Informed sources say Portugal will require 90 billion euros ($129 billion) in a bailout package from the European Union and the International Monetary Fund. Of this 10 billion euros will be needed in June 2011. Germany's finance minister Schauble, said the austerity program that is part of the bailout will be put together in the next 2-3 weeks with the help of the European Commission, the European Central Bank, and the IMF. The bailout will probably be structured in several phases coming before and after June 5 elections in Portugal. The current Socrates administration and a new administration will share responsibility in negotiations for the deal. The opposition Social Democrats who are front runners supported by 39% of the voters and the CDS party with 7%, both support the current government's bailout request. A Social Democrats-CDS coalition is likely after the June elections. The leader of the Social Democrats, Pedro Coelho, is involved in the negotiations. The crisis came to this point after Portuguese banks-which were among the principal buyers of government debt- decided to stop buying additional governmet debt. This meant the government with low cash reserves had little chance of meeting the 4.9 billion euros in debt repayments in June, after a 4.2 billion euro debt repayment in April. The Portuguese government had preferred a bridge loan from the EU but the EU declined this request, insisting on austerity measures. A recent effort by the Socrates government to get an austerity package was defeated in Parliament, leading to Socrates' resignation. ...

Election expert Karl Rove from the Republican Party goes over the math for the nomination for upcoming Republican primaries in New York, followed by primaries in Delaware, Maryland, Connecticut, Rhode Island, and Pennsylvania. He says the anti-Trump movement would still be in the lead at the end of these primaries. His figures are that Trump stands at 743 delegates on April 7, 2016, citing the Associated Press, and the non-Trump delegates at 897, ahead by 154 delegates. In New York primary of April 19 only 14 of the state's 95 delegates go to the winner, the rest are given three for each of 27 congressional districts. two to the winner and one for the second place finisher as long as the winner is less than 50% and the second place candidate has 20%. Delaware has 16 winner take all delegates, Connecticut and Maryland have 28 and 38 winner take all by congressional district, Rhode Island 19 proportionally. Interestingly Pennsylvania is cited by Rove as having only 14 statewide winner take all delegates, with 54 officially unbound congressional district delegates, contrary to popular impression that it is winner take all state wide. The elections in South and North Dakota, and Nebraska, give Cruz some of the delegate offset to control the gap in delegates between him and Trump created in the northeastern states. A factor in the race is also the change in the Cruz campaign made for Wisconsin where Cruz was able to win by 14 percentage points by expanding his message to Jobs, Opportunity and Growth from the social conservatism message that did not counter the Trump message to conservative and working class voters on the economy and trade. The first presidential debate in Denver, Oct 3, 2012. For the first time Romney came out as a recent Republican governor of Massachusetts, the most liberal leaning state in the U.S. For a reason that remains a mystery, except that Romney had to shore up support with the conservative base of the Republican party, Romney did not aggressively adopt positions that would appeal to the vast majority of Americans- from people on foodstamps which he said in this debate had increased by millions under the Obama administration, working class Americans, ordinary Americans about to lose insurance with higher premium costs from the unending increase in the cost of healthcare, seniors on Social Security, workers insecure or losing jobs as the economy fails to recover, and young people who cannot find work. As governor of Massachusetts Romney had to be able to address the needs of different income groups, the middle class and working Americans, and his own father who is his role model was a governor of Michigan, a liberal leaning midwestern state with the largest number of autoworkers in the U.S. He asked Obama directly how he could have focussed on Obama care and passed it without a single Republican vote when 23 million Americans were out of work and the first priority should have been high unemployment. Obama responded by saying he would defend the middle class but did not say what he would do in the next 4 years that was different from the economic policies between 2004-2008. Romney made clear that he was not going to reduce taxes if it would increase the deficit even though Obama said Romney planned to increase taxes by $5 trillion and worsen the deficit. At one point Romney said looking at Obama that he could own a house, a plane, but could not own the facts....

