The Agnipath scheme for Indian Army, Navy and Air Force is explained here in The Indian Express. The scheme is for 45,000 to 50,000 people between about 18 and 21 years to be hired each year. These trainees will be kept for 4 years, and only 25% of those in training will be selected to continue for another 15 years. The recruits will receive between Rs 30,000 and 40,000 a month. 30% of this will be retained for benefits trainees will receive.  The idea behind it is to lower the average of soldiers in the armed services from 32 years to 26 years to reflect India's youthful population and to help those returning to the job market to find jobs in business or as entrepreneurs starting new business with government help. The experience gained in the armed services is seen as also becoming attractive to businesses that are hiring good disciplined employees. The circulation of people joining the services also makes the army a leaner force of about 1.3 million and keeps the cost of pensions at reasonable levels. With India's rapid growth in coming years the trainees leaving after 4 years will have better job opportunities and can contribute to the economic development of the country in many ways. Upon leaving the armed services the trainees will get about Rs. 1.2 million as a package to make a new start in the economy. If there was a death then Rs 1 crore would be given by the government. The government will offer skill certificates and bridge courses so that the quality of trainees remains high and this would provide a skilled workforce for the economy during a period of high growth. A modern armed services like that of India constantly being filled with next generation technology should be able to offer these new recruits the skills and training in advanced electronics, computers, and other technical fields with field training to supplement courses, and the motivation to excel, that would be valuable to many companies. This is the idea behind Agnipath. It is also a tested path as the US armed services also provides this kind of training and many people who have joined and left the US armed services have performed at high levels in American companies in technical and managerial positions. Another feature is "All India All Class" which will make it open to all caste, all region, all religion, and free up the armed services from the current situation of regiments having a caste and region bias. Under Governor Edmund Brown of California the state's public university system became a model for the whole nation in the 1960's- state spending on higher education doubled, statewide enrollment doubled, and seven new campuses were opened. California's community colleges, Californa State University and the University of California helped educate a new generation of Californians and powered its rise as a tech savy state. Increasing tution is putting higher education increasingly out of reach for struggling middle class families. Edmund Brown's son Jerry Brown, the current governor of California, tells Californians his mother studied basically "for free," and a whole generation that followed her paid modest tution fees. Jerry Brown is a trustee on the boards of Cal State and UC, attends meetings regularly, asks questions about the conditions at the university systems, and is determined to make the higher education system a part of his own legacy. He persuaded voters to approve a tax increase to support the higher education system. Half of the $250 million increase in funding for the university system is contingent on a tution freeze. Brown is also pushing for faculty to teach more undergraduate courses, increase the number of online courses, and reduce administrator pay. His proposals are meeting resistance from academia. Other issues facing the university system are the lack of resources to meet increasing enrollment, issues about reducing out of state enrollment to meet in state demand because out of state students pay higher tution fees, and the general resistance to teaching more undergraduate classes from faculty. To do this Brown is having to engage in a discussion about education and "quality" with academia. In a recent interview Brown pointed out that words like "quality" have different meanings, and are defined in academia to meet internal needs that often conflict with basic societal objectives....

Unrestrained lending by state owned banks, corruption and cronyism, have led to an increase in non-performing loans and bad debt. Slovenia's government banks made extensive loans for leverged management buyouts of state owned companies in the period 2000-2010. Loans for construction projects also soured, with the capital Ljubljana having many unfinished construction sites. Bad debt at the banks is estimated at 6.8 billion euros, or 19% of Slovenia's GDP, larger than the 16% of GDP for bad debt in Spain. The anti-corruption agency reports large amounts of undisclosed income for the head of the outgoing government, and the outgoing leader of the opposition party who was Mayor of Ljubljana. An election law that requires an endorsement from members of parliament for people seeking to contest elections for the first time makes it difficult to bring new faces and thinking into parliament.

Helena Morrissey of the 30% Club has helped increase the representation of women on Board of Directors in Britain to 23%. This is nearly double the figure in 2010. Helena Morrissey uses a non-confrontational approach, getting men to join the organization and having them act as advocates with other men in senior positions. She learned this after using other approaches which were less effective. She focusses on telling chairman of the boards that having women on the board provides different perspectives, and points to studies that show about 30% lets a minority voice be heard. Homogenous boards have been known to provide no new thinking or fresh perspective, a problem at many companies. The opportunity opened up with the finsncial crisis of 2008 and widespread opinion that the boards had failed to understand the crisis that was coming. She and 14 other women got the support of 2 prominent board chairmen in 2010 to start the 30's Club. A Commision by the new government led by Lord Davies provided additional impetus by recommending that 25% of a board be voluntarily set for women. Early in her career Helena was turned down for a promotion because she had a baby. She has nine children, which her husband a journalist helps take care of at home, making her situation even more unique. Senator Manchin of West Virginia secured a transitional use of coal, oil and natural gas in the Biden legislation including Inflation Reduction Act. The Biden team eventually accepted the need for use of oil and natural gas in the transition to clean energy. During the first Trump term the support for fossil fuels was tempered by the fact that industries looked at the situation in the long term as administrations can change every 4 years, and continued the transition to clean energy. The combination of these factors means that the transition to clean energy continues in some form.

