This Washington Post analysis of the Republican tax bill gives an exceptional view of the bill's impact and provisions. This is the first major change to the tax laws since 1986. The size of the bill is $1.5 trillion, with the Joint Committe on Taxation projection that the bill will increase tax revenues over a decade by $500 billion, meaning that it will cost $1 trillion being added to the deficit. What the bill does: 1. It offers a permanent tax cut to corporations by reducing the corporate tax rate to 21 percent from 35 percent. Industries benefiting the most are mining, real estate, technology, manufacturing. 2. The individual tax cuts expire in 2025. They are skewed to disproportionately help highest income Americans, much less lower income Americans and much more highest income Americans compared to high income Americans. In this sense it is skewed in a an unusual way to the highest earning Americans- a sort of Trump effect in place. The top 1% get a tax break of $51,140 in 2019, middle income people earning about $100,000 get about $1000 a year in 2019, tax payers earning around $50,000 about $380, and those earning less than $25,000 about $60 a year in 2019. Taxpayers earning about 150,000 get about $2000 a year tax cut. (Tax Policy Center) 3. The basic assumption is that tax cuts are revenue neutral if there is economic growth and most of that growth comes from corporations investing in growth. The problem as Greg Ip points out in the Wall Street Journal is that countries trying thsi approach in the past such as Britain have not seen such growth materialize. Corporate profits are the highest in 15 years as percentage of GDP, according to Vanguard founder Bogle, and are now 20% of GDP compared 11% in 1980. If corporations did not invest with this level of profits how much additional investment is going to happen, ask critics, especially as demand drives growth and wages are not boosted under this plan.  4.  Because the bill's changes to current law makes it likely that 13 million less Americans will be insured over a decade- from fewer people signing up for Medicaid and on exchanges for Affordable Care Act- it will hurt lower income Americans. Skewing at both ends of the income spectrum of this type is rare in American history particularly in the twentieth century after the Depression of the 1930's, and poses risks for social cohesion, making it unpopular with most Americans. A CBS News poll taken Dec 3-5 shows 53% of all Americans opposed, only 35% support the tax bill just passed in Congress.  5. Then why did Republicans do this? Republicans needed a legislative success after failure to repeal the Obama Affordable Care law. This pressure led to passage with Republicans probably aware that this is temporary tax reform requiring a real effort by both parties working together after the midterm elections in 2018 and as the presidential election approaches in 2019.    ...

The Pew Global Attitudes Project shows Chinese living in ther cities are largely contented with their lives with 82% saying the economic situation is good, and 86% agreeing withthe direction the government is taking for China. In India 62% consider the economic situation to be good, Russia at 52% and Germany with 53% are close, Brazil at 41% and USA is at 20%. Surprisingly Egypt comes in at 44%.

The children's commissioner in the UK says the internet is a powerful and positive resource, but social media is a negative force from which children need protection for mental health that is fast and effective. Anne Longfield was responding to the comments of the NHS head Simon Stevens who stated that the web giants are "fuelling" a crisis and should come under tough scrutiny. Many experts see social media as a negative force, especially for children. Not taken up yet is the crisis in reading and reading comprehension that leaves about half of children in schools and students in high school without adequate reading skills- with about half of school children not meeting the reading comprehension requirements of the ACT test for 2016. Social media and smartphones have cut into reading time in schools, in ways that were never anticipated with iPads for reading not making a difference. The problem is of global dimensions requiring educational leaders across the world to come together in a movement for global literacy.   ...

