"Progressive" is a misused word, people are just interested in the words "decent," "fairness," and "Christian" from the color of the heart.  It is just how Republicans see the contest for the US Senate  that reveals their sense of priorities for the Nation.The main concerns of Republicans, old traditional Republicans shown here in this WSJ Editorial are that somehow gains on the US Supreme Court could be reversed with retirement of Alito and Thomas in their seventies, and fears of the same policies that set up Medicare and Social Security- following the changes of the Industrial Revolution and dismal factory conditions and wages at the turn of the century- under Republican Teddy Roosevelt  (the incipient changes), Woodrow Wilson an academic from Princeton, and Franklin Roosevelt. A new version of old Tory politics still exists in the US. It is these industrial conditions rewritten with work safety laws, workmen's compensation, first 54 in 1918 after the Triangle Factory Fire,  then 40 hour week, unemployment insurance, worker union rights for fair negotiations on wages, that made the US a strong manufacturing nation and Industrial power, creating the synergies for worker contributions combining with technologies, managerial skills for a decent standard of living that surpassed all other nations. It is this achievement that was put at risk in the 21st century by shipping factories overseas and thoughtlessly sending the technologies with it, which happened under a series of administrations since the 1980's Reagan, Bush, Clinton, Bush Jr., Obama and Trump. Done thoughtlessly and recklessly. And the wars that started with president Reagan in Iraq/Iran/Afghanistan that diverted the two trillion dollars that would have rebuilt America's aging infrastructure. Biden was the first president to have a clear focus on the changes needed to rebuild infrastructure and manufacturing, technologies and science, and rural America, in a concerted push that has made gains that surpass any that exist in Europe or China. Restoring the US economy to No. 1. Harris in her own way offers the pieces of the puzzle to reverse the pandemic induced cost of living increases that complement the work of president Biden in 2024, continuing the work of rebuilding infrastructure and manufacturing for leadership in the world.     ...

Jack Healy, who the NYT says writes about the rapidly changing politics and climate of the American southwest, provides this report from the border town of Nogales, Arizona, on the border with Mexico. In this desolate isolated border region America's future is being decided- Biden being the only Democrat since Harry Truman in 1948 to take Arizona and by just 10,000 votes. There near Nogales the border wall Trump built ends abruptly at the Kelly ranch in a picture shown in this report. Rural Santa Cruz County is except for migrants a solitary and quiet place along the border. Mr. Kelly moved here in 2002 and runs more of a hobby ranch unlike the bigger cattle ranches in the area. Migrants make their way through this part of the border and the Kelly ranch. In the most recent episode a migrant is shot and Mr. Kelly reports the shooting to police. Healy looks at the lives of the rancher and the migrant to give a snapshot picture of what life is really like on the border. And the different sides of the story seen from the rancher's and migrant's situation.  A border area where in a vast dry mesquite region ranchers on the Arizona side live alongside Mexico with people facing high unemployment where people are looking for work and choose to take the risks of crossing the border illegally. Crossings that are made at points on the border wall that end in canyons and riverbeds where migrants and their smugglers make their way. It affects the lives of the ranchers and the migrants in many ways. Ranchers who are in isolated areas- the Kelley ranch is 170 acres- feel isolated and vulnerable as they see a threat in the network of smugglers sending migrants across the border. This is also where the future of America is being decided. After the overconcentration of manufacturing in China, there is the border with Mexico, two regions that have little to do with each other but determine politics and emotions in the US about workers, about migrants and about borders. By understanding both sides of the story president Biden became the first president since Harry Truman to win Arizona in the presidential election of 2021. He won it by just 10,000 votes with a recount showing about 360 more votes. Without Arizona and Georgia both won by Harry Truman in 1948 Biden could not have begun the process of tackling the major issues facing America in 2021. Keeping uppermost workers and families, keeping uppermost the people of America as Truman had done in 1948.     ...

The Wisconsin Republican primary turns out to be the turning point for the Cruz campaign. Following his landslide win in Utah, Cruz wins in Wisconsin by about 14 percentage points, and begins the long journey to close a signficant part of the gap with Donald Trump. Cruz's organization, and the anti-Trump groups efforts, ad spending, helped Cruz in his win. Trump was handicapped by a series of gaffes including one on abortion- saying he would penalize women having abortions- alienating women. Cruz's margin for voters making up their mind on the day of voting, excluding early voting, was higher at about 17 percentage points. Closer media scrutiny of statements by Trump and policy implications, including foreign affairs, European policy, the nuclear issues, happened in the week before the Wisconsin primary. This happens late in the campaign. The weak media vetting of the main candidates Trump and Cruz being lost in the coverage of Trump's sensational statements and twitter comments about wives, for which the media has come under criticsim. ...

