Some readers of WSJ in their comments found this story about travel overseas a bit pretentious and privileged, but we have put this in anyway, as it reflects a sincere attempt to share experience. Some of it relates to slowing down in travel to relate to nature as one gets older. Some of it to explore new or fascinating places that have some meaning for us. A recent visit to the Golden Temple in Amritsar, India, and the original Golden Temple in Amritsar from ancient history, both under night skies and waters surrounding the temple had the same effect. Spending nights looking up at the night sky at constellations, hearing stories about them and learning about them as the writers say is an experience that is precious at this time of the pandemic. Slowing down is an experience we can all do such as taking train trips as the writers say they did from Denver to California. This allows one to explore nature at a slower pace. A trip to the St Lawrence Seaway in Quebec and up the St Lawrence river was one of those experiences in the wilderness that had the same impact.  ...

Matt Bai's interview with Mario Cuomo, former governor of New York. Mario said he told Clinton he would not be able to debate and talk freely about his views if he accepted that position. Considering Mario Cuomo's speeches this is sincere. He is torn between the struggles experienced by his father and others of the most ordinary working men and women of the period between the wars, the idea that there had to be a better way, and the difficulties of making that better way work in the real world in the postwar period. There is a sense that one has been forgotten or is now out of place- the dissonance with the times- when a serious contribution was made at one time and place that will always be there. One generation taking over from the last, adapting in its own way, the values timeless....

Social unrest grows in Russia as oil falls to $36 a barrrel and Russian growth slows from 8% to the point where its entering arecession and layoffs and salary cuts are taking place at many companies. In the Siberian town of Barnaul large protests took place when the authorites cancelled subsidized public transportation tickets for 200,000 pensioners. The government has adraft law that requires companies to inform the government about impending layoffs and salary cuts. And there is agradual devaluation of the ruble so that there is less adverse reaction in the economy. THe ruble has lost 111% of its value since it reached its peak in August. The government has required restraint in covering the crisis and no mention of the word crisis or reference to social unrest as there is considerable fear in the government and public's mind from the previous crisis days when the ruble collapsed under President Yeltsin causing wwidespread poverty and social disruption and economic failures. Strikes by migrant workers in the Urals city of Yektarinburg. The governments approach is to provide some kind of ressure outlet and let things cool off by reversing actions like the decision to let pensioners use their discounted public transit tickets. As a result of the downturn 7500 firms have informed the government they intend to layoff people and 207,000 workers have had working hours reduced since October 2008. And the government is drawing up alist of significant enterprises needing a bailout....

THe Economist says that the efforts of banks like Chase JP Morgan, Goldman Sachs and Wells Fargo to rewrite history are wrong and dangerous. They are wrong because there was acomplete collapse of confidence by December 2009 and these banks benfitted from state guarantees and government efforts to help the banks without which Goldman, and Morgan Stanley and other banks would be in serious difficulty or in danger of collapsing. It is dangerous because it is being used to distort the process of putting in place the right compensation incentives to avoid overleveraging and risk taking, putting in place prudent regulation, and taking all the right steps to prevent a future banking crisis, with the argument that this should apply only to the weaker banks. It is dangerous on two other points. The banking regulations should apply to the entire banking industry, and especially on banks that are too big to fail. These banks now are content to leave the toxic assets on their books where they are and consider government efforts to purchase these toxic loans and securoities or otherwise resolve these assets in some kind of good bank-bad bank scheme, as unnecessary. All this is happening even as the banks themselves remain poorly capitalized, even after raising funds in the capital markets recently, and remain very dependent on the government. The danger is that this may make everyone complacent in the event of a developing new storm....

