This NYT report by Thrush, Shear and Sullivan, looks at retired Marine general John Kelly, the head of Homeland Security till he was made the new chief of staff at the White House. He replaces Vince Priebus, who was the Republican National Party chairman during the 2016 election, becoming the new White House chief of Staff in January 2017. Priebus lasted only 6 months. This report points out that presidential family members Kushner and Ivanka Trump now report to Kelly, as part of the new discipline imposed by Kelly in an effort to reverse the chaotic situation in the White House with different quarreling factions. Kelly made this a condition for his taking the position, which Trump accepted as he was keen on firing Vince Priebus and had asked Kelly to take the job since May. Kelly is shown here as monitoring the contacts of Cabinet secretaries with the president. Who sees the president and for how long is now determined by Kelly to impose rigorous discipline. Kelly supported McMaster in the dismissal of a National Security Council member supported by Bannon and Kushner, in an effort to bring discipline. There is one area Kelly does not get into- the tweeting and personal affairs of the president. His job as he sees it is to put some bureaucratic competence around the president. In doing this he takes a tough approach that so far is respected by president Trump, as the presidency suffered from repeated setbacks from infighting and leaks. Will Kelly last where others have failed is a question posed in this report. Two people who were superiors of Kelly give their opinions. Kelly reported to Leon Panetta, a former chief of staff under Bill Clinton who was Defense Secretary, and to Robert Gates,  a Republican who was Defense Secretary. Panetta may know him closely as Kelly was his chief military aide as Defense Secretary. Panetta says of Kelly, that Kelly never minced words, said what he thought looking at you in the eye- if he thought a proposal was nuts he would say it right out. The big question Panetta says is whether president Trump will give him the authority for long. Also stated in this report is that Kelly called Comey when he was fired as FBI Director, and that Kelly even considered resigning in protest.  Less noticed even in this report is the way in which a team of experienced politicians and the senior most officials in defense and national security are working together in August 2017. In an interview with Washington Post editor Ignatius broadcast on PBS, Republican Senator Corker described how he works closely with them, and how the key people in defense and national security work together before they see the president. The appointment of Kelly helps to create a core independent group of advisors around the president, which is positive in the event the U.S. has to respond to a crisis. ...

Premier Wen announces new Chinese policy at state of the union address to improve the energy efficiency reduce pollution and increase worker incomes and boost education and health safety net expenditures. This is a slow to arrive but significant change in policy and will likely accelerate as the Chinese economy makes gains in this area. Wen wants to see more investment in agriculture and less in heavy industry. He is making primary school education fees in urban areas earlier rural school fees were ended and central government spending would be increased by 45% to make up for lost revenue to schools. He also wants to see more consumption spending so that living standards improve and for the first time since 2000 consumption contributed more to growth tan investment. With the new investment the government will only run a small deficit of 0.6% of GDP.

The Bureau of National Labor Statistics in China says China's GDP growth for 4th quarter 2008 was 6.8%. Private economists expect growth to slow to something like 5% in 2009 as the full brunt of the housing downturn and the drop in exports manufacturing is felt this year. Housing and exports were the two engines that helped China to reach 12-13% growth rates for 2007 and 2008. 2008 was also the year of the Olympics, and it now appears that by excessive growth and production capacity in many industries and increasing exports China may have created severe imbalances in the world economy. One way this happened is through the huge and ever increasing trade deficits with the US. By reinvesting the money in US Treasurys, China made a huge wave of liquidity and cheap credit possible in the US creating a bubble economy. The other is through the inflated demand in commodities like oil from the Middle East and countries like Russia, and demand for iron ore and other metal commodities from places like Brazil and Australia. This put upward pressure on the prices of commodities, creating a bubble in the price of oil. With the bursting of these bubbles the economies of Russia, Brazil and Australia and other countries are in a deep nosedive. The effects have operated in myriad ways, including a circular effect of the bursting of the credit bubble in the US leading to a collapse of demand in the US market for Chinese goods. In turn the collapse in demand for German and Japanese goods in China with declining demand, as the effects moved through the channels of the international trading system. The decline in Chinese demand also affects the US ability to make a export driven recovery....

