The leaders of India and China, Narendra Modi and Xi Jinping will meet at a 2 day summit in the central Chinese city of Wuhan, China, on April 27, 2018.  The meeting is significant because for the first time the 2 leaders will meet on a one on one basis for a significant part of the time without aides to get a better understanding of each other, and a get a sense of how to establish a good relationship between the 2 countries. Ma Jiali of the China Reform Forum, a think tank affiliated with the Communist Party's Central Party School says a better relationship would serve China's interests for regional calm, so that China can focus on internal issues of tackling poverty in the interior of China, tackle economic issues arising from a difficult trading relationship with the U.S. including the tariffs of the Trump administration.  China's leadership have not anticipated the decisions made by president Trump and the Trade Representative Robert Lighthizer to take a strong stand on correcting an imbalance in trade that leads to about $1 billion in trade deficit each day for the U.S. with China. Previous administrations in the U.S. have not taken action. Also at issue in the U.S. China relationship is for the first time transfer of technology for "Made in China 2025." China's earlier advances were made with a free flow of technology from the U.S. and Europe.  The last time the two leaders met was in 2014. This time the issues of border relations in the Himalayas, and the relations with China in the Indian Ocean and Pacific Ocean region, the growing relationship between Australia, U.S., India and Japan, are seen in a different light with the strong disagreements on trade relations with the U.S.  China sees a need for improving relations with India. Prime Minister Modi faces new elections in 2019 and the need to focus on infrastructure and development to win a second term in office for the ruling BJP Party.  A reduction in tensions serves the interest of both countries and leaders.   ...

In this situation the US is taking the initiative in the war in Ukraine with Gen. Bradsher, Tankersley and Cohen say in this NYT report- US industrial policy under president Biden corrects the failures of the past. Chinese experts in Hong Kong say the US and Europe deindustrialized their economies with pursuing of policies called "neo-liberal" but basically Reagan era policies that Democratic presidents Clinton-Obama imitated. As they deindustrialized it created disaffection among the struggling lower and middle income classes making $35,000-$106,000 that were big losers in the process, creating threats to democracy as financial and tech, plus pharmaceutical sectors took control of the economy. China's success comes from three decades of mastering the ways of practicing industrial policy that it can support private companies with low cost land, additional subsidies that reduce the cost of production and provide a buffer to absorb losses so that it could dominate key industries. Policies where textbooks and economists trained in the US failed utterly and completely leading to dangers to US democracy that we see as opportunities for good paying jobs in manufacturing disappeared for middle and lower income households from 1980 to 2020. These economists trained in the US always said see lower cost Chinese made goods means lower and middle income people pay less, never saying that this means all opportunities for better paying jobs in manufacturing will be lost for these classes in society. The tech and financial sectors had close ties to the new arrangement that turned manufacturing over to China from the Reagan era to the Obama and Trump era. Apple and Tesla and many industries benefitted from manufacturing mostly outsourced to China. ...

Last month the Nevada probate commissioner said Rupert Murdoch could amend his irrevocable trust if he is acting in good faith and in the interests of his 4 children. A trial to determine if this is in good faith begins in September 2024. The current trust for Murdoch and his news properties is an irrevocable trust set up 24 years back in Reno, Nevada. It gives one vote each to Lachlan, James, Elisabeth and Prudence after Rupert Murdoch's death. He is 93 years. Lachlan and Rupert Murdoch have views that have led to Fox News and Wall Street Journal news coverage that is seen as extreme. James ran the News operations with Lachlan till he could no longer support the shift, a shift consistent with his father's views. William Barr, an Attorney General for Bush and Trump is a legal adviser to Rupert Murdoch in the effort to give voting rights to Lachlan, so he has a majority. James says he is uncomfortable with the shift at the networks and that it would hurt them in the long run that the gains in ratings are short term and have led to releasing insidious forces in the US. James's wife Kathryn is a climate change activist. The siblings say the original trust had "an equal governance provision" and want a voice. They also say the move to give Lachlan majority voting rights disenfrachises them. The courts in Nevada will take up this case with the siblings working together in opposition to Rupert Murdoch and Lachlan. ...

