In fact TSMC founder Morris Chang acquired his experience in chips in the US. The decades of TSMC experience are merely since the late1990's. The US was the only country making these chips when China was mostly an agricultural economy in the 1990's. It is only because of hidden subsidies and bad economic theory, that US let the chip technology be outshored. As soon as the people of America make the decision, bad economic theory will be discarded, and US will support its own chip manufacturing under bipartisan support in Congress and the White House, with the full support and funding of the American government.  The US can get things done once it makes up it's mind as the whole Nation. Advanced chips will happen very quickly in the US with the process already under way and supported by the whole Nation. People forget that bigger than chips, bigger than technologies of today, the Industrial Revolution of the 20th century began under Frances Perkins and Franklin Roosevelt in New York during FDR's term as Governor as New York State. It was at that time that New York state  was setup as the model of industry and labor, with new institutions and industrial landscape engineered by FDR and Perkins. This was transferred to 50 states during the 1930-1950 period- this is the industrial structure and economic structure that brought the Second Industrial Revolution in the 20th century to the world. Taiwan did not exist till 1950's emerging from Japanese rule, China from Japanese occupation till 1945, not emerging till 1990. ...

Education in the US is run at the state level by each American state administration compared to UK where it is done at the national government level. It has one of the smallest budgets of any agency at 4%, Transportation is 1.7%, Agriculture 3.0%. Most of its work is overseeing $120 billion of federal grants and programs for public education through high school. It supports districts with low income students with $18 billion aid. Head Start program supporting 883,000 low income pre school children in 2022 gets federal aid from Department of Health and Human Services. National School Lunch Act of 1946 by Harry Truman is not affected as it is run by states,  federal aid comes from Department of Agriculture to 20+ million children. Republicans oppose spending about $1 billion to support Diversity program DEI initiatives and support for "cirtical race theory." There is opposition to "transgender." Britain's NHS had a commission look into transgender and says it poses health risks to children and young people. It also adds to anxiety of parents. Republicans are 53 -47 in majority in Senate- to scrap the agency Republicans need 60 votes in the Senate. The Third Biennial Update Report at COP26 Glasgow shows where India stands on renewable energy, solar, forest cover enhancement, and improving carbon intensity in its climate change efforts so far.  For instance a 17 times increase in solar in the last 7 years to 45 gigawatts, with target of 450 gigawatts by 2030. In carbon intensity 24% improvement between 2005-2014. Scientist Bhatt presented the report for India's Environment Ministry saying India represented 17% of the world's population and historically 4% of world carbon emissions, today 5%. Improvements of carbon intensity per unit of GDP planned under Mod's plan for 2030 require 45% reduction in carbon intensity by 2030. This suggests the trajectory of China will be avoided where highly polluting parts of industries such as steel and cement were left unregulated and lacking strict supervision leading to rampant pollution in 2000-2021. Mr. Birol, head of the Renewables Energy Agency said on BBC's "Hard Talk" program recently that if you combine all of China's steel and cement factory carbon emissions, that alone would equal the total sum of carbon emissions of the whole European Union today. A quick look at a graph of global carbon emissions trajectories shows three fold increase of China's carbon emissions from about 4 billion tons to 12 billion tons between 2000-2021, the period and the explosion of carbon that is the one activity that singlehandedly created the crisis of climate change today. By comparison US remains at about 6 billion tons of emissions, and EU, US, Britain Japan show flat trajectories. Business, globalization interests, US and European financial interests, and local governments in China that financed this explosion in steel and cement ignored the implications of so much pollution in so short a time through unregulated activities- writing a chapter of failure with most of the world's people left to bear the results of such a failure.  It is this that India plans to correct with a 45% improvement in carbon intensity per unit of GDP by 2030, and nothing could be more important in the government's plan than this. New technologies will be key for this. Modi and India realize how vulnerable India is to floods, drought stricken areas, shortages of water, and climate extremes, and see these plans as critical for healthy growth that benefits all of India's people and regions, It is a long term vision like no other today and sets a new direction for all developing regions of Asia, Latin America and Africa. As India leads the way in new technologies and ambitious programs such as one solar, one world, one grid, these technologies will also break open new paths for the regions of the world that need this most from Brazil to Indonesia.  China too suffers from the impact of so much pollution. Even as early as 2010 reports showed the higher pollution had lowered life expectancy in northern region of China compared to its southern region. Yet the most polluting factories were not removed and only recently is the activity being conducted seriously leading to the shortages of fuel from so much overexpansion in the boom years, and making adjustments done abruptly today more difficult.   ...

