Put funds and people in place for vaccine drives in poor countries.  Other action needed is learning from the situation in South Africa where the HIV patients are reported by Stephanie Nolan in NYT to have been more susceptible to mutations of the new variant. How can resources be put in place in poor countries so that patients in vulnerable populations get their medicines regularly, and are vaccinated. Overall how can these populations have the vaccine supplies needed- including ones without cold chain suggested by Larry Brilliant, potentially through vaccine work in India. Can international teams be developed with developed countries in Europe and US financing the effort and India offering its manpower and knowhow?   ...

After many banks and financial companies did not admit wrongdoing in the last two decades even after huge losses to families and working class communities from financial activities, the SEC may finally be asking the right questions after president Biden's democracy summit. Democracy can be damaged as much from inside by impunity for wrongdoing as it is from outside by failed states and authoritarian states. President Biden's initiative in getting together countries was to think of new initiatives as the lessons for democracy have to be relearned by every new generation anew.  The appointment of Mr. Gurbir Grewal can only be seen in this light as Mr. Biden's initiative for democratic processes that work for families and American workers. Gurbir Grewal who takes the top job of making the correction America needs is straightforward about malefactors in finance and banking- "We can't arrest them. We can get them out of the industry." Gurbir Grewal is the the new director of the SEC's enforcement program after serving in difficult jobs in New Jersey and NY state, first as prosecutor and then as Attorney General of New Jersey.  Democracy can be shattered as much by hate crimes as by financial crimes. Either way families and working class families in the US are affected, as are minorities and the less well off sections of the community affecting the credibility of the commitment of the well off to honest governance and to fairness. This credibility was severely damaged in the 2009 financial crisis and the situation continues to this day. To understand first hand by being in the shoes of families and workers, minorities and the less well off, gives Gurbir Grewal the courage to take on this job. He told the New York City Bar Association that Americans have grown cynical about how business and government agencies interact- "the perception that we, the regulators, are failing to hold them appropriately accountable, or worse still, the belief by some that there are two sets of rules."  Mr. Biden can see that if anything can make democratic processes lose even more credibility with the people is when new administrations fail to act. Mr. Obama and particularly Mr. Trump raised the issue of revolving door between government agencies and the finance industries, more recently Tech, yet strong action on wrongdoing was missing leading to a loss of faith in democratic processes working for families and workers in the US. The result is weakening the fabric of society from within just as mounting national security challenges grow for the US from outside in in its industrial competitiveness, and its technological leadership, something that affects all Americans and America's allies overseas in Asia, Africa and Latin America.   ...

With a shortage of nurses and healthcare workers, some hospitals are dropping the vaccine mandate for healthcare workers. Shortages existed before the pandemic. The burnout for healthcare workers led to people dropping out. The lure of high pay has also led to nurses to travel to hot spots further crimping supply of workers. Recently workers who do not want ot get vaccinated have quit the industry or lost their jobs, some have left for facilities that do not follow the vaccine requirement. CDC estimates 30% of healthcare workers at 2000 hospitals in the US are unvaccinated as of September 2021. The Biden vaccine mandate would be effective for second shots by Jan. 4. A federal judge in Louisiana has ruled in Nov. questioning the president's authority for a vaccine mandate. Following that ruling HCA, AdventHealth, Tenet, Cleveland Clinic are among the hospital chains reversing earlier decisions for vaccine mandate. Other hospital chains in California Kaiser Permanante and in New York Northwell Health have kept the vaccine mandate. Kaiser had 98% staff vaccinated, with a similar situation at Northwell. Kaiser has 210,000 employees and Northwell 77,000. Utah Mountain also has 98% vaccinated.  Research on vaccine mandates suggests them to be effective. U Penn psychology research shows people are more likely to get encouraged to get vaccine than discouraged with a vaccine mandate not vaccinated working in healthcare in September will shrink considerably by January. ...

37 tornadoes hit 6 US states in a weird weather pattern. One tornado stretched for 250 miles sweeping through and flattening whole towns such as the 10,000 people working class town of Mayfield, Kentucky. Kentucky was hardest hit, other states were Arkansas, Missouri, Illinois, Mississippi and Tennessee. The last time a tornado stretched out this far was in 1925 for 219 miles. The number and range of tornadoes suggests a change in weather patterns. Some debris hurled into the air as high as 30,000 feet is a sign of the changes in severity of weather patterns. List of people unaccounted for was 8 pages long in one town.

Stephanie Nolan's reports from Africa provide the few glimpses one can get today of the situation in Africa where variants are growing as a result of lack of vaccines (vaccine inequality) and the faltering vaccination drive, shortage of medicine and food supplies. Her report from South Africa showed how healthworkers and scientists in South Africa are working hard on the frontlines. This one from Zambia looks at the vaccination centers and vaccination workers as vaccination drives falter. The African continent with 1.4 billion people received 404 million doses. Today only 7% of the population is vaccinated in Zambia and the rest of Africa. People in Zambia do not have car transport so they have to walk 3-6 kilometres to get to a vaccination center, when they turn up at a center and it is out of vaccines they stop coming. Other problems are the social media accounts that show the vaccination drives as harmful to people, or CNN and other news that talk about blood clots that when carefully understood affect a tiny fraction of people. There are other issues also. Ida Musonda, a nurse in a clinic near Lusaka says after not many people turned up that she should go to markets and churches, but says there is no fuel for the vehicle to get clinic workers there. Bernadette Kawango is shown with her children. She works at an auto parts store and lives in a low income neighborhood in the edge of Lusaka. She ignores all the social media accounts that scare people from vaccines, yet she says she worries more about cholera, TB and malaria, and also HIV, AIDS. And she does not know anybody diagnosed with coronavirus.  The result is that there is vaccine shortage resulting in a kind of vaccine indifference (why walk miles to a center if it may not have vaccines), compounded by other problems such as the other diseases that also pose a threat in Africa, and the low incomes in a shrinking economy. And with about 8% vaccinated in Africa, the problem of variants can only be tackled by consistent and not erratic supply of vaccines. ...