A CNN story on Senate investigators looking into a meeting between Anthony Scaramucci, a member of Trump's transition team, and an executive of a Russian investment fund, is retracted. Three CNN employees resigned, including Harris its investigations editor, as the story could not be reliably verified. The errors in reporting are a result of intense pressure to come up with new breaking news stories, as CNN competes with other news providers such as the Washington Post and the New York Times. Paul Farhi cites other errors at CNN. CNN.com shows the work of the CNN investigative team of about 30 thirty journalists. It has come up with other stories on Russia and the U.S. election of 2016 which have been verified. Farhi points out that the stories have led to record ratings and profits for CNN. On of the journalists who resigned was Eric Lichtblau, a veteran reporter who worked earlier for the New York Times.

As the state of California changes governors from Jerry Brown to Gavin Newsom, both Democrats, there is a sense of continuity as both come from families that have deep connections going back to Jerry Brown's father Pat Brown, also a former governor of the state. This comes with a change of style between the conservative Brown who espouses social justice and careful spending after battling deficits, with the ambitious Newsom who is pushing for many social programs including universal health coverage that have wide support in the state, and can be funded with the $30 billion surplus Jerry Brown handed to his successor. Under Newsom California is also seen as a state that has a different vision of the future than president Trump. 

This comes at a time when California has become more expensive to live in, less and less affordable, with inequalities aggravated by the tech boom.

Mass demonstrations by young people including school children on March 24, 2018, in many U.S. cities called for raising the minimum age for buying a gun from 18 to 21 years of age, and prohibiting civilian ownership of semiautomatic weapons, increasing comprehensive background checks. Former Supreme Court Justice John Paul Stevens says this is not enough. He calls for a repeal of the Second Amendment. Stevens points out that the the framers of the Second Amendment to the U.S. Constitution had the concern that a national standing army could pose a threat to the security of the separate states and therefore made the Second Amendment so that " a well regulated militia, being necessary to the security of a free state, the right of the people to keep and bear arms shall not be infringed." This is now a relic of that period. He says for 200 years this was not interpreted to mean that gun control legislation could not be enacted, till a 2008 decision by the Supreme Court.  Stevens says the decision was wrong and repeal of the Second Amendment is needed.  ...

President Trump says the goal is for the U.S. to exceed and far surpass tests per capita in South Korea. Five million tests are planned by the end of April in the U.S. Where the U.S. falls short is in use of multipronged digital tracking using data from people's use of mobile phones, credit card usage, and use of apps designed to separate infected people from others. South Korea is a democracy with a population of 52 million people, about the size of France. People who were student activists in the democratization era in South Korea say the use of digital technology is a need today. We have to adapt in emergency situation they say. Ki Mo-ran, epidemiologist, and adviser to South Korean government says this is a key part lacking in the European and U.S. efforts to control coronavirus. She says in South Korea we know the patient's contacts, where he goes and stays, so we don't have to lock down everybody. Without digital tracking one cannot know which place is contaminated, which place is clean, so that there can be a lockdown of just that area and not the whole country, says Ki Mo-ran. She asks the question- is one person's privacy more important than the lives of a family or other people who are affected. Is it OK to lockdown every child in the country in a home as in Spain for over a month so that particular people's privacy is respected? These are serious questions for western society, are they exceptions or is democracy not just a western idea but equally cherished in Asian societies, people talk about Confucianism in China and the Asian culture forgetting that the biggest democracies are quite large and functioning well in India in addition to South Korea, Taiwan Indonesia, Malaysia, Bangladesh and Japan, far larger in area and population than China. The French government has chosen the app TraceTogether as the least intrusive one adaptable to France for use there. The U.S. is having Google and Apple develop one of its own. India will be developing one of its own. The NYT raises the question will it be watered down so much in France or in the U.S. and UK to be less effective than the  dire need for an alternative to lockdowns? ...