The transformation of Fiat Auto. Marchionne relying on "my kids", getting good people throughout the Fiat global operations and outside of a younger generation, who were open to doing things in a new way. He had the courage to unassumingly go about the business of remaking Fiat, by removing middle and upper managers who produced a kind of paralysis or sclerosis in Fiat, making change impossible after years of a failed culture embedding itself. And in their place he brought in an energetic courageous bunch of younger managers and designers. It would be fair to say that he tore up the old plans, tore up the old organization charts, tore up the car plans and designs in the pipeline, tore up the failed models and put in place new ones- the Bravo for the Stilo, and tore up the old management, put in new people and tasks and wedded them in an informal way, with their own culture developing along the way. The were teams and their tasks, all wedded together in an informal arrangement, in close proximity, with informal communication. Marchionne saw his role as helping people reach decisions, setting stretch goals, and encouraging levels below him to take responsibility and make courageous decisions. He saw the Cinquicento as his version of the Apple iPod, and benchmarked Fiat against Apple, so he was looking outside the auto industry for people to emulate and for new ideas. He himself was from outside the auto industry. ...

In an earlier interview with the Sun newspaper, Mr. Trump said he disagreed with Theresa May's approach to Brexit and called it "turmoil" that Boris Johnson had resigned as Foreign Secretary. He went on to say that Boris Johnson would make a great prime minister, that May's handling could "kill" a trade deal with the U.S. At the meetings and press conference Trump reversed this and called it "fake news" as it did not tell the whole story and his positive comments. Trump said at the joint press conference with May that he was open to a trade deal and that how May handled Brexit was upto the prime minister- "Whatever you do is OK with me."

Protests took place in London for Trump's visit including a Blimp over London during the rally.

A meeting of the Financial Action Task Force in February gave Pakistan months to move against the money sources and assets of terrorist groups. This could lead to action against banking links with the outside world.  This financial group acts against money laundering and terror financing. It is arguing for sanctions in the event no action is taken. Pakistan's deputy interior minister says Pakistan is taking a proactive approach and banning one group, detaining members of another group named Jaish that operates in the Kashmir region.

Similar action was taken since 2002, and since then the ebb and flow of terrorist groups in Pakistan has taken place over 2 decades, with the groups also attacking internal targets in Pakistan.  In the period of Soviet invasion of Afghanistan the U.S. trained and Pakistan supported jihadist groups so that the problem goes back to 1979.

Peter Baker talks to experts on American presidents about Trump's 100 days in office. One expert says the presidency has changed Trump more than Trump has changed the presidency. Trump has told reporters recently that the job was harder than he thought, the decisions requiring much more thought and much harder. Described during the campaign as following instincts, impetuous and brushing off briefings, the Trump that has emerged in the early period is a president who surprisingly has been willing to listen to advice from Republican leaders in business and government. He has also changed course where appropriate on trade with Mexico, China, Germany and other countries, and shown decision making ability where appropriate such as over use of chemical weapons in Syria. He has listened to Muilenburg of Boeing on the Export-Import Bank, his Commerce Secretary Wilbur Ross on NAFTA and Mexico, to Gary Cohn his economic adviser for a careful studied approach on taxes and the economy, as covered here in Lyrarc.  And Trump has built a relationship based on discussions with president Jinping of China, which has helped create a stable climate for world trade and the economy after the ruffled period of the campaign. On NATO and South Korea he has given the lead to his advisers, Gen. Mattis, Tillerson and his vice president Pence. For this to happen president Trump with his exuberant and sometimes volatile personality has shown a capacity for learning and growth over this short period, surprising many. ...

