This report in WSJ looks at the impact of the 2018 Trump tariffs retained by president Biden as the US seeks to reduce its overdependence on Chinese imports and bring back American manufacturing. This followed misguided policies of previous administrations since Clinton that weakened American manufacturing strengths. Have the US tariffs on Chinese goods worked? The WSJ graph with information from US Census Bureau shows that imports from China in 2022 going down to the levels in 2007 of about 16-17% as a share of US imports, down from a high of 21% before the Trump tariffs halted a rapidly rising curve. Imports from Germany, South Korea and Japan in 2022 were down slightly hovering around 4.5%. Imports increased from Canada and Mexico, the US's traditional partners in North America, around 13.5% as a share of US imports for each country. Also increasing were imports from Vietnam. Some of the imports from Vietnam are Chinese products shipped through Vietnam to evade tariffs, and it is not clear whether the figures from Vietnam have been adjusted for this. President Biden is looking at different scenarios in an effort to tackle inflation. One supported by Janet Yellen, an economist at US Treasury is for the US to relax some of the China tariffs. Most economists in previous administrations including Yellen failed to understand what surrendering American manufacturing to China on the scale and speed that happened would do to communities across America that depended on factory jobs. The devastation of these communities has led to increased divisions in America, weakened American manufacturing, and led to outflow of technologies vital for national security and national well being.  Republican senators, US Trade Representative Katherine Tai and National Security Advisor Jake Sullivan are opposed to any relaxation of tariffs. Studies show the removal of the tariffs would have only a small impact on the consumer price inflation index reducing inflation by 0.26%. Lifting some tariffs on school supplies and summer bicycles as proposed by the US Chamber of Commerce would have little or no impact on the consumer price index for inflation. This is because the inflation is triggered by oil and gas price increases stemming from the Russian policies and invasion of Ukraine. This has also aggravated food and grocery costs  through blocking of agricultural imports from Ukraine. An additional factor was the increased demand after the pandemic easing in 2022, but that demand is already easing in July with glut in inventories at Walmart and Target, and excess warehouse capacity at Amazon. It would also send the wrong signal to China that the tariffs imposed by president Trump after a Section 301 trade investigation and based on improper loss of technologies to China are not being taken seriously by the US, says Republican Senator Hagerty of Tennessee. The Labor advisory committee to the US Trade Representative Katherine Tai also opposes any such move after the serious damage done to US workers and to US national well being and security. This happened under the Clinton, Bush and Obama administrations with failed trade policies that ceded manufacturing to China. ...

As the trade problems with the U.S. escalate in tit for tat tariffs, China looks back at its history for parallels. The period of the "unequal treaties" imposed by the Western powers on China in the period 1850-1900, the Korean War of the 1950's, and other analogies that come up to people. Yet China's planners and leaders are looking at another situation the Plaza Accord of 1985 in which the western nations pressured Japan into accepting a significantly higher exchange rate to reduce its trade surplus and the Japanese yen appreciated by 50%. Japan cut interest rates from 5% to 2.5%, and introduced huge fiscal stimulus, banks opened up to lend vigorously. The result was a boom by 1990's followed by a bust that led to another decade of lending to loss making firms called "zombie" businesses, that led to a stagnant economy. This has persisted for three decades. This China sees as an unacceptable situation when China has still not achieved developed economy status in terms of per capita incomes. It fears getting into a middle income trap as the economic growth slows and the aging population makes a recovery more difficult.  The difference with Japan in the 1985-1990 period is that Mr. Trump lacks the kind of five nation economic coordination that put pressure on Japan. Today there are differing views on China in Europe and the U.S. and different policies. Mr. Trump is known for his style of deal making and could settle early, as feared by some Republican leaders in Congress who see in China a challenge to America's technological dominance. There are no calls to appreciate China's currency. Only calls for China to change its state subsidies model and put in writing and through laws that change the way of doing business that does not require American companies to hand over advanced technology. This is also a concern for Japan and the European Union countries such as Germany, and is something all nations try to protect in global competition. Japan is still facing the consequences in creating a new competitor in high speed train technology after building the first high speed trains in China and transfer of the high speed train technology by Kawasaki. The Household Survey by the Federal Reserve showing the financial fragility of 40% of American families shown on this page today shows how this situation is likely to evolve as working class families in the U.S. support a trade stance that protects American jobs and technology. Job losses over three decades and a $891 billion trade deficit in 2018 are seen as unacceptable to the U.S. in 2019. A stronger U.S. dollar helped increase the U.S. trade deficit by 10% in 2018, nullifying some benefits of Mr. Trump's trade actions. Mr. Robert Lighthizer was a negotiator in the trade dispute with Japan in 1985, and runs the negotiations with China with support from president Trump. This alone has kept the Japanese situation in 1985 uppermost in the minds of China's leaders as they try to come up with a way to settle the trade dispute with Mr. Trump.     ...