Harris muddled economic message is attributed to influence of Tony West, her brother in law, legal counsel for Uber, and by her efforts to avoid the label placed on her by Wall Street interests that she was "communist" by moving closer to corporate interests. President Biden ran his campaign and presidency entirely with a single theme- against trickle down economics, saying it did not put much on his father's table, and "the middle class built America, not Wall Street, winning 82 million votes more than the 74.3 million for DJT in 2024, 12 million more than Harris, 8 million more than DJT.  This simple Harry Truman like message carried the day in 1948 against Republican Dewey's increasing popularity after weariness over FDR long run in office, and got Biden 12 million more votes than Harris in 2024 or 8 million more than Trump in 2024- 82.3 million votes for Biden 2020. DJT was elected in 2024 with a fewer number of votes than he got in 2020- 74.3 million votes in 2024 and 75 million in 2020. Bernie Sanders, Congressman from Vermont says- "People want to understand what’s going on in their lives. Trump gave them an explanation,” “He attributed all of our problems to undocumented immigrants. What is the Democratic explanation for why the gap between the rich and the poor is getting wider and working-class people are struggling? You tell me.”   ...

Britain's parliament voted 358 in favor and 234 against to back prime minister Boris Johnson in his effort to get Britain to leave the European Union by January 31, 2020. Negotiation will not be extended beyond 2020. With a comfortable 80 seat majority and many lawmakers newly elected in parliament in favor of Brexit the process appeared easy compared to the problems faced by Theresa May who lacked a majority. In October Mr. Johnson negotiated a deal with the EU which stated how Britain plans to leave the EU. This covered citizens' rights, a financial settlement to leave, and an arrangement to avoid a physical border in Ireland. With another vote in parliament and passage in the House of Lords the process now appears certain to be completed before January end 2020. To get Brexit done Mr. Johnson sought blue collar support in the north of England and the Midlands, a region neglected by Labour and the old Conservatives. Too much of the focus had remained on London. This strategy worked after neglect of working class districts by Labour under Blair and Brown. Mr. Johnson's approach was to commit the Conservatives to new infrastructure spending, spending on schools and the NHS, just as Mr. Trump had done in the U.S. to permanently change the Republican party. This combined with an appeal to patriotism and the idea of Britain drew strong support across England in the election. ...

Walmart has 438 stores in China with over $10 billion in sales. Oracle has smaller operations in China. Walmart is negotiating to take a 12.5% stake in TikTok and Oracle 7.5%. Bytedance owns TikTok. 40% of investors are from the U.S. with investments by Softbank,KKR, Sequoia, General Atlantic, Hillhouse Capital and other funds seeking high returns in internet companies making these investments. The educational value of the content on TikTok is considered to be minimal with mostly entertainment and customers in some countries such as India were reported to be mostly in rural areas. India has since banned TikTok. The huge investments in the internet companies in tens of billions by funds comes as infrastructure needs are not met in Europe, U.S. and India, including education and health, roads and bridges. The entire allocation of capital mechanisms have become out of focus to the needs of the present particularly after the pandemic. Funds sudden interest in using artificial intelligence to promote education would raise much skepticism and the use of TikTok for that purpose even more so. Apart from the concerns for national security that were expressed by the Trump administration, there is the broader issue of the value of children and young adults spending large amounts of time on such media at a time of deteriorating educational levels in all countries of Europe, North America, and in India and China. ...

 Frustration has grown with the poor early management response from U.S. Health and Human Services Secretary Alex Azar, says WSJ.  The president responded at one point with a tweet that "he told me nothing until later." The WSJ looked into Mr. Azar's missteps in a report recently. The president is considering replacing Mr. Azar says WSJ. Ms. Verma the head of Medicaid and Medicare Services is being considered. She has worked closely with vice president Mike Pence throughout this crisis. Mr. Azar served as HHS general counsel and later deputy secretary under president George W. Bush. He then worked as lobbyist for Eli Lilly.  This WSJ report says Mr. Trump called Mr. Azar on his flight from India to Washington, and the next day replaced Mr. Azar as head of the White House coronavirus task force with Mr. Pence. The president says repeatedly that vice president Mike Pence, as head of the White House task force has worked night and day round the clock to guide the effort- including talking to 51 state governors, coordinating the entire effort, and providing the president with reliable advice. In the depths of this crisis never has so much depended on so few- on vice president Pence, a former governor of Indiana, Admiral Polowczyk, Dr. Birx, Dr. Fauci, and the governors of states worst affected by the coronavirus. ...

