Brinkmauer and Pfister of the German magazine Der Spiegel interview German Chancellor Angela Merkel in September 2017. The interview covers a range of topics from whether Merkel is addicted to power, why she chose to run for a fourth term, revolving door for CDU politicians as lobbyists for the automobile industry, the AfD right wing party, the refugee crisis and the CDU's historic policy of controlled immigration, and whether democracy is losing strength.  In characteristic Merkel fashion the chancellor takes up the idea of her addiction to power by saying she is careful not to let this happen to her by reading critical articles in the press and having her staff bring critical reports. Her discussion with her constituents in her electoral district are also frank and open, more so in 2017. About the idea that Helmut Kohl's fourth term as chancellor being not good for Germany and for the CDU, Merkel responds that she has given it considerable thought. She found that she still has the intellectual curiosity to learn new things, understands that she has much to learn about how the country and the world is changing. This has been decisive in her decision to run.  Merkel believes that someone who has worked in politics should be able to work in private industry following historic practice in Germany. On the government links with the automobile industry Merkel says her approach has been to look at what was best for an industry employing 800,000 people in Germany, yet deplores the diesel emissions cheating at VW. Has democracy lost momentum after the U.S. elections and the refugee crisis? Merkel says democracy is still strong, and that she will do everything to strengthen democracy in Germany and other parts of the world.  Merkel's view is that it is important that there be counterweights in democratic systems. In this way democracy is strong in America, and also in Poland and Hungary. The chancellor cites high voter turnout of 82% in 1998, 79% in 2002, 78% in 2009. Since then she says in 2009 it dropped to 71% and 2013  72%, yet  expects that with the issues in this election people will come out to vote in larger numbers.  For many years Merkel is seen as co-opting the issues of the left parties and the SPD, being careful to move to the centre. Der Spiegel puts this idea forward to the chancellor by asking her if she is the best SPD chancellor Germany ever had.  In her matter of fact style Merkel responds that voters do not think of it this way, simply expect her to her job as best as she can possibly do it.       ...

NIgeria needs $60 billion betwen 2008 to 2012 to fund oil development costs, its share of the funding of joint projects with international oil companies. But the Nigerian state oil company needs to borrow half that amount. And credit markes are tight and will remain so for a long time so where will it find the money to fund shortfalls. Nigerian foreign minister said last week that production was just 1.5 million barrels a day. Observers pegged production at 2 million barrels a day. Violence in the Niger Delta is raising production costs ant CEO of Amni Nigerian oil company says costs are 250 percent higher than offshore counting security costs and kidnapping insurance for employees. Other problems with west african production are the high costs of developing the offshore fields and their rapid depletion rates as international oil companies seek to recoup their costs quickly. So even as new drilling takes place in offshore fields in Angola and Guinea the outlook is not so good. Consultancy John Mckenzie sees production declining by 2013. And PFC Energy estimates sees production peak at 7.1 million barrels a day in 2014 from current 5.8 million barrels. In the past African production has made up for declines in places like Russia and Mexico, now this is less likely. ...

Nagourney and Dougherty of the NYT give this report on the housing crisis in California by 2017 with the median cost of a home skyrocketing to twice the figure for the U.S. This price is now $500,000. The result is longer commutes even for people with incomes over $150,000 a year, stretching to as much as 2 hours one way. It means people lacking housing stay in vans with improvised kitchens and other sleeping arrangements. Not enough homes are being built because of strict zoning and planning regulations that are kept in place by neighborhood groups, effectively excluding outsiders. Now its not just the coastal areas that are affected but the whole state. Governor Brown of California tried to pass a measure in 2016 that would push communities to build more affordable housing, and ran into opposition from local officials and environmentalists. Now the opinion in the state is changing with younger people denied a chance at decent housing at the forefront and some elected officials such as the Mayor of Los Angeles, Mr. Eric Garcetti. A new bill in the state legislature would make it harder for cities that are falling behind in building housing to lose the right for City Council to hold back on approval of new construction, effectively bypassing it. California's law capping property taxes after Proposition 13 was passed in 1978 has also held back construction. Other factors are the building of new offices for  companies in the tech boom around San Francisco without a corresponding effort to build new homes for these new office workers. California was slow to respond to housing needs for young people, with only 311,000 housing units built since 2006. ...

