Iran's new president is a moderate cleric Hassan Rohani. He won the presidential election in June 2013 with 18 million votes, or 50.7% of the votes cast. The second runnerup received only 16% of the vote, making Rohani the overwhelming choice of Iranian voters discontented after years of international sanctions over the nuclear development issue and the confrontational stance of the previous president Mr. Ahmadinejad. In a televised debate before the election Rohani summed up this discontent with the economic situation: "It's nice for the centrifuges to run but people's livelihoods have also to run, our factories have also to run." He contrasted the situation when he was the chief nuclear negotiator for Iran under president Mohamad Khatami, another moderate, when Iran avoided international sanctions, with the current situation. Currently even essential aircraft parts for Iran's national airline are difficult to source. Mr. Khamanei called Rohani "the people's choice." Khamanei and Rohani met to discuss the new government, which observers in Tehran say offers an opportunity for national reconciliation. The Revolutionary Guard Corps leaders also offered their support to Rohani. The Green Movement, Khatami and Rafsanjani supported Rohani before the elections. Rohani is known for his ability to reach out to all parties. He comes from a working class family in a small town in the province of Semnan, entered theological seminary later apprenticing himself to clerics at Qom, the main home of leaders of the Shiite religion. He then attended law school at Tehran University, becoming a student activist during the Islamic Revolution in 1979. Later Rohani studied in Scotland getting master's and doctorate degrees in law, which gives him a unique insight into concepts such as the rule of law for an Iranian cleric. He was member of parliament, deputy speaker of parliament and head of the management committee of the national broadcast service, and a member of the National Security Council....

Bush. It is also true that Bush started his presidency with no intention of nation building, it was only after 9/11 that he adopted this policy. The elder Bush, George W. Bush's father, is reported to have said that his son as president was ill served by bad advisors in the invasion of Iraq over weapons of mass destruction (WMD). Obama's retrenchment has also led to differences in policy, with Leon Panetta and Hillary Clinton believing the pendulum has swung too far in the opposite direction, as shown in LyrArc's coverage. In the 2002 Marine Le Pen's father made it to the second round of the presidential election, but lost to centre right party leader Jacques Chirac who won 78% of the vote. The Republican Party of former president Sarkozy represents the centre right, and it is combining with the centre left Socialist Party of president Hollande to call for the election of Emmanuel Macron and for support to Macron's En Marche movement. One expert predicts the National Front may leave the centrist views of Le Pen adviser Philippot, and return to hard right roots. Former president Sarkozy was mentioned on French television Fr24 as hoping to make a comeback by boosting the chances of the Republican Party in the June parliamentary elections, and creating a situation in which a future president works with a prime minister from the Republican Party. As the Macron En Marche movement is only one year old, it is not well prepared to contest the parliamentary elections, opening the door to the formation of new coalitions for government in France. ...

Here he tries to throw light on how the budgetary process that is required by law, and which makes the formal budget proposed by the president available for public scrutiny, was circumvented through a sequence of events starting in February 2011. The Budget Act of 1974 sets specific deadlines and a process for generating revenue, setting spending priorities, and setting the debt limit. The President first submits his administration's budget by the first Monday in February. The Congressional Budget Office has until Feb. 15 to score the budget using identical metrics for all proposals for a consistent scoring. The budget President Obama put forward in February did not take into account the growing deficit and was rejected by the Senate 97-0. The President proposed a new plan in April 2011, but the proposed budget was so vague that CBO Director Douglas Elmendorf said he could not score it. The subsequent efforts in June and July 2011 were carried out in closed door negotiations between senior Republican leaders and the Obama White House. This subverts the original intention of the law. The Budget Act says that both the House and Senate hold hearings on the proposal, with testimony from the administration, "national organizations" and the "general public." Transparency, openness and accountabilility are key aspects of a proper process that is democratic and prevents the parties from engaging in blame and competing claims. The closed door negotiating sessions and the lack of a concrete written budget proposal from the President has turned the current budget process into an effort by each side to see how it can best position itself for the 2012 presidential election. ...

It is hard to imagine that one is even writing about this, as shocking as it is- the 4 or 5 minutes between a decision to launch nuclear weapons and the end of life on this planet earth as we know it. Here Sam Nunn, a U.S. senator who was part of the negotiations for arms control and who is the leading American in this field talks about the unimaginable danger. He says the strategy from the Cold War where Russia and the U.S. put their nuclear forces in a position to be launched within minutes, 4 to 5 minutes, is outdated and needs to be changed. Hillary Clinton described the issue in the television debate. Yet this was not discussed because of the nature of the 2016 presidential election with lack of serious discussion.  And both Nunn and Clinton emphasize that once the missiles are in the air they cannot be ordered to go back. Accidental error, judgemental error, informational error in which one side thinks the other has launched a missile, a firing by mistake, are possible. In this situation Nunn says Trump is temperamentally unfit, and Clinton is fit to take on the responsibility. Yet the question this raises is as Nunn signals- is anyone but God fit to make this decision to launch nuclear weapons. Nunn says it is outdated and wrong to have only a few minutes, as such a decision cannot be made in a few hours or days, much less in 5 minutes. Nunn brings up a discussion he had in Moscow when he brought this up with Russians and president Putin. Russian president Putin told Nunn that he was fully aware of this. Putin's response was- "Senator Nunn, at some point it becomes automatic."  Nunn does not clarify what this means, or what Putin means to say. For people on the planet it is not enough to have Reagan, Gorbachev, Clinton, as Nunn mentions being responsible people for a nuclear decision. The current state of affairs is simply shocking and the lack of attention to this is also shocking. Equally dangerous is that 20 countries have weapons usable nuclear material, and sophisticated hacking of command and control processes is another danger.       ...