GM's relationship with Shanghai Automotive Industry Corporation is the singlemost important relationship for the company. Its 50-50 joint venture with SAIC has sales volume of 2.6 million vehicles, 30.5 billion dollars in revenue, and earned GM a profit of $1.5 billion in 2011 for operations in the Chinese market. In 2009 just before seeking bankruptcy protection GM gave SAIC 51% ownership in exchange for a $400 million credit line GM used for its Korean operations and $84.5 million. Now that GM has recovered it has sought to restore its 50-50 role in the partnership. In a new agreement reached with SAIC, Shanghai GM will be split in two parts- a sales arm which will book revenues in which SAIC will retain a 51% ownership, and a operating arm in which the old 50-50 partnership is restored. The operating arm is where the budget will be set, product decisions made, hiring done including the next CEO. Under the arrangement made before bankruptcy GM retained a call option to buy back the 1% stake, as long as SAIC was able to book revenue. VW also has a 50-50 partnership with SAIC. Shanghai GM has a 14% share in the Chinese market, with a 41% increase in sales since 2009, making it spectacularly successful for GM. This is the largest market share of any company in the Chinese market, with VW coming in second. GM and SAIC also operate a venture in India. ...

The increasing likelihood that Greece will exit the eurozone. This happens as the New Democracy party fails to form a coalition and the other parties are offered a chance to form a coalition. The other opposition parties gained far more votes than New Democracy and Pasok in the elections and some parties favor Greece exiting the eurozone. New elections will be held in June if no government is formed. The current government of Lucas Papademos says it needs an extra year to complete the privatizations, public sector layoffs and improvements in tax collection, giving Greece till 2015 to get the job done. As a senior advisor to Papademos, George Pagoulatos, put it: "There is a sense that Greece has passed its pain threshold... Greece needs some oxygen to breathe." Both the Ifo Institute's Sinn and John Taylor see the exit from the eurozone as the best option for Greece, as interest rates on Greek debt have been reduced and Greek banks recapitalized with the March 2012 bailout. David Wessel points to some problems with the Paul Ryan budget proposal. Ryan's plan does not balance the budget till after 2030, and Congress would have to raise the debt ceiling each year till then. The changes to Medicare Ryan proposes would limit how much the government spends, but the savings from this do not come for a decade, as people expected to retire in the next 10 years will still have Medicare. Ryan's proposal shows how deep the cuts will have to be if deficit reduction is done without raising taxes. Pete Domenici and Alice Rivlin who developed a deficit reduction plan, said they were disappointed that the Ryan plan "fails to address the need for new revenue," which they consider crucial for truly tackling deficit reduction. The Obama budget failed to offer a comprehensive deficit reduction plan, leading to openness for new ideas. The health care delivery system in the U.S. needs to be efficient and costs need to come down. Ryan's proposal gives no idea where the efficiencies will come from. Would they come from competition between private insurers? How will escalating healthcare costs be controlled. Another consideration is that even with its problems Medicare is less costly to administer than private insurance. Everything depends on seniors shopping vigorously for the best premiums because risks and costs are borne by seniors, with the idea that this will somehow control escalating medical costs....

Joe Nocera of the NYT, says prosecution of individuals responsible in the 2008 mortgage financial crisis is mostly a joke. Not one official of Countrywide Financial, says Nocera, that was at the heart of the financial wrongdoing in the crisis has been prosecuted. This may be one of the strangest aspects of this crisis and the behaviour of the Obama administration, the Justice Department and the regulatory agencies including the SEC remains dubious at best, when it comes to how little can be seen in this area that Nocera points out. By contrast says Nocera, about 1100 prosecutions were done in the S&L crisis and Charles Keating, a key figure in the crisis was prosecuted. When he inquired why the government was so intent on prosecuting figures involved in the S&L crisis, Nocera was told it was because the country insisted that this happen. This is because without this the deterrent effect no longer has an effect in preventing future behaviour of this type. Now he points out this is what the country is insisting happen. Regulatory actions alone may not create enough of a deterrent to protect the ordinary people who were worst hit in the crisis from another crisis. The exacerbated social tensions emerging from the crisis have created a large fragile part of the population with minimal savings that can hardly afford future hits of this type....