Li Keqiang, China's new premier, is a member of the "Class of 77," who gained entry to Peking University when university entrance exams were reinstated after Mao's death. This is a period of great curiosity in China about the outside world. Li described it this way in 2008: "In this period knowledge was expanding with the speed of an explosion. I came here not just for knowledge, but to mold a kind of temperament, to master a kind of academic discipline." This he did by working extremely hard trying to master the English language and Western legal theory. He is now the only leader in China who can speak fluent English and is familiar with western concepts of law. For this he owes much to one of his professors, Gong Xiangrui, who studied at the London School of Economics in the 1930's and supported a multiparty system for China. Li was selected as one of the students to translate "The Due Process of Law" by Lord Denning, a British jurist. He spent the next 15 years in the Communist party's Youth League and moved up through the ranks. Many of the "Class of 77' " are still close friends and in academic positions in Singapore, Hong Kong and other universities. He understands the weaknesses in China's legal system because many of his close friends are lawyers, judges and law professors. Evidence of his intellectual openness, is his return to Peking University for a masters degree in economics years later, his thesis on urbanization, and his sponsorship through the Development Reform Commission think tank and the World Bank's Zoellick, of the report published in 2012, "China 2030." That report called for China to change course and reverse the role of state owned firms in the economy, giving consumers a bigger role. Like many of China's leaders this openness also meant during the period of turmoil of the Mao period and the decades following this, of a reticence to talk about political change that came over the entire country, in the words of the 2012 Chinese Nobel Prize Laureate's name, Mo Yan, a kind of "Don't Speak." Taking any kind of political position was simply too risky. The presence of 4 older Politburo members in their mid-60's who are close allies of former president Jiang Zemin and likely to preserve the status quo, also suggests a cautious approach in making changes. One key difference between Jinping- Keqiang from the Jintao-Wen Biao leadership is that Jinping has experience in provincial leadership positions in Hebei, and Keqiang was provincial leader in Henan, China's most populous province, as well as leader in industrial Liaoning province. By odd contrast Hu Jintao was a leader in the remote Tibet region and Wen Biao was a geologist in the northeast for many years. This gives the new leadership team a first hand knowledge of conditions in populous provinces, and the connections with the World Bank's Zoellick a kind of window to the outside that no other leader has had. Jiang Zemin, a former mayor of Shanghai, China' most westernized city in the 1930's and today, was himself a experimenter in his own right when he initiated the changes tht gave China entry into the World Trade Organization. His support of Xi Jinping gives Xi the needed backing for making change happen when the time comes....

Section 230 is a law passed in 1996 that makes the Social Media Companies and Media companies such as Meta and Google and others to have no liability for content posted on their sites. This has allowed these companies to grow and develop monopolies on the internet. Here CSPAN covers the hearings in the US Senate today December 9  with the following US Senators speaking at a Senate hearing on Online Safety for Children. Senator Whitehouse of Rhode Island describes the biggest problem as being the Section 230 which needs to be removed. The following mothers who are Senators and mothers or grand mothers of children were very vocal on this point- Katie Britt-Alabama, Martha Blackburn-Tennessee, Ashley Woody-Florida (former Attorney General of Florida).  Senators who are fathers or grandfathers of children speaking are-Josh Hawley-Missouri,      Whitehouse-Rhode Island, Bluementhal-Connecticut, Corbyn-Texas, Chuck Grassley-Iowa. Senator Whitehouse says-  "I understand Senator Graham was with respect to getting rid Of Section 230 Um, I strongly believe that Section 230 has long outlived its use, and it is now a real vessel for evil. That needs to come to an end. Um, the laws that Section 230 protects these big platforms from are very often laws that go back to the common law of England. that we inherited when this country was initially founded. I mean, these are long lasting, well tested. Important Legal constraints that have They've met the test of time, not by the year, by the decade, but by the century. And yet because of this crazy Section 230, these Ancient and highly respected doctrines just don't reach these people. And it really makes no sense that if you're a Internet platform you get treated one way. You do the exact same thing. And you're a publisher, you get treated a completely different way. And so I think that the time has come. I think it's pretty widely known that there were a core 4 of us. Ready to proceed with a bipartisan bill 2 and 2. And I'm at the stage right now where I think we just need to go." The Online Safety Act passed overwhelmingly in the US Senate recently still languishes in the House of Representatives. Ostensibly because of free speech but really because of monopolies and campaign contributions, and beyond this because of the idea that rapid internet growth gives the US economic and business leadership in the world. That is not how it has turned out instead by weakening the education of the children of the Nation this has created the idea in China and other nations that the US's period of world leadership has passed. In the overall scheme of things social media has weakened education in America as children of the Nation spend countless hours away from classroom education on their smartphones. Australia and other countries including China regulate the use of the smartphones and internet social media for children under the age of 14. This regulation strengthens education in these countries at the same time that the absence of limits weakens education competitiveness in America, and creates the idea that America's days of leadership in education have passed.The loss of this leadership means the loss of American leadership in the world in a decisive way. ...

