The World Vaccine Summit raises about $7 billion to immunize about 300 million children for polio, diphtheria and measles, over 5 years. Prime minister Boris Johnson who opened the summit called it "the greatest shared endeavour of our times." Bill Gates donated $1.6 billion and Britain pledged 1.65 billion pounds over 5 years, making Britain the largest donor. Mr. Trump also addressed the summit in virtual manner- "we will work hard, we will work strong... good luck, let's get the answer." Mr. Johnson called for renewing "the collective resolve."  Specifically he stated: " Just as we have great military alliances like NATO.... where countries collaborate on building their collective military defence, so we now need that sam spirit of collaboration and collective defense agains the common enemy of disease." Referring to failure of early warning systems for coronavirus with crucial weeks between Jan 6 to Feb 16 lost for the West with lack of international cooperation- "It will require a new international effort to cooperate on the surveillance and sharing of information- data is king- that can underpin a global alert system, so we can rapidly identify any future outbreak. Potential Treasury nominee Kevin Warsh is given the possible role at Treasury plus appointment as Fed chairman after 2026 when Jerome Powell retires. At 35 years Kevin Warsh was the youngest governor of the Federal Reserve, America's central bank, appointed in 2006 by George Bush. At the time his appointment was criticized for lack of experience- Warsh comes from upstate New York and went to school at Shaker School in Latham, then Stanford, in economics and a JD at Harvard, followed by 7 years at Morgan Stanley. He was executive secretary of the National Economic Council in 2002. During the bank financial crisis of 2009 the lack of macro regulation led to failure of investment banks. Warsh was able top save Morgan Stanley and he acted as an avenue of information from banks to the Fed.

Warsh left the Fed in 2011 and returned to public service in 2016 when Trump made his first run for president as an adviser to DJT.

For the first time a senior figure in Beijing tells why China rejected a U.S. offer for a deal in May 2019. Mr. Trump said at the time that China withdrew its agreement on the deal after initially agreeing to it, creating a lack of trust. 

Senior economic official Li Deshiu says "it was a wholly unfair treaty that seeks to colonize China's economy. If this is accepted it is giving up China's development path, giving up China's rights for development, and making China a vassal of the U.S."

He says the trade war is a broader U.S. strategy to limit China's development in key industries. This is the Chinese perspective on the situation which was not stated in clear terms but alluded to till now.

Fears in France about multiculturalism presumably of the Anglo-Saxon type with ethnic communities living separately side by side. Former president Nicolas Sarkozy, says in his recent book that the French are not like Anglo-Saxons with communities of ethnic people living next to each other but not mixing. This is not true of London and New York, or Melbourne, say people on the other side. Comments by prime minister Valls similiar to Sarkozy's are interpreted by experts in French history as reflecting France's predominant political language of Republicanism and fear of fragmentation. These issues have come up as immigrants issues have led to movements such as for Brexit, and the Trump campaign in the U.S. with anti-immigrant sentiment. The French like to see themselves in a different light though the banlieus are as much a fact of life in France as segregated communities in the U.S. and Britain, say observers.

WHite children born in 1992 fared worse in income levels than white children born in 1978. The reverse is true for black children- the income gap narrowing for black children born after 1992 and widening for white children born after 1992. In this unusual twist lies some of the angst about social divisions in America in 2024 where income mobility is a major issue. The Biden administration has achieved a lot with bipartisan legislation such as the Inflation Reduction Act, cancelling student loan debt or reducing it, creating 16 million jobs, bringing supply chain disruption inflation down from 9% to 3%, and yet more action is needed. Inflation in housing that for 25% of apartment renters takes 50% of household income is a challenge. Biden proposed a 5% cap on rent raises, Harris proposed capping rent payment at 30% of household income and  government aid for amounts above 30%. Paul Krugman says in this column in the NYT that Biden's policies for trade reflect a stronger conviction for protecting American technologies and building its manufacturing base than previous administrations including the Trump administration. With less rhetoric and with quiet determination Biden has placed American domestic manufacturing as a requirement for renewable subsidies for new electric vehicles manufacturing and sale in the Inflation Reduction Act. In the Chips and Science Act Biden has placed US semiconductor technology promotion and manufacturing at the core of the Act. Krugman says this was the right thing for Biden to do. The renewable subsidy comes from ordinary Americans paying taxes who would benefit most from new jobs created in the electric vehicle industry. China has gained such a big lead in semiconductor chips manufacturing and materials by supporting its industry, that it is the right thing to do to give American manufacturers the same kind of support. Trade rules were about creating a level playing field, yet previous administrations failed to create that level playing field, and the Biden administration has boldly made its point clear. ...