Even China has not campaigned the way Canada, Mexico and British, American media have against DJT Tariffs because China knows it is basically about getting an even playing field when it is the only country with $1 trillion in trade in its favor in 2024, 12 times the Japanese high of $82 billion trade surplus in 2007. But why should China campaign when the American and British, German media are going to do the job for China? A simple quiz to K-12 would ask school children when is the last time a country has a $1 trillion trade surplus? Answer: Never. Greg Ip has written a few years back that the devastation of China outshoring of American factories and jobs was unlike the 1980's Japan trade invasion because of first China's size, second by the speed with which it happened at 10-14% Chinese GDP growth. There is a third Japan was an ally needing US for security and backed down, China's case is different it is challenging the US for control of the world economy and will fight this one over the long haul. Greg Ip of WSJ on the 53 countries asking to negotiate US Liberation Day April 2, 2025 Tariffs. These countries include Allies of the US in full support asking to negotiate Israel, Japan, Taiwan, South Korea, India Allies of the US in partial support asking to negotiate Britain Allies of the US not in full support asking to negotiate Germany, France Allies of the US in the past campaigning against the US, asking to negotiate Canada, Mexico Not Allies of the US, not in full support, not campaigning against the US China A look at his list tells one only one thing, mostly all trading partners except for the $146 billion exports of the US which represents exports to China are the exports that are at risk if things don't work out on tariffs. This is what the media today WSJ added this last week to the NYT, Wash. Post and the BBC, Guardian of UK, German media will not tell the reader.  The DJT Tariffs and Tariff negotiations are Lighthizer Tariff negotiations which won the fight with Japan in the 1980's over unfair trade and gaining a level playing field. Michael McConnell, was Assistant General Counsel of the Office of Management and Budget from 1981-1983. He is now a professor of constitutional law at Stanford University. Here he tries to throw light on how the budgetary process that is required by law, and which makes the formal budget proposed by the president available for public scrutiny, was circumvented through a sequence of events starting in February 2011. The Budget Act of 1974 sets specific deadlines and a process for generating revenue, setting spending priorities, and setting the debt limit. The President first submits his administration's budget by the first Monday in February. The Congressional Budget Office has until Feb. 15 to score the budget using identical metrics for all proposals for a consistent scoring. The budget President Obama put forward in February did not take into account the growing deficit and was rejected by the Senate 97-0. The President proposed a new plan in April 2011, but the proposed budget was so vague that CBO Director Douglas Elmendorf said he could not score it. The subsequent efforts in June and July 2011 were carried out in closed door negotiations between senior Republican leaders and the Obama White House. This subverts the original intention of the law. The Budget Act says that both the House and Senate hold hearings on the proposal, with testimony from the administration, "national organizations" and the "general public." Transparency, openness and accountabilility are key aspects of a proper process that is democratic and prevents the parties from engaging in blame and competing claims. The closed door negotiating sessions and the lack of a concrete written budget proposal from the President has turned the current budget process into an effort by each side to see how it can best position itself for the 2012 presidential election. ...

As it grows into a significant player in mobile advertising with about 35% of all mobile advertising, Facebook is looking for ways to put news content on its site. Earlier efforts were less successful. The Ice Bucket Challenge showed some publishers the risks of using a social media platform for news content. With Facebook users spending most of the summer posting videos of people getting water poured on them to raise funds to fight ALS, less links to news sites were shared with users. An initiative called Social Reader in 2011 with the Washington Post was designed to create a sort of newspaper for Facebook, but fizzled out in 1 year after readers found any post opened going to all friends creating a spam effect. Another problem is that news stories are slow to appear on mobile phones. Instant Articles is the latest effort by Facebook to publish news content on its site. Users would not link back to the news website but stay on Facebook. It makes news websites dependent on Facebook in the long run, say news publishers. They are wary of this because economic arrangements such as Facebook giving 100% of the money from ads posted against an article, can change over time. As of March 2015, according to Parse.ly analytics firm, Facebook was the source of 27% news traffic to all news sites, Google 22.7%. Editors of news sites now write headlines in a way that are optimized to appear higher up in search results....

The State Department concluded in its studies in August 2011 that the TransCanada Keystone XL pipeline can be operated without causing environmental damage, if operated under strict regulations. A round of public hearings organized by the State Department along the pipeline route from rural Montana to Nebraska and Texas has brought out both supporters and people fearing a spill. U.S. Senators in Nebraska have called for a rerouting out of concerns about the Ogallala Aquifier that lies under the Great Plains. Rural states like Montana see the jobs issue as crucial. Others including Debra Medina, a former candidate for Texas Governor, expressed fears at a rally in Austin that the property rights of landowners would not be respected.