This briefing in the Economist says China now faces a difficult transition to its next phase of development, in which the government is trying to change the model used by Deng Xiaoping of export led development to a consumption based economy. That model produced spectacular results between 2000 and 2015 when the middle class went up from 5% of the population to 25% of the population, as measured by people living on more than $20 a day in 2011 $ purchasing parity, as reported by IMF, EIU. The problem China faces is can this development stall if it fails to tackle problems in the next phase, with an aspiring group behind the new middle class left behind. Recent jump in the stock markets volatility, devaluing of the currency, and confusing signals sent by the government have hurt its credibility. Demographic issues with an aging population, the destruction of the environment with rampant development, and how to manage this next phase of development with respect for the constitution and the rule of law replacing the high corruption levels, are serious challenges. Experts say it will be difficult to manage a transition to the next phase of development without some degree of democratization. The rise of the internet and the social media have created more avenues for expression, which gives the government some guage of public opinion, especially in tackling pollution, mismanagement, and other problems. The government sees the need to manage things carefully, with rising unemployment posing a problem as growth slows and the government closes down inefficient manufacturing facilities. ...

Michael Getler of the Washington Post gives an indepth look at former West German chancellor, Helmut Schmidt, who succeeded Willy Brandt as chancellor in 1974 till the fall of the SPD government from internal divisions in 1982. This was the period when West Germany emerged as the leading economy in Europe, and pursued policies of improved relations with East Germany (the GDR) under Honecker, and the Soviet Union under Brezhnev, leading to the period of German reunification under his successor Helmut Kohl of the Christian Democrats. Schmidt also pursued very close relations with France under Giscard d'Estaing, setting up the groundwork for what would become the Euro currency and European monetary system. In the years after 1982 Schmidt was active as co-publisher of the Die Zeit newspaper. This account of Schmidt and that period complements Jonathan Kandell's indepth assessment of Schmidt in the NYT. Today's world economic summits of western leaders- especially the critical ones following the 2008 global economic crisis- originated from the meetings Schmidt started in 1975 and broadened in 1979. During that period Germany, France, UK and the U.S. were faced with the global recession after the 1973-74 oil crisis. Here Getler describes Schmidt in terms used by Germans for someone who is action oriented but also overconfident and brushes off other people- the German word "macher." Another German expression "Mr Schmidt Schnauze," as Mr Schmidt the Lip, stuck to Mr. Schmidt for his tendency to offer strong criticism, while being less tolerant of criticism of his own policies and actions....

Rising food prices in China have pushed China's consumer price index to a two year high of 5.1% in November, 2010. Rising prices of cooking oil have hit Chinese who live on small incomes the hardest. Food represents about one third of the CPI, but it accounts for 75% of the index's rise. Chinese housing prices have gone up significantly making it hard for new homeowners, now that food and fuel prices are following. The National Developmment and Reform Commission announced a 3.77% rise in retail gasoline prices, to about $3.50 a gallon, an increase of 11% in about one year. Wholesale soyabean oil rose 23% in 2010 to about $1451 a metric ton, with most of the rise since July. China's government response was to impose price controls, asking the largest producers to cap retail prices through March 2011. It also quintupled the fine to 5 million yuan, or $750,000. And the government auctioned off millions of metric tons from its strategic national reserves in Xinjiang and Shandong. But price controls are discouraging production. One mid-size producer in Shanghai, says he has deactivated half his plant, instead off maximixing output ahead of the Lunar year in February. His warehouse is filled with 20,000 boxes of unsold oil, with the production date Nov 23, around the time price controls went into effect and a large grocery distributor halved his order. Edible oil is the third biggest packaged food outlay for ordinary Chinese, after yogurt and milk, and it has a big impact on the lives of the average family....

