France's 3300 Total Energies gas stations cap gas pries at $8.50 a gallon comapred to $4.22 at market rates in the US. Total Energies CEO Pouyanne says the cap is possible so long as the French government does not impose awindfall profits tax on the company. Profits at the company rose to 5.8 billion for hte last quarter up 51%. The cost of the cap is about $580 million so the company is still way ahead and this preempts the possible windfall profits tax which might go even further. At the same time the company gains public respect.

Push to stop nuclear weapons development in Iran in light of  South Korea/ US/ Japan's North Korea experience. When seen in the light of small state nuclear weapons proliferation the policy of stopping the spread particularly in areas of repeated wars for over 5 decades (the Middle East) as pursued by the current US DJT government is something to take seriously, and not politicize, as has been done by politicians and others for their own interests. Drone warfare by Ukraine has lead to stalling Russian advances in eastern Ukraine. Ukraine has increased attacks on the Russian border regions with drones. In this situation Russia has escalated its attack on Kviv.  Other reports say EU is looking for other mediators to address the war and negotiations for a settlement as the US has withdrawn saying the two sides are too far apart.

Starmer spent most of his carreer as a human rights lawyer for the Crown. He was head of the crown Prosecution Service for 2008 to 2013, which did not prepare him well for the post austerity disaffection of the British public- he ended up with the worst ratings of any prime minister.

There is a price for a socialist state run society adopting capitalism without understanding it. Russia experienced this in the 1990's as the Soviet system collapsed and the capitalist system took its place by 1990 with flagrant abuses. Only to be stabilized in the Putin years till the war in Ukraine affected the Russian economy. China avoided this fate by continuing its accelerated path to industrialization till the 2009 financial crisis. But hidden in its seemingly successful modernization effort was the role of LGFV's and selling of land to support the LGFV's. Local governments did not take on debt themselves, they passed on the debt to Local Government Financing Vehicles LGFV's- about 8 trillion dollars of debt 80%-90% not serviceable for interest payments, zombie status requiring borrowing for annual spending.  Most city councils or mayors did not understand these vehicles were debt and some even asked "do we have to pay it back?" LGFV's were not understood by mayors and city councils brought up under a socialist state run economy. They used it to follow the central government in Beijing's orders to come up with projects to boost growth year after year to rates of growth of 10% in the 1990's and 2000's, heedless of the risks because they never really understood the capitalist system and its pitfalls.  As long as land could be sold there was some revenue for local governments and room for shifting $8 trillion in debt to other LGFV's. Once the construction industry collapsed and companies went bankrupt their were few buyers for land. The central government cannot take on some of this $8 trillion in debt. As a result China is now facing what the Russians faced - a crisis from lack of grasp of the severe pitfalls of capitalism when its risks are not understood for economies that were in the 20th century experiencing upheavals, wars and then socialist state run economies. What this means is that the Chinese economy will slow, has no choice but to slow down for the next decade to find solutions to this debt overhang over its economy and industrial plans. It also means China's support for Russia in the Ukraine conflict is also problematic for China's internal growth to meet the aspirations of its people. As long as the administration in the US continues to pursue its own economic policies for growth as Biden has done by investing in the American economy, it will have the opportunity to lead the free world and be able to hold out hope for aspirations of countries and regions such as India, Africa and Latin America. ...

US Defense Spending charts as percentage of GDP since 1929 startling fact seen in this chart of Federal Reserve Bank of St Louis- that in 2026 we are seeing 1929-1937 levels of military spending to GDP ratio of 2-3% just before it jumped to 45% in 1940 in World War II. It is a cautionary tale not to spend too little (2-4% is a danger point), as lack of military modernization means a lot more spending soon after, almost 10 times that- 10 times 4% or 40%. Message to the US is not what Starmer and company are saying in Europe- it is that don't invite the existential crisis of 1940 again for western (US, EU, Canada, UK) and eastern democracies (India, Japan, Indonesia, Australia) by ignoring costs of military modernization. And 2-4% of GDP for military spending is not going to do this.

