India's 135 thermal power plants ahve just 4 days of coal stocks as of October 1, says the Financial Times, citing the power ministry. The power ministry has instructed plants to build up stocks. China is already facing a power shortage after coal fired plants were asked to cut down the use of coal to meet emissions targets. In early August coal fired plants in India had 13 days of stocks. With coal prices rising India did not buy enough coal to build up inventories. The manufacturing sector suffered a contraction in China for the first time since the pandemic started in 2020. China has instructed state owned energy companies to secure supplies of fossil fuel to prevent winter shortages. This further increased price of coal. Coal from Indonesia went up from $60 a ton in March to $200 a ton in September discouraging imports. The result is that with limited supplies and rising prices of coal India faces a perfect storm and power cutbacks as in China. ...

The need was for someone who spoke Spanish and understood Latin America. Robert Francis Prevost met all these requirements in 2025. For most of its history, for 455 years, Popes were Italian. Pope Paul and Francis broke this tradition. Pope Leo XIV continues this effort to heal people's souls, and reach out to the marginalized and the struggling.

Gasoline prices in Europe are much higher because of the gasoline tax. In many countries many of the taxes on gasoline are fixed and as a result it does not move up as crude prices go up. The proportion of the price at the pump which is the gasoline tax is larger in Europe which makes an increase in the underlying price of crude oil less keenly felt. Europe has invested in public transportation and Europeans use smaller cars which compensate for the higher price. Japan and S. Korea also follow the European practice of higher gasoline taxes which encourages conservation and the use of smaller cars.

Retail and government hiring helped add 1.4 million jobs in the U.S. in August 2020. It has dropped from 15% in April. It was 3.5% in February before the pandemic. About 3.4 million individuals reported that their job loss was permanent an increase, while the number saying their job loss was temporary has declined to 6.2 million from 9.2 million in July.

India is the top destination for companies in Japan investing overseas. India was cited as the most favorable location for investment by 49% of Japanese companies, Vietnam by 30%, and China by 28%. The survey of 534 companies was done by the JIPBC, Japan Bank for International Cooperation. India was favored because of the infrastructure building and growing economy, surge in consumer demand.

Indian regulators, the Commission for Air Quality Management, closed 6 of the 11 coal fired electricity plants within 100 kilometers radius of New Delhi, as it battles toxic smog that has covered the city for about 2 weeks. The October 2012 meeting of EU leaders ends with agreement for setting up the EU banking supervisor in the course of 2013. German chancellor Merkel turned down Spain's push for direct aid to its troubled banks and not aid from the ESM bailout fund to Spain which would increase Spain's sovereign debt. The Spanish government has indicated that it might take 40 billion euros out of the 100 billion euros approved by the EU for Spain. Merkel's view is that any direct aid will only go for future recapitalization not to clean up the mess at Bankia and other banks that stems from the failure of Spain's banking regulators and the housing bubble. Merkel said at a news conference: "If recapitalization is possible, it will only be possible for the future." Merkel also said preparations to set up the single banking supervisor would probably go into 2014, and by then "we won't have any more problems with the Spanish banks- at least, I hope not." Germany sees the need to have a carefully developed banking supervision system setup rather than a hurried approach. Merkel is aware that this might be seen as action taken to avoid committing German taxpayer money before elections for chancellor in Sept 2013- "No matter what I'm going to say, it will probably not be the right answer by your standards." ...

China's premier is a close associate of Xi's and his chief of staff for decades, so that any suggestion that Xi is reducing contact with other world leaders in 2023 is incorrect. The US faces a shortage of hydroelectric power in western states as the runoff of water from the mountains is only 25% of its normal level. The drought in California and the lack of hydroelectric power will lead to blackouts in the state. Normally Hoover dam provides electricity to power 1.3 million homes with 23% going to Nevada, 13% to Arizona, and the rest to Southern California. With the water levels low in Lake Mead, Hoover Dam will provide only a small fraction of the electricity it normally does to California. Colorado river's Lake Powell which feeds into Lake Mead has only 25% of its normal water levels.

The dry winter and spring led to less snowpack to feed rivers and streams in California, with loss of enough water to produce electricity for about 1 million homes for a year. This means more blackouts will hit California and western states.

The importance of free school meals in the UK is shown in this report in The Guardian. It shows about 100,000 school children are suffering in the UK from lack of proper lunches because low income parents cannot afford it and are coming short. It says school teachers are shocked at the pitiful packed lunches children are bringing to school. The Liberal Democrats education spokesperson says the Tory government is snatching school lunches from children by stealth, as it has neglected to increase the limit on household earnings from 7400 pounds to 8575 pounds where it would be if increased for inflation. That would have made 110,000 more children eligible. This appalling and callous situation is the front page story in The Guardian today.

Shruti Sharma, Ankita Agrawal, and Gamini Singla are in the top 1, 2, and 3 ranking in the 2021 Civil Service examinations conducted by the Union Public Service Commission. All three women say it was a long and difficult journey. Women are now in parity with men in higher education yet in the Indian Civil Service women make up only 26%. Women can provide the empathy needed for development in smaller towns and villages as they take up positions in these areas early in their IAS career. More women need to take up careers in the Civil Service to provide the kind of leadership needed in running the country that India needs at a critical time in its move forward in development and modernization.
