Finance ministers from G-20 countries have come up with a new process for restructuring debt of world's poorest countries. These countries owe billions of dollars to China's state owned lenders and western fund managers who bought dollar denominated bonds of African countries. Zambia is the latest case of a country defaulting on its debt during the pandemic. Zambia missed a $42.5 million interest payment on some of its $3 billion in dollar denominated bonds. Zambia is one of Africa's largest copper producers and is now in default. Debts are now 100% of gross domestic product. Zambia's default follows default on debt of Ecuador and Argentina, which restructured their debts, after a steep sell off of emerging market bonds. Lebanon defaulted in March of this year. ...

Researchers at Beihang University and Tsinghua University in Beijing studied how temperatures and relative humidity affected the natural transmission of coronavirus in 100 cities across China, The looked at data on January 21, 22 and 23, before Chinese authorites stopped its spread. They calculated that the infection was more contagious in northern China, with temperatures and relative humidity low, than among the cities along China's warmer and more humid south east coast. Their conclusion- high temperature and high relative humidity significantly reduce the transmission of coronavirus. The researchers are funded by the National Natural Science Foundation of China. Researchers at the Institute of Virology, University of Maryland, have found that the consistently similar weather across the Northern Hemisphere between 30 degrees latitude and 50 degrees latitude north, running through China to South Korea, Japan, Iran, Italy, France, provides temperatures of between 5 and 11 degrees Celsius (41 to 51 degree Fahrenheit, with relative humidity between 44% to 84% and low specific and absolute humidity. Monthly cost for mobile data access to internet is $2.50 a month for all the mobile data he needs or Rs. 1750. Batteries last for days in countries where electricity is unreliable. A fruit vendor in New Delhi makes $80 a month or  Rs 5600. A Jio phone fo him costs Rs 1400 compared to paying Rs 7000 or $100 for a Chinese smartphone. Reliance partnered with Hong Kong's KaiOS Technologies Inc. which makes the most widely used operating system powering smart feature phones. Jio sold 60 million Jio phones and 370 million such smart feature basic phones are forecast to be sold in 3 years by 2022. Reliance Jio is being imitated by others. Orange SA of France has launched an inexpensive smart feature phone bundled with inexpensive mobile data plans in Ivory Coast, Burkina Fso and Cameroon and plans to put this in other former French colonies in Africa and Arab countries. Britain's banks still owe the government 100 billion pounds ($158 billion) from the bailouts that followed the 2008 financial crisis. The incentivizing of risk by pay structures and bonuses was seen as a big part of the problem. LIBOR manipulation abuses by banks are still on regulators minds. The German system is funded through progressive taxation which charges for healthcare based on incomes not on health needs.

About 100 nonprofit health insurers provide insurance and all Germans are required to have health insurance. Contributions to sickness funds are centrally pooled and allocated using a formula to insurers. Insurers can only charge small out of pocket fees limited to 2% of income annually. Sickness funds combine market power to negotiate lower prices.

Administrative and governance costs are 3% in Canadian system and 5% in the German system.

ECB president Draghi tells the European parliament on Jan. 16, 2012: "I cannot underline these points enough. Only a well-coordinated, coherent and properly timed strategy will yield the desired results." He made his comments as head of the European Systemic Board, which oversees systemic risks to the banking system in Europe. Speaking after a series of downgrades by S&P, Draghi said there should be "much less mechanical reliance" on ratings agencies. On Greece's debt burden and servicing costs he pointed out that the evaluation of Greek debt made in October 2011 "needs to be clarified whether its realistic," given the deteriorating economic situation in Greece. On Greece's talks with bondholder Draghi wants to see new servicing of debt conditions make it possible for Greece to bring down its current debt level of 190% of GDP to 120% by 2020.

Municipal yields are back up. The Center on Budget and Policy Priorities says states in the USA will have to close budget gaps of $140 billion in fiscal year 2012, ending in June, down from $160 billion this year. But real shortfalls will increase because federal stimulus funds that helped state and local governments will fall from $59 billion this year to $6 billion next year. Local governments depend on states for one third of their revenue, according to a Congressional Budget Office report, which makes them vulnerable. Property taxes account for a quarter of local government revenue and this too will be declining with declining assessed values. The Federal Reserve Act limits open-market purchases of munis to ones with maturities of less than 6 months, which reduces the scope for help from the Fed.

Surprising as it may sound the town was going through a revival before this happened suddenly without warning. It was a fading industrial city 25 miles northwest of Boston. A new $110 million high school, three new grade schools, and a renovated city hall. And a developer refurbished several abandoned mills along the Merricmack River, and leased out 1.4 million square feet to some 200 companies employing 2000 workers.

California, New York and Washington are  three states, with 30 other cities in the U.S., and 100 large businesses, forming the U.S. Climate Alliance, saying they will  follow the Paris agreement on climate change. Former Mayor Bloomberg of New York City is organizing the effort, and he says in the U.S. it is cities, states and businesses that actually do the work of reducing emissions, not the federal government. Bloomberg said: "The fact of the matter is Americans don't need Washington to meet our Paris commitment." China's jobs situation is holding up better than expected with lower levels of economic growth. In 2014 there were 115 job openings for every 100 applicants, according to an official labor survey. Part of the reason is that the services sector is playing a larger role in growth. The services sector contributed 3.8% to growth in 2014, compared to the slower growing manufacturing sector, which contributed 3.0 percentage points. With problems in heavy industry and real estate this is reducing the need for larger stimulus spending. Official figures for GDP growth in 2014 are 7.4%.
