French effort to "systematically" require use of face masks in office and work environments. The High Council for Public Health is asking the government to make it mandatory for face masks to be used in all office spaces starting in September to cut the rising coronavirus cases which have reached 3000 a day. They are already mandatory in public transport and in shops. There is a clear link in the contaminated air and the rise in cases.

India's 267 million farmers 44% of the workforce that make it difficult to reduce 39% tariff on imported dairy and grain. Older Americans have lost the memories of famines in India including one in Bihar in the 1960's, not to mention the Bengal famine during the British rule in 1944 in which Britannica says 3 million people lost their lives. By 1965 India depended on US grain. Dhume reminds readers that in as recent as 1966 9 million tons, a quarter of US wheat crop, was sent to India to prevent famine. China had a similar situation of famine and starvation in the 20th century. This is why India and China have focused effort on achieving self sufficiency in food, and  agricultural productivity is one of the great achievements of the 20th century ranking with electricity and other inventions. When it comes to other upscale agricultural products such as walnuts, blueberrries, and almonds, and other, India's middle class would benefit from nutritional benefits of US agriculture in these fields at low or no tariffs. This suggests there is room for opening some sectors other than dairy and grain that are staple to the Indian diet of the vast population. US 50% tariff is motivated by India going from 2% Russian oil imports in 2019, to shifting importing from Saudis and UAE to Russia so that Russia now makes up a third of it's oil imports by 2024. In May it reached 4 million barrels a day dropping to 2 million barrels a day by July 2024.   ...

China's Make in China campaign is supported by helping domestic brands. Just as BYD overtakes VW as the largest selling domestic brand and leading EV maker, China is pushing domestic mobile phones. Here WSJ reports banning of the use of Apple phones by people serving in the government. China is urging government agencies and state enterprise employees to use Chinese brands of computers, mobile phones and computer software to ensure sensitive data can be protected. U.S. House Speaker Paul Ryan, wins by 84% to his challenger's 16% of the vote in the Republican primary for his House seat of Janesville, Wisconsin. The challenger Nehlen, an executive at a water filtration company, adopted many of Trump's positions including building a wall and had the support of the group Tea Party Patriots. Trump lost to Ted Cruz in Wisconsin and lost in the 1st congressional district covering Janesville by 19 percentage points. Janesville, is a former industrial working class town that has lost many factory jobs over the years, and this election shows the trade issue is not the only issue on people's minds when they vote. That it is easy for a candidate to use it as wedge even when they do not mean what they say by outsourcing themselves, or have few real solutions- especially as public opinion in both parties is opposed to a shift of jobs overseas for the last decade. Ryan said about his win- "I'm a local guy, people know who I am, they know what I believe in and they know I mean what I say and I say what I mean and I don't do it in a mean way." Some Republican experts say Ryan's job of winning his seat very easily, protecting the congressional majority of Republicans, and dealing with Trump as the nominee, is the hardest job in politics. ...

Yet developing some of the state's resources would help the US in sourcing natural gas and rare earth minerals for renewable energy products. This would achieve a policy balance. One of the arguments North Dakota Governor Borghum and new US Interior Secretary makes is that China is building a coal plant every 2 weeks with 12 built in the first 6 months of 2024. As of July 2024 Statista shows China with 1161 coal plants operational, 6 times the 204 US coal plants and 4 times the 295 coal plants in India, 89 in Japan- and 90% of new coal power capacity added. This means climate change issues remain no matter what the US does. By using natural gas fired electricity the US gets transition time for the shift to renewables and can attack the cost of living, export to the EU.  ...

Thirty years of neglect it all began in 1998 with Tim Cook from Alabama was hired to ship manufacturing to China- Apple now takes WSJ reporters to its "nascent effort" in building new supply chain for chips manufacturing in 2026. Steve Jobs was hired in 1998 when Steve Jobs returned to run Apple a second time. By this time the company was failing and manufacturing plants had huge quality control issues, morale was low. Instead of fixing these problems at US factories, Jobs and Cook came up with a new strategy- Make in China, invent and price at a premium in PC's for large margins with low cost Chinese manufacturing using tightly controlled US design, reinvest the profits in a virtuous cycle, invent and design to compete with Microsoft. It succeeded for Apple share owners, and it failed for American workers and people- succeeded by creating a $3 trillion valuation, it failed for the American people by leaving American workers to go unemployed and setting the trend to destroy the manufacturing capabilities and structures that had led to the US following Britain with 300 years of dominance in standards of living for its people and its industrial stength since 1750. It also created Asian competitors in China/Taiwan, and South Korea to whom the US business had in reckless manner based on textbook theory of economists for four administrations (Bush-Clinton-Bush-Obama) had shipped American manufacturing and knowhow to China. ...