Forero gives a detailed account of the setup of about 400 huge wind turbines larger than the size of a Airbus 380 in a windy area of Bahia state by a Brazilian company Renova Energia. It is an area that experts say is nearly perfect for the steady wind needed. Brazil has increased its wind generation capacity to 3% of its energy generation in 3 years since the first auction for companies seeking to build wind farms. By 2021 energy planners in Brazil see this going up to 10% of its energy generating capacity. New limits on the generation of hydropower is shifting the focus to speeding up the development of wind energy by the government of Dilma Roussef. State owned banks provide loans to companies like Renova Energia. New technology from French, Dutch, and Spanish companies with advanced sensors that shift the position of blades to adapt to wind conditions, the size of windmills of over 400 feet, and 1.6 megawatt turbines, make wind energy a realistic option for Brazil's expanding energy needs growing at 5% a year. French energy company Alsthom has a plant outside Salvador, the capital of Bahia state, to manufacture windmill components. This helps meet Brazilian government requirements for a certain percentage of local manufacuring of components....

The Obama administration's foreclosure prevention programs were designed for subprime lending situations. They were not designed for the high unemployment experienced in the U.S. A Treasury Department effort allows jobless people to postpone mortgage payments for 3 months, the average length of unemployment however is 9 months. Only 7,397 participants are in this program. As part of the bailouts Treasury had $46 billion to spend to prevent foreclosures, as of May 2011 Treasury has spent only $1.85 billion. Because housing provide so much of the underpinnings for the U.S. economy, it is essential to put housing back on a stable footing for an economic recovery. The lack of a sensible plan in this area is simply incomprehensible. Morris Davis, a former Federal Economist, has estimated that a million more homeowners went into foreclosure because of a lack of help for the unemployed. Davis is an associate real estate professor at the University of Wisconsin. He says its simply outrageous that the Obama administration has done so little. President Obama recently took credit for a recovery and jobs saved in the auto industry in Detroit. The failure to come up with a workable plan and to do so little in the larger area of housing and unemployment, is likely to overshadow everything else. This is especially so with the Fed approaching its limits after QE II, and with the administration and the Congress in a stalemate over further stimulus and the deficit....

It takes the average of the 10 past years of earnings and the inflation adjusted S&P 500 index to arrive at this CAPE P/E ratio. Here he looks at CAPE in 2000, 2007 and 2013, to get a sense of where the U.S. stock market stands today and investor confidence. In 2000 CAPE reached 46, in 2007 it was at 27 and in 2013 it has reached 23. The historical average for CAPE is 15- this goes back in data to 1871. Zweig in the WSJ March 8, 2013, cites data from the last 50 years showing the historical adjusted P/E at 19.7. The investor confidence in the stock market or "valuation confidence" based on work done by Shiller is at 72% for institutional investors and 62% for individual investors in 2013, it was about 80% for both categories before the market peak in 2007. This data is on the website of the Yale School of Management. Shiller says the levels of optimism can fluctuate and change easily, requiring careful thinking by investors. He confirms Browning's assertion in the WSJ March 6, 2013, that in inflation adjusted terms investors are not ahead in the last 13 years, when compared to 2000, based on the inflation corrected S&P Composite total return index....

Blinder, a Professor of Economics at Princeton, and former Vice Chairman of the Fed, always supported Sheila Bair's efforts at FDIC to help reduce forclosures. He says, Secretary Paulson has released little of the TARP money for reducing foreclosures and helping homeowners and none of it went to buying up troubled mortgage assets. So he argues the nations mortgage crisis, which is at the root of its problems goes on. The government that gave us Katrina and the Iraq war will now give us the TARP program, which apart from supporting the banks has done little to address the other serious problems that it had been approved for. And no conditions were made with the banks that required them to continue lending, all it accomplished is unfreeze the credit markets, a serious objective but clearly not sufficient to address the underlying causes of this crisis. Martin Feldstein, Professor of Economics at Harvard, has also repeatedly this year, from the early months of 2008, called for help to homeowners to reduce foreclosures. Little in the way of his counsel is being heeded, even though he has represented Republican administrations including Reagan and Bush in the past. Clearly too many conflicting interests stalled any progress, and the repeated crises since summer left Secretary Paulson and Fed Chairman more of a role putting out fires or forestalling dangerous developments in financial markets, than setting serious policy measures in place. ...

It boosts fuel economy by 20% and reduces emissions by 15%, and giving a V6 the power and torque of a V8 engine. Basically it injects fuel directly into the engine in small specific amounts so that very little is wasted and the turbocharger uses waste energy from exhaust gas to drive the turbine. He is also in charge of promoting and marketing the Eco-Boost engine, which will show up first in the 2009 MKS Lincoln sedan. ...