French president Macron speaking on the Dixmude helicopter carrier on the French port base of Toulon- "Our nuclear forces contribute through their own existence to the security of France and Europe," says French president Macron. He said France will assess "all the consequence" and develop "a new security architecture" on the continent after peace returns to Ukraine. One way US president Biden hopes to pay for replacing America's crumbling infrastructure is by bringing back the principle of fair sharing of the tax burden to 45 of America's largest companies. Companies like Amazon, Apple and Google would now pay the minimum corporate tax rate of 15%. The idea of a global minimum tax rate is put forward by US central bank chief Janet Yellen and the US Treasury Department, and also by president Biden. Over four decades China moved from a nation of bicycles to some of the newest infrastructure in the world just as the US and Europe's infrastructure decayed and was not renovated. There is a sense of awareness today that this decay of  infrastructure should not have been allowed to happen, that it is essential for the welfare of the countries and the people of America and Europe.

An initial deposit to rebuild the broken American water, transportation and other infrastructure, including building broadband, is agreed to by a group of Republican senators with president Biden. Democrats including president Biden and Senator Bernie Sanders see this as part of a bigger effort to rebuild the nation's infrastructure after decades of neglect. Senator Susan Collins, Republican of Maine, says three essentials were covered- the cost, the scope and how to pay for it. 

Simultaneously the Senate will move forward with a larger bill. Not in this $1 trillion package are Mr. Biden's original $2.3 billion infrastructure package with hundreds of billions in funding for home care, housing and workforce development, and a separate $1.8 trillion plan for childcare and education. A process called reconciliation will be adopted in the Senate for these broader parts of the Biden plan to be passed.

It took all the wisdom, intelligence and experience to do what no president has been able to accomplish in the decades since the 1960's- to have the courage and wisdom to disengage from wars in remote parts of the world that started from the Reagan-Bush period that were carried on through the Bush-Obama-Trump administrations. And to use the contacts in the Senate developed over decades for bipartisan efforts to rebuild America with trillions of dollars in capital investment, the kind of rebuilding that took place in the Truman-Eisenhower and Kennedy administrations in the 1950's and 1960's following the war. The Truman Doctrine was announced on March 12, 1947. People forget that Truman asked Congress for $400 million in military and economic aid to Greece and Turkey. With it Greece, the mother of western democracies was able to stave off defeats from Soviet supported forces by 1950.

Europe should have its own security architecture independent of the US and Russia. it says Europe's effort was inadequate when Russia had completely revamped its war effort, that Europe should not shirk its responsibilities for its own defense. That no matter what happens with Ukraine aid in US Congress, or no matter what happens in the US presidential election in November, Europe will have done what it needs to do for its own defense. In the past no confidence motions against president Macron's government put forward by a group of left parties failed by 50 votes. Today's no confidence motion by the left parties led by Mr. Melenchon failed by just 7 votes. The vote for a separate no confidence motion of right parties led by Marine Le Pen failed by a wide margin. 19 members of the centrist Les Republicains with 61 members in the National Assembly voted against Macron's government. This means the government will find it harder to govern. A survey by French polling firm Elabe shows 65% of French people polled support the strikes against the pension overhaul. For Mr. Melenchon's coalition of parties this means it is drawing support from centrists in an effort to form the next government that addresses the issues of workers and families in the way president Biden is doing in the US.

The concern about families struggling to make a living with high housing costs and grocery bills continues at the White House and president Biden says he is concerned telling one Congressman- "I care. I know people are hurting."  The Biden policies have worked for unemployment and for economic growth as the US is the only advanced economy in the world to return to pre-pandemic growth. Economic growth is now forecast at 1.7% for 2024 says WSJ, higher than the 1% forecast in January. Younger people in particular and newer voters who did not vote in 2020 are not informed about the economy and only see the difficulty making ends meet in living costs. These are the young people president Biden is making an effort to reach.

Russian president Putin visit to China covered by NHK's Analysis. This is the first visit after being reelected for Putin. China's president visited European Union countries and Serbia, Hungary recently. China seeks to keep its relations with the EU and stabilize its economic relations with the US because of its weak economy. China benefits with supply of oil at better prices in its trade with Russia that has reached $240 billion, at a time it's economy faces a large debt burden and a collapsing real estate industry. It needs markets in the EU for surging exports of electric vehicles. Russia is also probably reassessing the situation in Ukraine to position itself for an eventual settlement, as China clearly has no interest in the war in Ukraine and seeks to limit any negative fallout from the conflict in its trade and economic relations with EU and US.

Left out in much of the media coverage is that Zelensky's popularity rating in Ukraine, after three years of war and everyone having lost at least one family member, is at a low of 16%, and most people prefer that he not run again for president, as reported in this In Depth report in The Times of London. After huge losses on the Russian side, Russia's economy on war footing and costs of the war, and on the Ukrainian side fatigue and losses with infrastructure badly damaged, there is only one way out with a negotiated settlement. Biden and NATO's support is mostly to give Ukraine a negotiating position for a settlement as a new president DJT takes office in the US, also looking for a settlement of the war not letting it drag on with nothing to gain for NATO or Russia.