He comments on Russia's problem with European peacekeeping force- “I don’t think it’s going to be a problem, to be honest with you. I think Putin is tired of it. I think they’re all tired of it. Oil supplies are not expected to go up with Mexicio and Russia's aging fields crimping production, non opec production barely budging with 1% increase this year according to IEA. Indonesia production down by half from its peak. Countries in the middle east like Iran are consuming more and have less available for export. And the Saudis plan to build huge chemical aluminium and other plants as well as cities in the desert, and increase electricity production. This will take up some of the oil production and make less available for export. Militant strikes have shut down over 25% of production of Nigeria's 2.5 million barrels a day of production repeatedly in the last few years. And Saudi Arabia has according to CERA only 2 million barrels a day of spare capacity or 2.3% that it can add, all of the safety cushion in one country according to Daniel Yergin. Yergin sees prices up to $150 barrel based on the supply constraints. The demand side is showing declining consumption in the USA but not by enough to compensate for growing consumption in China by 5% this year, and the increase in consumption in India, Russia, Brazil and other developing countries including Middle East. The reason for continuing consumption increases in the rest of the world is that price impact has been less severe in Europe because of the strong euro and oil priced in US dollars, and in China because Petrochina is required to put price caps so gasoline price increases are not that harsh. And India also cushions the price impact to some extent to protect consumers. And autos are just taking off in large numbers in China, Russia, India, Brazil and other countries. The drop in consumption in the USA has to be large enough to have an impact. And the shift to fuel efficient targets in the new fuel efficiency regulations in the USA are too modest and over a number of years to have any impact in the short term or in the next 1-3 years. In February US oil demand dropped to 19.7 million barrels a day, down 1 million barrels a day from the US average for 2007, but this insufficient conservation to impact price. Even though new cars are shifting to higher fuel efficient small cars the impact on the total fleet is gradual as cars on the road purchased in the last 5-10 years are still on the road. Even as the consumption falls in the US the offset is occurring in the other countries like China, Russia and India. Some of this is due to the euro and some to speculation but the supply constraints are real and demand momentum is still there in China, Middle east, Russia and India to keep offsetting savings elsewhere and keeping supplies tight. The euro increased in value by 2% while oil prices increased by 10% since the 1st week of April so there is more than the weakening dollar and some speculation to this surge, which may be why the normally cautious Yergin says the price rise to $150 is realistic and says, its not just that the genie is out of the bottle, a hundred genies are out of the bottle. That is to say for the immediate future of demand momentum and supply sluggishness which could run 6-24 months, to the Olympics and maybe a year or so from then. This ties in with the thinking behind the Goldman's estimate and CERA's estimate. ...

The second proposal by the DJT administration is described by the WSJ as being one that may be worse than the first for Ukraine as it opens up repayment of the money US gave as aid to Ukraine to defend against Russian invasion. DJT administration maintains it is $350 billion not the $100 billion Ukraine and the EU say Ukraine received in US aid. In this report Ukrainians say the Ukraine parliament would never be able to pass such an agreement and it sets up more difficulties in US Ukraine peace negotiations if released. The US proposal would set up an entity called the US Ukraine Reconstruction Fund. This fund would have first right to all infrastructure and minerals projects in Ukraine. It's approval would be required for other investors to invest in Ukraine infrastructure and mineral projects. It is written as a commercial agreement, not as a nation to nation agreement. Scott Bessent who runs Treasury is a finance executive overseeing the negotiation and this proposal. He worked for George Soros Fund and provided advice for the bet on the British pound during a difficult time for the UK economy that led to a billion dollar gain for Soros Fund. DJT is a real estate developer. As a result their thinking is based on their experience in the US real estate and capital markets.     ...

Reorganizing a large and ineffective sales force at H-P is one of the biggest challenges facing new CEO Mark Hurd, who took the job in 2005. Under CEO Carly Fiorina the situation had deteriorated. The H-P sales force has become a large bureaucracy which takes much longer to get things done, with the added problems of duplication, redundant layers of management, delays getting approvals and so on. Corporate customers had difficulty reaching salespeople, and getting simple tasks done such as price quotes or getting a sample product took way too long for customers. Salespeople spent only 30% of their time in front of customers, with the bulk of their time spent navigating the large H-P bureaucracy to get things done. Out of 17000 salespeople only 10000 sell to customers, 7000 or 40% are in support or administrative positions. Four people from different groups can be found chasing the same customer, and different quotes from different salespeople cause duplication and confusion. H-P corporate salespeople did not specialize in any particular product area. And salespeople used 30 different types of software to track sales because of years of acquisitions, including the acquisition of Compaq. There are 11 layers of managers between the CEO and corporate customers. Hurd's solution was to organize the sales force so that it was responsible for specific products and specific countries, similiar to the situation he had seen at his previous company NCR. Responsibility and authority for decisionmaking were matched and clearly assigned. Each salesperson had a narrower focus and was to be limited to 3 accounts. H-P's 2000 corporate accounts would have just one salesperson to interface with. Sales would only use one type of software from Oracle Corporation. Changing an organization the size of H-P is a slow process. A year after these changes, the VP of Information Technology at Lear Corporation, says he still does not know who has been assigned as the salesperson for Lear. He has not seen much change in H-P sales. Hurd also reduced the number of employees by 10%, or about 14,500 people. After these layoffs the layers of management have been cut from eleven to eight between Hurd and the corporate customer, still too big a set of layers. ...

Its an amazing sight. The 730 ton steel sphere in Taipei skyscraper 101 with 100 stories is suspended between several floors at the top of the building as a mass damper to take the violent swinging shock of earthquakes. It can cut the building's swinging in an earthquake by 40%. This has saved occupants during this week's earthquake in Taipei. Closed circuit TV footage shows the building hardly moving which is amazing. The technology is displayed openly in this building built in 2004 as the tallest in the world. In addition 380 piles are driven 100 feet into the ground. Taiwan is located in a seismic active zone prone to earthquakes.
