According to a report from the Southern Education Foundation about 51% of the students from pre-Kindergarden to 12th grade in the U.S. were eligible for the federal program of free and reduced price lunches, using an analysis of 2013 federal data. With the highest proportion of students in poverty concentrated in states in the southern and western U.S.. States all across the south, including Texas, show high concentrations approaching 60-70%, and states in the west such as California show about 50-60%. Midwestern states such as Illinois and Michigan show rates over 50%. The implications of this data are that these children from poor and sometimes chaotic backgrounds trail other children in educational development, are less likely to have educationally enriching activity, and more susceptible to dropping out or never attending college. Kent McGuire, president of the Southern Education Foundation says the map showing this is striking. He points to the disinclination to invest in young people today, compared to the focus on leadership in areas of creating opportunity and upward mobility in the decades of the 50's through the 80's. Michael Rebell of Teachers College at Columbia University, says reaching this point where a majority of public school children are from poor backgrounds has happened sooner, and the trend has accelerated over time. ...

The EU with its $15.4 trillion economy is a bloc comparable in size to the U.S. $19.4 trillion economy. Soya bean exports are pointed to by the EU as this has doubled in 2018, after China responded to U.S. sanctions by limiting soyabean imports. It says a lot about the voter attitudes in 2026 which want to steer forward not backwards. Janet Mills ran ads on Plattner but did not get the lead, leading to her withdrawal from the primary. Republican Susan Collins looks hard to dislodge from this seat. Republicans in Louisiana on the heels of the SCOTUS decision against gerrymandered electoral districts want to redraw the electoral districts so that Democrats are left out of the state Congressional delegation entirely.

How other nations will negotiate such as EU, Japan and South Korea, which are allies of the US to reach trade agreements remains unknown with the ITT ruling. The language and tone of the leaders says something about what is likely to be the outcome of the G20 summit. Its a first for significant participation, as countries as diverse as Russia, China, India, Indonesia, Saudi Arabia, and the Netherlands are represented. The credible positions of both sides, the US, UK and Japan, and the European side of France, Germany and the Czech Republic, well presented, provide for some serious discussion and negotiations. France's Sarkozy and Germany's Merkel want to see a global regulator that would reach inside the borders of the US with stricter regulation. Sarkozy calls this "nonnegotiable." And he said that he would reject an agreement that puts off stringent new regulations on banks, tax havens, and hedge funds. He said "the compromise has to come from all countries around the world." US President Obama said that if there is going to be renewed growth it can't just be the US as the engine, everybody is going to have to pick up the pace," at the same time saying that the US had to be concerned about its own deficits. The fact is that the US stimulus will mostly help a severely impacted domestic economy recover with social safey net payments to local and state governments and unemployment insurance, as well as targeted investments in infrastructure, education, energy and health care. It will not mean anywhere near the kinds of imports the US made from other countries, especially China. And Obama made that clear when he said the US will never return to that situation, where the US had become a "voracious consumer market." For the Germans the major market for their middle companies is China, and China has its own stimulus spending on infrastructure spending, which should provide for continued imports of machinery from Germany at a much lower level. Thus Germany and France see a strong tendency to call the source of the crisis and repeat that call till the US listens, and refer to the failure of free market capitalism in its unregulated form. And to insist on fixing it through a global regulator with strict and systemwide rules. So you hear this in Merkel's words, "the foundation for this finacial architecture must be laid now, that is why we seem to be so tough." While the vivacious Sarkozy talks of compromise, and a US gesture in regulation in return for Franc's gesture of joining NATO, the mild mannered Merkel is clear and focussed about her concern. She rejects the idea of linking stimulus spending demands of the Anglo-Americans with the Franco-German demands for global systemwide regulation. "This is not a bargaining chip," she says. The media may mistakenly report lack of consensus as a failure of the summit. But in the long run in the presence of good positions on both sides, it could lead to some tough negotiations even if continued at another meeting. And result in something serious, credible and lasting in its impact, rather than something that was easy and did not in Andy Grove's useful words involve "constructive confrontation." ...

Texas, Alabama, North and South Carolina at around $3.62 and Florida at $4.00. In Virginia to Maine in the North East it is around $4.00. A look at the map shows that talk of $5.00 gasoline hurting the Republicans in the midterms for Congress is incorrect because the Democrats are likely to hold on to California, Washington Oregon, their base with gas at close to $6.00 the very opposite of what they are saying. Much of it because of state policies against oil refining and climate change taxes, formulations of gasoline that cost more to address smog. The head of the distribution channel for gasoline in the US, Scott Berhang, head of fuel wholesalers marketing group Sigma says- “At some point, [the war] could translate into supply shortages. That could happen. But we’re not really there yet. I talk to my members all over the U.S. They’re not seeing any supply issues. There’s no problem getting fuel. Everything is normal.” State taxes can be as low as 9 cents in Alaska and 71 cents in California, 66 cents in Illinois. The price of gas in swing states Arizona $4.59, Pennsylvania $4.11, Michigan $3.78, Wisconsin $3.69, North Carolina $3.75, Georgia $3.57. If we use $3.61 price of Texas and most of South and close to this in all but mountain states and western states then we are slightly above the same price gasoline was sold at the pump in 2011-2014 of $3.51 per gallon. This is a significant fact considering the media talks about gasoline prices in the US as a significant cost of living issue. Which means saying Iran War is "crippling" US consumers at the pump is farfetched and totally incorrect.  ...

A Peterson Institute of International Economics study on the TPP trade agreement shows it would reduce growth in the U.S. manufacturing sector by a fifth, according to this report in the NYT. Workers incomes and job losses in manufacturing are a key concern for voters and account for the surge in polls for Trump and Sanders in the U.S. presidential election of 2016. All four leading candidates Clinton, Sanders, Trump and Cruz oppose the TPP agreement. Congress will wait till after the election to decide. This is a big issue today because about 5 million jobs have been lost in 1977-2014, according to the Alliance for American Manufacturing. The Peterson study predicts job losses of 50,000 a year, yet another study by Tufts University predicts job losses of 450,000 a year. Another study by the Economic Policy Institute study shows other damaging effects such as labor's share of national income declining from the TPP.
