FR24 points out that it is not that unusual to see prosecution of French former presidents and prime ministers for campaign financing irregularities or putting political party officials on public payrolls. It shows that this happened to president Chirac, president Sarkozy, and prime minister Fillon. In fact former prime minister Fillon was doing well in the elections after the presidency of Socialist president Hollande. The revelation that he had put his wife on public payroll as parliamentary assistant with little work led to Mr. Macron taking his place as the leading candidate. No jail terms were served for these charges under French law. Here it is important to note that French law limits spending on election campaigns to 22 million euros and Sarkozy exceeded that number. In the US and India there are no such strict limits. So are France's leaders that much worse than the American leaders who spend and collect money lavishly? Or in India where the campaign financing has the result of making it hard to build the infrastructure desperately needed by a young aspiring population. Framers of the Indian constitution including Gandhi and Nehru intent on getting the British out never realized that political parties would look to public funds as ways to finance their campaigns, leaving less for the intended purpose of building roads and bridges making the country a poor place to invest in and entrenching underdevelopment and poverty.  In the US tech companies in Silicon Valley or banks in New York and Silicon Valley, pharmaceutical companies and companies in other sectors, are able to gain monopoly positions or favored regulatory setups for their industries by funding election campaigns for Congress. When this results in egregious behaviour such as the 2009 financial crisis or the current banking crisis this behaviour causes severe damage to ordinary Americans much worse than what Mr Chirac or Sarkozy were prosecuted for.  South Korea has a long history of prosecuting former presidents. Three presidents have been prosecuted so far. One president served as much as five years for a jail term. ...

Boris Johnson wins an 80 seat majority for the Conservatives in parliament in the 2019 election. He gets a mandate for a quick exit from the European Union by the end of January 2020, and billions of dollars in public spending on infrastructure, the NHS, and public services. He gets an unexpected 364 seats in parliament after winning the support of working class voters hurt by the financial crisis and by industrial decline. Working class voters in the north of England and the Midlands decided to trust Mr. Johnson. The Labour party won 203 seats, its lowest total since 1935.  The British pound surged to its highest level since May 2018, and domestic stocks surged with their best day since 2010. Part of the optimism stems from the size of the win that gives Johnson more flexibility at home and more leverage with the European Union to negotiate Brexit that works best for Britain. Working class areas that suffered for decades with loss of heavy industry, decaying infrastructure and poorer public services put their trust in Johnson's pledge to spend more to revive these areas. Johnson called his government "The People's Government" in his victory speech and promised to spend $131 billion on infrastructure, the National Health Service, schools, and public services. Johnson said in the speech that working class families may- "only have lent us your vote. I am humbled that you have put your trust in me, and that you have put your trust in us. And I and we will never take your support for granted." The other big event in this election is the election win in Scotland of the Scottish National party winning 80% of the seats and seeking a referendum on independence. Mr. Johnson has stated that he clearly opposes this. In Northern Ireland a majority of legislators were elected who favor unity with Ireland. This sets up a constitutional struggle that Mr. Johnson faces in his first elected term in office.   ...

After a swift course of events and British withdrawal from Greece and Turkey by March 1947 this is the address to the US Congress made by US president Harry Truman on March 12, 1947, for $351 million in aid to Greece and Turkey facing Soviet threat to the two democracies after German armies had destroyed most of the infrastructure in Greece, thousand villages burned, 85% of children tubercular, with no savings, tragic conditions and facing political chaos. Truman said in this address aid was one tenth of one percent of the $341 billion spent to fight threats to democracy in World War II. "One of the primary objectives of the foreign policy of the United States is the creation of conditions in which we and other nations will be able to work out a way of life free from coercion. This was a fundamental issue in the war with Germany and Japan. Our victory was won over countries which sought to impose their will, and their way of life, upon other nations." "At the present moment in world history nearly every nation must choose between alternative ways of life. The choice is too often not a free one. What does Business in the Republican party think of J.D. Vance?   WSJ says the book "Hillbelly Elegy" is about cultural dysfunction not globalization or economic dislocation. Vance's book is about growing up in Appalachian part of Ohio around 2000. Lyrarc Retrospect shown on this page has a Wash.Post report of Robert Kennedy's visit in 1968 to poverty stricken Appalachian rural America in eastern Kentucky.  Running through Pennsylvania and Ohio to Tennessee. Mostly rural, mountainous low income and lacking roads, highways, and lacking schools, medical clinics. JFK and LBJ as presidents in the 1960's setup the Appalachian Regional Commission to lift it out of poverty. It increased income growth modest 4% above neighboring counties. Bush and Obama wars left this region and rural regions across the US neglected till Biden pulled out of Afghanistan and made rural America a top priority with the hundreds of millions of dollars needed to invest in it. It is as tough to tackle as the poverty in a similar forested and hilly part of eastern India called Orissa and Chattisgarh, which is only now receiving the attention of prime minister Modi in his third term. WSJ says J.D. Vance called mere rhetoric as no answer to such intractable problems in his Yale days, calling mere reference to cultural issues and immigration as forms of cultural heroin that would do little to change the centuries old poverty of the region.  Of the 39 year old senator J.D. Vance migration to MAGA, WSJ says it reminds them of Obama with only 2 years experience in the Senate- Vance has only a little over a year- who with lack of experience contested for the presidency of the US only to find Republicans poking Obama for seeking the presidency with such insignificant experience. This led to one of the least effective presidencies for lack of bipartisan support similar to that of Bush, both distracted by wars neither had the wisdom to not enter in the first place or to end quickly.   ...