Herbert cites figures from the Center for Labor Market Studies at Northeastern University in Boston which divides households into 10 groups based on annual household income at looks at unemployment levels in eachfot 4th quarter 2009. The highest group with incomes of larger than $150,000 had unemployment of 3.2%, the next group at $100,000 to $149,999 at 4%, households earning $60,000 to $75,000 had jobless rate of 6.4%, with $50,000 to $59,000 a 7.8% jobless rate. Its only when you get $40,000 to $49,000 that you see jobless rates of 9%, that is close to the national average. The worst pain is in the lower middle class groups with the 7.8% and 9% unemployment and in the income groups of $12,500 to $20,000 which have 19.1% unemployment. For workers at the bottom the unemployment rate is 31%! The workers in service industries, such as food preparers, building cleaners, less educated, high school dropouts, blue collar workers, workers in the construction industry, many blacks and Hispanics, are all hard hit. This also gives some idea why the jobless situation does not cause the same anguish in the media coverage as most of it is concentrated among young people, immigrants, illegal immigrants, Hispanics, minorities, and in service and construction industry type occupations. This creates a fragile situation from a social cohesion perspective especially as the lower middle class is also in the same situation and this combined with the working class blue collar and service and construction workers is a large segmet of society....

Putin reminds Russians of the precarious nature of all that has been achieved in Russia, as he seeks support from areas outside Moscow. He wrote in an opinion article in February: "Under the flag of democracy, in the 1990's we received not a modern government, but an opaque fight among clans and numerous semifeudal fiefdoms... We received not a new quality of life, but huge social costs; not a just and free society, but the highhandedness of a self-appointed elite, who openly neglected the interests of simple people." Emphasizing the tenuous and uncertain nature of the recent prosperity, Putin said in a televised appearance: "It is enough to take two or three incorrect steps and all that came before could overcome us before we know it." Schwiritz visits the town of Lyubertsy outside Moscow and hears from ordinary people who remember the privation and dark times of the 1990's, who realize that their lives can be much better, but also see the vast improvement in living conditions. There is a real and tangible fear that all this could be lost or eroded. It also shows that as Moscow and St Petersburg have grown and flourished in the last decade with a strong middle class, there is a great deal of uncertainty felt by ordinary people in smaller towns and cities. As for that period in the 1990's, even young activists like Navalny, say a lot was done in the early years of the Putin-Medvedev government, when even Russian mortality rates were falling with a general sense of despair. ...

Allan Blinder gives a spirited account of what he sees in the Paul Ryan Republican deficit reduction plan. He says that with the voucher plan retirees would fall further and further behind the increasing cost of health insurance. With no explicit cost containment proposals it assumes that some kind of miracle will occur for costs to be kept in check- especially as Republicans want to repeal the cost containment proposals in the President's healthcare plan. He asks whether someone is saying, that we have to destroy Medicare so it can be saved. Ryan woulld also turn Medicaid into a block grant, then underfund it and let the states figure it out when they are in a budget squeeze. Blinder points to the estimates of the Center on Budget and Policy Priorities, that show about two-thirds of Ryan's budget cuts would come from programs that serve low and moderate income Americans. And to make matters worse the steep spending cuts go to finance tax cuts that largely benefit the wealthy. He calls this Robin Hood operating in reverse, and coming on top of 30 plus years of rising inequality. David Stockman makes a similiar point on the editorial pages of the New York Times, April 24, 2011; also adding the point that the middle class will have to pay higher taxes for the deficit to be addressed, something President Obama's plan fails to do. Blinder says that the Bowles-Simpson and Rivlin -Domenici proposals attack the deficit reduction problem in a better way, that asks something from all classes and interests. ...

