Of the 27 nations represented at the EU summit meeting on January 30, 2012, all except Britain and the Czech Republic agreed to the new measures for budgetary discipline. The new fiscal compact will come into effect after 12 eurozone countries have ratified the compact. This prevents one or two countries holding up the agreement. Amazon expands during the pandemic when retail on line delivery has helped people reduce trips to the grocery or retail stores. Amazon hired 427,000 people to expand its workforce to 1.2 million people by November 2020, 9 months into the pandemic. Almost doubling the employee workforce. These workers are mostly at warehouses, with some software engineers and hardware specialists. This includes hiring in India and Italy and is worldwide hiring. This does not include 100,000 temporary workers for the holidays, and 500,000 delivery drivers working for contractors.  Only hiring of 230,000 people by Walmart about 2 decades a ago in one year comes close. Walmart hired 180,000 people during the pandemic. Walmart has 2.2 million employees. With the expansion underway Amazon looks to become the largest private employer in the world in 2 years, say experts.  Amazon pay is $15 an hour after an increase of $2 recently. Its coronavirus safety practices have been upgraded after early criticism in April and May. Recent expansion in Italy and in India are also part of worldwide expansion after Walmart has pulled back from its worldwide expansion. This also shows how quickly major aspects of life are changing during the pandemic as some companies in online business are becoming more prominent than others. Target and Walmart have also increased in size. Best Buy has changed its focus with its conversion into a company that leads with personal service in online plus store hybrid retail and a focus on seniors and older people for healthcare service and product delivery. Companies are changing the way they run or getting a new life in remaking their business. This is also a time when other aspects of business such as social media are becoming evident. Subtle aspects such as reports of higher rates of mental depression through use of social media platforms. There is also the awareness that information technology companies in Silicon Valley generate most of their money in advertising and this advertising of $100 billion is only a small fraction of the $12 trillion U.S. economy. Should Silicon Valley based in California decide priorities on where capital allocation should go through the part it plays in moving startups based less on America's priorities than other considerations. Healthcare, education, cities, and infrastructure have not received funding they need and capital allocation by financial markets has failed the American people, as it has failed in Europe and other parts of the world for similar reasons. This has hit hard communities and people across the U.S. and Europe and also in Latin America, Africa and Asia, with the loss of manufacturing to China and other countries from the U.S. India and Europe. ...

Erlanger and Castle look at the reasons given for the resounding defeat of the Labor party in 2016 British elections. Mr. Blair's view is that Labor as a traditional left wing party going against a right wing party produces a traditional result, reflects the Thatcher years when Britain was looking for a new way forward after the previous Labor governments and state involvement in the economy. More forces were at work in this election, say experts. Peter Mandelson of the Labor party and Bloomberg Editor-in-Chief Micklethwait, say other forces are at work, with Scottish nationalism depriving Labor of a core constituency it had relied on, with 40 seats in the 2010 elections going down to 1 in 2015 general election. English nationalism meant the only gains for Labor in England came from Liberal Democrats not from Conservatives. Cameron appealed to Englsih voters that a Labor left oriented government in alliance with the Scottish National Party, which is more to the left than Labor, would be bad for England. Other commentators have suggested that liberal economics of the type espoused by Blair and Gordon Brown had failed to reduce inequality or improve living standards of working class people, led Britain into the 2008-2009 financial crisis, and lost credibility. Globalization, the decline of heavy industry in Scotland, and other changes in the global economy have also changed the playing field. The Conservatives showed flexibility in relaxing deficit rules after 2012, and were intent on protecting the National Health Service, giving their campaign theme about putting Britain on the right path to economic recovery more credibility. Other issues such as immigration also played out against Labor, hurting labor more than the Conservatives, with the defeat of Labor's Ed Balls in Leeds attributed to the increased votes going to the UK Independence Party from working class and centrist voters. In the end Labor received only 30.1% of the popular vote. ...