WSJ's Andrew Restuccia and Michelle Hackman look at another deportation of about 1 million people of Mexican descent in 1954 under the Eisenhower administration. It looks at the human toll. Many of the people were brought in to tackle the shortage of men to do farm work and harvest crops during the war period 1941-1945.   The alternative proposed by Biden and senior Republican senators McConnell and Lankford and supported by most senior Republicans is the tough immigration legislation drafted by Lankford that president Harris has pledged to sign. In 1954 the US economy was a small fraction of what it is today and struggling from the aftermath of the world war and the Korean War. The US economy would suffer shortages of manpower in construction and farm work that would reduce economic growth by about 1%, from the effects of a 1954 type plan and from the distraction for American focus on chips, science, and manufacturing that is needed to compete in a new world of India, China in addition to Japanese EU competition. States such as Kansas in the midwest feel this shortage, and in the Carolinas in the south, Red states and blue face shortages. Kansas is actively seeking new legal immigrants and welcoming them as shown in the WSJ. This is a different country than 1954 and this must be recognized or we will fall behind China, Japan and India. Cultural literacy is world knowledge and was proposed before by the Exxon Foundation and E. D. Hirsch in 1988. This needs to be revived so that children like Harris who know enough about American history, language and culture to be productive American citizens- as they learn in school and through interaction with fellow citizens in the neighborhood and libraries- can become the norm. There is no reason this cannot be done effectively with the resources committed to this from the federal and state governments in tens of billions of dollars, including to the library system, community colleges, community civic education centers, and to literacy and world knowledge sites such as Lyrarc.com, Wikipedia and Britannica.com. ...

The Biden vaccination target of 70% of American adults at least partially vaccinated with one dose by July 4, 2021 remains elusive as vaccination rates have dropped. From a high of 2 million a day vaccinations have dropped to 400,000 a day during the first week of June 2021. Vaccination skepticism particularly in the south and western part of the US is making it harder to vaccinate the rest of the US population. This poses increasing risks as the new variants of the virus such as the Delta variant found in India, and now the most widely prevalent strain of virus in the UK, remain a serious problem. The unvaccinated population in the US is too large for any degree of safety in numbers vaccinated. Consider that at the press briefing given by the White House on June 3, 2021, only 28 states out of 51 states have fully vaccinated 50% or more of their population. There is a large variation between different states with states in the south such as Mississippi as low as 34% at least one dose and a similar situation in Alabama. In Arkansas, Georgia, Carolinas, and Louisiana  it is higher at about 50% with at least one dose. Even these figures are deceiving as in some parishes in Louisiana only 20% have even one dose. Studies show that only after the second dose are enough antibodies released to protect well against coronavirus. This is why vaccine experts at Baylor College of Medicine cited in NYT foresee a second wave in the southern US because of the South so underachieving in the case of vaccination.  ...

Putin reminds Russians of the precarious nature of all that has been achieved in Russia, as he seeks support from areas outside Moscow. He wrote in an opinion article in February: "Under the flag of democracy, in the 1990's we received not a modern government, but an opaque fight among clans and numerous semifeudal fiefdoms... We received not a new quality of life, but huge social costs; not a just and free society, but the highhandedness of a self-appointed elite, who openly neglected the interests of simple people." Emphasizing the tenuous and uncertain nature of the recent prosperity, Putin said in a televised appearance: "It is enough to take two or three incorrect steps and all that came before could overcome us before we know it." Schwiritz visits the town of Lyubertsy outside Moscow and hears from ordinary people who remember the privation and dark times of the 1990's, who realize that their lives can be much better, but also see the vast improvement in living conditions. There is a real and tangible fear that all this could be lost or eroded. It also shows that as Moscow and St Petersburg have grown and flourished in the last decade with a strong middle class, there is a great deal of uncertainty felt by ordinary people in smaller towns and cities. As for that period in the 1990's, even young activists like Navalny, say a lot was done in the early years of the Putin-Medvedev government, when even Russian mortality rates were falling with a general sense of despair. ...

