Ruth Marcus looks at the assumptions behind Romney's tax plan and questions whether simplifying the tax system with lower rates would help create the climate for higher economic growth and lower unemployment. Much of the differences between Republicans and Democrats revolve around this assumption, a core belief on one side and skepticism on the other. An effort to obtain a bipartisan assessment was made with the Simpson-Bowles commission recommendations, which advised closing loopholes and reducing deductions. The work done by Martin Feldstein on the Romney Tax plan builds on this approach of limiting deductions, and reducing taxes across the board. An issue for Democrats is inequality. Lower wages to improve competitiveness in manufacturing industry is a trend in Republican and Democratic administrations, because of the effort to improve U.S. competitiveness against other trading nations and has played a large part in lowering incomes in manufacturing oriented midwest and eastern states. The other cause of increasing inequality is the housing crisis and the effects on the economy through foreclosures and unemployment. The housing crisis developed under a Republican administration, and the lack of effective measures to prevent foreclosures under the last 4 years of a Democratic administration worsened the economic condition of the middle class, and especially so for minorities. During the housing and foreclosure crisis the proposals put forward by Republicans Martin Feldstein, a Harvard economist, and Sheila Bair, head of the FDIC who calls herself a "populist from Kansas," for bold government help to homeowners under water would have helped the middle class financially, and especially minorities, far more than the efforts of the Democratic Obama administration, and under Feldstein's plan even turned aound the housing market and boosted a recovery. Trends in world trade and industry have large effects outside what administrations of either party can control, and a lot depends on the temperament, wisdom and leadership provided....

China's central bank and the government see the slowdown as a positive indication in an effort to reduce the risks to the Chinese economy from a real estate price bubble. Early in his first year at Harvard as an undergraduate Garland switched from a pathway for study of medicine to social sciences because the impact was greater he believed in such work. Here peers and colleagues at Harvard Law School, the Justice Department, give high marks to Garland for his legal work and his ability to take an objective view to obtain consensus. He has obtained consensus by writing the arguments in difficult cases in a way that limit debate, by studying the issues very carefully. Garland is the chief judge of the Washington D.C. Circuit. At the Justice Department he was assistant to Civiletti, and later principal associate attorney general who worked on the Oklahoma Bombings case of 1995. ...

A new law for GST brings together the country with one tax instead of a hodge podge of state taxes for interstate commerce, something India needed for a long time but different governments failed to implement. A failed effort to fight corruption by removing from circulation large denomination currency notes reduced economic growth briefly during the first term, though it may have accelerated the shift to formal economy needed in the long run to improve tax revenues for development needs. One of the problems for the Modi government is how do you put a value on something like Swach Bharat Mission, the achievement of the goal of defecation free India in 2019 by 100% on the 150th anniversary of the birth of Mahatma Gandhi, getting rural toilets up from 38% to 100%. Development had to start from the bottom up. Similarly in a country where middle men took up a lot of the transfer to poor families of government assistance- the delivery to hundreds of millions their own bank accounts.- how do you put a value on something like this, but it is essential for development from the ground up. More than missiles or other talk this has got to be the spirit of any development oriented administration in India. Ground up, big goals and rapid delivery and an apology for the difficulties that the people suffered earlier for lack of this infrastructure. For both China and India it is the same - moving quickly to make up for 100 years of colonial rule and stagnation. The Modi government has responded to rural farmer distress with support for guaranteed crop prices. As more young voters vote for the first time an important factor is how the new voters see the years ahead under either a government led by the BJP or by a patchwork of parties as the previous ruling Congress party depends on alliances with other parties with conflicting agendas or lack of rapid development agendas. The Modi government sees itself as setting the stage for the next phase of development that would change the economy through new infrastructure development and create jobs in construction and engineering, and other areas. The criticism is that not enough jobs were created in the first term. Yet bold infrastructure development targets such as transformed the Chinese economy could be the answer for job creation. The question then is who is better qualified to launch that effort based on its track record. The Congress party's main criticism is that it has to make alliances with parties that could stall development with conflicting agendas. The other is that in the the 2 years leading to the election of Mr. Modi the Congress led government of Manmohan Singh was stalled due to corruption charges, leading to a lack of decisionmaking at the highest levels, and stalled efforts for the rapid development that could deliver the kind of jobs India needs.  Young Indians would like to see growth first and foremost, only something rivalling China's transformation over 2 decades can do this. It should be kept in mind that China poured more concrete in the 21st century so far than all the concrete the United States poured in the 20th century, according to The Guardian report. The question then is who is best qualified and in a position to deliver this needed economic miracle.    ...