Something that shows how much of a loss of civility, facts and dialogue in public life that has taken place, is the manner in which political campaigning is taking place today. Reports show that Ms. Giffords was among a group of Democratic House candidates featured on the web site of Sarah Palin's political action committee with cross hairs over their districts. This fact disturbed Giffords at that time. "We're on Sarah Palin's targeted list," Ms Giffords said in March. "But the thing is the way that she has depicted has the cross hairs of a gun sight over our district. When people do that, they've got to realize there's consequences to that."

The number of unemployed in Spain reaches 5.6 million people in April 2012. The Spanish cabinet approved a Stability Program Report to be submitted to the European Union showing GDP growth of 0.2% in 2013 and 1.4% in 2014, following contraction of 1.7% in 2012, and unemployment falling slightly to 24.2% in 2013. Gordon Brown outlines Scotland's shared interests with the rest of Britain at the time of a referendum on Scotland's independence. He describes Scotland's key role in the shipping industry and the industrialization of Britain, the period since the loss of the shipping industry, and the search for alternative sources of employment and development in a period of globalization. A key figure for Brown is the average income of people in Scotland, which is similar to that of its neighbors in England, showing that development has kept pace with the rest of Britain. For Brown it is these social and economic rights that underpin the union of different ethnic peoples and heritage of Irish, Scottish and English origins.

Few economists predicted the third quarter 2014 GDP decline of 1.6%. The bright side to this is that much of the decline is due to falling inventories. Experts say excluding this effect growth would be about 0.6% for the 3rd quarter. Growth is expected to pick up as falling inventories are replenished in 2015. It also discredits officials at the Bank of Japan and the Finance Ministry who insisted the consumption tax should go ahead and would not be a drag on the economy, giving the government more room for stronger action in the future. Prime minister Abe is considering holding a snap election to run on a pro-growth platform to push ahead with his plans.

Singapore's tight politcal control which hinders the kind of free expression which is considered normal in advanced economies is raising questions about Singapore's future and the kind of society it sees itself as becoming. Different opinions are coming from within the ruling PAP party and from the public. Issues are immigration, property prices, growing inequality, similiar to those facing native Hong Kong people. Non residents and permanent residents made up 39% of Singapore's population of 5.5 million in 2014. A law professor at Singapore Management University reflects the trend of public opinion saying it is not a question of whether but when Singapore evolves into a two or multi-party system of government.

The new interim board chairman of GM i Kent Kresa, 71 years old, who was CEO of Northrop Grumman Corporation between 199o and 2003, and previously served on the board of Chrysler. He is described as being very down to earth, pragmatic, who is expected to do well dealing with the government, by a senior partner at Korn Ferry International recruiters. Mr Kresa said in a statement that a new slate of directors will be submitted at the next annual meeting that will include a majority of new directors. That meeting is scheduled for August but might be pushed up. Kresa and Philip Laskawy, Ertnest & Young's retired CEO, had tried for 2 years to persuade fellow directors to replace Wagoner. They felt that Wagoner had fialed to change GM's corporate culture but were opposed by George Fisher, retired CEO of Eastman Kodak, and Eckard Pfeiffer retired CEO of Compaq. Of the 11 outside board members, seven are in place since 2003. Interestingly they are all retired CEO's except for Kathryn Marinello, CEO of Ceridian Corp. This has prompted one remark at ameeting of the administration task force that the board was "a collection of failed CEO's". Many experts advising the taskforce and the bondholders put some pressure on the task force to replace the board because of its complete failure....

With Putin now president and putting his support behind Rosneft CEO, Igor Sechin, and the idea of building Rosneft into a large state owned company that champion's Russian interests, the deal to buy BP's stake in the TNK-BP joint venture is more likely to succeed. Earlier efforts in mid 2011 for Rosneft to buy BP's stake stumbled, with president Medvedev pushing in the other direction for a smaller state control of industrial assets in Russia, and calling for political leaders like Mr. Sechin to give up corporate positions. It appears that Putin is now convinced that this is the right direction for Russia. Under the proposed agreement Rosneft would value BP's stake at $25 billion, half of this in cash and half in the form of Rosneft shares, making BP a part owner of Rosneft with 10-15% of Rosneft shares, and potentially a partner for future projects providing access to western technology. The 2011 deal valued this stake at $32 billion. For BP it provides a more reliable partner after its troubled relationship with the AAR group, the 50% owner of the BP-TNK venture, with no majority control for either partner and AAR's political influence leading to many conflicts....