On Jan 19, 2023 the US hit its debt ceiling of $31.4 trillion. Republicans control the House of Representatives by only a few votes after a strong showing in midterms by Democrats who control the Senate. A small section of the Republican party insists that raising the debt ceiling- a task performed by the House of Representatives- should only be done with serious cuts to Biden programs to help workers and families during a cost of living crisis. Biden says he will not negotiate, simply won't.  This report in NYT by Jim Tankersley, says president Biden in the last resort could resort to the 14th Amendment which says: "The validity of the public debt of the United States, authorized by law, including debts incurred for payment of pensions shall not be questioned." What this means is that in the last resort if Republicans insist on serious cuts because of a faction within the party, and not because the whole party supports it, Mr. Biden could continue public borrowings to pay social security and make other payments. Moody's says this would lead to a rise in borrowing costs temporarily but would not lead to a recession, and have long term benefits as the debt ceiling could not be applied in the future. It would be challenged by Republicans and go to the Supreme Court which would have to decide on the issue: "the validity of the public debt of the United States shall not be questioned." Work requirements is one area in which Biden and McCarthy have a point of agreement in the debt ceiling discussions. Biden says he has supported work requirements in the past. Biden also says he would do nothing that affects health benefits. Under Biden the jobs market is the best it has been for over two decades which makes it easier to have some sort of work requirement for people able to work before they can collect government aid benefits. This makes an agreement possible in which Biden and McCarthy continue discussions with Biden building some form of rapport with a Congressman he has known in the past from his days in the US Congress. An agreement he pulls together would then have the support of most Republicans and be passed with the help of all Democrats. This would meet with opposition from a small faction of the Republican party, opposition that McCarty has become accustomed to including the prolonged voting it took to get himself elected as Speaker. McCarthy and most Republicans are in favor of Ukraine and the EU support for Ukraine at a critical time. They including Mitch McConnell who is present in the negotiations would not want to do anything that spirals America into a financial crisis during a Ukraine counteroffensive with Biden and Scholz's support that could end the war in Ukraine. Biden probably shared the concerns of his G7 counterparts with the Republicans about this. McCarthy and Biden could then simply say they only worked to do the possible and move on to the bigger battle in 2024. ...

It comes as a shock to central banks and is pressuring governments- the food price explosion that won't go away even as energy prices are moderating. OECD graphs in this WSJ report show food prices up in 2023 over the prior year by 15-20% in France, Germany and Britain, compared to 5-10% in the US, Canada and Japan. In France households have cut food purchases by 10%, and in Germany by 10.4% over prior year in the largest drop since records were being kept in 1994. In Britain the statistics agency shows that 40% of the poorest 20% of people are cutting back on food purchases. Ludovic Subran who worked at the UN World Food Program says it is an "access problem." Food production has not dropped, people just can't afford to pay the prices. In Britain The Resolution Foundation says higher food prices since 2020 means the British public by summer 2023 will have to pay more in food bills $35 billion more than the 25 billion pounds for energy bills. Policymakers call higher profit margins by retailers as a possible cause as in world commodity markets food prices are falling since April 2022. Andrew Baileyof the Bank of England says it is the "fourth shock to inflation" after the supply chain bottlenecks, the energy price increases from the war in Ukraine, the tight labor markets. In Italy, Spain and Portugal governments have offered sale tax relief, in France and the UK government is leaning on retailers to curb price increases. ...

Speaker Mike Johnson says democracy is "messy," as Rep. Greene of Georgia calls for a resolution for him to step down for violating a rule that no legislation would be brought up that lacks majority support. Only 101 Republican members of the House supported it less than half. How then would the funding of the federal government its departments of defense, homeland security, education, health, operate as the deadline for funding it is tonight? This is left unsaid. One can see the Senate and House live on C-SPAN television at this very moment. It appears that the older senior members of the Republican party have not done a good job of talking to their younger less experienced colleagues and building agreement, that the mediocrity of leadership in both parties for the past three decades, even four, is the cause. Unstable politics in the Republican party as it is split with older senior members on  one side and younger many first time elected organized by the Freedom Caucus group on the other.  Many are from the Southern states and some from rustbelt midwest showing the deep divides that still shape the US. Democrat Steny Hoyer the House Minority leader who has worked in Congress for over 40 years called it on the House floor, and he said its a harsh word delaying and "dissemble." Democrats call for compromise to govern, the compromise was finally reached today March 22 to pass the $1.2 trillion spending bill with something for each side or somethings that both sides wanted, funding at border and child care. ...