GM will invest $3 billion in electric car production in Michigan. The Orion Assembly plant near Detroit  will produce electric pickup trucks- renovation costing $2 billion and bringing 1500 jobs. A new battery cell factory near Lansing would bring $2 billion in investment in 50-50 joint partnership with LG Energy Solutions creating 1200 jobs. Ford is investing in other states, with $11 billion investment in building 3 battery plants- 2 in Kentucky, one in Tennessee near Memphis. Tesla is investing in Austin, Texas. GM says it is revamping existing factories to save $10 billion through 2030. The new GM investments are part of $35 billion in spending on electric cars through 2025.  For the US as a whole these investments change the look of the auto industry from one that in the past put factories in China and Mexico for gas and diesel vehicles. The shift to electric is now being taken as an opportunity by the Biden administration to encourage auto companies to make a new beginning and speedily build the future electric car base in the homeland itself. Mr. Modi tells the Summit for Democracy convened by president Biden- "We must jointly shape global norms for emerging technologies like social media and crypto-currencies, so that they are used to empower democracies, not undermine it."Mr. Modi refereed to need for continuous improvement -"There is much we can learn from each other, We all need to constantly improve our democratic practices and systems. And we all need to continuously enhance inclusion, transparency, human dignity, responsive grievance redressal and decentralisation of power."  In India the need to provide benefits to the struggling working classes, farmers and rural households so that democracy works for them is one of Mr. Modi's themes, as is the idea of "dignity" and "respect" for working class people and families that new SPD chancellor Olaf Scholz put forward in his campaign for Germany. For this to happen he told the virtual summit-  "Democracy is not only of the people, by the people, for the people, but also with the people, within the people." Within the people he said is about democracy becoming a part of the culture of the country. This happens with the concerted effort of many generations. In India this effort started under the British with Dadabhai Naoroji elected to the British parliament as a Liberal and continued into the 1910 period with 1 million people given the vote in India, and into the 1930's with 5 million, leading to the elections in the 1950's under Nehru and Sardar Patel with woman having the right to vote, and to today's 900 million large voter base. A lot of the work was done under Mohandas Gandhi and the leaders around him such as Govind Vallabh Pant and Ambedkar, with respect for the rule of law, for rights of citizens, and parliamentary institutions, and learning from the British system of democracy even after feeling the effects of colonial rule, looking for the best in all nations. Gandhi's genius lies in his willingness to take British ideals as a starting point and start building from that, leading to Clement Atlee's decision to withdraw and help setup the basis for the first Constituent Assembly to write India's Constitution by 1950. ...

This DW.com report on Lebaon describes the launch of ration card program to help Lebanese families caught in poverty with the economic collapse there. Families will receive $126  per month  for one year in $556 million economic package to benefit 700,000 families. The funding backing for this project is needed from the World Bank. This report says about half of the people in Lebanon now live in poverty in one of the Middle East's once affluent regions. Since the economic crisis in 2019 DW.com says poverty levels have increased by 80%, local currency lost 90% of its value, and foreign exchange reserves decreased by $15 billion. 

Lebanon is a clear example of how mismanagement of the economy and political conflicts can ruin a country's prospects, with the sudden economic collapse bringing poverty and severe distress.

The third or booster dose of vaccine is needed to take out the Omicron variant. The UK Health Security Agency analyzed data from 581 Omicron cases and thousands of Delta cases to calculate how effective vaccines such as Pfizer and Astra Zeneca were against the Omicron variant. This early analysis shows a third booster dose prevents around 75% of people from getting any coronavirus symptoms. The double dose of the vaccine however provides good protection against severe coronavirus that needed hospital treatment says the UK Health Security Agency. Of equal concern is the rate of spread of the Omicron variant. Here this BBC report shows graphs of UK National Health Security Agency which show the rate of spread is rapid with cases doubling every 2-3 days. For the UK which on December 10 had about 1265 cases this means says this BBC report that the number of Omicron cases could be well above 100,000 in the UK by the end of December. The BBC graph shows the curve for Omicron cases moving in a close to vertical direction upwards. Reports say the experience in South Africa where the Omicron variant was first detected is similar in pattern causing rapid spread. ...

China's growth will slow to about 3% in 2022 as the decisions made at the Central Economic Work Conference that ended on December 10 were to emphasize economic stability as the overriding goal. The goal of discouraging speculation in housing with the slogan housing is for living will remain in place in 2022. The goal of controlling surging debt that poses a serious risk to the economic future of China will also remain in place. The external environment remains uncertain and getting complicated with a change in the US and German governments in 2021 and shifts in policies.