 Harris's role for the Border was limited to telling Central American migrants to stay home. Much of the migration was a result of wars started in the Reagan years in Central American states of Nicaragua and San Salvador. This destabilized the region and led to gangs taking over parts of the country in San Salvador and entrenching Castro style regime in Nicaragua, leading to outward migration of young people. As this report points out Harris was supposed to take on decades of such misguided policies in Central America in a few months. A drought hit agricultural coffee regions of Guatemala increasing migration. Her role instead was to ensure several wins. Win No.1 to generate stability setting up the peaceful transfer of power in Guatemala, singling out corrupt regimes. Win No. 2 to generate jobs. US AID and IFDC loans were increased, foreign investment attracted to generate 250,000 jobs. Win No. 3 the increased stability led to gradually declining migration from Central America. What replaced it was Venezuela. And that is a repeat story of Reagan style wars in Central America. Under the Trump Administration the US did not take up the Monroe Doctrine and act directly to support a stable fairly elected government in Venezuela, an obvious solution. Instead going half way- destabilizing the government but then left it on its own. The result about a third of the population leaving the country in these years to Colombia and other parts of Latin America in a immense humanitarian tragedy.  In 2023 Venezuelans not Guatemalans entered at the US Border in large numbers, most of them middle class families that left Venezuela after hyperinflation and mismanagement of the economy. Realizing the danger by January 2024 Biden negotiated with Senate Minority Leader McConnell and his Republican representative Senator Lankford to pass legislation in the Senate closing the Border. All that was needed was the House to act and 30 years of Border problem would be solved.This was blocked in the House by new Speaker Mike Johnson on advice from former president Trump who chose to use the issue in the 2024 election. Biden then used his executive powers to close the Border leading to lower numbers of migrants under Biden by July 2024 than under Trump. Migration Border Czar was never a term used by Democrats in the Obama and Biden years. Biden who also served in a role given migration as one of the issues to handle under Obama, had this as only one of his assignments. Biden played more important roles in foreign policy with his experience as chairman of the Senate Foreign Relations Committee for decades. Border policy was made by president Obama and his advisers. The same is true of Harris, Border policy being done by president Biden and his advisers. Similar to Biden's role as VP Harris was given assignment to cover foreign policy and was the US representative at 3 Munich Security Conferences in 2021-2024 following the Russian invasion of Ukraine. Chancellor Scholz of Germany said of Harris last week that he had full confidence in Harris as both competent and experienced. ...