Bragg as Chief deputy Attorney General has experience in prosecutions against people connected with the Trump organization and administration. Bragg decided not to pursue the case a year ago because he was not convinced there was enough supporting information and the direction was not clear. He decided to bring in more resources additional prosecutors, and studied the case in different areas before deciding on the one area to focus on, a process that took one year according to a recent NYT report. It is only after this process that an indictment of Mr Trump was made. ...

This is similar to what would have been seen in the Eisenhower years after Operation Wetback led by Gen. Swing and AG Brownell in 1954. Just as by 1956 the foreign born employment declined after years of uninhibited growth and open borders in the years of World War II. Note that Mexico's agribusiness owners were against open borders in that period and the Mexican government was also against open borders and the loss of labor from Mexico needed in agribusiness. Today the situation is somewhat different but in the sense of an adjustment it may be very similar. Just as in 1956 Eisenhower in 1952 and 1956 had a mandate for making this adjustment DJT has won a mandate for a similar adjustment in 2024. ...

The content made in the U.S. is increased to 70% from 62.5%. This has to be made by workers earning at least $16  an hour. Aluminium and steel going into the cars has to come from the U.S. helping push U.S. steel plant capacity utilization to 80%. Labor collective bargaining is strengthened in Mexico through new provisions, a provision supported by new Mexican socialist president Obrador. Free trade in agricultural products is maintained. $4.7 billion was added in help to U.S. farmers as aid for the effects of China's tariff retaliation. New rules are set for textiles, chemicals, and steel intensive products that set requirements to qualify for tariff free import into the U.S. This is intended to help bring more jobs and investment in these industries in the U.S.     ...

Harris spelled out a plan to tackle housing costs including a $6000 child tax credit and building 3 million new homes. She also pointed out that economists had confirmed that Trump tariff policies would lead to higher costs for Americans as they would be passed on by importers. Harris also offered a position of all of the above that included fracking where appropriate to increase oil supplies to bring down prices for American families, a key issue in Pennsylvania. On immigration and crime it was David Muir who reminded Trump that the FBI had stated crime was down in the country. On Ukraine, Afghanistan Harris clearly explained that US was not at war for the first time in one hundred years and was saving the US $300 million a day it cost for the war in Afghanistan. On Ukraine she said Biden-Harris had strengthened NATO and ties with allies, in an answer to David Muir's repeated question to Trump "Is it in the US interest for Russia to win the war in Ukraine?" To which Trump offered only a reply that suggested this was not important for him, disavowing US policy from 1900 to preserve the rule of law in international relations that no country should violate sovereignty of other nations through invasion. Among Republicans this is an issue with Mitch McConnell and others supporting Biden-Harris. ...

Trump in the election campaign expressed strong disapproval of interventionist policies. There may be psychological hurdles in China's growth with the effects on mental health from lockdowns in major cities, the revolt in the property sector with home buyers losing confidence in developers, the loss of confidence of foreign investors from US and EU. The dependence on the property sector to carry so large a burden of growth for the last 2 decades in China may now look like an error. The dependence on foreign investment may also be an error as the loss of confidence could mean some withdrawal and a lack of sustained investment.  It could even be said that restraints on both sectors property and foreign investors could have created alternative paths to growth, and reduced the shift of factories from the US and Europe to China that have now caused trade friction and and a reverse shift of investment back to home countries of US and EU. Trade friction has it appears backfired in a way that extends to the overall relationship which could have been prevented by preventing the hyper growth that happened. Greg Ip of the WSJ has argued that compared to Japan's growth in the sixties and seventies from a country of 100 million the hyper growth for a country of 1 billion for 2 decades created a massive impact on communities in US and EU that were dependent on factories that were lost to China. This has alienated large sectors of the public in the US and EU which could have been prevented by restraints on hyper growth in China. Ip says the growth was too large and too fast for the US to cope. It may have permanently damaged the relations between the two countries showing that trade and globalization had unintended effects when left to business and governments staying away from keeping an eye on how it was happening. ...

