Italy is planning to place a quarantine in the north covering the region around Milan and 11 provinces nearby, in a draft decree from the prime minister's office, says this report in the WSJ. When a final decision is made the quarantine would go into effect March 8 and go on till April 3, 2020. This move is similar to the quarantine steps taken in China which helped limit the health crisis in China from coronavirus. The new decree also includes tight restrictions on travel in the affected areas. 

The new action is being taken as earlier measures have not limited the spread of coronavirus. They were requested by the government in Lombardy, which combined with Emilia Romagna and Veneto are the worst hit of the regions in northern Italy with about 85% of cases. It also means the industrial economy with 40% of GDP is affected.

This WSJ report shows Russian oil exports to European ports actually increased in April compared to March 2022. Some of the shipments are sent out with destination unknown, and some oil is transferred to bigger oil tankers further out at sea. Mixing of the oil blurs its origin says this report. It cites TankerTrackers.com showing that ports in European Union member states which are historically the largest buyers of Russian oil had seen exports of Russian crude oil to these ports rise to an average of 1.6 million barrels a day in April from 1.3 million a day in March. Companies such as Shell consider oil that is less than 50% Russian as not Russian oil. Countries such as Netherlands are seeing increase in oil from Russia according to charts shown here. Simon Johnson, professor at MIT and former chief economist at the IMF says until there is an oil embargo this is likely to happen, and it is all about cheap energy. Even with an oil embargo Johnson asks will they sanction tankers out at sea. ...

Climate Reset Berlin, a coalition of climate change action groups, has introduced a referendum that brings forward climate change action goals put off till 2045. The referendum makes 2030 the new target date for 95% reduction in carbon emissions consistent with the 2015 Paris Climate Change Agreement. Berlin is 80% dependent on fossil fuels for energy needs in 2023. Proponents say there is great potential for wind and solar energy. Opponents say that it is too costly and will take up funds now allocated for childcare and education. The outgoing Greens SPD government of Berlin opposes it, as does the new expected CDU government. The Green senator for Berlin supports it, as do other private groups. Buildings need to be renovated and private transport curbed which would cost billions of dollars. Opponents say this would bankrupt Berlin. Supporters say not enough is being done. If approved it goes into effect immediately. Supporters include the Sustainability Group at Humboldt University, Germany's national cyclists association. They say Berlin has 52 acres of available land in Brandenburg that could be used for wind energy. ...

He decided to bring in more resources additional prosecutors, and studied the case in different areas before deciding on the one area to focus on, a process that took one year according to a recent NYT report. The two waves of the coronavirus in India can be compared looking at the graphs and this report in the Times of India. The case volume and deaths in the worst hit state Maharashtra is shown here. The case volume increased by about 50% in the second wave but deaths were about half that in the first wave. Most of the deaths were in the people over 65 and most of the cases in the ages below 40 years. In the over 65 age only 5% have been vaccinated which means that medical management is still the best way of tackling the coronavirus. Vaccine supplies are the bottleneck and this is beginning to change- so that by August ample supplies of the vaccine should make the difference in bringing down cases and deaths.  Lockdowns are managed carefully so that the economy can recover in the second half of 2021 and in 2022.  Any assessment of the crisis management must take into account the speed of the response, its effectiveness, and keeping in mind the economic recovery needed following the pandemic. ...

Living longer and healthier lives the sixty year old of today may look like a 40 year old. Working years may now be much longer say experts. Instead of 30 years, it could be 40 or 50 years. People may need to engage with meaningful work longer to have the stimulation that comes from work that interests them. The work may even be broken up in increments of 20 years, each devoted to different areas of interest. Experts say the friendship and stimulation from work is better than that in bingo halls, beaches or on a golf cart. Working part time or going back to school is in the works. It makes more sense too to accumulate savings longer as the official social security retirement ages are being extended to beyond 66 years. In fact the only age group where labor participation is already growing is in the over 55 years age group. Turkey's inflation rate continues to rise even after a government effort in December to stabilize the economy by stabilizing the lira. Annual inflation jumped from 21% in November to 36% in December, according to the Turkey Statistical Institute. The true inflation rate could be much higher. The ENAGrup estimate after assessing thousands of prices is that true annual inflation is 82%. Ordinary Turks have difficulty affording essential food supplies, says this WSJ report. Turkey has overdependence on the US dollar in its government and bank borrowings which has intensified the impact of the cost increases world wide with the supply chain problems and higher energy prices. Food imports now are much costlier. Depreciation of the lira currency by about 50% added to the impact of the overall global inflation. The lira has come back a bit to 40% loss of value after an unorthodox government plan, yet inflation continues to rise. Deeper problems within the economy that were hidden when the economy was in high growth years are now apparent as the world sees an inflationary surge during the second year of the pandemic. ...

