Huge losses sustained by sovereign wealth funds. Estimated $350 billion for Gulf foreign reserve funds and SWF's, according to RGE Monitor's Rachel Ziemba, or 27% of assets. Sovereign Wealth funds are either using their funds for supporting their local banks as in the Gulf areas, or buying back stakes of cash strapped western banks like RBS in the case of China. Russia, China and other countries are using their SWF's for stimulus spending. And Russia, Gulf economies that are dependent on oil prices, are looking at possible sale of foreign assets at oil prices between $50 and a deterioration to $25. Only China has a surplus that is sustained through the last quarter of 2008, but this is changing quickly as imports pick up after the stimulus kicks in, and exports drop precipitiously in 2010. South Korea and Russia have also learned of the need to have liquid safe investments preferably in dollars in the current crisis, as they have learned how large capital outflows can get in a short time. And the US is not looking at these large capital inflows from overseas as a benevolent thing, because it overvalues American assets, and leads to all sorts of distortions in liquidity and pricing of risk that contributed to the current crisis. In short the whole situation with SWF's has a suprising ending, as with everything in the current crisis, nothing worked out as expected or planned....

This report in the Washington Post uses Frequently Asked Questions to give readers an understanding of the India China border conflict. The roots of the conflict lie in  China's claim to Tibet based on Chinese troops going to aid Tibet in 1792. This based on the Qing dynasty sending troops to aid Tibet after a Nepalese invasion of Tibet. Tibet and Nepal are neighboring countries in the Himalayan mountains,  Nepal has a border with Indian state of Bihar, and Tibet is north and northeast of Nepal, all in close proximity of several hundred kilometres from India but four thousand kilometres from Beijing near Korea and Japan. The Sino Nepalese war, called the Gurkha war in Chinese, was the result of a dispute between Nepal and Tibet over debased silver coinage supplied by Nepal to Tibet and Tibet's demand for compensation, as well as a dispute about salt supplied by Tibet to Nepal. Chinese forces were repelled by  the Nepalese Gorkhas, and eventually the conflict was settled with a peace treaty between Nepal and Tibet with Chinese mediation for the Tibetan side. When the British East India company intervened in the region in 1815 China was not present, and when Nepal and Tibet had another war in 1855 China was not present.  For the first half of the twentieth century Tibet printed its own stamps and was an independent country negotiating treaties with Britain. China's brief intervention in 1792 is the fact cited by China for its claim to Tibet. Crossing the high mountains to get to Tibet from China's western frontier was for most of history and during this 1792 intervention, a journey that took 3 or 4 months with yaks and mules. Because of the sheer logistics China was present only in a symbolic way in Tibet or Nepal, both regions far more autonomous and remote from China than say a Finland near Russia. It takes 5 hours to go from Helsinki to St Petersburg in Russia. This is about the distance between the border with Nepal in Bihar, India, to Tibetan border with Nepal. By contrast it takes four thousand kilometres journey from Beijing to Tibet and over steep mountain ranges and rivers which would took months of journey with mules and yaks all the way into the twentieth century.  Finland was part of Sweden till 1809 when it became part of Russian Empire, till 1917 when it became an independent country. The Soviet Union invaded Finland one more time before World War II and was repelled, but this is attributed to Russian fears that Finland could be used as a base for an invasion of Russia. Tibet was a buffer between the British Empire and China. Chinese Nationalists party and Communist party thinking may have changed after Japan's invasion of China in the thirties, making extending China's western frontiers to the borders of India as part of the new nationalist idea.  How else can one see Beijing in East Asia throughout its history suddenly at the border with India after its takeover of Tibet in 1950. The period in 1950 when India was just coming out of the partition and tackling millions of refugees on the border with newly created Pakistan.      ...