UK prime minister Sunak makes changes to policies of the UK post-Brexit that bring the UK closer to France and the European Union. This follows a deterioration of Britain's relations with the EU and France under Boris Johnson during the years Brexit happened. Sunak also comes up with a different policy for Northern Ireland closer to the EU's position. Mark Landler has covered Britain and the EU for NYT over three decades. He calls Boris Johnson's approach bombastic and one that made loud claims for "Global Britain" with little to show in results.

Sunak's challenges are in Britain with strikes across transportation, health sector and NHS, and the cost of living crisis. Labour party is seen as having better solutions and as more caring in its policies for both the environment, workers and families in 2023.

Social media companies such as Twitter were classified differently under Section 230 of the 1996 Communications Decency Act. This is now being reviewed as the companies are now seen as monopolies by the government, that the role of these companies has evolved as they reached tens of million of people around the world. Twitter started in 2006- the year the Act governing its regulation was written was ten years prior. And Twitter only reached its access to tens of millions by 2012, fifteen years after the Act was written.  Basically the White House is saying the social media companies role has changed since the Act was written and the law should keep up with the new situation. President Trump is expected to sign a draft executive order setting new rules that limits the broad legal protection status provided by the law written in 1996, when social media companies did not exist. The immediate event preceding the action, was the president's frustration with the fact check placed by Twitter on the president's comments on the issue of voter fraud when mail in ballots are used. The WSJ podcast and discussion shown here points to this not being a black and white issue, but one where there are different and diverging views as to the policy that should be followed, which are legitimate based on the evidence on each side. Making this not appropriate for a fact check as Twitter had done. As Prime Minister Aso's ratings in the polls drop to 20%, it looks increasingly likely that the Liberal Democrats will lose the election that has to be held before September 2009. Yoshimi Watanabe, who was minister for administrative reform in two previous administrations and the most visible face for reform of the bureaucracy at the current time, quit the Liberal Democratic party recently. Aso's plan to stimulate the economy with a $130 cash payment to all people in Japan is meeting with skepticism and disapproval, as it is considered doubtful it will jumpstart the economy. Polls indicate 70% of voters oppose it. Aso came in as PM in September 2008, before the full brunt of the global economic crisis hit in November 2008. Voters see him as another old face of the Liberal Democratic party, older politicians who do not have the popular appeal especially with the shift to the younger Obama type politicians in the USA. The Liberal Democratic party has ruled for all but 11 months since the Second World War. Polls also show voters trust the opposition leader of the Democratic Party, Ichiro Ozawa, more than Taro Aso....

By the third meeting in Moscow it should be clear whether the Iranians are willing to give up capabilities that lead to nuclear weapons. Ayatollah Khamanei is the person in charge in Iran, but decisions are made collectively with the moderate Ayatollahs still ayatollahs, says Barak. The addition of the Khadima party to the coalition government of prime minister Netanyahu increases Israel's desire for dialogue and seeking progress on a peace with the Palestinian Authority- if not a peace arrangement then even unilateral steps towards peace by both sides. The way forward in Syria is for the U.S. to talk with the Russians about a new government. The important thing is for the removal of the Assad family, the entire Syrian state does not need to be dismantled as happened with the Baath party in Iraq. Israel continues to build a fence in the Sinai facing Egypt, as it fears infiltration during the period of civil strife in Egypt. Israel views Egypt from the standpoint of any future Egyptian government honoring its treaty committments with Israel, otherwise says Barak it is upto Egypt to decide its future government....

A Pew Research Center poll in September 2016 finds 81 percent of Indians have a favorable opinion of Narendra Modi in 2016, compared to 87 percent in 2015. Even among supporters of the opposition Indian National Congress a majority say they have a favorable opinion of Mr. Modi. The author of the poll, Bruce Stokes, says the opinion of frustration of the Indian elites and media about the Modi administration is not reflected in public opinion. Recently the Modi government passed legislation for a national Goods and Services Tax replacing overlapping state and federal taxes that are seen as holding up growth.  Issues the Indian public ranks high are corruption, unemployment and terrorism.