The LDP Party led by prime minister Abe wins 290 seats in the lower house of parliament in the Dec. 2014 elections. Its ally the Komeito Party gets 34 seats giving the government a two thirds majority in parliament. The LDP previously had 295 seats from the 2012 elections. Of the total 475 seats in parliament, 73 seats went to the opposition DPJ Party and 21 seats to the Communist Party. This gives Abe a 4 year mandate reducing the uncertainty from having a regular change in prime ministers in recent history, making Abe the 17th prime minister in 25 years. The stable government and clear economic policy will help the economy. Abe says he will focus on prodding companies to raise wages, as many people say they have not personally seen any benefit from Abenomics. As a result turnout hit a new low of 52% compared to 59% in 2012 parliamentary elections, with prospective voters showing their dissatisfaction by staying away. Severe winter weather and public confusion about why the snap election was being held may have added to low voter turnout. Other parts of the Abe agenda include restarting some of the 48 nuclear reactors offline since the Fukushima disaster. Abenomics faces hard work ahead as it grapples with two quarters of declining growth in 2014, consumers feeling the effects of the increase in the consumption tax from 5% to 8%, and small businesses feeling the effects of higher cost for imports with the weaker yen. ...

Newly elected president Poroshenko's personal relations with Putin and his connections to Russia's business interests will help him improve relations with Putin. He wants to have substantive preparations for talks with Russia so that progress is made in relations and in other issues. Putin has said he will respect the results of the Ukraine election. Senators Portman and Cardin, and former Secretary of State Madeleine Albright were in Kiev to monitor the elections, and found them to be fair and properly conducted. Turnout was high and voters rejected the old world politics of the main rival candidate Tymoshenko, who received only 13% of the vote compared to Poroshenko's 54%. Poroshenko is a businessman who started out in chocolate, but has business interests in automobiles and owns television station 5. He was Speaker of parliament, and Trade minister in previous governments. The election result and voter rejection of the old politics gives a fresh start, and a chance for Russia, Germany and the EU to move forward. Russian president Putin had serious problems with the old politicians and may find it easier to work with Poroshenko. American led sanctions provide Russia an incentive to resolve the situation to give Russia's economy a chance to recover from serious capital outflows. Poroshenko is pro-EU, with enough Russian connections to maintain confidence in Russian-Ukrainian relations, for the fresh start Ukrainians are looking for. His focus is on economic development, with jobs as a priority for the young people facing extremely high unemployment....

Corner Office will cover leadership and Management. This is a wide ranging interview with Brenneman sharing not only his philosophy on work and business, but also his philosophy of life. He describes his approach to a company based on asking what are the two or three most important things you do, levers that you pull, that will make a difference in this company. It should all fit in one page. If its not simple and easy to tell a colleague, then its not right or its too complicated with buzzwords. Another approach is ask what are the 2 or 3 things you don't do which are bleeding the the business. Can you put these things down on a mental page, just one page, just 2 or 3 things that stick out, you absolutely don't want to do. That helps you put down the plan of attack. Brenneman sees too many executives focussed on economic gains and not having a rounded life, a balance that helps them lead happy, productive lives. In his view the balanced person is better at work because he finds fulfillment from all aspects of life. What leaders consider important is a shadow that they cast on the whole organization, in Brenneman's view, making it very important that the leaders actions convey the right message that they care about people....

Is Summers too confident that things will return to the way things were, so that eventually jobs losses will dissipate, and the business cycle will return, so that preventing the economy from becoming bubble dependent for growth is the serious concern. How long will these job losses like the one in March of 663,000 last, WSJ reporter Wessel asks Summers. His response is essentially no one can forecast this. But he thinks these losses will dissipate, because production is running well below capacity, and eventually inventories will fall to the point at which they will need to be replenished. But what is cause for concern is the example he gives. He says next, that in the auto industry sales have normally run at 14 million, now they are down to 9 million. As they return back up to that level or a similiar level he says, and similiarly for other industries with underutilized capacity, the economic cycle will kick in. This depends on what is happening in the market . It is worth asking are there deeper and lasting changes ocurring in the American automobile market that Summers may be missing? Is a fundamental change ocurring in the American car market which this crisis brings to the forefront, that leads to a long term change to a smaller market closer to what sales are now? The water situation on the Euphrates river. Three reporters for the NYT, Amir, Mohammed, and Abeer, join NYT's Campbell Robertson in talking to farmers along different stretches of theEuphrates river in Iraq, near Jubaish, Karbala and where it meets the Tigris. The causes of the problem are the water policies of TUrkey and Syria which are the upstrema countries and have built dams along the river which control its flow, a two year drought, and water mismanagement and neglect in Iraq. The river is significantly smaller now, and at this rate could be half of what it once was. It affects rice and wheat fields along the river which are turning into scorched dirt, canals becoming small streams, and water treatment plants sitting idle. The area for wheat and barley in the rainfed north is down 95%, and the date and citrus orchards in the east are dry. There are no treaties for water use with Turkey and Syria, so the situation is unpredictable. Recently Turkey doubled the waer flow into the Euphrates, a mover that increased water flow to ablut 60% to cover half the irrigation requirements for the rice growing season....