Compared to 2008 Hillary Clinton is now very clear that she will stand up for woman's issues openly- "it is about no ceilings, no limits, for any of us." About playing the women's card she says "deal me in." One of the paradoxes of this election season is that white women registered voters 35 to 64 years of age have shown less enthusiasm for Hillary, around 34-36 percent in polls such as the NBC-WSJ poll. Interestingly the figure climbs to 66 percent for ages 18-34, and to 56 percent for ages over 64, for all women. Experts attribute this to the fact that women over 35 are facing fewer barriers than the women over 64 who remember the hard won battles for women's rights when it was hard for women to get a credit card or run for office, or be promoted in business. Traditional career choices were being teachers or nurses. A lot has changed in the last 20 years, and this has left some women who are no longer facing such barriers turning to other issues to choose their candidate such as happened in their enthusiasm for Bernie Sanders. Overall for all women registered voters  Hillary gets 52 percent support, Trump 37 percent, according to a July 2016 NBC/WSJ poll.   ...

Daniel Henninger of the WSJ Editorial Board says even if a Republican is elected president it would be a question of 4 more years of what? The big problem today he says is the small number of legislators in the US House of Representatives, about 20 in the Freedom Caucus, that are opposed to the government operating unless they get their way. The result is that independent Speakers of the Republican controlled House, with Republicans having a slim majority, are unable to get elected, and the Speaker elected is a relative newcomer Mike Johnson of Louisiana, who entered Congress as recently as 2017. The new Speaker has said the legislation passed by a bipartisan group of Senators in the US Senate 70-30 for aid to Ukraine is "dead on arrival." Result an impasse with some saying this is the most ineffective Congress ever. In this situation if a Republican is elected president says Henninger he can do little because a loss of even one legislative branch to Democrats the House or the Senate would leave America where it started- in an impasse for 2024-2028. For this reason he says even though Mr. Trump said he would do great things there was little he could point to in his vision for the future, and little he could do just by signing executive orders that would later be reversed.  ...

DW.com's Ines Pohl says the U.S. presidential election campaign in 2016 with Donald Trump is a reflection of the state of American society today. She says lets not kid ourselves, what is happening is a reflection of the changes in society, demagogy as a reflection of the society we live in- people's lack of interest in serious issues, the loudest getting heard, less interest in checking the facts, and looking for a good show or entertainment in the debate. She points to problems in today's society, new technologies in media, that have fostered a new kind of shallowness. This includes fragmented social media groups, media that allows scapegoat theories to thrive, and elites or people in authority that lack the ability to respond to the challenges posed by this. She rightly points out that it goes beyond this campaign season and will continue into the future till it is resolved. What would Abraham Lincoln think of this, or what would George Washington or Thomas Jefferson think of this? LyrArc has frequently quoted these lines from a letter by Washington to Jefferson in Feb. 1783, and in the First Letter from the Editor- "To merit the approbation of good and virtuous citizens is the height of my ambition;  and will be a full compensation for all my toils and sufferings in the long and painful contest that we have been engaged." Washington told his countrymen in his draft of the First Inaugural Address that "there is no truth more thoroughly established, than that there exists in the economy and course of nature, an indissoluble union between virtue and happiness, between duty and advantage, between the genuine maxims of an honest and magnanimous policy, and the solid rewards of public prosperity and felicity." Jared Kushner, 37 years,  is senior White House adviser. The report says the rise in prominence of the Kushner family in politics has adversely affected the family business because of increased scrutiny and investigations, and deals with China for financing have stalled as a result. A major project of the Kushner family, a 41 story dilapidated Fifth Avenue Tower in New York that was to be replaced with a new structure now lacks financing from Chinese investors as a result of public scrutiny. Only 10 months are left before a $1.2 billion mortgage on this aging property lacking enough tenants comes due for the elder Kushner.

Mr. Trump was offered a deal for his border wall with Mexico that provided a fourth of the founding and covered a 55 mile fence on the border. $1.375 billion in funding was offered by Congress to cover building a 55 mile fence in the Rio Grande Valley of Texas. It includes money for better screening at border entry points and more customs officers.