GM: Live Green or Die

Wagoner became President at age 45, CEO at age 48. So you would think that young blood is coming in to GM, but that does not appear to be the case. At the Board level most of the Board members like George Fisher formerly of Motorola, have been around for a long time, and there does not appear to be new blood that would bring in fresh thinking. And serious decisions about investment in developing new technologies to develop fuel efficient cars, like hybrid technologies, electric and other alternative technologies, diesel technology, have been held up for years at General Motors. The way decisions are made on such issues with Board members voicing their opinions more than wrestling seriously with the issues, shows serious shortcomings of management and the Board. At key points of decision making the CEO and key members of his team had not prepared carefully, and Board members did not come up with serious thinking on the problems facing GM. It, appears that the investment in technologies to develop fuel efficient cars much earlier, long before they were finally being addressed in 2006, was a failure of Wagoner's management and of the Board. Management discussed this but continued to be mired in old ways of thinking that continuing with the status quo- cars with existing low fuel efficiency- would not expose GM to illwinds as preferences changed. Its clear from the description here of discussions within GM that the old thinking is quite entrenched at GM, and Wagoner just was not the kind of person who could vigorously articulate a new vision for GM. A couple of things are noteworthy in this account of management indecision at GM. When fuel prices began hurting sales of SUV's and large vehicles in 2005, efforts to get a decision on investments in new technologies for fuel efficiency for the whole product lineup failed at the Board level in an April 2005 meeting. One Board member saying at that meeting, that" do we want to lose another billion dollars in developing new technology for fuel efficient cars." And no one calling him to account that the remark still did not address the point that GM had to respond to the changing market and world oil dynamics, and not just hope for the best, as GM had aggressive competitors, and faced continually diminishing role in the market place for the entire decade of the 1990's. While April 2005 was already at the tail end of the previous era of gas guzzling cars and a decision then would still not have shown a forward looking vision of things, it was not until 10 months later that a decision was reached. And this almost from necessity, as oil prices jumped in 2006 after hurricane Katrina, and by this time President Bush was also calling for higher mandated fuel efficiency standards. The other noteworthy point here is that by making the changes so late in the game, GM had to compress the development cycle for new and some cases unknown technologies into short time frames. If the ingenuity of its engineers comes to its rescue it still faces another hurdle that of cost, because the technologies have to be perfected and improved, so that the costs are low enough for customers, and importantly comparable with what it is costing competitors to make the same fuel efficient technology engine or other part. Which is why one Honda executive remarked, "GM like everyone else is serious about this, because they have to be, but how many of their hybrids and how many Volts will they sell? Their technology is very expensive." Even if GM develops the Volt electric car by 2010, GM will need a whole range of fuel efficient technolgies to power its large product lineup. Its just to hard to avoid the conclusion that this is going to prove costly. All the dragging of feet and indecision, and failure to prepare GM for a different world in case something drastically different from what was expected happened, will prove very costly especially considering how aggressive and well financed some of the Japanese and German competitors are. It also hard to avoid the conclusion that there is too much bureaucracy at the large auto companies, and getting new blood and new ideas and fresh thinking is tough in a place where everybody agrees with everybody else, and there is uniformity of thinking. This makes it difficult for any original or wayward types to thrive. These bureaucracies look up to the top for direction. Initiative is discouraged on one hand, and at the same time even if a new direction is taken at the top. a lot of resistance can be expected to implementing it throughout the company without persistent persuasion and reminder of new facts and realities. This is true for both Wagoner and Mullaly as they face the skepticism of subordinates to new direction. Mullaly for instance has to remind his managers that large vehicles are only a small percentage of the entire global market, and if Toyota is making money in small cars so can Ford. See the link to this. Is Toyota immune from bureaucracy type behaviour throughout the company? Not really, Toyota's chairman emeritus came out of retirement in fact and went out of the way to caution its CEO and management about their complacency a year or so before. Shoichiro Toyoda personally intervened to caution against too much expansion in the US and climbing wage costs, and other risks they perceived such as the company managers in the USA appearing to be resting on their laurels. See the link to this. A lot of discussion is probably going on within these companies about the present state of affairs, and considerable anxiety for what the future will bring. It may be useful to ask the question is there something that makes it difficult for once successful organizations -now with entrenched bureaucracy and set ways -to put forward leaders with vision and foresight, till it becomes very late? The vision and foresight about where their markets and the world is heading, and the ability to move their organizations in that direction. Or to break out of old patterns of behaviour and thinking....