People of a new generation cannot imagine that India that they know today could not exist without the integration of 560 smaller kingdoms within overall British India that were allowed self rule under British conditions and law. They made up no less than one third of the British Empire in India. During India's 75th anniversary of independence and looking to India's 100th year a young generation born after 1947 growing up in post-British India cannot easily imagine the critical years after 1910, with Gandhi writing Hind Swaraj that year during a period when he negotiated for the rights of Indians in South Africa just to move freely. The years of the struggle for Swaraj between 1910 and 1931, the Satyagraha March to the Sea at Porbandar to protest the British Salt Tax, the elected assemblies that brought the first experience with self-rule in the thirties, and the "karenge o marenge" pledge to do or die with Quit India Movement in 1942 by Gandhi.  The dominant role of Jawaharlal Nehru after 1947, and that of daughter Indira Gandhi after him, wittingly or unwittingly had the intended or unintended effect of obscuring from view the role of many of the leaders around Gandhi of whom Jawaharlal Nehru was just one. No doubt about Jawaharlal who wore a prisoners badge number token around his neck and spent years in British jails. No doubt about his contribution. Lyrarc throws a spotlight on other leaders who made equally large contributions so that India's young people can get a better sense of what this struggle involved and how it was won by the  people of that time  under the most difficult conditions and trials. This includes Vallabhbhai Patel, Ambedkar, Subhas Chandra Bose, Rajendra Prasad, Rajagopalachari, Maulana Azad, and the young Lal Bahadur Shastri. Others Naoroji, Vidyasagar, Vivekananda, from an even earlier period, Gokhale and Tilak, are people on whose shoulders Mohandas Gandhi stood on and fully accepted as his mentors, as do today's Indian leaders. This BBC report looks at the role of Vallabhbhai Patel of Kheda district in Gujarat state and of his assistant VP Menon. Gandhi was born in 1869, Patel in 1875 and Nehru in 1889. In 1947 Gandhi made the decision to go with Jawaharlal Nehru who was 14 years younger than Vallabhbhai Patel as the younger leader and prime minister who could take India through this critical first decade after independence with Patel as deputy prime minister. Patel died of heart conditions in 1950. Patel's assistant during the crucial period of negotiations for independence after the war ended in 1945 with Viceroy Mountbatten was V.P. Menon.  Mohandas Gandhi always believed that with hundreds of millions of Indians gaining consciousness of their rights even under British concepts of free men and free people, and a sense of their own dignity under God, the British would simply have to leave. His faith in the Bhagavad Gita that affirmed this right under God was firm and indomitable. This was true by 1947. He needed other leaders around him to structure the form this independence would take in terms of administration of the country and the constitution of the new nation. He also needed to bring those parts of British India that were not absorbed into direct British rule during successive wars between 1756 and 1857. These small kingdoms were retained under princely rule after the British decided to halt the policy of integrating them into direct rule following a war in 1857 that almost led to the downfall of the British in India. How large was this area is hard to comprehend when one sees that this was one third of British India in land mass from the Himalayan mountains to the Indian Ocean. Harder still it is to grasp that it would involve bringing in about 560 different princely states or kingdoms into the new India of 1947. It was the task of Vallabhbhai Patel and of his assistant V P Menon to do this. Reorganizing a large and ineffective sales force at H-P is one of the biggest challenges facing new CEO Mark Hurd, who took the job in 2005. Under CEO Carly Fiorina the situation had deteriorated. The H-P sales force has become a large bureaucracy which takes much longer to get things done, with the added problems of duplication, redundant layers of management, delays getting approvals and so on. Corporate customers had difficulty reaching salespeople, and getting simple tasks done such as price quotes or getting a sample product took way too long for customers. Salespeople spent only 30% of their time in front of customers, with the bulk of their time spent navigating the large H-P bureaucracy to get things done. Out of 17000 salespeople only 10000 sell to customers, 7000 or 40% are in support or administrative positions. Four people from different groups can be found chasing the same customer, and different quotes from different salespeople cause duplication and confusion. H-P corporate salespeople did not specialize in any particular product area. And salespeople used 30 different types of software to track sales because of years of acquisitions, including the acquisition of Compaq. There are 11 layers of managers between the CEO and corporate customers. Hurd's solution was to organize the sales force so that it was responsible for specific products and specific countries, similiar to the situation he had seen at his previous company NCR. Responsibility and authority for decisionmaking were matched and clearly assigned. Each salesperson had a narrower focus and was to be limited to 3 accounts. H-P's 2000 corporate accounts would have just one salesperson to interface with. Sales would only use one type of software from Oracle Corporation. Changing an organization the size of H-P is a slow process. A year after these changes, the VP of Information Technology at Lear Corporation, says he still does not know who has been assigned as the salesperson for Lear. He has not seen much change in H-P sales. Hurd also reduced the number of employees by 10%, or about 14,500 people. After these layoffs the layers of management have been cut from eleven to eight between Hurd and the corporate customer, still too big a set of layers. ...

Jon Gertner makes several critical points about the importance of supporting and investing in manufacturing. The U.S. private sector in new industries such as alternative energy, and electric cars is competing not just with the private sector in Germany, S. Korea or Japan. It is competing with the governments of these countries which are investing heavily to build innovation and jobs in their home countries. Innovation, design and manufacturing are woven together in these new industries in a manner that is different from the iPhone/ iPad/ Search algorithms /Facebook software type industries dominated by names such as Apple, Google and Facebook. The software industries are the opposite of jobs intensive industries with Facebook having 2000 employees and Google having 29,000 employees. By comparison the lithium battery industry could generate over 62,000 jobs in the next 10 years, and the electric car industry as a whole with its supplier networks could generate much larger numbers of jobs. Because of the advanced technology involved these are good well paying jobs. The finance industry in the U.S. is attracted to the quick returns in the software related fields, leaving a gap for the American government to fill a role nurturing these industries. This would be similiar to the manner that the German and Japanese governments do working with their own private sector. The private sector in the U.S. needs only the early nurturing and can operate on its own by innovating its way to competitiveness in manufacturing and cost after the early years. Because of missteps in failing to support manufacturing in the U.S., the U.S. may have to import some of the technology from countries such as Japan and S.Korea to make up for these missteps. This is happening in the lithium ion battery manufacturing technology and facilities, which experts say is being successfully imported from these countries to the U.S.. The Obama administration has provided $2.5 billion dollars from the stimulus investments to support projects of 30 companies operating in the advanced battery technology field. This includes companies such as A123 Systems and LG Chem Power in Michigan. As a result of these efforts the Department of Energy estimates that by 2015 the U.S. will have the capacity to manufacture 40% of the world production of lithium batteries for the autombile industry. In 2009 the U.S. had capacity to manufacture 2% of the batteries....