New legislation introduced in the U.S. Congress by Senators Orrin Hatch and Ron Wyden giving fast track and trade promotion authority to president Obama faces intense opposition from Democratic Party members of Congress. Only about a dozen House Democrats are considered to be supporting the legislation. Senator Schumer says "I don't believe in these agreements anymore, I've changed." Senator Warren on the left opposes the legislation. Senator Bob Casey of Pennsylvania says the legislation "as paving the way for another Nafta style deal that costs jobs." The deal if it passes the Senate, would face Republican opposition in the House where 50 or more Republicans are reported to be against the fast track approach and giving too much authority to president Obama without Congressional input. Fast track legislation would allow free trade pacts such as TPP to pass Congress without amendments or procedural delays. Labor groups and auto, other manufacturing companies, oppose the legislation because of the impact on manufacturing, West Coast groups in IT industries favor the legislation. Projections made by Petri, Plummer and Zhao at the Peterson Institute of International Economics, show the impact of Trans Pacific Pact (TPP) free trade pact would be $109 billion in added manufacturing imports to the U.S. to 2025 and $ 53 billion in exports, a net U.S. unfavorable of $56 billion. For IT and services sector the added U.S. exports to 2025 are projected at $42 billion and imports at $8 billion, for net $34 billion. U.S. favorable. Because of the dominant position of the U.S. in IT how much of this $42 billion might still happen without TPP. Other societal impacts also figure in the discussion, such as which sector needs the largest help and impacts the largest number of Americans for a sustained economic recovery in the future. ...

Spain's new monarch, Felipe, brings a background of being carefully trained for the new position say most people in Spain from experts to taxi drivers, and brings educational training to understand the complex economic and constitutional issues facing modern Spain. He studied law at the Autonomous University of Madrid, and did his graduate education at Georgetown University in international relations. One columnist and constitutional scholar, Carreras Serra, says the prince has helped bring focus in meetings with government officials, and can skillfully conduct discussions on difficult topics of economics or constitutional law. His abilities are sorely needed as Spain navigates through a period of economic hardship with high unemployment, especially among the young. Relating to young people will be key test for Felipe and the monarchy. He starts off with considerable goodwill as 61% of Spaniards polled have a favorable opinion of him. Two leftist parties in Spain which view the monarchy as unnecessary for Spain won 18% of the vote in European parliamentary elections in May 2014, with the two main parties of post war Spain, the Partido Popular and the Socialist party, polling below 50% (a similiar situation in UK and France), provided a signal for Juan Carlos's abdication at 76. Spain's modernization was made possible by putting behind divisions from the traumatic twentieth century conflicts, and continued economic progress will require the same degree of skill and renewed committment from all parts of the political spectrum in Spain. Because of liberal tendencies existing in a conservative culture and history, Spain's best years and progress depend on keeping the social and political fabric together without divisions, and the monarchy earning and reearning its trust -side by side with the main political parties and young people seeking a better future- to keep it this way through coming generations....

How bankruptcy courts can offer a solution to the foreclosure crisis or at least mitigate its effects on the economy and on people. Senator Durbin of Illinois is expected to introduce legislation to put this into effect. It was adopted as a Chapter 12 provision to save farmowners in distress in Iowa in the 1980's, and helped keep many farming families on the farm in that situation. Not all families would be helped as some will not be able to make even the reduced payments given by a bankruptcy judge. But it gives bankruptcy courts the authority to cut through all the red tape and reluctance of bankers and mortgage securities owners to take the initiative and reduce payments, and in the end may actually generate more money for lenders than foreclosure, which has high costs on several dimensions. One cost and one dimension that is not considered is the cost to the economy and to all businesses, from retail to other products, as foreclosures lead to declines in housing prices. This leads in a downward spiral to more homeowners going under water with their homes being worth less than the mortgage, and this in turn leading to foreclosures that lead to further house price declines. The decline in housing prices adds to the incentive to save and reduce spending, which leads to inventory buildup and layoffs. This is why the situation cannot be seen in isolation, and becomes an area where interests of individual parties like lenders and securities holders tend not to be maximized when they follow their personal interest. And there is no party that can take the collective interest in this case except the federal government. ...

The Nobel prize in economics was created in 1968 by the Swedish central bank and was not one of the original Nobels. The latest recipient is Paul Krugman of Princeton University, who also writes a column in the New York Times op-ed pages since 1999 and has been a critic of President Bush's policies. He is a student of Jagdish Bhagwati who is wellknown for his work on international trade. Krugman won for his work on international trade theory where he came up with more realistic models of what goes on in international trade compared to the traditional comparitive advantage model where each country produced what it was good at. Krugmanexplained why worldwide trade was dominated by a few countries that were similiar to each other, and why a country may import the same kind of goods that it exported. He also explained under what conditions trade would lead to centralization or decentralization of populations. He has done work in international monetary policy and theory for his dissertation as well as some of his more recent academic research and teaches a course on this subject and the international liquidity crises at Princeton. Krugman compared his wnning of the Nobel to Joseph Stiglitz winning in 2001 after which Stiglitz did not get an easy time from critics of his economic ideas, especially when he was critical of the handling of the Asian and Latin American liquidity crises by Clinton's Treasury Secretary Rubin and Treasury Secretary Sommers. At the time Kenneth Rogoff at the IMF was very critical of Stiglitz. Jagdish Bhagwati at Columbia University described Prugman's winning as the next best thing to his winning the prize. Both Bhagwati and Krugma have worked tirelessly Bhagwati for international trade and Krugman for traditional bread and butter issues for the working class espoused by the Democratic party....