Robert Kaiser, former managing editor of The Washington Post, reviewed this book on Joe McCathy in The Washington Post on August 7, 2020. It shows the link with today of Senator Joe McCarthy and Roy Cohn, the then 27 year old lawyer chief counsel of the senate subcommittee on investigation when Joe McCarthy became chairman in Jan. 1953. The book is-  Demagogue The Life and Long Shadow of Senator Joe McCarthy by Larry Tye. Roy Cohn passed on some of the methods used at that time to Mr. Trump. Kaiser points out that the senator Joe McCarthy assembled "a coalition of the aggrieved." Tye shows that it started with the junior senator from Wisconsin making a speech in West Virginia for Lincon Day dinner to the Republican ladies of Wheeling, W. Va. The senator used it to talk about threat of communists working in the State Department. He claimed there were 205 Communists. Today we know that this was just made up by McCarthy, at a time when Winston Churchill made the speech about the Iron Curtain in Eastern Europe and the Soviet Union and a sense of shock in America at the People's Republic of China being formed in 1949 under CCP chairman Mao tse tung. McCarthy saw this as an opportunity to gain prominence and a Senate career. What is seen from this carefully researched book is that for a while it succeeded in putting many of the Nation's best leaders on the defense. This includes Harry Truman, Eisenhower himself who disdained McCarthy's and Cohn's methods, Gen George Marshall who was a mentor to Dwight EIsenhower, Joe Stilwell, and other military leaders who ran the 1940's war effort under Marshall in Europe against the Nazis and in China against the Japanese imperialists. On the domestic side it included the head of TVA and the new Atomic Agency setup by president Truman. Gallup said at that time of McCarthy's 38% support in the US following his censure in US Senate by 67-22  -even if it was known that McCarthy killed five innocent children they would still go along with him. Tye writes that in that atmosphere similar to the sense of shock at China's rise and America's loss of manufacturing and falling behind in infrastructure by 2016, in that atmosphere if one told a small lie or big lie it made not much difference in public's penalty or censure, then why not tell a whopper of a lie. This became the ethic for a while in 2016-2024 similar to the period till the collapse of McCarthyism in America by 1957 with McCarthy's death in 1957 and in 1960 the election of John F. Kennedy. What is forgotten is that Richard Nixon a young senator from California was part of the group in Congress, so that in some shape or form it existed and remained part of the Reagan efforts to push back against the Soviets that led to wars in Afghanistan and then Iraq sapping the Nation's energies and resources and with faulty economic theory allowed China to dominate key industries and outspend America in infrastructure investment, creating the kind of shock that led to the second McCarthyist decade under Mr. Trump. ...

  A new German party called BSW,  Bundnis (Association) Sarah Wagenknecht, means Germany nationally could see a smaller Social Democrats party in parliament making way for the socialists who want to keep out migrants. Across East Germany a new party is challenging the AfD from the socialist side getting the protest vote against pro-migrant policies.The socialist BSW party is taking votes from the SPD and DIe Linke Left, from Free Democrats and Greens in the state parliamentary elections in East German states of Thuringia, Saxony, Brandenburg. Nationally SPD may be 15-20%, BSW 10%, and CDU 30%, AfD 10-15%, FDP 10%, Greens 10% in a new shape for German parliamentary representation. The AfD and far right in Germany is challenged by the BSW with both parties opposing policies that led to large scale migrant flows into Germany of Angela Merkel.  BSW is the socialist party of Sarah Wagenknecht which is opposed to migrants entering the country as it distracts from tackling the problems of the working class in Germany and burdens public services when needs are greater among the local communities.  It sees the ruling Christian Democrats, Social Democrat and Free Demcorats, Greens, as out of touch with the problems of working class Germans struggling to make a living. BSW also opposes the wars in Ukraine and Gaza for the same reasons as it takes away resources that are better used to tackle problems at home. The AfD party also opposes migrants but is seen as feeding on the grievances of people of old east German communist state who feel left behind by the reunification of Germany. As a socialist party BSW is for addressing problems of inequality and poverty, childcare, cost of living action, housing, and many of the problems of the working class. Mette Frederiksen Danish prime minister has combined socialist ideas with anti-migrant position in Denmark. A similar position is being taken in the US by the Biden Harris administration in the US by closing the Border with Mexico.  Who is Sahra Wagenknecht and the BSW? Bundnis Sarah Wagenknecht or Association of Sarah Wagenknecht is a socialist party that grew out of Sarah Wagenknecht's own experience growing up in the socialist state of the German Democratic Republic during her formative years in East Berlin.  Born to a Iranian father who disappeared in Iran, and a German mother she was raised by her grandparents. She was active in the socialist parties Die Linke group in parliament since 2000. She received her bachelors degree in philosophy and New German Literature at East Berlin Humboldt University. Followed by MA at Groningen University in philosophy of Marx-Hegel and a doctoral degree from TU Chemnitz in Economics. She was member of parliament in the Bundestag and leader of the Die Linke group. The twin 2009 financial crisis by banks pursuing excessive leverage profits and unethical dealings, the euro crisis that followed of state actors misrepresenting their finances, the rent seeking attitudes of finance, pharma, tech monopolies and other industries has led her along with Italian economist Mazzucato to question the existing system. ...