Ted Cruz wins the Wisconsin Republican primary election with 48% to Trump's 34%, with only 29% of voters who made up their mind late going to Trump compared to 46% for Cruz. About 37% of the voters in the Wisconsin primary said they would not vote at all or vote for Hillary Clinton if Trump was nominated. Showing deep discomfort with Trump exit polls showed 58% saying they were "concerned" or "scared" if Trump was elected. Cruz quoted John Kennedy and Winston Churchill, describing it as the turning point in the primaries.

A WSJ/NBC poll in April 2017 shows about three quarters of Americans disapprove of Congress's job performance, up 12 percentage points since Feb, and one fifth approve- down nine percentage points. Congress has had a low rating in the 20% point range since 2011. Speaker Ryan is viewed negatively by 40%, compared to 22% having a positive view.

One of the first questions by moderators in the Univision debate in Florida focussing on immigration issues related to the anti-immigrant sentiment fostered by Donald Trump. Trumps statements on Hispanics and Muslims came under withering criticism from Clinton and Sanders. Hillary Clinton stated in reference to the Trump campaign slogan "Make America Great Again" that you can't make America great by doing things that do not reflect America's values. She said she would continue to speak up against the anti-immigrant sentiment created by Trump's derogatory statements about immigrants.

In this insightful essay Peggy Noonan, former spokesperson for president Reagan, says that Republicans like Speaker Ryan with the Republican Health Care bill are making the same error made by president Obama.. Noonan says she had suggested a different way for president Obama to show compassion for the uninsured- first wait till the 2008 financial crisis was tackled, tackled waste and fraud in Medicare first, then look at the option of expanding Medicare to help the uninsured, and not the approach taken of swiftly focussing on the Affordable Care Act early in the first term disregarding Republican objections. She says Republicans are making the same mistake now by ignoring the impact the bill would have on Trump's base of working class Americans who may be affected by the bill's provisions not taking into account incomes in offering incentives or subsidies. Noonan says Trump did get one thing right in calling it a "carnage" for the worsening opioid epidemic in America which has hit rural areas and parts of the midwest hard. Noonan says Eberstadt has correctly documented the collapse in working class Americans wages and standard of living, and Caldwell the opioid epidemic at another level to their health. She also supports journalist Carlson who questioned Speaker Paul Ryan's judgement about eliminating the tax on wealthy investors in new legislation in a Fox News interview, as she says responding to the sense of America at the moment means listening to the sense of being left out of ordinary Americans, who have done not as well as the wealthy who have benefitted from a surging stock market.  ...

Fareed Zakaria points out that the primary elections of the Republican and Democratic parties can pose a danger to democracy because of demagogic politicians who can appeal to popular passions to bring a fringe group or individual to the presidency. Primaries for both parties became important after 1968. Eisenhower and Lincoln won the nomination after the person nominated on the first ballot failed to win the necessary votes. Another serious problem is that the turnout in the primaries is low, so low that a 15% turnout is considered high turnout. The media attention is so great that it creates the impression that a real election has taken place when in reality about 85% of the people have not voted- as the Economist magazine points out a representative turnout would change the outcome significantly so it is not clear how much this promotes democratic process.

The Trump administration is set to impose 15% tariffs on $156 billion of Chinese goods including laptops, mobile phones, and apparel, on December 15, 2019. This is in addition to the tariffs already in place on $361 billion of Chinese goods. The new list of goods for the tariffs on December 15 are goods that are made mostly in China. About 87% of the goods on this list are made only in China. If talks fail with China by this week the tariffs will go into effect. WIth this tariff all goods imported from China will have tariffs on the goods imported into the U.S. adding to the difficulties facing the Chinese economy. A recent article in the WSJ shows China is shifting to higher skilled manufacturing and the service sector to maintain jobs growth.

Micky Hammon sponsored Alabama's HB 56, Alabama Taxpayer and Citizenship Protection Act, which passed in the legislature in 2011. The illegal immigrants it was said would follow "self-deportation" as the law would require frequent checks by police, and make renting a house or giving a job to an illegal immigrant a crime. The policy would be followed in schools also. At the time Donald Trump is cited by the Washington Post's David Weigel as telling reporter Kessler that the policy was "crazy," and "maniacal."

As in the US with Harris investment in America vs Trump cuts there is a distinct difference between the Tory spending plans that allowed capital spending investment in the economic future of Britain to decline from 2.5% to 1.7% of GDP over 5 years to 2030. Rachel Reeves, Britain's finance minister, says the government will adopt a new rule that changes the way it measures debt- public sector net liabilities as a percentage of GDP is the new fiscal rule. What it does is free up 50 billion pounds Britain badly needs to invest in things like climate change action, education, and other needs of the economy that will brighten Britain's prospects in the future.  “If we continued on that path, we would be embracing a path of decline. The real debate now in British politics is whether you are on the side of investment or on the side of decline. I don’t want to see public sector net investment as a share of our economy decline in a way that is currently set out. Under our current fiscal rules, we would not be able to reverse that path.” The stability rule goes with this that says strictly this money will not be used for tax giveaways, and not for public sector pay deals or the day to day functioning of government. In addition th government will borrow 25 billion pounds to  keep 30 billion pounds of headroom so that debt will keep falling over the first term of this Labour government.   ...