Macron says about the ban of under 15's by social  media platforms-  the emotions of children and teenagers should not be "for sale or manipulated by American platforms and Chinese algorithms." The bad effects  on all adolescents of social media, especially on girls is seen in mental health issues for teenagers and the lack of focus for education in schools. It is a big price to pay for all countries to ruin the prospects in life of a new generation of children who are growing up in ways that no previous generation of children in the history of humanity was exposed to. This is no time for dangerous experiments with our children. It is an interesting comment on today that it is lobbyists (and donations) for platforms that are the problem. And that these lobbyists are from what is called Far Right, Right,  Left, Far Left, it makes no difference they all get paid for work, which shows that such labels have little meaning today- looking for common sense and what is right for (children's) health and education is the best approach not falling in line with Far Right, Right,  Far Left, Left, or Moderate or some such label or a Culture War label that is essentially meaningless when it comes to common sense. It is also amore advanced economy with the help of the British and India, and now Israel. Saudi population is about 35 million and Saudis were poised to recognize Israel in 2024-2025. Egypt, the largest Arab nation, has shifted policy to be part of a Middle East that seeks modernization and economic development after decades of war and has close relations with UAE, so does Morocco, another Arab country with close ties to Europe and India.    ...

Britain's parliament voted Jan. 15, 2019 to reject the Brexit deal crafted by Theresa May with the European Union by a huge margin of 230 votes. The vote was 432 to 202, with 118 Conservative MP's voting against along with the entire Labour Party members. 

If a no-confidence vote by the opposition Labour Party is defeated as expected with 118 Conservative MP's backing the government in that vote, the uncertainty and rancour and bitterness will continue. May will look for ways to tweak the deal to get it through parliament. If this fails Britain could march out of the EU with no deal on March 29, 2019, or the date is extended. She opposes extending the date or having a second referendum.

How the French health care system works. France comes in first and the USA 37th in aWHO health care ranking. THe difference in deaths from respiratory disease is half that in the USA, and lower rates of death from heart disease and diabetes. IT has more hospital beds and doctors per capita than the USA. 65% of French people are satisfied with their health system compared to 40% in the USA, and yet France spends 10.7% of GDP on health care and the USA spends 16% for poorer results. THe French system is more generous to its seniors. Unlike Medicare there are no deductibles, just modest co-payments that are often dismissed for chronically ill. And diabetes and critical surgeries are covered 100%. French also buy supplemental insurance like Medigap for extra expenses like dental and eyglasses. Cancer patients are treated free of charge. Avastin treatments costing $48,000 a year are provided at no charge. France's PMI or Protection Maternelle et Infantile, is rated highly. It is anetwork of thousands of healthcare facilities, that ensure that every mother and child in the country receives basic preventive care. Mothers even receive afinancial incentive for attending their pre and post natal visits. France makes this care affordable by reibursing doctors at a much lower rate. The average yearly net income for doctors is around $55,000, about athird of what doctors in the USA make. But French doctors don't have to pay back huge student loans as medical school is paid for by the state and malpractice insurance premiums are only a tiny fraction of that in the USA. And again the French government pays two thirds of the social security tax for most French physicians- which is typically 40% of income. So the $55,000, is more like $92,000 taking that into account and more like $110,000 when student loans and malpractice is taken into account at US levels. Specialists who have 4 or more years experience can charge what they want, but as one gastroenterologist says, there in an unspoken and undefined limit to what you can cahrge or what is socially acceptable. Yet even in France there is inflation in health care costs that the government deals with through price controls and more spending. The French national insurance system is running increased deficits each year and this is now $13.5 billion, and it has led to higher taxes for employers and workers. ...

The EU's competition commissioner to crackdown on pharmaceutical companies that are delaying the entry of generics drugs with various tactics that are anticompetitive. EU has raided the offices of several marge drug companies and retrieved documents that show this activity was going on. About 5% of medical bills or 3 billion euros coud have been saved from 2000 to 2007, if companies had allowed generics to enter the market earlier and not resorted to these antitcompeitive strategies. Like paying off generics companies or having so many patents on the ingredients of the drug, in one case 1300 patents on one single drug, and then suing the generics companies to tie up the case in the courts.

Use of Huawei's equipment for 5G technology upgrade of India's telecom networks is seen as less of a cybersecurity threat in India and attractive in terms of its lower prices and technological advancement. U.S. efforts to prevent the use of Huawei's 5G networks equipment because of cyber security threat are hitting a roadblock in India where the cost of the upgrade to 5G is a major advantage with the Chinese telecom equipment maker Huawei.

Germany is considering letting Huawei supply telecom equipment after its cybersecurity agency report showed Huawei could not siphon off sensitive data for use by the Chinese government. Data rates for 4G networks have been slashed in India by 90% with the introduction of the Jio network. Hundreds of millions of customers make India a large enough market for new 5G technologies to be attractive for China's Huawei, making it harder for the U.S. to block Huawei in other countries.