US president Biden has asked Democrats to first reach an agreement on a social and climate policy package and only then vote on an infrastructure bill. Republicans have supported investments in infrastructure, but not supported the social and climate policy package. Democrats progressive wing supports infrastructure but only after the social and climate policy package is approved. To pull together the different groups in the Democratic party and win support among some Republicans requires a skillful balancing act bringing in support from all sides in the national interest. The Biden plan for $3.5 trillion for Build Back Better has a$1 billion infrastructure plan, and a plan for workers and families on social issues confronting the country including child care, education, income related to reduce disparities, and healthcare. It also includes investments in green energy so reduce emissions to tackle climate change. Because Democrats have a thin majority in the Senate and the House of Representatives this balancing act will also require Democrats to reduce the size of the package to less than $3.5 trillion bringing in the most essential components for investment in 2021-2022 and making additional investments in the following years. ...

Gone are the days when Pat Brown was able to put his son Jerry Brown in the race for governor, there are 9 persons running for governor of California in 2026. The current governor Gavin Newsom is said to be promoting his book in Nashville, Tennessee, where many Californians are moving with the inflated cost of housing in the state. Gavin Newsom's grand father gave a $5000 check to Pat Brown in 1943 to run for District Attorney, this report says citing the book. From that time Pat Brown became Attorney General and then governor of California in 1958, defeating Richard Nixon in 1962. In 1962 Pat Brown seemed vulnerable as his signature accomplishment setting up the UC system of college campuses and the water reservoir, tax increases to pay for this, were in their beginning stages and their lasting value not recognized at the time. Nixon from Whittier, California, was a former Vice President and was seen as likely winner. This toughly fought election created the Pat Brown myth and so called machine that helped his son Jerry Brown to two terms as governor 1975 to 1983, and again after serving as Mayor of Oakland and Attorney General to come back to governors race again in 2011 (because term limits came after 2011) and be governor again 2011-2018. Another way of looking at it is that in his last two terms it was also Jerry Brown's careful balancing of the budget and finances of the state, his environmental support, that made him a reliable figure for the public interest not just the political machine backing him.  California to be sure has had popular governors on both sides Reagan won in 1966 as governor of California to succeed Pat Brown. The Kennedys and Pat Brown are matched by the Reagan supporters in the state. In today's situation where China's dominance in industry and manufacturing has affected all parts of deindustrialized America, California is no exception, where much of the middle class has seen their savings eroded, the issues are different and the challenges are different. ...

The thinktank Onward says a relatively small shift rightward on cultural issues would deliver for the Labour party a 1997 type of landslide at the next election. Today's 12 point lead for Labour is fragile and could be watered down to 4 points and an uncertain result. It says that people who are conservative on social issues and still favor Labour on economic and climate policy are the ones Labour should go for. They make up 61% of all voters in Britain and 78% of voters who would switch. Keir Starmer has a way through.

DJT plans an additional 10% tariff on Chinese imports to the US for its role in not shutting off the fentanyl flows. This is part of overall tariff action on CMC countries for their role in the flow of fentanyl to the US for which they did not take the necessary action to close this.  Business in the US as expressed in the WSJ says the tariffs are wrong. Who is in the right? DJT says on his site "they are so-ooo wrong." Scott Bessent, US Treasury Secretary, calls the  DJT fentanyl tariffs on CMC (Canada Mexico China) as part of domestic policy. It is not economic policy but domestic action to protect the rights of Americans to live freely without drugs and gangs, without fentanyl flows in their neighborhoods just as China protects its neighborhoods and its people, the government fulfilling its most important  responsibilities for safety of its citizens, its families and children, the social compact itself. ...