The NYT report that provides details on what Iran agreed to in the deal reached in Geneva on November 23, 2013 with western nations and the P5+1 that includes Russia and China. It provides a 6 month period in which additional steps to secure that Iran's program is limited to peaceful uses can be achieved. It also slows the Iranian nuclear weapons program by about one month according to this report, and gives additional warning if Iran moves in that direction. Not enough to dismantle Iran's nuclear enrichment program which is what Israel, Saudi Arabia want to see. France has called for tougher steps to limit the nuclear program in prior negotiating sessions. U.S. president Obama has looked for a compromise which would provide the opportunity to do this at a later stage, possibly through a series of smaller agreements. The sticking point is Iran's insistence that it has the right to develop nuclear energy for peaceful purposes like other signatories to the UN Nuclear Non-Proliferation treaty. This may be the only agreement that could be reached at this time, leaving tougher negotiations for a later stage when more trust and credibility is achieved, without the risk of jeopardizing a future agreement that goes further and seriously tackles the problem....

It provides the bbasic steps planned and the the reasons the administration chose to modernize the existing setup analogous to redesigning and making improvements based on the existing framework rather than building from the ground up. The five key steps are: 1) Increase the power of the Federal Reserve to provide strong and consistent supervision of the larges financial firms. 2) Getting Congress to authorize the government to dismatle large firms to avoid the kind of chaotic collapse that ocurred at Lehman and which worsened this crisis. 3) New rules for derivatives trading and securites built from mortgage loans. 4) Creating anew agency to protect consumers of mortgage, credit card, and other financial products. 5) the administration having a setup to increase coordination with other countries to prevent businesses from migrating to less regulated locations. Obama's comments to CNBC were " Speed is important. We weant to do it right. We want to do it carefully. But we don't want to tilt at windmills. Everything you might want to know about coffee, where it comes from, how cultivation is changing with climate change and higher temperatures, and the effort to map the coffee genome. With higher temperatures the farming of coffee moves to higher altitudes in coffee growing countries in the tropics, but it is easier to cross breed the 124 varieties to produce a plant that can withstand the change in temperatures and one that can resist fungus.  A coffee fungus and higher altitude rains destroyed much of the crop in Central America including Guatemala. This led to increased migration to Mexico and U.S. of farmers leading up to Mr. Trump's plan to have the National Guard of Mexico police Mexico's border with Guatemala.  Coffee is a sensitive plant and needs cooler weather and water which is found more in the tropics. Growing it in California or in Italy makes it very costly leading to Frinj coffee being sold in California at $16 a cup. Climate change could reduce the area where coffee can be grown by about 50% in the tropical countries from South east Asia to African countries such as Kenya, Uganda, Tanzania and Ethiopia, and in south America Colombia and Brazil, says Climate Institute, Washington DC based climate change experts.   ...

Pakistan prime minister Imran Khan visits the White House to meet president Trump. Mr. Trump welcomes Khan and lauds the Pakistani leader as an athlete and a leader. He tells him trade deals can be struck, future was bright and flow of aid can be turned on. Trump makes a casual offer to help mediate the dispute between India and Pakistan over Kashmir, even though it is certain that nothing comes out of this, because of India's position not welcoming other countries doing any mediation. At the heart of this reconciliation is Afghanistan and president Trump's conviction that Pakistan can get the U.S. out of Afghanistan. Trump stated this- "I think Pakistan is going to help us out, to extricate ourselves. Pakistan is going to make a difference." The idea is that Pakistan can persuade the militants, the Taliban, into a face saving settlement that will allow American troops to come home. Mr. Khan in turn stated that Pakistan had given up its policy of using Afghanistan to give it "strategic depth" against India. The army would not go behind the back of the civilian government to conduct a policy of its own. Mr. Pompeo and Mr. Trump are impatient to get this done. The deadline of Mr. Pompeo is September 1 and talks continue between the Taliban and representatives from Afghanistan. The U.S. effort is handled by Zalmay Khalizad. How Afghanistan is governed in the future is not determined and Pakistan has a key role to play in making a sensible solution take place if it decides that something new has to be tried.  In the past U.S. governments from both parties lacked the ability to take a good hard look at the facts the origin and evolution of this dispute. To tackle it directly with a willingness not only to call it for what it is but also to give the other side an incentive to try new solutions. The inventive style of the Trump administration to tackle the situation directly, but also come up with new and novel solutions is what is now being tried. ...