Jenna Wortham asks the question do tech companies have undue influence in Washington especially when they are pursuing their own ecosystem expansion, citing an example from Facebook app Free Basics. There is another question that comes with the election campaigns of Sanders, Trump and Clinton, and issues of upward mobility. With this issue raised also by Janet Yellen of the U.S. Federal Reserve of the loss of intergenerational mobility in the U.S. at a conference in Oct. 2014. This question is whether the tech world in California can be sensitive to the problems of cities depending on manufacturing in the midwest and the eastern U.S. that are recovering from deep recession, because the environments are so different. Working in the tech world in California is so different from the rest of the country, almost a different way of life. It also has deep political implications, because the priorities are different. Sometimes as with the TPP trade agreement they may conflict- this includes an industry such as the auto industry that also is incorporating technology at an accelerating pace and which has employed many times more people than does the tech industry in California, and in many states. This leads to president Obama's support for the TPP trade agreement, an agreement which analysis by some experts shows is more beneficial to the tech industry in California than to the auto industry in the midwestern states. The NYT's Krugman says overall for the U.S. it is marginally helpful as most of the gains in free trade are already behind us. The close alliance between the CDU and the CSU in Bavaria appears to be unraveling. The immigrants at German borders have dwindled down a trickle, about 11,000 immigrants today compared to the wave of immigrants entering Germany in 2015. The CSU's prime minister in Bavaria Mr. Soder and the Federal Interior minister from the CSU Mr. Seehofer, blame the conflict between the two parties on the 2015 decision by Merkel on immigration. The German ARD broadcaster shows 62% of Germans favor stronger action on immigration. The pressure on the CSU comes from the gains by the anti-immigration party AfD in recent national elections. The CSU hopes that by shifting its own position on immigration to a standoff with the CDU and Merkel's position it can hold off the Afd in the elections in Bavaria in October 2018. The pressure on Merkel comes from members in the CDU and from the SPD leadership, which have accomodated some of the criticism of open immigration to reduce the immigrants at German borders, yet now see the need to meet any challenges to Merkel's authority. This is why the head of the SPD, Ms. Nahles called Mr. Soder's push for a confrontation on the immigration issue as acting "like a bonzai Trump." The CDU party leaders in Bavaria call for a "axis of the willing" joining leaders of the governments in Austria and Hungary. and the newly elected government in Italy to impose immediate controls on immigration at the borders. Merkel says she is open to different points of view within the CDU-CSU alliance, but action should be based on keeping the European Union together, and be taken after EU meetings in Brussels. Will this result in a fall of the government? Angela Merkel has adapted to the changing situation on immigration leading to the small trickle in new immigrants at German borders today. Even if the AfD anti immigration party joins the CSU the percentage of the vote for the AfD is mainly in the eastern part of Germany, and CSU in Bavaria, with 12.6% voting AfD in 2017 elections, and about 7% voting CSU mainly in Bavaria. This compares with the Left at 8.9%, Greens at 9.2%, and SPD at 20.5% for a combined 38.6% of the vote that favor Merkel's new coalition policies. This combined with the 25% of the vote gained by Merkel's CSU party gives it about 64% of the vote and about 489 seats in the 709 seat German parliament. A test of Merkel's authority is not likely to be sustained. By making this a pro-European position Merkel has shifted the issue from one of immigration which is now minimal and one on which Merkel has adapted her policies to a stand on Germany as leader with France of the European Union. At this particularly sensitive time when Germany and France are negotiating with the U.S. on trade and Britain on Brexit, German public opinion is likely to consider the impact of new elections and more uncertainty as not good for Germany. With the SPD, Left, Greens and CSU having 64% of the vote, and the anti immigrant parties CSU, AFD about 20% concentrated in the less economically developed eastern part and in Bavaria, the chances that Merkel's position would be weakened or her authority challenged is very unlikely.   ...

After a 90 minute meeting with Putin in Hangzhou, China, president Obama wonders aloud whether Putin " is willing to live with constant, low-grade conflict." Richard Haas of the Council of Foreign Relations, says its affirmative, that low grade conflict is Putin's thing. Other experts say Putin's intention is largely to build up his image at home at a time when the Russian economy is facing problems, and to create confusion through cyberattacks. In the case of cyber intrusions into voter rolls of Arizona and Illinois, FBI Director Comey says it  may be intended to just sow seeds of doubt on the whole election process."