The president's Council of Economic Advisors puts out a report on the homeless in California that makes points that both sides, liberals and Trump supporters can agree on. It says California has 12% of the population of the U.S. and half the unsheltered homeless in the country. The blame for the housing situation in the state is placed on "not-near-me" residents that want to prevent housing being built near them by supporting strict environmental and zoning restrictions. Residents selfishness looking at only their own interests and keeping out newcomers is seen as the problem behind the lack of new housing units. The tech industry pushing up housing prices has further aggravated the availability of affordable housing leading to a worsening of access to decent housing in the state.

Federal prosecutors are working on a criminal investigation of China's Huawei Technologies Co. for allegedly stealing trade secrets from U.S. business partners. He also says that this is the reason a banker asks for tax returns before making a loan, that talking is'nt enough tax returns tell the real story,  and the reason why this is a precedent too important to be broken in 2016. Earlier the U.S. under president Trump had distanced itself from the region, but Mr. Trump and his advisors now see the need to engage in the region to ensure stability, and support the Europeans in the effort to prevent the large scale emigration that threatens European unity. Europe following the 2015 Merkel migrant crisis is acting with the policy of heading off both wars, terrorism and economic dislocation that fuels emigration right at the points of origin, before it even starts. This shows that the French after action in Ivory Coast and Mali and the Germans with aid to Africa are remaining involved in development and stability programs in Africa, lessons learned from 2015. The goal of the Berlin meetings is to arrange high level agreement for foreign powers to withdraw from destabilizing the Arab regions in North Africa particularly Libya by supplying weapons and support to quarreling factions. ...

Questions may relate more to how these situations affected the role of Gates and similar individuals in protecting the interests of the US, Europe, India, Latin America and Africa in health organizations such as the World Health Organization. As globalization spread governments in the West surrendered some of the essential role they played in world health organizations to individuals and NGO's, and countries lacking experience needed for such an important task. The mishandling of the pandemic is partly a result of this retreat by western governments from the role that they have played during the nineteenth and twentieth century. In the US letter to the WHO by president Trump the role of Gro Harlem Brundtland of Norway was shown in handling an earlier virus epidemic that originated in Asia so that it would not spread and could be controlled. This is the H1N1 crisis in 2003 cited in Mr. Trump's letter to the World Health Organization. Brundtland took strong action that was missing during this pandemic after the US and western nations surrendered the essential role they have played for centuries based on role in medical science discovery for maintaining public health. Surrendering this role or seeing it erode is one of the biggest mistakes of our time and a mistaken form of globalized behaviour. It is only now being corrected as the realization dawns on major nations such as US, UK, France, Japan, Russia, India and other countries about the essential stability provided by western nations knowledge, experience and resources to this task of maintaining global health. Even a nation like India has to base its role on hundred or more years of work in medical science and commitment to public health that transcends political preferences or national interest to take on and be a worthy participant with the advanced nations that have played so great and beneficial role for the world in public health. What to speak of transient interest of nations in the developing world or countries where national interest or political preferences play a part in public health of the peoples of the world. This responsibility for world's public health can never be delegated to individuals, foundations or any one country, or small countries, or a combination of these, only to the collective experience of the last 300 years in medical science discovery and the role of Europe including Russia, and the US in leading the way.  The Biden administration has the same underlying concerns as the Trump administration about this mishandling of the pandemic and the disasters that followed bringing so much death and suffering This excerpt on Brundtland of Norway is from the letter the US sent to the World Health Organization- "In 2003, in response to the outbreak of the Severe Acute Respiratory Syndrome (SARS) in China, Director-General Harlem Brundtland boldly declared the World Health Organization’s first emergency travel advisory in 55 years, recommending against travel to and from the disease epicenter in southern China. She also did not hesitate to criticize China for endangering global health by attempting to cover up the outbreak through its usual playbook of arresting whistleblowers and censoring media. Many lives could have been saved had you followed Dr. Brundtland’s example." ...

Sanger and Broad report on the move by the Trump administration to go ahead with the overhaul of the U.S. nuclear deterrent,  with programs that were started in the Obama administration. With the more aggressive posture of Russia in Europe, the Trump administration is left with little scope for further advances in nuclear arms negotiations. A new technology based cruise missile system is now being built for $25 billion with contracts given to Raytheon and Lockheed Martin. Experts at Harvard's Belfer Center say that with the North Korean nuclear threat these programs to modernize the nuclear deterrent are getting the go ahead with little resistance. Another program modernizing the land based deterrent and replacing the Minuteman missile system is also expected to push forward at a cost of $100 billion. The Pentagon under Obama had pushed for these systems, yet there was discussion about ways to limit these programs in the hope that nuclear arms control talks could take place. The North Korean missile tests and Russia's posture have changed the discussion. By the end of the Obama's second term, a president who came into office in 2008 with hopes of nuclear weapons reduction had already lost much of the momentum he had in 2008. The situation changed with Russian intervention in Ukraine in 2015, and the North Korean long range missile test in 2017, to where the modernization of the nuclear deterrent was quietly accepted, without alternatives through negotiations. ...