With so much coverage of other aspects of China,  to really understand China and Xi Jinping one has to understand the rural urban situation in China. Xi's long experience as a teenager in the cultural revolution of Mao was in rural areas, the 8 years he spent there till the age of 22, as this report by James Areddy with help of Yijun, Cheng and Qi aptly shows. It traces the shift and mass migration to cities starting with Deng's modernization drive in 1979. This shift of labor to city and town factories as the U.S. and Europe shifted factories and production to China is the story of our times. How it has both helped and hurt China and how it has become the dominant issue of our times, and a lesson for India in the middle of its own modernization and shift of labor to cities. It has helped China modernize with the shift during 1979 to 2016 and run into a road block with president Trump leading a movement in the U.S. of people most hurt by the outsourcing of factories and production to China. It was not meant to be this way. Yet the shift also led to ripping up the fabric of communities and towns with loss of factories across America over three decades. Because China is a large country the impact was huge decade after decade, leading to a backlash against lost jobs in the U.S. and in Europe.  Xi Jinping has romantic view of rural China as he spent 7 years in Shanxi province rural areas during the cultural revolution under Mao. During this period he toiled as part of farm labor alongside villagers which allowed him to get to know villagers and farmers in the countryside well, and formed his view of the world around him. As it is described in a description of the man in Chinese sources- "He arrived at the village as a slightly lost teenager and left as a 22 year old man determined to do something for the people."  China's system separated migrants from city dwellers not  giving same rights to better education, to schools and housing, and official documents separating the two, city dwellers and migrant populations from rural areas. As a result as China modernized and population shifted -shown here in excellent graphic charts over four decades- in 1979 from about 80% in rural areas and 20% in urban the shift goes to 50-50 by 2001. Today it is 40-60 with 60% in rural areas but a population of 40% suffering from severe inequalities and  low incomes. So that GDP per capita of $10,000 for China is deceiving. The real incomes in average disposable income is about $4300 in urban and $1700 in rural area, according to National Bureau of Statistics. High school education is hard enough to get in rural areas, medical care is very basic and the $1700 would hardly get a room in low income housing in a large town in China, says premier Li Keqiang. Keqiang did his masters thesis on urbanization and has studied this shift from his college days. Just as in Gandhi's India, Mao's China is the story of the villages, with 128,000 villages for 600 million people in Mr. Xi Jinping's anti-poverty drive. Hong Kong other issues have to be understood in the context of these concerns of China's leadership today- the sense that strong central leadership alone can keep the country together and bring a decent life to the people in the villages and in the countryside outside the cities.  Modernization of cities still set in the context of China's vast rural population and essential to its full uplift and progress. Xi has allocated $80 billion each year to bring roads, schools, medical facilities, and other amenities including electricity and modern heating. The idea now is to shift people back to the villages, find opportunities for jobs and livelihoods in farming, tourism with guesthouse facilities, and other occupations in the villages. The villages are being turned into attractive places to live one by one in this party drive and providing new enthusiasm and support for the party's efforts. India can learn from this experience in China. The western nations of the U.S. and Europe can no longer and will no longer undertake the wholesale shift of factories with loss of jobs to China or India to offer the prospect of bringing these countries to the kind of urbanization and overall prosperity of small nations like Japan and South Korea, which are a tiny fraction of the population of China and India+ Pakistan + Bangladesh. As a result China is changing strategy now with a return to some aspects of the informal economy in Chengdu with street peddlers and tiny retail, and return of migrants back to better built and improved villages in the countryside. A better life than in cities is possible this view says for people from these rural areas, if the rural areas are given modern facilities and construction and resources are allocated, job creation locally tackled. The villages can offer better air quality, better quality of life where villagers who earlier migrated to cities with ownership of land, when they are modernized with better roads and have better facilities for education, housing and healthcare, better amenities. The new approach is to strike a good balance for urbanization, by modernizing and investing in villages and small towns, so that cities can cope and overall life can be better than with mass migration and wholesale urbanization. It is also a balance that works well for the U.S. and Europe which can redirect manufacturing to their home regions as part of a better distributed and balanced supply chain than the one that was unwittingly built over the last three decades.    ...

She received 51.6% of the vote compared to 48.0% for liberal candidate Moon Jae-in with about 87% of votes counted. Issues in the election included the high amount of household debt, welfare payments, high cost of student tution, and lack of jobs for new college graduates. Both candidates favor moderate policies towards N. Korea and the communist neighbor was not a factor in the election. The focus is on uncertainties about the economy and regional disparities between the southeast and southwestern provinces.