This WSJ report looks at the efforts of sugarly cola companies such as Pepsico under a new CEO to push their cola products aggressively with advertising, and modern logistics. It cites Barry Popkin, nutrition professor at the University of North Carolin School of Public Health that they are making products that are killing us more slowly. With less sugar than before but still at a time of dangerously high obesity levels in the world just as dangerous or more dangerous to humans, because they are not as healthy as previous generations. The pandemic proved the danger of higher obesity levels. The numbers say it all-1% of children 5-19 years obese in 1975 going up by 8% to 9% in 2020, and doubling to 19% in 2035, says the WSJ. That is doubling by 2035 to 19%-  simply astounding. Popkin says the fact that Americans are living more years with disabilities, and fewer disability free years, is very much linked to the food intake. On The Guardian's pages was an article about a surgeon who has a startup in Austin, Dr. Attia of Early Medical, that promotes "healthspan." It focuses on getting healthy living habits  through better nutrition, exercize, to start at an early age as being critical for a healthy life span. It is not the same starting at an early age with good food and exercize habits vs starting later in life as this means fewer disability free years when starting later in life.  ...

Argentina, South Africa, Mexico, India, UK, European Union elections are taking place by June 2024 and US in November 2024. Yet it is misleading to lump them together. Much discontent is there to see as in the UK with cost of living, governance, time wasted on Brexit, India with lingering effects of the pandemic on rural voters, caste based voting. In India protest vote of lower caste Dalit voters in Uttar Pradesh and Maharashtra, even with government support in forms of universal healthcare, food for poor households during pandemic extended, cooking gas, housing support, clean tap water, direct bank account deposit to accounts of poor and farmers. Yet in the states in the south and east in Orissa and Andhra Pradesh, and generally in the south the BJP vote count increased so that losses in the north were made up leaving the percentage of vote for India for Modi's BJP party at 37 percent in 2024 instead of 38% in 2019, losing the absolute majority 240 seats of 543 yet having campaigned heavily for partners who added seats 294 of 543. In the UK Keir Starmer may see some vote preference for Labor erode yet the Conservative record is in shambles even conservative experts will say, as in India where the opposition parties offer no prospects for the future and little track record for making India the second or third largest economy in the world which the BJP has set and shown to have achieved over 10 years by taking India to No. 5 in the world economies. ...

And will not support investment in the infrastructure that is crumbling around us even as the infrastructure is crumbling around us, like the bridge in Baltimore that went down in minutes. Trump used infrastructure issue in 2016 and rightly so, and talked about it being Infrastructure Week every week, yet did nothing for infrastructure, nothing serious until Biden in 2016-2020. This a continuing project for Harris. Part of this is to end the wars (Biden's efforts in Afghanistan ending it). And end the migrants incursions, Harris 's pledge to sign the Lankford-Biden immigration bill that fixes asylum entry and closes the US Border with Mexico. ...

Bill Keller tells U.S. president Obama that if he is serious about looking at the right path in Egypt he should go back and read his own speech made in May 2011, at the beginning of the Arab Spring. He points out that the Eastern European countries under Soviet supported communist regimes did not evolve into democracies without help and guidance from the western world. It took years of work and is still in progress with the European Union leaders taking on the issues of authoritarian tendencies in Ukraine, Romania, and other countries. Early on the reason why European Union leaders, Germany, the UK, France, Spain and other nations were very sensitive to the issue of genocide in Bosnia and Kosovo, was that their idea of Europe after the horrors of the last major war were for a civilized Europe with no place for leaders like Milosevic. President Clinton joined the effort and the western world was firm in its resolve which continued till the transfer of Milosevic to the Hague Tribunal, and the negotiations for a different Serbia to enter the EU completed only recently, nearly 25 years after the fall of the Berlin Wall. These are long and difficult processes because of history, conflicts, poverty, prejudice, ignorance and demagoguery, but the EU, the U.S. and its partners withstood the test. The Arab world is different but the aspirations for freedom and economic progress are the same, and the U.S. should follow the same values and instincts in the way forward in the Middle East. The path chosen by the military in Egypt of firing on civilians and suppressing all dissenters is not sustainable, says Keller. ...