President Trump has asked Congress for $5.7 billion to build a 215 mile fence along the border with Mexico. Building the border wall was a key campaign promise of Mr. Trump in the 2016 campaign. A similar deal was rejected by Mr. Trump in December 2018 leading to a 35 day partial government shutdown.

The fence proposed by Congress would be made of steel posts and built along the levees on the Rio Grande RIver that separates the U.S. and Mexico.

In this WSJ report a top American Defense Department official before resigning says- "I have no problem with feeding China or trading with China. I have a problem with arming China." Advanced or sensitive manufacturing technology is still being approved for export to China says this report in WSJ, even as the US perceives this to be a national security threat. Experts say the Commerce Department report approval process needs overhaul and the US needs close coordination with the European Union on this process. Of the total US $124 billion in exports to China in 2020 only half of one percent needed a license Commerce Department data reviewed by WSJ shows. Of that small fraction of one half percent Commerce Department approved 2562  applications or 94%. This even includes array of semiconductors, aerospace components, artificial intelligence technologies that could be added to China's military. This means that even towards the end of the Trump administration with its talk about national security threats, through the four years 2016-2020, nothing much happened in this important field.  The difficulty that the Trump administration faced and America faces is putting company and business interests first or American security interests and retaining competitive technological advantage interests first. American administrations and business have consistently failed to follow what plain ordinary Americans understand by America first. Even when it is clearly evident that America is handing over sensitive advanced technologies with very little in return, and creating out of nowhere competition that poses serious risks for the national interest, business and administrations operate indifferent to the national interest. Even right into the period when this is making the world a riskier and more dangerous place.   This is the state of affairs today, and the situation is not about Congressmen visiting Taiwan or ships going through the seas in that region, or international law. All that is American policy  and is well known and well understood. What is missing is the right action and the right determination behind other action that is sending a different message at the same time -that the US is oblivious to its own interests. That administrations, even those such as the recent Republican one under Mr. Trump, see a higher priority in following American business wherever it goes in pursuit of individual company interests alone, even if it does not accord with the national interest. Lobbying groups distort what policy should be in the public interest and in the interest of both countries, leading to a breakdown in the whole process itself whenever governments surrender their role of protecting the public interest.  Outshoring manufacturing was bad economically at the level of communities across the US, leading to divisions that weakened the country in the last decade, it was also bad for the economy of the country with loss of the best manufacturing jobs, beyond what economists in their ignorance of the big picture sought to show was the consumer- often the same person who lost a job or stopped seeking work- paying less. It was bad also for China as it created the hyper growth that rapidly contaminated land, air and water and created an inherently unstable relationship in trade with destruction of jobs at a pace that America had not faced with Japan and with which it could not cope. Could a pace that worked for both nations have worked? At the root is the notion that business knows best even if it is in plain sight to every plain American that the country's most advanced technologies are being shipped out. Governments do not fulfill their responsibilities and fail when they fail to tell business what rules are in the public interest, as it was never in the first role of business to protect the public interest. That the European Union has simply followed the US in this has created a problem for both the US and the European Union of deviating from what plain Americans or Europeans see as abundantly clear.  Even in plain dollars and cents business and economists fail to grasp the true cost for the whole country or whole people compared to the benefit for an individual or an individual company. The cost of wars even small wars can be be trillions of dollars which are borne by the whole country or people, and most of it by the middle and less economically well off classes in a country. Creating a belligerent competitor in world affairs and the risk of conflict and war is to lose trillions of dollars when the benefit to an individual, groups, or individual companies is no more but a tiny fraction of that trillion dollar cost, not including what all the plain people pay in human lives. It is not that anyone benefits as the people in the belligerent competitor country follow the same pattern of loss that would happen in the US. One should ask is it not a loss for China also? The example of Imperialist Japan is not so far off in time for Americans or Asians including the Chinese and Japanese people who suffered so greatly to forget. Business remains oblivious to the public interest not just for America but for the world, individual companies do not see it as their role beyond that of pursuing individual company interest. Is it not then for the government to set the rules. Is it alright for government to not fulfill its responsibilities? Even when this pushes the world faster to into conflicts as technologies take the place of exercise of wisdom in conflict, and even when there are unmet challenges such as climate change that affect the whole planet.  ...