Such is the drama in the House nowadays as Democrats look for ways to restrict the president's action in the international arena on the Monroe Doctrine. The resolution if passed would require Congress to authorize the action to deploy troops. The Venezuelan action was taken quickly in a few hours bringing Maduro to the US. The US set a naval blockade of the country which has fallen apart with high inflation and mismanagement, corruption and drug trafficking after Chavez entered Venezuelan politics with a military coup in 1998 and set up an authoritarian government. When he died the power was handed to a person who lacked experience tackling a complex oil economy and inflation reached 1000 percent destroying the economy. The Monroe doctrine had fallen into disuse since 1824 and its revival in 1904 by Teddy Roosevelt which made it difficult for the US to take action in the interests of peace and security in its neighborhood free of European colonial powers. Russia withdrew from Venezuela after the Trump administration set a new start for US Russia relations based on "respect" for Russia as a power in Northern Europe. In 1824 the situation facing Venezuela and other South American countries blocked by president Monroe was intervention by France, Spain to collect debts.  President Teddy Roosevelt affirmed the Monroe Doctrine during his term 1900-1909 to ensure fairplay, democratic governance and good governance in the western hemisphere free of European powers. In 2026 much of this is being misrepresented in a torrent of what TR called "mendacity." The issue of Greenland and security for the Eastern seaboard of America from foreign powers is also getting the same treatment by the US and European press with no mention of Admiral Perry's discoveries in Greenland for the US Navy in 1890's, and Denmark as a colonial power which had no belief in representation of local people having transferred its colonies in Asia and other parts of the world to other nations for payment or in exchange of territory. The entire population of Denmark of 6 million is smaller than the Houston area and the entire population of Greenland of 50,000 would not fill a baseball stadium, and yet it seeks to block US security for the entire eastern seaboard of  North America from foreign powers in 2026 after it did so in 1947 when Harry Truman offered $100 million for Greenland, as the Cold War intensified in Eastern Europe. ...

India is a frugal innovator producing satellites for space at a fraction of the cost. NASA sent Maven, a probe to Mars for $671 million, it cost India $74 million to send an orbiter to Mars. Yet India as one of the few space exploring nations has only 3% of the market. Invest India, India's investment promotion agency says this will increase to 10% by 2030. In March India's NewIndia state owned space agency sent three dozen space satellites for OneWeb into space after launches by Russia were stopped. India US trade relationship needs a complete rethinking in 2025 as trade tensions increase. In addition India needs to accept that the US or some other power has to maintain peace from a possible nuclear escalation that would be so damaging to south Asia and the world, and the US role under DJT seen in this context and welcomed. For this to happen both US and India need to look beyond the past perceptions of ethnic divisions as India industrializes, beyond China, as India's modernization will change everything in Asia and the world. Possible opportunities exist in India offering it's strengths in pharmaceuticals to reduce costs of drugs to ordinary Americans. India could take advantage of the reduction in oil prices under DJT to reduce purchases of Russian oil so that it is getting nearly the same price when oil prices were high and Russia offered discounted oil.  On agricultural exports to India, India can look for better ways to tackle this offering some transition period to when the US could send some quantities of exports in areas where India's rapidly growing middle class can absorb US fruits production such as cherries and apples, other fruit. India could help the US in the pharmaceutical and other sectors as a way to address US desire for reducing costs of drugs in the US. India could for instance make the drugs at a low cost in the US, investing in factories in the US to supply low cost drugs to average Americans tackling one of the biggest problems the American people face. ...

This report by David Sanger in the NYT cites insiders in the Obama administration suggesting that the Saudis never really considered the peace talks in the region organized by Secretary of State Kerry as a serious effort with the escalation in the bombing by Russia, and other events including Iran's two ballistic missile tests. Turkey was drawn into the conflict with Russian bombing of ethnic Turkish groups at the border with Syria. By ignoring these events affecting Turkey, Saudi Arabia and other countries, the Obama administration appeared to be calling for a peace effort that seemed to have little prospect of succeeding. As Trofimov suggests in a separate report in the WSJ the Saudis were more focussed on winning domestic support from conservative Sunnis, seeing the Obama administration as ineffective on the issue of refugees from Syria and the conditions for the civilian population.

World leaders at COP26 in Glasgow 2021 agree to pledge that they will end deforestation by 2030. This includes countries with large forest areas such as Russia, Brazil and Indonesia, and countries in Africa. Forests act like a carbon sink absorbing carbon dioxide from the atmosphere.