After the National Rally party of Le Pen wins 30% of the vote to Macron's En Marche 15% in EU elections, showing the unpopularity of Macron, Macron responds by calling for snap elections. Macron is taking an aggressive approach to stop NR party as so far  parliamentary elections in France  have led to voters on the left and right veering to the centre to avoid giving the far right National Rally of Le Pen a win. National Assembly elections also require getting 50% of the vote under different rules than EU elections.  Politico points out that the situation is different today as the NR is more in the mainstream of politics. Macron's hope is that the NR would increase its seat numbers from 88 but not as much, and that other parties such as the Republicains and the Socialist parties, the parties that governed France since 1945 would also make gains. One Big Beautiful Act passed in US Senate with Vance casting tie breaking vote. It renews the tax cuts from DJT's first term in office in 2017 and provides tax cuts to seniors, middle class, and small business. It provides 100% expensing for business to increase investment. Mothers get child care credit that is doubled, senior citizens over 65 years get a $6000 deduction. The seniors deduction means 88% of seniors will now pay no taxes on social security benefits from 64%. Medicaid changes so that able bodied Americans will have to put in 80 hours of work to qualify.  Note that the Medicaid program was becoming unworkable and unsustainable- starting with the idea of helping people unable to work and transitioning those who could work, it jumped to $228 billion cost in 2000 from $28 billion in 1980, ten times over 20 years. Going up to $918 billion in 2024, 4 times the 2000 level. Medicaid is now 62% of what Social Security costs, $918 billion compared to $1480 billion for Social Security. ...

US trade deficit of $46 billion with India and DJT call to buy oil and gas from the US, to shift away from purchases of $50 billion of oil from Russia, of 2 million barrels a day. India only imported $1 billion of oil from Russia in 2020 and this is a call from the US to India to stop financing Russia's increasing air attacks on Ukraine in August 2025. For India this oil came at $70 a barrel when prices were around $90-$100 a barrel in 2022-2024. In 2025 oil prices are at $60 a barrel, and even if prices increase to $70 a barrel India can make the shift. US and Germany, the EU, Britain which seek negotiated end to the war in Ukraine will continue to pressure India in 2025. Russia could shift some of the oil to other places but the huge demand from a country India's size will not then be seen as a factor in prolonging the war. India needs to think ahead for the next 20 years and its goal of modernization by 2047 like China has done in 2000-2020. And not get into a nationalistic mode that may not be in the best interests of the Indian people seeing that this may serve the interests of all nations including Russia to phase out this European war. ...

Alibaba revenues increased to $2.77 billion, with per share earnings before stock grants increasing by 7% to 48 cents per share, and earnings after stock grants declining 49% to $463 million or 18 cents a share. 2015 1st quarter results showed mobile transactions making up 51%, up from 27% a year earlier. Among the reasons given for Roche's bid are the need to bring the creative energies of Genentech inside Roche's own pharmaceutical division. This at a time when pharmaceutical companies are having a difficult time coming up with new drugs, without as Bill Burns the head of Roche pharmaceutical put it, a "Chinese wall" between Genentech scientists and Roche scientists. Other reasons are the opportunity for the Basel based company to capture all the profits from Genentech and achieve cost savings of $850 million annually by combining the 2 companies' clinical research teams and sales, manufacturing and administrative departments in the USA. Another reason is that the agreement with Genentech for Roche to market its drugs outside the USA expires in 2015. With Genentech's share price at a low Roche's bid at a 9% premium also appears as an attempt to get the remaining 44% of the company that Roche does not own for a low bid. It risks however the 18 year relationship betweeen Roche and Genentech, in which Genentech operated within its own scientific culture in the San Francisco area, almost like a separate company. Roche CEO Schwan, still wants to keep some of this arrangement and have Genentech drug researchers operate as a separate group, but its not clear how the cost savings and the interaction with Roche scientists would occur under the new arrangement. Genentech was founded in 1976 after a meeting between venture capitalist Robert Swan and bichemist Herbert Boyer at a bar near the University of California, San Francisco campus. It has come up with a number of successful cancer drugs such as Avastin, Herceptin, and Tarceva, and total sales are $11.7 billion, a significant part of Roche's overall sales....