When the president and his administration are investing trillions of dollars in the economy as Biden is doing with support from friends in Congress from both parties and the US economy is growing with Made in America reviving American manufacturing- this changes the way labor and immigration can be viewed. There is an expanding demand for labor in such an economy and this is true today. Paul Krugman in the NYT shows evidence that the native born Americans have not lost jobs to immigrants in 2019-2024. Much of the demand in the restaurant, hotels and health care industries, in construction, agriculture and occupations native born Americans are less interested in filling are filled by entry level workers who are immigrants. The Wall Street Journal showed in a recent report that Topeka, Kansas is trying to recruit new immigrants to come and live in Kansas where the unemployment rate is lower than the national average today under Biden of 3.7%, and there are thousands of jobs to be filled. This is why Senator Graham of South Carolina and Tillis of North Carolina, the senior Republicans in the Senate, were trying to fix asylum and parole policies in immigration with the help of president Biden to close the border and yet allow an organized flow of new immigrants to the US to fill jobs that would otherwise remain unfilled. Not everybody wants to live in Topeka but there are immigrants such as the Venezuelan and Colombian immigrants shown in that report who are happy to live in the Kansas winters in the prairies of the American heartland. Many come from educated backgrounds and are similar to other Americans already in Topeka such as the mayor of the town, and fit in well say officials in Topeka promoting economic development in the state. It is noteworthy that Kansas is a Republican state for decades.  ...

A small group of advisers and Macon including Nicholas Sarkozy of the Les Republicains voted to have new elections. Les Republicains governed France under presidents De Gaulle and some of De Gaulle administration members Pompidou, Giscard and Sarkozy. Sarkozy was seen as aloof and was succeeded by the Socialist party's Francois Hollande. At that point in 2017 at the end of Hollande's term the Socialists failed to take up working class families issues, and it marked the beginning of the National Rally of Jean and Marine Le Pen gaining worker support. Macron was a minister in the Hollande government who detected an opportunity in the loss of support for both Sarkozy's Les Republicains and Hollande's Socialists. He set up his own movement for renewal of France saying France needed newer people than the old administrations and got an infusion of support from young people. Yet Macron lacked a specific program to get back the voter support of working class families as he implemented policy on climate without addressing concerns of cost of living leading to yellow vest protests. He was reelected im a close election with a challenge from National Rally 58% to 42% in second round after having only 5% point margin over Le Pen in first round, with help from the left vote. Macron spent the first two years of second term fighting the unions and labor over pension reform, when his measures failed to pass the Assembly he used executive action. As a result support in small towns and other parts of France has shifted to National Rally, with the immigration issue adding to support and young people frustrated by Macron not tackling key issues of working class people decided to shift to the National Rally and to Melenchon left party, and to Socialist parties. As Macron is closely allied with Les Republicains ideology he is looking for away to rebuild the LR and his EN Marche as an alternative in 2027 presidential elections. ...

A mid-July 2011 CBS poll on where Tea party supporters stand on raising the debt ceiling and on a balanced deficit reduction approach combining tax increases and spending cuts. This poll shows 66% of Tea Party supporters saying Republicans in Congress should compromise on their positions to reach an agreement to raise the debt ceiling. Only 31% said they should stick to their positions even if this meant not reaching an agreement. On a balanced approach 53% said it should be the path taken including tax increases and spending cuts for a solution to deficits, and 45% said only spending cuts was the right way. This shows a more flexible Tea Party than is presented in the media reports and strident statements of politicians.