The Soviet threat actually receded after 1964 when Brezhnev became head of Soviet Union till 1982. During that period in the 1960's till today the face of NATO as today was from a series of heads of governments of Dutch Stikker in mid 1960's or other small European states such as Norway Stoltenberg and Rutte Netherlands again in 2025. It could be said that none of these leaders  of small EU countries represented US interests- or even European interests- a point the DJT administration is trying to make. First NATO head UK's Hastings Ismay's NATO for "keeping the Russians out, the Americans in and the Germans down" is more British Imperial policy of 1904 -1940's as the Indian Viceroy's Assistant, not US policy or in America's or even Europe's interest in 2025. It hurt the US in Venezuela as Russia propped up a regime which led to millions of refugees entering the US illegally. And it hurt Europe as Russia propped up the Syrian regime with millions of refugees entering Germany and destabilizing its political structure. Going back if a new defense institution was set up to replace NATO by the Europeans in 1970's this would have been the right step which would have not led to Russia propping up regimes in the Americas or the Middle East. A goal that is being discussed with Russia by the DJT administration to refocus American efforts in a new direction and pause not just the Ukraine war but also put the US  and Russia in a new direction with the new competition from 3 billion people in China and India changing everything we know about the world. ...

The Fed and FDIC issue a report on the failure to regulate SVB and Signature bank. It says the failure to regulate stems from the law passed by Congress leaving a gap for regulation of mid sized banks, and the appointment of Randall Quarles to the Fed supervisory position by then president Trump in 2019. The result was a 40% decline in hours spent by supervisory regulators on the SVB bank even as its assets grew rapidly. Overall the supervisory hours for the Federal Reserve system as a whole declined. This led to cultural issues under Mr. Trump where less regulation the better was the prevailing attitude. Fed report in Fedspeak says- "Staff felt a shift in culture and expectations from internal discussions and observed behaviour that changed how regulation was executed." It would take a special effort by the Biden administration to bring the situation under control to keep the nation's banking system healthy and strong to support the investments the economy needs. After the 2009 crisis and the decade lost to the US economy and the American people from losses in unemployment and savings as a result of deregulated banks, another crisis was prevented. This time the Fed, FDIC, General Accountability Office are all clear about the value and role of regulation in a properly functioning economy, instead of the pushback after the 2009 crisis to regulation. This report in WSJ shows what offices would look like in a coronavirus economic reopening. Till a vaccine is developed in about one year from now what will the gradual reopening look like?   It shows a cafeteria at a company in Seoul with plastic shields separating each person, the Amsterdam office concept of six foot distancing offices at Cushman & Wakefield. This real estate company manages 800 million square feet in China real estate. It has developed a 300 page manual on safely reopening offices with every detail possible. Toyota plants will run at slower speeds because of large drop in demand, with plants reconfigured to maintain social distancing. Many companies are doing this now when it is easier to do without people. Protocols such as onsite health screenings are being integrated. A Knotel app  will add features for office tenants that gives employers the option to track some employee movements and trace their contacts to prevent illness. For sports and event venues the challenge is sanitation and cleanliness. Adding janitorial cleaning shifts and making food grab and go, cashless transactions and protective shields. Schools and colleges face a challenge of how many students to let in, and how many to seat and how, dorms with one room one student, and so on. One college in Maine is planning for thinning the students on campus, rotating students with shorter term modules, more online instruction.  ...

How a deficiency in trust is affecting the US effort to vaccinate its whole population in 2021. The US government took steps early to build vaccine supplies, and was one of the first countries with the UK to begin its vaccination drive. Then after 6 months something went wrong. The deficiency in trust led to about 80 million people many of them young, to avoid getting vaccinated. US president Biden said the country was losing patience with these people. He setup a vaccine mandate and required all employees in private sector in companies with more than 100 employees to get vaccinated. This applied to about two thirds of American workers. All federal government workers were also required to get vaccinated. Yet even after the vaccine mandate the number of vaccinations has not exceeded 900,000 a day. By contrast India was doing 20 million a day. By September 2021 the US had fallen behind all nations in the G-7 in percentage of people vaccinated with one or two doses, behind Italy, France, UK, Germany, Japan, Canada. Trust was also needed, not just vaccine supplies to make a vaccination drive effective. By September the US passed the 675,000 deaths that happened in 1918 pandemic. The deficiency in trust leads one expert to call it breakthrough without followthrough. Other experts see the entrenched social forces that had diminished American health and life expectancy since the 1970's also affecting the vaccination drive. ...