An international arbitration panel gives Exxon $908 million for oil assets nationalized by Venezuela in 2007. This is much lower than the $7 billion claimed by Exxon. Exxon invested $750 million in its Cerro Negro oil operations in Venezuela. The operations had an estimated value of $2 billion and are located in the heavy crude oil region of Orinoco. Venezuelan oil company PdVSA showed net profit of $4 billion in the first half of 2011. Another case is pending for Conoco-Phillips.

After Mohandas Gandhi one of the main leaders of modern India is one who came from the untouchable castes, the lowest caste in India's caste system which had declined over centuries. Babasaheb Ambedkar comes from Ratnagiri district in Maharashtra from a family that had gained its way out of the caste constraints by working for the British East India Company. He later studied at Elphinstone College in Bombay, and went to Columbia University on a scholarship. He finished Masters degrees at Columbia University and later at the London School of Economics, in economics and political science.  Returning to India he wrote "Annhilation of Caste" in 1936. Mohandas Gandhi was at this time working on his own movement to get rid of the untouchability that over centuries made its way into the original caste system and weakened the foundations of Indian society. To understand this one has to know that in many upper castes it was seen as becoming an outcaste even to travel overseas, which by itself may have led to the decline that India experienced in the period 1500-1950, and which Gandhi personally experienced and fought his way out of. By 1942 even the British recognized Ambedkar's efforts and he was Minister of Law and Justice in the war cabinet. In 1947 Ambedkar was chosen to lead the team that would write India's Constitution. In his latter years Ambedkar became a Buddhist and has written several books on Buddhism. By 2015 Ambedkar day was recognized as a public holiday by the new government and his memory is enshrined in the efforts now underway in India's largest state of Uttar Pradesh to bring modern ideas, and modernization through next generation infrastructure, and opportunity for Dalits of which caste Ambedkar was one, and the same for all of the 250 million people of Uttar Pradesh, almost the size of America. ...

Stephen Fidler of the WSJ lists 6 factors that will influence the direction of the war in Ukraine.  1. The weather. This will affect operations as muddy wet conditions will limit movement.  2. Bakhmut. Russia is using persistent attacks on this city as a way to show people in Russia that it is making gains in a political effort more than a military one. 3. Ukrainian offensives in the Zaporizhia region in the south. Since this report was written Russia has advanced its forces in this area as Ukraine still awaits western aid in the form of Leopard tanks and other tanks. Russia has called up 300,000 reservists and this is now making an impact in the Russian efforts to advance. 4. Russian defenses. Russian forces are dug in across a smaller front 550 miles instead of 700 after ceding some territory to Ukraine, of which 240 miles are river barriers. Trenches and excavations extend all the way to Crimean beaches. 5. Russian offensives using the 300,000 reservists that were called up and new discipline in the forces. Here experts say the reservists are not expected to do what trained Russian regular armed forces could not do. An attack from Belarus is seen as less likely as massing of forces there would be detected early by western allies of Ukraine. 6. Events outside Ukraine Russia is counting on waning support for Ukraine as Republicans in the House of Representatives raise the debate of the issues in this war and look for alternative solutions. French president Macron's views and German Social Democrats views are also against escalating the war, and are only taking steps for military support one step at a time to not let Russia be seen as coming out of this war as winning by staging an unprovoked attack on a friendly neighbor. ...

US president Biden authorizes $350 million in immediate military assistance to Ukraine. Western leaders now believe that NATO countries are at risk if they do not help stop the invasion, as it now appears that Russia seeks to restore a sphere of influence across Eastern Europe that existed under the Soviet Union. In 1956 Soviet tanks entered Budapest, Hungary. A situation reminiscent of that in Hungary is now taking place in Ukraine in 2022. Earlier the Russian view of Ukraine neutrality was accepted by western leaders- the situation has changed during the last week, as it is now perceived that Russia seeks to change the situation in Eastern Europe. This completely alters western Europe's and America's view of the situation in Ukraine. All this has happened in a matter of days, and in a few weeks. On the Russian side the invasion is not popular with street protests in Moscow and people on the street skeptical about the invasion and its objectives. The view is beginning to emerge that this invasion only breaks the fraternal ties between the Belarus, Ukrainian and Russian peoples that have existed for centuries. In this sense the politics and governments of the present are not relevant as much as the shared history. Ironically it is this shared history that Mr. Putin seemed to want to assert. Yet it ignored the fact that Ukraine also has a shared history with Poland and the Baltic countries and the desire for a different system of government is common to all the people's of the world. Sri Lanka, Bangladesh, Indonesia and India; UK and Scotland or Ireland; Sweden, Norway and Denmark, Canada, Britain and the US; Hungary, Austria and Germany; all have a shared history yet the people in each country at different periods of history have made their own choices and decided what they would do as independent countries.  ...