What is the difference between South Korea and the U.S., Europe in the handling of coronavirus? It is tracking and testing.  President Trump and health adviser Dr. Fauci, see South Korea as the successful model to be followed in controlling the coronavirus. What has happened till now it is accepted with shortage of basic medical supplies and equipment, stress on hospital systems, are merely mitigation actions. South Korea was prepared for the coronavirus crisis because of the MERS and other epidemics, and failures resulting in corrective actions. Labs were centralized and better equipped for testing and tracking the infected. One of the key tools is testing. President Trump says the goal is for the U.S. to exceed and far surpass tests per capita in South Korea. Five million tests are planned by the end of April in the U.S. Where the U.S. falls short is in use of multipronged digital tracking using data from people's use of mobile phones, credit card usage, and use of apps designed to separate infected people from others. South Korea is a democracy with a population of 52 million people, about the size of France. People who were student activists in the democratization era in South Korea say the use of digital technology is a need today. We have to adapt in emergency situation they say. Ki Mo-ran, epidemiologist, and adviser to South Korean government says this is a key part lacking in the European and U.S. efforts to control coronavirus. She says in South Korea we know the patient's contacts, where he goes and stays, so we don't have to lock down everybody. Without digital tracking one cannot know which place is contaminated, which place is clean, so that there can be a lockdown of just that area and not the whole country, says Ki Mo-ran. She asks the question- is one person's privacy more important than the lives of a family or other people who are affected. Is it OK to lockdown every child in the country in a home as in Spain for over a month so that particular people's privacy is respected? These are serious questions for western society, are they exceptions or is democracy not just a western idea but equally cherished in Asian societies, people talk about Confucianism in China and the Asian culture forgetting that the biggest democracies are quite large and functioning well in India in addition to South Korea, Taiwan Indonesia, Malaysia, Bangladesh and Japan, far larger in area and population than China. The French government has chosen the app TraceTogether as the least intrusive one adaptable to France for use there. The U.S. is having Google and Apple develop one of its own. India will be developing one of its own. The NYT raises the question will it be watered down so much in France or in the U.S. and UK to be less effective than the  dire need for an alternative to lockdowns? ...

Greece's minister for migration tells the Times that seven charities including one in London form part of a chain stretching from Somalia to Britain in which smugglers move migrants illegally.  One of the seven charities is in London and is seen as colluding with human traffickers who are putting lives of migrants at risk. Greece has 70,000 migrants living in squalid refugee centres. Of these 17,000 are on islands in the Aegean sea. Europe cannot cope with all these migrants illegally making the crossing, much less during this pandemic. It has also unsettled the countries where migrants are settled on a humanitarian basis as there is at the same time serious neglect of poverty stricken communities inside Europe who are not getting the assistance they deserve. The result is even less focus on the development needs, on infrastructure, education and healthcare of the countries in Europe where migrants are headed, with the attention diverted to the migrants issue. Economic progress in Europe and rapid development could not only improve the condition of people in all communities, it could also help finance more foreign aid development project assistance to Africa and other countries. This would if vigorously done keep people in their home countries and help fulfill their development aspirations there, which is the better way.  Chancellor Merkel of Germany should have opted for a better way by setting up a program for aspiring migrants in the countries of Africa with a generous visa program offering training and technological skills, which could then be brought back to the country in Africa where it could generate jobs and opportunities with the necessary capital from European and other financial institutions and governments. This effort made in alliance with Britain and France could be powerful in its impact. Instead a haphazard three years of migration led to internal divisions, loss of confidence in the CDU and the SDP, FDP parties in coalitions, ending up where it should have started in the first place- reducing the migration to a trickle, returning some migrants back to their countries, and focussing on bringing economic assistance and development assistance to African countries for opportunities in these countries and a brighter future so that no one would want to leave and drift on oceans in tiny boats in the first place. The condition of the people in Africa is not so hopeless that the best they can do is to send their young people to drift on boats on the high seas in the hope of refugee status. China has shown that the there is a path from famine during the years following the Great Leap Forward to the development of today. India is doing that now and can repeat that story. Japan and South Korea, Taiwan have done this after devastating wars and out of nothing. Imagine what the world would be like if all these people in Asia set out on small boats for Europe.       ...

