Italy faces tighter restrictions and a national lockdown at Easter for the coronavirus, Italians who were the first to go into lockdown on March 10, 2020, now think they will be the last to exit lockdowns. The mood in Europe is of frustration with the slow vaccination drive and the failure to procure enough vaccine supplies and to approve vaccines in time. The US and Britain have vaccination drives that are moving rapidly leading to a reduction in cases and deaths. In Europe new cases are rising since mid February 2021, and there is the spread of the new variant first detected in the UK.  The variants make up 70% of new cases in France says Health Minister Olivier Veran. ICU's in France are 80% full. Elections in France in 2022 and in Germany in September 2021 are leading to government reluctance to impose tighter restrictions. The government strategy is now being questioned. Only 30% of Germans now have confidence in chancellor Merkel's ability to make competent decisions. The CDU's partner in the government, the SDU socialists have even less trust with SDU getting less than 10%. There are signs of a third wave of coronavirus in Germany resulting from variants of the virus, slow vaccinations, and reopenings. ...

A recent poll by Forsa, independent polling institute, shows the governing parties in German chancellor Merkel's coalition have only 34% support. Forsa does surveys for German magazine Stern. By contrast the Social Democrats and the Greens have 47% support. Merkel lost an election in May 2010 in North Rhine-Westphalia. Merkel has three years remaining in her term.

Canada's Carney gives up on USMCA renegotiated deal with US as he makes deal with China Jan 2026. No date is set for USMCA renegotiation. Carney stepped up the criticism of the US and suggested middle powers find their way by makiing deals of their own. This has drawn criticism from DJT, Luttnick and Scott Bessent, the Commerce Secretary and Treasury Secretary. Canada's economy has some fragile points in its dependence on the US and this may not be the wise course of action for Canada at this time. Germany, Italy, are meeting on February 12 and Europe may follow a different course of action of working with the US, India is close to a trade deal, so that Carney's and other remarks about going to partner with China at a gathering as isolated as Davos is from the real world may be very counterproductive.

The cost to France of Greece's exit from the euro would be 66 billion euros, and for Germany 90 billion euros, according to the director of research at the IESEG School of Management in Lille, France. Greece would pay back some of its debt with the devalued currency, so the actual cost might be lower. This is closer to the estimate of 50 billion euros for France by the departing French finance minister, and the estimate of 125 billion euros for Germany by a German bank. IIF estimates are much higher but the IIF and Mr. Dallara will find the bonds issued by Greece under the restructuring of little value in the event of exit from the euro, which is why it would not favor an exit and present it in a different light.

The story in some detail how the French and the German engineering groups in Toulouse and Hamburg failed to work together. China's population drops and fertility rates drop for a decade now- the median age is 40 years for China compared to 30 for India. Those who think India can never catch up to China lose sight of these factors- a 10 year gap is huge provided India can take it and run. India is moving from a corruption prone, governance deficit, investment deficit, engineers deficit, technology access deficit country to a country that is able to score well in governance, capital, labor and technology eliminating deficits in each sector the way China did.. The younger age China enjoyed in 1990 of 25 years median age when it started industrialization is now being transferred to India in 2026. Why is this important? A younger population with abundant capital, abundant labor, abundant technology access is the ticket to industrialization on a massive scale. India today is on the cusp of massive changes. What happens now is that the computerization and software is also getting more advanced that will accelerate India's Vikshit Bharat effort. This is why Chancellor Merz joining Modi at the Kite festival and committing Germany to a partnership with India, with it the European Union, is so significant today, as it will deliver for both India and Germany, Europe. China births drop from about 10 million to about 8 million and birth rate drops from 6.77 to 5.63 births per thousand people. China population now drops to 1,405 from 1,408 million people. A look at how Germany voted on a map of Germany gives a better idea of what really happened in the 2021 election. The narrow margin of about 2% of Social Democrats over Christian Democrats looks different from the map. The CDU black color region is mostly all of southern Germany, the region includes Bavaria with its capital Munich. And parts of West Germany around Cologne.

In Cologne and Berlin the Greens dominated.

The rest of Germany is all Social Democrats red. Only in parts of the  east in Saxony and Thuringia one finds AfD far right.