People in China with 800 yuan or $114 can now invest in low cost mutual funds. They can invest in 5700 domestic mutual funds offered by Vanguard's partner in China Ant Financial Services Group. Vanguard offers investment advice in assembling mutual funds. The investment advice will depend on algorithms not people to provide investment advice.  Ant owns 51% Vanguard 49%. Chinese investors are known for speculative approach to investing and making risky investments. By contrast Vanguard's approach in the U.S. is more careful and makes a serious effort to reduce risk with its index based mutual funds which it pioneered. China is making an effort to bring American companies into its financial  markets as part of the opening up sought by the U.S. Vanguard CEO Tim Buckley says his goal is "to fundamentally change for the better how individuals in China invest." Vanguard says it has taken the long view having worked for a long time on getting regulatory approval and its own approach for investing to introduce in China. It studied the market since 2018 talking to industry peers, regulators and clients. It says Chinese regulators appreciate Vanguard taking the long view. Today Vanguard's office in China has only 20 employees, and it has stayed away from setting up private investment funds for wealthy individuals and institutions which is permitted for western firms in China such as Fidelity International.  Vanguard's Mr.Bogle pioneered low cost index mutual funds that follow and index as opposed to having mutual fund managers determine investments. This takes the guesswork and individual bias out of the equation as experience has proven that over the long run this approach works best. Vanguard now has $6 trillion in funds under management, and is by far the largest mutual funds company in the world. It now has the potential to tackle a huge market of 900 million individuals in China. ...

France was exceptionally well prepared says France 24, citing a report in Le Monde, for the SARS crisis in 2002 and the H1N1 influenza in 2009. A billion masks were stockpiled by 2009. Following the H1N1 influenza not appearing in any significant way the media, political parties and the public shifted their attention away from public health crises preparation. For H1N1 the government spent 1 billion dollars some of it going to pharmaceutical labs. The eurozone financial crisis that followed the global financial crisis shifted policy to austerity measures. The entire preparation effort for influenza type health crises was abandoned as too costly.  The same pattern repeated in Britain which was also well prepared before 2010. Austerity budgets after 2010 had little room for public health investment.  One could say a similar pattern was seen in the U.S. Today the worst hit countries are U.S., Britain, France and other European countries. France which had 1 billion masks in 2009 to tackle a possible H1N1 epidemic finds itself with 150 million masks in March 2020 and scrambling to find masks. Some masks which were usable were even destroyed as expired, ministers and experts who had built up the prevention effort in 2009 were even demoted and forgotten, as was much of the preparation in these years. It wasn't just medical supplies pubic awareness had practically disappeared. In the U.S., in Europe, the same situation of a lack of public awareness so that experts, government, and the public could work together quickly, was clear to see. In countries such as Taiwan the preparation led to speedy response at all levels, making contact tracing, isolation of clusters effective. In the U.S. and Europe this early, early, period was lost leading to makeup mitigation measures and the growing sense of a loss of control over the virus. ...

From now on the vaccination program in India will be run nationally by the federal government. This will ensure fair access to vaccines to all parts of the Indian population. Earlier vaccine costs were bid up as states and private hospitals bid up prices. Under the new national program 75% of vaccines will be given out by the federal government and 25%  by private hospitals and other private health institutions. The government in New Delhi under prime minister Modi will offer adults free vaccinations. Modi said "We will increase the speed of procuring vaccines and also increase the pace of the vaccination program." Even in private hospitals the cost of vaccine will be kept at Rupees 150 or $2.06. Experts say this is the right policy and the government has learned from errors in letting states and other private institutions run vaccine policy, which made it too fragmented and subject to too many variables, resulting in inequity, and slowing vaccination drives. The Supreme Court stepped in asking for clarity, leading to the clear policy from the federal government announced today.  Advantage of the new policy is that the responsibility lies in one place, and the federal government also has the clout to make things happen, to negotiate with companies and other parties involved effectively. India has vaccinated 222 million people but because of the population being so large at 1.2 billion this comes out to be a small fraction of the population.