How to build a global port network with less cash- China's state owned Cosco and it's European ports network is an example of savy buying during financial crises, and when companies in Europe and the US were keen to make sales of ports. China simply integrated it into a vast exports network, using containerized terminal expansion modernization to build its manufacturing for export model. This was an extension of its domestic network where it added new port infrastructure to newly built rail and road connections.  India today is learning from this example. By 2000 the Chinese global export model was entrenched. It was also the year when the junior Bush president extended the wars of Reagan/Bush in Iraq of the 1980's to Afghanistan. China had a clear road ahead to build state of the art infrastructure of ports, logistics and exports over the next 10-15 years without any defense costs.  Piraeus in Greece south of Athens, a port concession acquired in 2004 Antwerp in Belgium (Austrian Netherlands), a minority stake in a container port acquired in 2008. In 2013 with sale of Terminal Link ports in a 49% stake deal by CMA of France holding 51%, China has stakes in Zeerbrugge and Antwerp, Busan South Korea, and Le Havre, Montoir and Fos in France, Xiamen in China, Miami and Houston in US. Rotterdam, Netherlands- Cosco acquired in 20126 a 35% stake in Euromax Terminal in Rotterdam from Hong Kong's Hutchison's Holdings for $125 million. Valencia and Bilbao majority  51% stake for $270 million, when JP Morgan paid as much as $950 million to ACS of Spain for these ports after the 2009 crisis led to Spanish divestments. Today in TEU's shipping containers China sends goods to Europe 10 times what it takes in through Spanish ports. Canada, Australia, India, Brazil have some of the largest reserves of rare earth and critical minerals. Brazil has second largest reserves. This means the US can still change the current situation of a near monopoly on critical minerals by China in coming years by making the necessary investments early in these countries and in the US itself. Here is the situation in Brazil for rare earths. Brazil has said it will be open to investments that place a priority on rare earths processing within Brazil, not just rare earths commodity exports for processing in the EU or the US. China does most of the processing of rare earths in China, it imports heavily from Burma, Indonesia, Australia and Africa and does nearly 100% of the processing in China using research labs and production facilities funded by PRC government. Yet the search for and development of supplies of rare earths and critical minerals is still at an early stage so that with the necessary investments including in India, Indonesia, Australia, Brazil, in Africa, and in the US, the US and Germany, EU, India can change this situation by 2030. Brazil hold 21 million tons of reserves of rare earths, about a quarter of world rare earths reserves. Just in the last 3 years since 2023 3000 permits have been filed with Brazil's National Mining Agency compared to 500 in years before this. Australia and India are also catching up in rare earths minerals investment. Australian producers Viridis and Meteoric are doing advanced work in Pocos de Caldas mining area in Brazil. Canada is doing a project in Golas state. US company Rare Earth is putting $2.8 billion in Serra Verde. All this is being pushed forward by fast track investing supported by the DJT US government. Serra Verde historically sent rare earths in commodity form to China. Now DJT administration has setup private and public financing for a 15 year supply agreement to the US. Australia's Viridis can also get funding from IDFC operated by the US with discussions underway. Viridis's $360 million  Colossus project in Brazil sends rare earth in commodity form to a French-Belgian processing company in the EU. Brazil cannot afford to be too restrictive when it comes to processing- though that remains its goal -as Brazil wants to use its advantages in rare earths to increase investments and export earnings to support its slowing economy. Over time Brazil as part of this western hemisphere and as shown in "Brazil no Espelhos" or "Brazil in the Mirror" by Felipe Nunes, discussed in the adjoining piece on Brazil, is a part of the same social fabric of the Americas and its economic structure, its supply chains, its business, its democratic framework and processes. ...

This report by NYT's Choe Sang Hun shows in a brief and lucid manner the charges against South Korea's president Park Geun-hye, as the National Assembly votes on a motion to impeach her.  Her close friend and advisor, Ms. Choo Soon-sil, is involved. Ms. Soon-sil is accused by prosecutors of seeking favors from corporations such as Hyundai, and using the help of the president or the administration to secure these favors. This includes contracts for companies and foundations run by Ms. Soon-sil. In the proceedings before the National Assembly business leaders of the nation's largest companies have confirmed that they could not say no because of requests coming from the administration and the presidential office. About $69 million of donations to the foundations were made. The conglomerate Lotte donated $6 million for a sports complex to be built so that Ms. Soon-sil's company Blue K could run it. Prosecutors say these companies feared retaliation or tax investigations if they did not comply with requests from the presidential office. Other charges are about national intelligence and this relates to orders from president Park to an aide to give 47 classified documents to Ms. Choi Soon-sil between 2013 and 2016. Choi had no security clearance and the documents showed who would be appointed to top government positions including national intelligence director. The opposition in the National Assembly says this violates her constitutional obligations. The constitutional guarantees of freedom of the press were violated say opposition leaders because a newspaper's president was fired for covering Ms. Choi's activities. ...

The European Union would accept extension of the deadline on Brexit of March 29, and a second referendum could take place. Theresa May could go over the heads of her squabbling MP's and call a second referendum or a general election, says this report in The Guardian. 