Geographically SPD red is all over Germany except for the southern region of Bavaria. A seat Merkel held for 30 years went to the Social Democrats SPD party,

Germany faces the possibility of a pandemic surge of the unvaccinated, something that is happening today in the southern United States.  For days the percentage of people that are fully vaccinated remains at 62%. Some vaccination centers are closed. A vaccination center outside the train station in Cologne offers passersby free vaccinations. Berlin's Social Democrat mayor Michael Muller is very frustrated. He says "I am now coming to a point where I think we have exhausted what we can do in politics."  At 62% the rate of fully vaccinated people in Germany is too low to prevent a surge of the Delta variant in the way that it has hit the southern US, and California. Vaccination rates of close to 85% are needed to tackle the risk of another surge in highly contagious delta variant. Not everyone remaining is die hard opposed to vaccines. The Robert Koch Institute estimate is that 5 to 10% of people are in that die hard category. The remaining 20-30 % are people who have various other concerns and fears, hesitancy, that may be changed.  The chairman of the World Medical Association Frank Ulrich Montgomery favors a vaccine mandate, what he calls a 2G rule, that should be introduced in Germany requiring vaccination to attend events, sports, restaurant visits, adopted nationwide. German government has rejected idea of mandatory vaccination of health personnel, that was adopted in France. Vaccination drives are regionally based. Some are ineffective such as the Deutsche Bahn train system vaccination drive for commuters that only had a few hundred doses of J&J vaccine and ran out quickly in Berlin. One prick J&J some say is better for vaccine skeptics. Vaccine skeptics think they may get away without getting covid infection. How does one get over this misconception? Others including members of the Greens party say vaccine needs to be delivered where people are- transit points, bus stops, doses offered in evening and early morning hours, trying new ways to reach people and inspire confidence. Germany now ranks behind France but ahead of Bulgaria in terms of vaccination percentage in September 2021, not a good situation. ...

The symbolism of the Ramstein Air Force Base is unique as US Defense Secretary Austin says this months meeting of Blinken and Austin at Ramstein with their European counterparts will be followed by monthly meetings. Lloyd Austin sees this as a monthly group on Ukraine self-defense. Ramstein Air Force base is the headquarters of the US Air Force in Europe, and of NATO Allied Air Command. For the first time the invasion of a free people and country in the middle of Europe is being taken seriously in Europe and the US.  In Germany Annalena Baerbock and Robert Habeck of the Greens have joined with Mr. Lindner of the Free Democrats to express the same views in the coalition government with the Social Democrats, making it clear that the German people are with the Americans and European leaders gathered at Ramstein base. The earlier symbolism of Merkel and Steinmeier and a German position of a bystander in the changes happening in the world in China and in Europe are now seen as having emboldened the Russian invasion of Ukraine. A sense that the U.S. and Britain have still not got contact tracing right. Contact tracing is key to controlling the pandemic and letting jobs come back to normal. We've got to get contact tracing right say communities and experts across the U.S.  About 30 per every 100,000 people are needed. but the U.S. has got only a fraction of this. By the time it is organized more people can get infected, and this is a very serious problem. Indiana for instance needs 2000 contact tracers for six million people. With this so disorganized communities are taking up the task themselves. The Mt. Carmel Indian fire department is putting its 171 fire fighters on this job as additional work as contact tracers.States need to take up this task and do this quickly following the German example where speed is what counts and low tech is the way to go, requiring only a computer with a central database and a phone, and most important the good human relations skills to make calling work with people facing a strange formidable virus. Sarah Wagenknecht is combining socialist credentials with support for workers and unions with a platform opposing migration. She is polling 10-20 percent and is second to AfD right wing party inthe polls in three German states of Thuringia, Saxony and Brandenburg. Nationally she is polling 9 percent. Not that this is new.It is new only in Germany with CDU/CSU and Socail Democrats, Greens, Free Democrats dominating with right wing anti migration position taken by AfD. Mette Frederiksen in Denmark the Danish prime minister has long felt that migrations hurts working class families and distracts from the main issues facing workers. On this platform she has won elections in Denmark. Scandinavia is moving in this direction taking up working class issues, policies that favor unions and workers, support child care and families, yet opposing migration, but not with extremist right wing ideologies not compatible with democracy. This is a more effective and sensible path for Europe as there are more urgent issues, climate change, child care and families, wages and incomes, cost of living action, why the need to distract the attention, the vital attention needed to these overwhelmingly important tasks. Here it is common sense that should prevail- by keeping migrants out of this, no more distraction from the tasks at hand for the Nations of Europe, and keeping borders safe. ...