Changing governments and loss of the vision of the labor movement in the early decades after independence has led Israel to this impasse. Benny Gantz of the wartime Unity government calls for new elections in September as demonstrations for a new government take place in Jerusalem and Tel Aviv. US president Biden tells Netanyahu on Thursday that US support hinges on treatment of civilians in Gaza. Biden says he "outraged and heart broken" at the airstrikes on aid workers vehicles in Gaza. Gantz, a former general and prime minister of Israel, said- “This agreed-upon date for elections will leave us time to continue the security effort, and it will allow Israeli citizens to know that we will soon need to renew the trust between us,” he told a news conference. “It will prevent the rupture among the people.”  One of the problems Israel faces is the political fragmentation, many parties and frequent elections leading to changes in government unlike the early decades after independence when the Labor party offered effective leadership. The social Labor and agriculture farms movement is how Israel started and prime ministers till 1980's were from this Labor and farms movement including David Ben-Gurion and Golda Meir. As Israel evolved into a more technology oriented state this aspect was lost leading to a great measure of inequality, and changing governments without a clear vision for the future.   ...

A transformation of the scale of what De Gaulle did for France in about that same period 1954-1963, in 13 years transforming a agricultural state with 80% illiteracy under British rule in 1947- this happened in the former Madras Presidency, Madras state in post independent India. Schools and high schools spread across the state, national to the state public sector projects were brought for industry, and dams built for electricity to the towns and rural areas. That is the story of Madras in that period. It was all done with clean governance with Gandhiji's principles. The period after the 1970's led to governments with caste based politics with lower castes from a Self-Respect movement pitted against Brahmins and upper castes sort of like the Irish as a deprived caste pushing out the Boston Brahmins yet binging with it Tammany Hall style politics of New York in the turn of the century America. By the 1900's you had Theodore Roosevelt challenging this kind of Tammany Hall politics, for clean governance. In 2024 Modi is sort of like Theodore Roosevelt challenging the existing system in the Tamilnadu Madras state on the basis of seeking the Nation's development and modernization comparable to China and Japan by 2047 what is called Vikshit Bharat. This is the only way to understand it for Americans as Indian themselves don't fully understand many castes interwoven in India as different groups and nationalities are in Europe plus more stratification. ...

This opinion of the Editorial Board of WSJ says it is not clear why Taiwan has been excluded from the Indo-Pacific Economic Framework that includes most of South East Asia including Indonesia, and India, South Korea, Japan, Australia. The Biden administration plans to deepen economic ties with Taiwan. WSJ says this is a mistake and Taiwan should be included in the new Asian alliance led by the US. IPEF is a Asian alliance built around 4 pillars of digital economy, transparency and good governance, Asian security and rule of law, and rapid economic technological progress. Biden administration Commerce minister Raimondo says it will increase investment in the alliance countries for supply chain renewal and shift of investments away from China and into India, Vietnam. President Biden and Jake Sullivan see it as pulling in investment into the US for infrastructure and technology and into allies such as India who have the pool of manufacturing workers to compete with China in a new supply chain. Mr. Modi also sees it as he is focused on digital economy, good governance, and infrastructure with speed and scale at high levels to match rising aspirations for the economy in India. It is designed in a way that lets US, Japan South Korea and India to fill in the needs and strategies over the period to 2030 and 2040 so that US and Europe and the Free World in Asia and Latin America, Africa can preserve democratic values with matching technological and economic strength. ...

Chancellor Scholz made increasing the minimum wage a key plank in his election platform. The German parliament passed a bill increasing the minimum wage to 12 euros ($12.90) per hour as of October 1- an increase of 2.18 euros per hour. The increase will mean 400 euros extra per month for people with a monthly income of 1700 euros.  Chancellor Scholz wrote on Twitter "Many citizens in our country work a lot but earn little- that must change." "For me, one of the most important laws and a question of respect." The bill passed by a wide margin with 400 in favor, 41 against, and 200 abstentions from the CDU/CSU. CDU says Scholz bypassed a commission that sets the wage increase. Unions and other parties rejected that saying the bill will reduce poverty in Germany. The Merkel years will be remembered for the lack of attention to essential infrastructure, to digitalization, and to workers and families. Mr. Scholz and the Greens under Habeck and Baerbock are working to reverse years of wanton neglect of essential needs. In fact much of the increase will go to pay for additional cost of food and energy that is a result of Russia's invasion. Merkel and her predecessor Schroeder pursued policy that led to Germany's extreme dependence on Russia for energy resulting in the jump in energy prices today. France and Britain are also taking action to provide additional income to workers to offset the higher cost of energy and food. ...