India's ruling Congres party suffered losses in the two major states of Uttar Pradesh and Punjab. In Uttar Pradesh, the socialist Samajwadi party gained an absolute majority of 224 seats in the 403 seat assembly. The Bahujan Samaj party of Kumari Mayawati lost its majority winning only 80 seats, the BJP won 47 seats and the Congress won only 28 seats. Rahul Gandhi of the Congress party campaigned heavily in the state and the results show that his campaign against Mayawati did not result in Congress gaining enough seats to form a coalition government with the Samajwadi party led by Mulayam Singh Yadav and his son Akhilesh Yadav. Yadav has held the position of chief minister three times before, and campaigned for greater rights for lower castes and for a quota in education and jobs for Muslims. His other campaign promises included increasing electricity production, and improving the business climate. In the Punjab state, the Shiromani Akali Dal party won 56 of 117 seats, with the Congress getting 46 seats. National elections will be held in 2014, and the results reflect a repudiation of the Congress party after corruption scandals, slower economic growth, and lack of clear policy direction....

Early opinion polls show Macron the more convincing candidate in the first television debate held in March with 29 percent in an Elabe poll, with Le Pen at 19 percent. An OpinionWay poll shows Macron more convincing at 24 percent and Le Pen at 19 percent. Polls show Le Pen winning 27 percent of the vote in the first round with candidate Fillon on the right and Melenchon, Hamon on the left splitting the vote. In the second round with two candidates the vote shift of other right and left candidates determines the outcome. The second round then hinges on whether French middle and working class voters see risks to their economic future in leaving the EU, and whether appeals to nationalism and anti-immigrant rhetoric works enough to draw support from a centrist candidate.

This NYT report by Thrush, Shear and Sullivan, looks at retired Marine general John Kelly, the head of Homeland Security till he was made the new chief of staff at the White House. He replaces Vince Priebus, who was the Republican National Party chairman during the 2016 election, becoming the new White House chief of Staff in January 2017. Priebus lasted only 6 months. This report points out that presidential family members Kushner and Ivanka Trump now report to Kelly, as part of the new discipline imposed by Kelly in an effort to reverse the chaotic situation in the White House with different quarreling factions. Kelly made this a condition for his taking the position, which Trump accepted as he was keen on firing Vince Priebus and had asked Kelly to take the job since May. Kelly is shown here as monitoring the contacts of Cabinet secretaries with the president. Who sees the president and for how long is now determined by Kelly to impose rigorous discipline. Kelly supported McMaster in the dismissal of a National Security Council member supported by Bannon and Kushner, in an effort to bring discipline. There is one area Kelly does not get into- the tweeting and personal affairs of the president. His job as he sees it is to put some bureaucratic competence around the president. In doing this he takes a tough approach that so far is respected by president Trump, as the presidency suffered from repeated setbacks from infighting and leaks. Will Kelly last where others have failed is a question posed in this report. Two people who were superiors of Kelly give their opinions. Kelly reported to Leon Panetta, a former chief of staff under Bill Clinton who was Defense Secretary, and to Robert Gates,  a Republican who was Defense Secretary. Panetta may know him closely as Kelly was his chief military aide as Defense Secretary. Panetta says of Kelly, that Kelly never minced words, said what he thought looking at you in the eye- if he thought a proposal was nuts he would say it right out. The big question Panetta says is whether president Trump will give him the authority for long. Also stated in this report is that Kelly called Comey when he was fired as FBI Director, and that Kelly even considered resigning in protest.  Less noticed even in this report is the way in which a team of experienced politicians and the senior most officials in defense and national security are working together in August 2017. In an interview with Washington Post editor Ignatius broadcast on PBS, Republican Senator Corker described how he works closely with them, and how the key people in defense and national security work together before they see the president. The appointment of Kelly helps to create a core independent group of advisors around the president, which is positive in the event the U.S. has to respond to a crisis. ...