Becky Branford of BBC News gives five reasons for Emmanual Macron's win in the French presidential election. She cites experts who say Macron was lucky, had a canny ability to see the timing was right for a new party to be formed so that socialist voters had an alternative. His luck comes from the failure of Republican centre right party Fillon to mobilize right wing voters following reports that he had hired his wife and children for government jobs. Yet this is not a complete explanation. Macron had the intuition that something was happening in French politics and the courage to act on it early, the youthful energy to take up the challenge of a mass movement. The events were the declining popularity of the socialists, and the fragmentation of the left wing, the uncertain prospects of the Sarkozy effort at comeback because of his image from years in power, and the need to counter growing far right support for the National Front- to do this by offering an alternative in the centre. From that one courageous decision things from that point fell into place as the Republican party also failed to attract strong public support.  A mere 24% of the vote enabled Macron to enter the second round. Macron's grasp of the economy and conviction helped him win the final debate with Le Pen decisively. His sense of his own mission to revive the idea of Europe sustained him against attacks from the far right, including the late cyber attack on his emails in the last 24 hours.  Macron could still have prevailed over Le Pen without the strong campaign for staying on a positive message and confidence in his ability to turn France's economy around. Yet without a margin of victory of this size in the face of abstaining voters from the far left, Macron as president would not have looked the same. The next step is parliamentary elections in June, and governing France with a turnaround plan requires winning a majority in parliament of sufficient magnitude that he can implement a program which makes the French economy as competitive as Germany's. People forget that Germany was considered a economy with high unemployment and not as competitive under the Schroeder administrations that preceded Angela Merkel, this includes the French with the layers of pessimism. Emmanuel Macron deserves credit not for winning, but winning with the idea of Europe, and it has done as much for him from the French people who have put their faith in Europe when the chips are down, as he has done for Europe already. How this helps put a turnaround in the economy in place is that he will have the energy and enthusiasm of Germany behind him, as well as the energy of French industry and young people to do what Germany accomplished in the 2000-2010 period to emerge from years of high unemployment with a strong economy. ...

The Detroit News Daniel Howes draws UAW leader Gettelfinger's attention to how serious Obama is about this auto loan not being a bridge to nowhere, and how Obama expects union, management and others to kick old habits and start building areally viable competitive future. Howes thinks Gettelfinger and the UAW may be doing what they did before in kicking the proverbial can down the road, as they said they would ask Obama and Democratic leaders to help the unions take out clauses for unions to do their part in the road to recovery that are stated in the term sheet for the loans. Howes reflects Detroit opinion in favor of the loans and helping GM, UAW and management get the bridge loan, but here he makes a marked shift in view. Howes accepts that the situation now is where with a bailout weary public and Democrats in the new Congress (more keen on getting energy efficiency and a competitive car industry than helping out the UAW and current management), and Obama, are not likely to support the old habits and ways of the car industry, its unions,its old managements and boards, and its old way of doing things. Howes is even skeptical of Wagoner's claim that he is going to reinvent the company. There are only 3 months between now and March 31st and the term sheet for the auto loans says the time between now and then should also be used to prepare for an orderly bankruptcy with government support and financing in place. No less than in a place like Detroit this columnist is calling for serious attention to be paid to what this term sheet implies and the public mood is saying by all concerned. In a sombre message to union bosses and management and politicians, Howes says its Big Three communities that would be paying their own prices as CEO's, union bosses, politicians and bankers, played chicken with other people's livelihoods and lost anyway. So the bridge loans given that there are only 3 months to come up with plans and action for viable futures for GM and Chrysler, are in fact a serious step for the last act before an orderly bankruptcy takes place, unless every stakeholder gets his act together. ...