Ownership of stocks is more evenly spread out in the US population by 2023. During the pandemic younger people invested in stocks. WSJ graph of percentile of income and stock ownership shows  20-40th percentile of income households moving from 30% of households owning stocks to 40%, and 40-50th percentile of income households moving from 50% of households owning stocks to 60%. This means people in the middle incomes have built more household wealth  sharing in US stock gains of 16% in 2020, 27% in 2021, dropped 19% in 2022 and gained 24% in 2023. Recovery from the effects of free market policy experiments after Reagan that led to the 2009 financial crisis and shipping of factories overseas were met with a reverse response bringing factories home under Trump and Biden. Wage gains happened under Biden 2020-2024, and a Biden $1 trillion dollar infrastructure renovation adds to jobs and demand. Wealth in homes for US households increased on average from a low of 225,000 6 years after the financial crisis of 2009 to about $325,000 by 2022. This is part of a general recovery for the American people after the shocks of free market experiments with inadequate regulation and oversight by the government, and the neglect of manufacturing and communities dependent on manufacturing for employment and income with its uplifting of services sector that comes with it, the taxes that pay for public services also enhances community wellbeing through libraries, wellbeing, transport and other public services. ...

The less known role on July 25, 1947 of  Lord Mountbatten in getting the 550 Indian princely rulers to sign the Act of Accession to India is shown in The Indian Express. The British Empire was built from the British East India Company's acquired territories in India as the Company expanded in northern India and near the ports of Bombay, Madras and Calcutta with trading and using its army to protect regional states and monarchies. This happened from the period of the decline of the Afghanistan/Iran based dynasties in northern India called the Mughals from 1650 to 1756, and 1756 to 1857 with the decline of the Maharashtra based Maratha dynasty in two phases. The Empire left one third of India in the hands of princely rulers after a rebellion in 1857, with the British offering guarantees  of protection to these rulers.  The forming of and independent India under Gandhi, Patel and Nehru in 1947 led to the need to avoid a balkanized state and regionally disrupted India. It was Patel and V.P. Menon who accomplished the task of cajoling and pushing 550 princely rulers to join India including states as different as Mysore, Jodhpur and Baroda. Viceroy Mountbatten joined in this effort. Mountbatten is shown here on July 25, 1947, of dramatically playing around with around glass paperweight referring to it as a crystal ball that had answers to the queries of princes, and then suggesting with much tenacity- "sign the Act of Accession."   ...