Peggy Noonan reflects on the deep changes taking place in America. Behind the changes is a strong feeling in the middle and working class that it has been ignored by the establishment in both parties. She points to Citizens United and says it is bad for the Republican Party, encouraging large donors and hedge fund billionaires, making the party less accountable to ordinary people. The Clinton's fundraising also raises similar questions. Trade policies depressing wages have worked against the working class, yet espoused by politicians of both parties. The young supporting Sanders, she says have seen little to show capitalism is working for them. Institutions such as Congress, the presidency, the political class, the Supreme Court, the media, are all in an uncertain position, as voters lose faith in the ability of these institutions to work for them. International Atomic Energy Agency (IAEA) chief, Yukiya Amano, answers questions in a closed door 90 minute meeting with the U.S. Senate Foreign Relations Committee. The IAEA chief says he cannot disclose details of his investigation into Iran's earlier weapons activities, or the agency's agreement with Iran for the inspection of nuclear facilities. Senator Corker who heads the committee said most senators left the meeting with greater concerns about the inspection process. The IAEA chief cited as reasons for the secrecy, independence of the agency, and what he called "a legal obligation" to protect confidential information. Senator Barroso described the process as one in which an NFL player or athlete is asked to mail in his own urine sample. Of particular concern to senators is the Parchin site where testing ocurred in the early 2000's, which Amano has said Iran is trying to sanitize, and which is not part of this agreement. Iran has not agreed to IAEA requests to interview a Iranian scientist Mr. Fakhrizadeh or other top Iranian military officers and nuclear scientists as part of its probe into past Iranian nuclear activities, Yukiya Amano told the WSJ in an intervew. ...

Loukas Tsoukalis, professor of European Integration at the University of Athens and the president of the Hellenic Foundation of European and Foreign Policy, provides a view of the debt crisis from inside Greece. A default on Greece's debt of $500 billion would seriously affect other European countries and also affect the U.S. Tsoukalis says a national unity government is needed to take the bold steps that are needed to privatize state assets, cut public sector jobs and increase tax collection. Growth is critical, as an austerity program that fails to do this will fail to pull Greece out of the debt crisis. He calls for agreement on the question of who should bear how much of the cost for the mistakes of the past, taxpayers and private creditors. Discussions on this question are being undertaken by governments and private creditors as the crisis enters a new and dangerous phase. And for the countries involved in this crisis - Ireland, Portugal, Spain - there is the question of what will happen after two decades of European integration, whether these achievements will be undermined by excessive borrowing, consumption and poor financial management....

Sheila Bair, former head of the U.S. FDIC, says the bank is run efficiently, and Botin was careful to manage risks prudently in the global financial crisis of 2008. Banco Santander benefitted from the years of rapid growth in Spain following Spain's entry into the European Union in 1986, the year Emile Botin took over as chairman. He comes from Santander in northern Spain, and studied law and economics at Spanish universities. With the passing away of Adolfo Suarez, and the abdication of Juan Carlos, the passing away of Emile Botin in the same year, three of the men who helped create modern Spain have now faded away....

Raphael Minder points out one episode in the life of Emilio Botin that shows how intertwined Spain and Santander had become. During the period when Spain took EU help after the collapse of Bankia bank in 2012 there was pressure on Spain to take a full government bailout. Finance minister Guindos says it was Botin who called him at that time and told him: "You know what you have to do and I will back you up." Botin's advice to the Spanish government was to resist the pressure. Botin expanded what was a family bank based in Santander in Northern Spain, through a series of successful acquisitions. He had a rare intuitive sense for timing of acquisitions, going into Brazil around the time candidate Lula of the Workers Party was elected president, with considerable uncertainty about how financial markets would respond to the election. About a quarter of the bank's profit now comes from Brazil. Besides Brazil Santander has commercial banking presence in Britain and the U.S., taking a bank that had 20 billion euros in assets in 1998 to 1.1 trillion euros by 2013, which is about the value of Spain's GDP....

Efforts to raise money by Eventbrite, a event ticketing internet startup in the U.S. Eventbrite raised $60 million from T. Rowe Price Group and Tiger Global Management in late stage financing. Private investments in late stage financing have accelerated in 2011-2013. Investors who purchased Facebook Inc. privately just prior to the IPO, face paper losses at the current trading price in April 2013 of $25.73 per share, making investors wary of heavily hyped up IPO's. SurveyMonkey, a web survey company has raised $800 million from private equity and debt investments. The Jumpstart Our Business Startups Act lets startups remain private longer by allowing startups to have over 500 investors before having to disclose financial statements to the public....