What this says is that after a unsettled period till 1948 to 2020, the region is likely to return to its history of tolerance for different people from South Asia, with one huge difference, the rapid modernization of the region in the 21st century replacing the feudal poverty and backwardness of a overtaxed and underdeveloped farmers communities. ...

Walter Berns, a Professor Emeritus at Georgetown University, describes the difficult situation Lincoln faced, and the different factions from Abolitionists who lost interest in the Union, to Southern slave holding states, and compromise promoting factions, which he had to navigate around to achieve his ultimate purpose. A purpose based on what the Bible and every human sense of right and wrong would say. After the Dred Scott decision by the Supreme Court stated that slavery was affirmed in the constitution, and there were efforts in the Senate in 1861 to continue with another compromise that allowed slavery to continue and expand in the south, and after secession of some states under his predecessor, Lincoln had to keep saying no to a compromise or any rejection of the union. Even after huge losses, and battle weariness of northern and southern states, Lincoln had to have that deep inner faith, a faith in Almighty God and his purpose for the Union, to reject peace negotiations with the southern states that conceded anything on slavery. ...

This editorial in the WSJ says Reagan negotiated with the Soviets from a position of strength, while president Obama has made concession after concession till the Ayatollah could not turn down a deal. It says Iran is run by the Revolutionary Guards and the Ayatollah, who see the deal offered by Obama in their interests, and that the deal took place because of this, not because of the willingness of the Rouhani government to negotiate. Senate Minority Leader Mitch McConnell offered a way out of the stalemate in talks between the Obama White House and Republican leaders Boehner and Cantor. McConnell's proposal designed to meet the August 2nd 2011 deadlinefor raising the U.S. debt limit is to give the President new authority to raise the federal debt limit. It would place the entire responsibility for raising the debt limit on the President. Under this proposal Republicans would not have to vote to raise the debt limit. Republicans can then shift the effort for large spending cuts to the congressional appropriations process.

Hilsenrath cites Robert Hall, a Stanford University professor whose research shows three fourths of American households do not have two months worth of income put away as cash or other liquid assets. The Federal Reserve researcher Karen Pence says 41% of households can borrow less than $3000 on their credit cards and 23% have been turned down or discouraged from applying for credit. This shows the general financial weakness of overly indebted American households and the overlayed effects of the housing crisis, and higher unemployment. The Deepwater Oil Spill Commission staff said BP management was responsible for "not putting policies and systems in place to ensure that decisions made to reduce costs and improve efficiency did not increase risks or diminish safety." The staff report says the mistakes and oversights that led to the blowout were a result of management failures by BP, Halliburton Co., and Transocean Ltd. The companies failed to share information with contractors or within their own teams, and contractors did not share information with the companies. This resulted in critical decisions being made without fully grasping their context or importance.

A Fitch Ratings report says that an estimated 7.5 trillion yuan of loans have been made by Chinese banks, exceeding the limit that bank regulators had set for 2010 for new local currency lending. In addition another 3 trillion yuan was loaned by using trusts and other mechanisms and this has not been recorded on bank balance sheets. Including this lending taking place in a sort of shadow banking system, the total lending is the same as in 2009 when the heightened stimulus lending ocurred. This explains the inflationary pressures facing the Chinese economy and the growing property bubble.

The memorial to Franklin Delano Roosevelt (FDR) by the American architect Louis Kahn takes shape on Roosevelt Island after a 30 year effort. It sits at the southern end of Roosevelt Island right across the river from the United Nations Plaza. The memorial will open in October 2012. The project cost $53 million with the work starting in October 2010. For years the project lacked funding. The memorial has five parts, an entry, triangular garden, forecourt area, a sculpture court and the "Room" which provides a meditation place for reflecting on Roosevelt's legacy and the Four Freedoms of speech, worship, want and fear.