Women made large gains in the 2018 Mexico elections. WOmen won 49.2% of Mexico's 128 member Senate for a 50% increase. WOmen also won 47.8% of the lower house of Congress. In Mexico City, a city of 8.9 million people, the first female mayor was elected. In a country with macho politics this is a stunning change. A UN study shows only Belgium has a larger representation in the upper legislative chamber, and only Rwanda, Bolivia and Cuba have ahigher representation in the lower house of parliament. Not all the momentum for women comes from the election of Lopez Obrador. In 2014 the constitution of Mexico was changed requiring poltical parties to have male and female candidates in equal numbers at the federal, state and local levels. In fact of the more than 83,000 candidates seeking office nationwide, 50.4% were women. More than 89 million people registered to vote and female voters were 51.9% of the total. Mr. Lopez Obrador's encouragement added to the fervour for women to vote and women to fight for political office. It also helped Claudia Sheinbaum , a 56 year ol environmental engineer win the election for Mayor of Mexico City by a landslide. Sheinbaum was environmental chief under Mr. Obrador when he was Mayor 2000-2005. Her platform was to improve drinking water supplies and transportation services, expand free child care.  Some of Mr. Obrador's supporters say the agenda for reducing inequality by tackkling corruption, reducing government waste, increasing social spending on the poor helped rally women as candidates and voters. Obrador's conviction that women have a greater capacity for hard work also played a part. Sheinbaum was encouraged to run for office in 2015 and won as governor of Tlalpan, one of Mexico City's 16 boroughs. After the 2006 election loss of Obrador for the presidency she had returned to research work at the National Autonomous University. The entry of women is also seen as a way to bring new approaches to tackle the problems of inequality and corruption after the male dominated established parties from the Calderon-Pena era failed to address these problems. ...

As the deadline of July 22 approaches for the 160,000 members of the UK Conservative Party to elect a leader, former Foreign Secretary Boris Johnson and the current Foreign Secretary Jeremy Hunt are running for the leadership position. Boris Johnson has 68% member support with Hunt at 23%, according to YouGov survey. Both candidates are in favor of Britain leaving the European Union without an agreement. Hunt has stated he would cancel leave for Britain's 16,000 civil servants in August to prepare for the departure of Britain from the EU by October 31.  Only 27% of Conservative Party members believe Mr. Hunt can do the preparation needed for an abrupt exit after 45 years of economic integration with the European Union. By contrast 90% of members think Johnson would do the preparation needed. Preparation is needed because of food and medical supplies trucks and in flights awaiting customs at border points. The result could be chaotic without adequate preparation. Under a Johnson government many ministers would leave the government including Mr. Hammond who runs the finance ministry. He is expected to join rebel ranks in the Conservative Party that does not think an abrupt exit like this is good for Britain. If these members in the House of Commons join Labour party members they could vote to block this from happening. Britain's opposition Labour Party led by Jeremy Corbyn has finally decided to call for a second referendum if Johnson pushes to leave the EU abruptly, and to campaign wholeheartedly this time for staying inside the EU. During the last referendum Labour leaders did not push hard for Remain, and David Cameron as prime minister and head of the Conservatives proved to be a weak and ineffective leader using the promise of a referendum as a ploy to win votes for the Conservatives in an earlier election and then finding himself stuck with promises made in the election with his party's right wing led by Johnson. Years of austerity policies promoted by Germany in the EU after a flawed entry of southern European countries with faulty not transparent finances such as Greece too early  into the eurozone had soured Britons on the EU. The friendly migration policies of German leader Merkel for economic as well as war torn country migrants from North Africa finally not just soured Germans on Merkel policies but also soured British working class families struggling to make ends meet and seeing migration as taking British resources that were needed at home. This has split most of Europe including Britain along lines of the major cities and the rural areas plus smaller towns, and in Eastern Europe, East Germany region along the lines of the old Soviet bloc countries which with deeply conservative thinking do not favor such migration policies. These divisive changes have taken place over along period of decades and will take time to heal through economic recovery and a fairer distribution of wealth, better investment in infrastructure, health, education, public services, neglected during the Tech driven flawed investment diversion of economic resources. Yet the hope of this type of change if grasped by Britons as well as Europeans could bring new life and revive the vision of a Europe with shared benefits for all Europeans, not just a French-German project. For this to happen new leaders have to rise to the challenge inside Britain and the rest of Europe.      ...