Harris did not mention both in her closing messaging or make it a major part of her message. Harris muddled economic message is attributed to influence of Tony West, her brother in law, legal counsel for Uber, and by her efforts to avoid the label placed on her by Wall Street interests that she was "communist" by moving closer to corporate interests. President Biden ran his campaign and presidency entirely with a single theme- against trickle down economics, saying it did not put much on his father's table, and "the middle class built America, not Wall Street, winning 82 million votes more than the 74.3 million for DJT in 2024, 12 million more than Harris, 8 million more than DJT.  This simple Harry Truman like message carried the day in 1948 against Republican Dewey's increasing popularity after weariness over FDR long run in office, and got Biden 12 million more votes than Harris in 2024 or 8 million more than Trump in 2024- 82.3 million votes for Biden 2020. DJT was elected in 2024 with a fewer number of votes than he got in 2020- 74.3 million votes in 2024 and 75 million in 2020. Bernie Sanders, Congressman from Vermont says- "People want to understand what’s going on in their lives. Trump gave them an explanation,” “He attributed all of our problems to undocumented immigrants. What is the Democratic explanation for why the gap between the rich and the poor is getting wider and working-class people are struggling? You tell me.”   ...

It is important to remember that Republicans Wendell Wilkie who ran in 1940 and Dewey in 1944 and 1948, Eisenhower in 1952, 1956, all adopted the worker protections for safety, hours and wages, and the employment stabilization programs set up by Perkins for the two Roosevelts- Republican Teddy Roosevelt who gave her her start 1911 and Democrat Franklin Roosevelt 1924-1944. Basically it setup what we call the Modern World where America was the model of modern industrialization for the whole World. Important to remember as Labor and Capital go through a reaffirmation of the principles guiding same issues that dogged America before. The Frances Perkins Exhibit at Columbia University in 2010 showed the most influential woman for the lives of ordinary American citizens and workers, workers families and children, for three decades 1920's to the 1950's. The first woman to serve as a key member of the cabinet. One who guided the legislation that set up the structure in which labor and capital each participated equally in the economic structure of modern America. Perkins was educated at Mount Holyoke College which had Corinthians 1 15  as motto "Be ye steadfast." She got her Masters degree in Economics and Sociology from Columbia University. She studied economics at University of Pennsylvania before going to Columbia University.  She is the only member of the cabinet who served not just all 12 years from1932 to 1944 under Franklin Roosevelt, but also before that from 1924 to 1932 for NY Governors Al Smith and Roosevelt, and before that for Teddy Roosevelt as head of the Committee on Public Safety in 1911. When Harry Truman followed FDR Perkins asked to run the Social Security administration, was made Civil Service Commissioner in 1944. She lectured at Cornell University during the Eisenhower administration.  ...

Restoring relations  reminiscent of when China breaks away from the Soviet bloc in the 1970's, Russia moving away from its subordinate position to China.  American Lt. Gen. Keith Kellogg seeks to avoid losing a whole generation of young people in Russia and Ukraine with continued war. America's idea is consistent with Wilson support of China during Sun Yat Sen's 1911 Revolution, FDR and Gen. Joe Stilwell support for China during the Imperial Japanese Army rampage through Asia in 1930's. America does not want to see fellow Europeans an entire generation of young men from Ukraine and from Russia lose their lives in a senseless war. Kasyanov a former senior Russian policymaker says Russia wants to see a new generation structure replacing old outdated institutions from the Cold War.