This view from the Editorial Board comes as Republicans in Congress geared up for a legislative victory decided to ignore the expert opinion of the Joint Committee on Taxation and polls showing a majority of Americans disapprove of the tax law. It says a "corrosive partisanship" that is affecting the nation has led to this decision. Not an informed consensus necessary to make real and lasting changes to the tax laws that increase growth without disrupting hard won gains in social cohesion after World War II.  Republicans pushed through a trillion and half dollars in tax cuts in the law that reduces the corporate tax rate to 21% from 35%, and cut taxes in 2019 by 51 times ($51,400) for the top 1% of incomes compared to ($1000) for middle class families earning less than $100,000 (Tax Policy Center). The Joint Committee on Taxation estimates it will add $1 trillion to the U.S. deficit as only $500 billion is expected in increase in government revenues over a decade from additional economic growth. This is supported by evidence from countries such as Britain that implemented this type of corporate tax cut without generating much economic growth, says Greg Ip in the Wall Street Journal. Obama's retrenchment has also led to differences in policy, with Leon Panetta and Hillary Clinton believing the pendulum has swung too far in the opposite direction, as shown in LyrArc's coverage. The real estate bubble in China continues to grow even after th pandemic. Local governments depend on land sales for about 60% of their revenues. The government in Beijing also is unwilling to let prices decline too much because this could create unrest. As a result households have continued to add second, third homes in speculative investment. Unlike the U.S. where households invest in the stock and bond markets and residential property investment is one of several options, in China this is the only option people believe. The notion of continually rising prices is built into the mindset in China. This is happening even as those who do not have homes are still priced out of the market, and those with savings are pouring them into housing, more so as people save more in 2020. This can be seen in the vacant homes rising to about 40% for those buying second homes. People are also taking on more debt with consumer, mortgage and other debt of households getting close to 60% of the country's GDP, a high leverage ratio. This also means there is less capital to invest in productive investments in industry as more and more savings are tied up in housing with large vacancy rates meaning the housing is not even being used. A Phase 1 trial of over a thousand volunteers shows the Oxford vaccine works well with minimum side effects that can be handled with acetaminophen. Phase 2 trial is underway with volunteers in UK, Brazil and South Africa. Participants given the vaccine had significant increase in antibodies to neutralize the disease, and T cells for long term protection. About 70% reported fatigue or headaches which can be handled with acetaminophen. After the Ebola crisis of 2014 in West Africa the British government invested 120 million pounds to form a group to develop vaccines for top 10 likely threats dubbed "Disease X." On this list was the coronavirus. Scientists at the Jenner Institute at Oxford formed a team as part of this effort. Sarah Gilbert and Adrian Hill led the scientists at Jenner and pioneered research for  a new way to do this- to first replace a part of the virus with a component of the new virus. Then to remove the part of the virus that allows it to replicate in humans. This method is called recombinant adenovirus vector. The Oxford scientists used existing technology in new ways to increase the chances of getting a good vaccine early.  The first vaccine could be developed and tested for mass production by September. A 30,000 participant trial begins in U.S. in August. About 1 billion doses could be manufactured by end of 2020. The Election Commission is monitoring the election and India's Supreme Court gives it's ruling to protect the democratic process. It is unlike anything in the world. It all started in 1945 with the negotiations begun by Labour's Attlee government - the most successful British government of the 20th century, Clement Attlee's government created the Bank of England and the NHS, and brought freedom to India and started decolonization in European empires. A new Constitution was written by 1947 with the guidance of Gandhiji (Mohandas Gandhi) who led the struggle for Hind Swaraj in 1905. The democratic process was established with elections that elected Nehru, a series of coaltiion governments and since 2014 a government focused on Vikshit Bharat, modernization similar to Japan and China that is taking place in India. Already 250 million people have been lifted out of poverty. And free food rations have ended hunger in India, Swacch Bharat has made sanitation modern and available everywhere, water and gas connections are now down to the last household to fulfill Gandhi's dream of reaching the last person in the line. A warning from Britain about tax cuts and not investing in the US economy that could put the US in the same bad shape as Britain under the Tories with Trump/Vance tax cuts and high tariffs stifling the economy. Krugman, with his long experience in studying economic policy of governments,  says the unforced error for Britain was not even Brexit as much as it was the austerity policies put forward by Cameron and his finance minister Osborne in 2010. What it did was to push austerity policies when the right move would have been to invest in the economy and in public services. In 2010 he says the Greece crisis and eurozone debt crisis led to Britain adopting austerity when it was in a different situation. Britain's debt was in its own currency and at home. The British economy was just recovering from the 2009 banking crisis which meant that economic capacity was underutilized and more people needed to be employed. In this situation Britain instead of Cameron/Osborne austerity that starved public services and investment in infrastructure, jobs, needed to invest in public services. A decade and half later this has put Britain in a bad place with a weak economy and dilapidated public services. Britain lacks the courage and right policy of the Biden administration in investing in the economy with support from Congress, so that even Labour is not in a position to soon reverse the effects of this austerity policy. ...

As the Nation faces discord over the right Path Forward it is important to remember- the pandemic's costs for a once in a century event are still being added up. Not just 1 million dead. 1 million with struggles over Long Covid. The toll on the elderly affecting tens of millions of caregivers. 10 million affected by decision not to vaccinate- with adverse symptoms and at work, 20-50 million affected by the financial losses stemming from the pandemic hit to jobs and work in 2019-2020. As the Nation discusses its future there is a sense that many have been left behind even with the best intentions of government. With huge wins in infrastructure now and ahead of us,  the wins are not enough in cutting pharmaceutical and other day to day living costs. Harris has a plan and Trump has no plan for Cost of Living Action. Yet a lot more could have been done for cost of living action given a president with a single focus determination to fix problems, make the large investments needed and full support of both houses of Congress. It is this lack of full Congressional support of a determined president for taking action that has led to insufficient effort to fix cost of living, wages and public services- something that needs to change to bring help to the middle class and lower income working people of America. ...