A British request for extension of the deadline is seen as inevitable because it is impossible to pass the necessary pre-Brexit legislation before March 29. Conditions could include a second referendum and allowing the UK government to appoint national parliamentarians for the EU parliament as EU elections are in late May 2019. Because there is no majority for a second referendum just yet, and because the only way to get support in parliament is to have in place the customs union rejected by far right Conservative MP's, extending the date is the only viable option.

Raul Castro of Cuba indicted by the US Justice Department May 20, 2026 for Cuban Americans killed when civilian flights helping Cuban refugees in the waters near Cuba were shot on orders from Raul Castro, as minister of defense. Only towards the end of this news report by Perry Stein and Karen De Young of the Washington Post is it clear that this indictment is on Cuba Independence Day March 20, which in 1902 marks the setup of the Republic of Cuba, at the end of the US military takeover of Cuba from the Spanish during the Spanish American War. Cuba under Castro does not use this day but the day of the Communist takeover in 1959 of January 1, and celebrates as Day of the Revolution, July 26, the day when the attack on the Moncada military barracks started the Revolution against the dictatorship of Fulgencio Batista. Only the Obama administration similar to its failures in addressing the Iran nuclear weapons crisis refused to recognize 1902 date as the Cuban Independence Day, all other administrations before did. Under the Monroe Doctrine of 1824 the US clearly considered Latin America as its neighborhood and would not accept any foreign power in its neighborhood, making the Platt amendment attached to the Cuban 1902 Constitution permitting US intervention simply an addition. That the Monroe Doctrine was proven right in 2 ways is not mentioned by the Washington Post or by the elite media. What it did was to prevent European colonial powers from intervening and restoring colonial type rule to Spanish colonies in Latin America. It was welcomed by the British as it had no such designs, objected to by the Spanish Dutch and the French who had such designs for their colonial Empires. It was resented by Cubans naturally but Cubans did not consider that US is the only power who even when it pushed the Spaniards out of Cuba and Philippines in the Spanish American War of 1900 after centuries of Spanish occupation, the only power who prepared Cuba for Independence within 4 years in 1898. Which European colonial power could do this? The other reason for the Monroe Doctrine is in the Platt Amendment attached to the Cuban Constitution which committed the Cuban government to implement and maintain programs the US introduced to control yellow fever and infectious diseases. In 1934 FDR removed the Platt Amendment under a "Good Neighbor Policy. It is the relaxation of the Monroe Doctrine by future American adminstrations that has brought so much suffering and pain to North America, for the US and Mexico with illegal immigration and drugs, corrupting governance in Mexico and creating social political strife in the US, more deaths from drugs than the Vietnam, Korean and WWI combined. Today's Cuba's economy and the Venezuelan economy that copied Cuba's example has completely collapsed, one fourth of the people left the country taking with them the vitally important skills, and leading to economic hardships for the people. This would not have happened if the Monroe Doctrine implemented under the Good Neighbor ideas of FDR and the Alliance for Progress of JFK was kept in place. This shows that Cuba's Independence happened when the Americans supported Cuban rebels fighting for independence in 1898 just as the Indian Independence was won in 1947 from the British under Labour's PM Clement Attlee in 1945 taking action. Four years of American rule in Cuba to prepare it for independence as a transition is far better than 4 centuries of Spanish rule, and 2 years of British rule as a transition 1945-1947 under Attlee (who replaced Churchill in 1945 and setup the NHS) is better than 2 centuries of British colonial rule. In this sense America is with the Cuban people, just as the average British public and working class is with the Indian people.   ...

India's 267 million farmers 44% of the workforce that make it difficult to reduce 39% tariff on imported dairy and grain. Older Americans have lost the memories of famines in India including one in Bihar in the 1960's, not to mention the Bengal famine during the British rule in 1944 in which Britannica says 3 million people lost their lives. By 1965 India depended on US grain. Dhume reminds readers that in as recent as 1966 9 million tons, a quarter of US wheat crop, was sent to India to prevent famine. China had a similar situation of famine and starvation in the 20th century. This is why India and China have focused effort on achieving self sufficiency in food, and  agricultural productivity is one of the great achievements of the 20th century ranking with electricity and other inventions. When it comes to other upscale agricultural products such as walnuts, blueberrries, and almonds, and other, India's middle class would benefit from nutritional benefits of US agriculture in these fields at low or no tariffs. This suggests there is room for opening some sectors other than dairy and grain that are staple to the Indian diet of the vast population. US 50% tariff is motivated by India going from 2% Russian oil imports in 2019, to shifting importing from Saudis and UAE to Russia so that Russia now makes up a third of it's oil imports by 2024. In May it reached 4 million barrels a day dropping to 2 million barrels a day by July 2024.   ...