GDP growth for the 17 eurozone countries showed a 0.2% decline in the second quarter of 2012, according to Eurostat, the EU's statistics agency. The German econonomy showed GDP growth in the second quarter 2012 of 0.3%, France showed zero growth for the third consecutive quarter. Italy and Spain showed negative 0.7% and negative 0.4% growth during the quarter. The ZEW indicator of sentiment in Germany fell to its lowest level reflecting German manufacturers reluctance to invest in new equipment. As the eurozone economic growth remains flat and declining for longer period, German business sees this affecting German exports. Analysts at Commerzbank and Dutch Bank ING see a further slowdown in the German economy in the second half 2012. The German economy showed GDP growth of 0.5% in the first quarter 2012, compared to the prior quarter, before declining to 0.3% in the second quarter. Further decline is now expected.

Mario Draghi, President of the ECB, turned down proposals to let European central banks send money to troubled European governments through the IMF. Draghi said- "we should't try to circumvent the spirit of the treaty, no matter what the legal trick is." The ECB also opposes large government bond buying to bring down yields on Italian and Spanish government bonds. The ECB by majority vote reduced interest rates in the eurozone by 0.25%, bringing interest rates down to 1%, and reversing rate increases under the previous president Trichet. It also made medium term funding available to European banks on better terms. According to a person in the room, German Chancellor Merkel opened the summit saying Germany opposes a plan to let the European Stability Mechanism (ESM) borrow from the ECB. The ESM is the bailout mechanism for future bailouts.

The crisis came after finance minister FDP's Lindner wrote a paper calling for slashing corporate taxes, reducing welfare benefits, and reducing climate related regulations. It was seen as a provocation by the other partners Green's Habeck and SPD's Scholz leading to the firing of Lindner by Scholz. From the beginning of this coalition over its 4 years FDP has prevented major investments in the German economy the Social Democrats and Greens had promised in the last election. By contrast Biden invested over a trillion dollars in infrastructure and manufacturing leading to strong growth in the US and weak or no growth in the German economy. The Free Democrats are very conservative in spending, even though the Western economies need added investment in infrastructure. FDP's popularity is less than 4 percent. Social Democrats have lost trust with workers as a result of not keeping their promises for investment and growth.

The German Bundeswehr transfer of fighter jets and supply planes in mid-August Rapid Pacific 2022 was done within 24 hours for 6 Eurojets fighter jets, four transport aircraft, and 3 air to air fueling tankers, with 100 tons of material. The exercize from Aug 19 to September 8 was for 2500 personnel and 100 aircraft from all over the world called Pitch Black in Australia's Northern Territory. Next year Gemany plans to have its army participate in Australian exercize. An entire fleet unit is being set for German navy to return to the Pacific waters.  ...

Matthew Curtin reminds readers about a couple of facts about Germany. There has been a leftward movement of the Christian Democrats which has supported social protections in the global financial crisis. During the crisis collapsing exports that hit Germany hard. The Free Democrats as a result are the only party campaigning for reforms and lower taxes. The Christian Democrats think some of the Free Democrats plans are unrealistic. There is heavy public questioning of free market economics, and the reason the Social Democrats did so badly with only 23% of the vote is that it supported pro market reforms and lost some of its working class base. As the work subsidies expire in 2010 unemployment could hit 11%. So he says don't expect much in the way of reforms just because the Free Democrats got 15% of the vote and are in the coalition with Merkel.

As Chancellor Scholz sets anew direction for Germany reminiscent of the days of Adenauer and Brandt following the Berlin Airlift in 1948, two previous chancellors offer a stark contrast. Policies of Gerhard Schroder of the SDP and Angela Merkel of the CDU created some aspects of the situation where China and Russia are able to act in the manner they are acting today. Schroder made CDU policies under Merkel look acceptable even as they actually strengthened the position of both Russia and China in relation to the US. Both Schroder by joining the boards of Russian oil companies and Merkel with her policy towards China integrating German economy with China's, have created a situation where the American and European, Indian and other Asian, Latin American, African views of the free world are being challenged.

Abdulrazak Gurnah, a native of Zanzibar and Tanzania writing in English wins the 2021 Nobel Prize for Literature. His prose has inflections of Arabic, Swahili and German. He left Zanzibar at age 18 years after a violent uprising in 1964. In "Admiring Silence" he reflects on the experience of migrant refugees caught betwen two cultures and remaining silent about their true feelings. The prize is given at a time of migrants reaching Europe in large numbers from Africa and the Arab countries of North Africa to Germany.

The chair of the Nobel Committee Anders Olsson says about Gurnah- "He ha consistently and with great compassion penetrated the effects of colonialism in East Africa, and its effects on the lives of uprooted and migrating individuals."
