developed eastern part and in Bavaria, the chances that Merkel's position would be weakened or her authority challenged is very unlikely.   ...

Labor leader Starmer says he is not for abolishing tution fees in Britain because of the reality in 2023. Tution fees are capped in Britain at 9250 pounds a year. There are no tution fees in Germany and Sweden. A survey by the Higher Education Policy Institute shows only 28% of students want to abolish tution fees completely. 23% want to cut fees to 6000 pounds, 15% want to cut it to 3000 pounds. Two thirds of students want to see fees dropped to below 6000 pounds. Only 20% want to keep the 9250 pounds cap. This could mean Labor would  change this promise of abolishing to keeping fees at a very affordable level and target low income students with financial assistance. This report in the Times looks at Labor's promises and what is Kept and what is Broken. It is interesting to note that on support to labor, to workers and families, Starmer is as vigorous as Mr. Biden in the US. This is true also of supporting incomes of workers and families including increasing wages to meet the cost of living crisis. Labor is also keeping its promises on Climate Change. It is taking a look at nationalizing rail, water and other services based on how much it will cost and what the benefit is, what can be done in other ways to ensure services are provided at quality levels and prices that are good for workers and families. ...

During the Biden presidency something else happened the pandemic which made people feel worse and compare the preceding president's inflation rate at 1.9% compared to 5.7% average per year. 5.7% adds up to about 23% increase over 4 years. The worst part was that basic food items eggs, bread and other groceries may have been priced at much more than 23%, and with added burden of higher monthly rent as landlords increased rent by much more than 23%. This meant dipping into savings and money saved for a house, destroying the American dream.