Here WSJ reports banning of the use of Apple phones by people serving in the government. China is urging government agencies and state enterprise employees to use Chinese brands of computers, mobile phones and computer software to ensure sensitive data can be protected. U.S. House Speaker Paul Ryan, wins by 84% to his challenger's 16% of the vote in the Republican primary for his House seat of Janesville, Wisconsin. The challenger Nehlen, an executive at a water filtration company, adopted many of Trump's positions including building a wall and had the support of the group Tea Party Patriots. Trump lost to Ted Cruz in Wisconsin and lost in the 1st congressional district covering Janesville by 19 percentage points. Janesville, is a former industrial working class town that has lost many factory jobs over the years, and this election shows the trade issue is not the only issue on people's minds when they vote. That it is easy for a candidate to use it as wedge even when they do not mean what they say by outsourcing themselves, or have few real solutions- especially as public opinion in both parties is opposed to a shift of jobs overseas for the last decade. Ryan said about his win- "I'm a local guy, people know who I am, they know what I believe in and they know I mean what I say and I say what I mean and I don't do it in a mean way." Some Republican experts say Ryan's job of winning his seat very easily, protecting the congressional majority of Republicans, and dealing with Trump as the nominee, is the hardest job in politics. ...

Climate change is leading to floods in Bengaluru, Chennai and in the state of Andhra Pradesh in recent months. DW.com looks at the situation there. Studies show India' climate vulnerability. WSJ says under the Biden administration the state was turned into a nature museum.  WSJ says the state's leaders know that spoiling the environment would be mistake. Yet developing some of the state's resources would help the US in sourcing natural gas and rare earth minerals for renewable energy products. This would achieve a policy balance. One of the arguments North Dakota Governor Borghum and new US Interior Secretary makes is that China is building a coal plant every 2 weeks with 12 built in the first 6 months of 2024. As of July 2024 Statista shows China with 1161 coal plants operational, 6 times the 204 US coal plants and 4 times the 295 coal plants in India, 89 in Japan- and 90% of new coal power capacity added. This means climate change issues remain no matter what the US does. By using natural gas fired electricity the US gets transition time for the shift to renewables and can attack the cost of living, export to the EU.  ...

How the French health care system works. France comes in first and the USA 37th in aWHO health care ranking. THe difference in deaths from respiratory disease is half that in the USA, and lower rates of death from heart disease and diabetes. IT has more hospital beds and doctors per capita than the USA. 65% of French people are satisfied with their health system compared to 40% in the USA, and yet France spends 10.7% of GDP on health care and the USA spends 16% for poorer results. THe French system is more generous to its seniors. Unlike Medicare there are no deductibles, just modest co-payments that are often dismissed for chronically ill. And diabetes and critical surgeries are covered 100%. French also buy supplemental insurance like Medigap for extra expenses like dental and eyglasses. Cancer patients are treated free of charge. Avastin treatments costing $48,000 a year are provided at no charge. France's PMI or Protection Maternelle et Infantile, is rated highly. It is anetwork of thousands of healthcare facilities, that ensure that every mother and child in the country receives basic preventive care. Mothers even receive afinancial incentive for attending their pre and post natal visits. France makes this care affordable by reibursing doctors at a much lower rate. The average yearly net income for doctors is around $55,000, about athird of what doctors in the USA make. But French doctors don't have to pay back huge student loans as medical school is paid for by the state and malpractice insurance premiums are only a tiny fraction of that in the USA. And again the French government pays two thirds of the social security tax for most French physicians- which is typically 40% of income. So the $55,000, is more like $92,000 taking that into account and more like $110,000 when student loans and malpractice is taken into account at US levels. Specialists who have 4 or more years experience can charge what they want, but as one gastroenterologist says, there in an unspoken and undefined limit to what you can cahrge or what is socially acceptable. Yet even in France there is inflation in health care costs that the government deals with through price controls and more spending. The French national insurance system is running increased deficits each year and this is now $13.5 billion, and it has led to higher taxes for employers and workers. ...

The EU's competition commissioner to crackdown on pharmaceutical companies that are delaying the entry of generics drugs with various tactics that are anticompetitive. EU has raided the offices of several marge drug companies and retrieved documents that show this activity was going on. About 5% of medical bills or 3 billion euros coud have been saved from 2000 to 2007, if companies had allowed generics to enter the market earlier and not resorted to these antitcompeitive strategies. Like paying off generics companies or having so many patents on the ingredients of the drug, in one case 1300 patents on one single drug, and then suing the generics companies to tie up the case in the courts.
